Historical Foundation
Early Causes and Origins In earlier organizations most work was done in
small groups. However industrial revolution change the nature of work. Expensive facilities steam engines and other innovations required large number of people to work to gather to achieve economies of scale.
In the late 1980 problems caused by industrialization leads to creating the post of welfare secretary. These existed primarily to meet worker needs and to improve conditions for workers.
