Unfortunately, Councillor Evans, who was elected as Chairman in May, has resigned from the Parish Council and moved back to Yorkshire to be closer to his family, and I have been elected Chairman for the rest of this term, until May 2014. I am obviously delighted to be in the driving seat again, and will do my utmost to continue to ‘fly the flag’ for the Village, which has a reputation that continues to be envied by many. This is particularly so in the South and South East in Bloom Competition, this year being no exception. Details of the awards received can be found in the Rustington-In-Bloom article on Page 2. Christmas will soon be upon us, and you will find details of the Festivities taking place on Saturday 7 December in the shops and businesses throughout the Village in the near future. And, please don’t forget the now, well established, Table Sale and Christmas themed entertainment that will be taking place in The Garden Café courtyard area at the rear of the Museum, and also in the Museum itself, on the day. The always popular Community Carol Concert, which celebrates its 25th Anniversary this year, will take place at The Woodlands Centre on Saturday 14 December, with a little added sparkle to mark this very special milestone! As I have said in my previous messages, whilst most of us turn our thoughts to Christmas and family, please take time to check on those who might not be as fortunate as others, and may be on their own during the Christmas and New Year period. A few minutes of your time could make a world of difference to someone, just knowing that somebody else cares. On that note I’ll leave it there, and conclude by wishing everyone, on behalf of the Parish Council, a very Merry Christmas and a Happy New Year! Andy Cooper - Chairman Emergency Planning for the Village Earlier in the year, the Council adopted an Emergency Plan for the Village. The purpose of the Plan is to ensure that the Council, whilst not having any statutory responsibility to react in the event of an emergency/major incident, has identified hazards that may arise and has made simple plans for how they could be responded to. The main objectives are to: Identify the risks to the community and relevant response actions Identify vulnerable people/groups within the community Identify capacity and resources in the community available to assist during an emergency Provide key contact details for the Parish Council’s Emergency Planning Committee, Key Community Resources, the Emergency Services and the District and County Councils. Copies of the Plan are held at the Council Offices, Village Information Centre, Rustington Museum, Arun District Council, West Sussex County Council, Georgian Gardens, Rustington and Summerlea Community Primary Schools, Rustington Library, WRVS Centre and by the Chairman of the Rustington Residents Association. Enclosed with this issue of the Newsletter is a blank copy of a fairly basic Household Emergency Plan which, it is hoped, parishioners will complete and retain in their homes. Emergencies can affect the county with little or no notice. Being prepared can help reduce the effects on your life and your loved ones; reduce the need for support from others and enable you to support the vulnerable in your community. Disruption to essential services such as water, gas and electricity, regional and national travel and telecommunications are all ways an emergency can affect our everyday lives.

Rustington-In-BloomGold and Category Awards for both Rustington and The Woodlands Recreation Ground, The Allotment Award and so much more!

At the Annual Awards Ceremony for the South and South East in Bloom Competition on 11 September,Rustington received yet another outstanding set of results, being presented with not only a Gold Award in the Town Category, but the Category’s Overall Winner Award as well. The Woodlands Recreation Ground was also presented with a Gold Award and the Overall Winner Award in the Park of the Year Category. The Sussex Life County Award for the entry with the highest marks across Sussex was also awarded to Rustington.

In addition, the Judges’ Special Allotment Discretionary Award was awarded to the Worthing Road Site and the entire In-Bloom entry was highly commended in the Community Involvement Award Category.

In the ‘It’s Your Neighbourhood’ Champion of Champions Category, The Chaucery Memorial received an Outstanding Award. The Herne Gardens and Orchard Gardens Garage

Compound, Oakhurst Gardens and the Methodist Church Gardens all received Outstanding Awards in the ‘Its Your Neighbourhood’ Category, with Rustington Hall following closely with a Thriving Award. What excellent achievements for them all!

The Rustington Primary Schools again excelled in the School Grounds Competition, with Georgian Gardens, winning a Gold Award, and Rustington Community and Summerlea winning Silver Gilt Awards.

The community, as always, pulled together during the year to ensure that all the boxes were ticked in the right places and, in recognition

of this, Certificates of Excellence were awarded to in excess of twenty different Groups, Clubs, Organisations and Individuals for their most important contributions towards the success of the Rustington entry.

The Members of the In-Bloom Committee, in partnership with the Parish Council, organised the 2013 Campaign and were most grateful for the support of the Arun District Council Cleansing and Parks Departments, West Sussex County Council Highways Department, together with individual Officers from the District Council.

Special thanks and appreciation, again, must be attributed to Ferring Nurseries, without whose outstanding service, expertise and dedication, this remarkable success would, as has been the case in previous years, most certainly not have been achieved.

Annual Civic Thanksgiving Service and Community Awards’ Reception

TheParishCouncil’sAnnualThanksgivingService was held on Sunday 15 September at the Rustington Methodist Church. The Service was conducted by Reverend Bob Sneddon.

Following the Service, a Community Awards’ Reception was held at The Woodlands Centre, when presentations were made to various members of the community, both for outstanding flower displays in private front gardens and business premises and also for excellently cultivated allotment plots.

One of the highlights of the afternoon wasthe Presentation of the Parishioners’ Awardswhich this year went to Mod Mums(Group/Organisation Award), in recognition of its outstanding commitment and support for mothers and toddlers both from within and outwith the Parish for some 45 years.

