spoke to CMP-7 concerning the creation of a new Part V for Article 545 titled, Other Mobile Structures. (10 minutes)

3. Thomas Domitrovich (Eaton Corp.) PI 3273 [Article 555]. Mr Domitrovich addressed CMP-7 with respect to a rewrite of Article 555. Mr. Domitrovich represented a Work Group of concerned members of the electrical industry that submitted several PIs pertaining to Article 555 for the consideration of CMP-7. (10 minutes)

*Note: Mr. Peter Graser requested time to speak to CMP-7 concerning the use of copper-clad aluminum in recreational vehicles. PI 2136 and 2137. Mr. Graser never appeared before CMP-7.

CMP 7 Task Group on Relocatable Structures will be continued discussions between the First and Second Draft meetings. The Task Group will continue reviewing Article 550 to determine if there are any other relevant requirements that should be included in new Part II of Article 545 and will review any Correlating Committee comments received and will create the appropriate comments for the Second Draft. This TG consist of the following people: Dean Hunter – TG Chair Mark Hilbert (submitter of the PI)

8. List any request contained in a Panel or TC Statement that requires NEC Correlating Committee attention:

FR 8993 (New Part II of Article 545): The title and Scope of Article 545 are proposed to be changed to include “Relocatable Structures.” CMP-7 understands that article titles and scope statements are the purview of the NEC Correlating Committee and CMP 7 requests confirmation of the revisions to Articles 545 and 550 relative to relocatable structures. FR 8137 and FR 8145 (545.2-Definitions and 547.2 Definitions): CMP-7 had (9) PIs dealing with the statements proposed by the Task Group appointed by the NEC Correlating Committee. This task group was appointed to identify potential issues in the NEC with respect to how definitions in both Article 100 and the XXX.2 sections of this Code apply. This Definitions Task Group basically came up with PIs proposing that the definitions in each article at XXX.2 be divided into (2) list item categories: XXX.2 Definitions. (A) Application Within this Article and throughout the Code. The following definition shall apply within this article and throughout the Code. (B) Application Within this Article. The following definitions shall apply only within this article. The different CMP-7 Task Groups could not agree on this concept resulting in CMP-7 supporting it in one article while resolving it in another article. I was told the same thing was happening with other CMPs as well. I think correlation across the Code is in order from the NEC Correlating Committee concerning this issue. As Chairman of CMP-7, I support this list item concept across the Code. FR 8146, 8236, 8325, 8204, 8218 (547.1, 550.1, 551.1, 604.1, 675.1): CMP-7 received a PI (PI 3453) indicating that the phrase “the provisions of” was unnecessary and redundant. This global public input was seeking to request that each CMP review the articles under their responsibility and remove this phrase and reword the text accordingly. From a CMP-7 standpoint, this resulted in revising the scope statement in (5) articles under the purview of CMP-7. CMP 7 understands that the scope of articles is under the purview of the NEC Correlating Committee. However, CMP 7 offers the following recommendation for Correlating Committee consideration. The phrase “The provisions of” is unnecessary and redundant and is being deleted to increase usability.

9. List any Panel or TC actions that, in your opinion, need to be referred to another Panel(s) for correlation:

FR 8976 (555.9): The GFCI protection for boat hoist outlets was proposed to be relocated to Article 555 from Article 210. CMP-7 created a FR to accomplish this action and created a new 555.9 as this requirement is more appropriately addressed in Article 555. The placement of the proposed

language improves usability. Coordination with CMP-2 is necessary to remove this GFCI requirement from it’s current location in the 2017 NEC at 210.8(C).

12. List any additional information that you feel would be helpful to the NEC Correlating Committee, staff, or to the process in general:

During the 2017 NEC revision cycle CMP-2 incorporated GFCI protection for all single-phase receptacles rated 150 volts to ground or less, 50 amperes or less and three-phase receptacles rated 150 volts to ground or less, 100 amperes or less installed at certain areas at other than dwelling units at 210.8(B). During the 2020 NEC First Draft meetings, CMP-7 created (2) FRs to eliminate GFCI protection for these higher rated receptacles at agricultural buildings [see FR 8169 for 547.5(G)]. FR 8475 (551.71) will eliminate GFCI protection for 30- and 50-ampere receptacles used for recreational vehicle site equipment. Compelling evidence was presented to CMP-7 to spur these actions. The CMP-7 Panel Statements for these FRs stat that “CMP 19 (now CMP 7) was not consulted prior to the changes in 210.8(B) for the 2017 NEC and may not have taken into account the special occupancies of Article 547 (or Article 555). Data was not provided to substantiate the expansion of GFCIs in agricultural buildings (or RV parks). The NEC Correlating Committee might want to take a closer look at this situation and perhaps form a task group made up of members of CMP-2 and CMP-7 to investigate these GFCI provisions further.