TheIndividualAwardwaspresentedtoMr Austen Beard, in recognition of his long term dedication, commitment and

outstanding service to voluntary groups and organisations both within and in close proximity to the Parish for the benefit of the community of Rustington.

Christmas Event - Saturday 7 December

Rustington Chamber of Trade and Commerce, in partnership with the Littlehampton District Lions Club, will again be organising this year’s Christmas Event on Saturday 7 December, with festivities,includingaChristmasMarket,Santa’s Grotto and Children’s Rides, beginning at 10.00 am and continuing throughout the day.

The Village will come alive with joyful spirit,withthelightssparklinginthetreesthroughout the main Shopping Centre and a whole host of other activities, including many surprises, in the true essence of Christmas! Attendance at this Event is a must, so put the date in your diary now, you won’t want to miss it!!

Well it’s that time again, and Christmas is just around the corner.

Christmas can be such a hectic time of year with gifts to buy, cards to write, food tocook….Well,whynottakeabreakandpop down to your local Community Garden Café for our Christmas ‘stress free’ Event on Saturday 7 December. From 10.00 am to 12.00 noon we will have our ever popular Christmas Table Top Sale, where you may find that perfect gift or some of our yummy Christmas food goodies.

There will also be Christmas Carols being sung throughout the Event, and hot mulled wine and mince pies will be served later in the afternoon.

Wewouldliketowishallofourloyalcustomers, old and new, the very best for the Festive Season.

As‘NationalTreeDressingDay’takesplaceduringthefirstweekendinDecember,tocelebrate the importance of trees in Cities, Towns and Villages across the Country, and to get into the Festive Spirit, families and children are being invited to the Museum on Saturday 7 December to help ‘dress’ a Christmas Tree with ribbons, shapes and lanterns, or hang messages on the Tree. All decorations will be provided by the Museum.

Community Carol Concert -25th AnniversaryThe Parish Council will be hosting a very special evening of Festive Music and fun at the Community Carol Concert on Saturday 14 December, as this year sees the Concert celebrate its 25th Anniversary. As usual, it will be held in the Village Memorial Hall at The Woodlands Centre, Woodlands Avenue, commencing at 7.30 pm. Entry is free, asareRefreshmentsandtheGrandLuckyProgramme Draw.

ItishopedthatsomeoftheCouncillorswhooriginally organised the Concert 25 years ago will attend as guests of honour, together with previous long term participants.

A very exciting evening is, as always, being arranged with performances by the Littlehampton Concert Band, the Sussex West County Guide Choir and the Friendship Singers, not forgetting the always popular Community Carol Singing.

Therewill,inadditiontotheLuckyProgramme Draw, be an Auction of a 19”

PortableTV,whichhaskindlybeendonatedbyKew Electrical and Owen Electrical Limited. The proceeds of both the Auction and the Retiring Collection will be donated to the Chairman’s chosen Charity, and further details will appear in the Commemorative Programme, a copy of which will be given to everyone attending the Concert.

As many of you will be aware, this Concert is always a ‘much in demand’ event, and it is anticipated that this year will be no exception. Entry, as always, will be strictly on a first come first serve basis.

From 2014 to 2018, across the world, communities and individuals of all ages will cometogethertomark,commemorateandremember those who lived, died and fought in the First World War 100 years ago. The First World War was a turning point in World history, claiming the lives of over 16 million people across the globe. The legacy of the First World War continues right through to the present day from family histories, the heritage of local communities and the history of individual nations.

TheMuseumwillbemarkingthisCentenarywith a series of Displays and Exhibitions abouttheFirstWorldWar.Wewilllookathow Rustington was affected during this time; we will also invite members of the community and the Village to bring their own family mementoes and memories of the First World War to the Museum for a Community Exhibition. Finally, we will try to explain, for the benefit of the younger generations, in particular, how the First World War was started and how it left such a lasting impact on the world we live in today.

The Youth Club is going from strength to strength.

We are getting between 30 and 40 young people and are seeing new faces every week!ThereisadifferentactivityeachThursdaywhichrangesfromcookingor craft to inflatable fun and team competitions.

Ifyouwouldlikeyouryoungpersontocomealong, our Sessions run from 6.00 pm to 7.30 pm for school years 7, 8 and 9 or8.00 pm to 9.30 pm for years 10 and above.

Neighbourhood Development PlanGroup members are trained in Policy Writing

In October, members of the Neighbourhood Development Plan Group were visited by Planning Officers from the Arun District Council for a training session on Policy writing.

The Training Session was most informative, and now each of the Focus Groups is reviewing the issues raised from the Household Survey in the Summer, and the Drop-In Shop in March. They will be thinking about how those issues could be translated into Policies, which potential Developers would then have to take into consideration before applying to build on any site in Rustington.

The Policy ideas, together with any sites to be considered for development during the lifetime

of the Plan, will be sent to Action in rural Sussex and rCOH Planning Consultants, for inclusion in the draft Neighbourhood Plan.

There will be further opportunities for Rustington residents to comment on the Plan, before it is finalised, and sent for Independent Examination. Information on how to do this will be made available on the Parish Council’s Website in due course.

Another key stage in the Neighbourhood Development Plan for the Village will be to engage with local and national stakeholders, together with service providers.
