With the unfailing support from staff in our UK headquarters, the branch helps more than 780 members to maintain and enhance their occupational safety and health (OSH) professional knowledge. Each year, the branch organises and co- organises numerous conferences, technical seminars and technical visits, and publishes regular newsletters to enable our members to keep up to date with the latest developments in the industry. Meanwhile, our mentorship programme and student research project competition for accredited degree programmes are valuable for our young members and students. The branch also serves as a forum for our members to exchange their views and expertise. On behalf of the committee, I would like to assure all members that we will make every effort to continue providing excellent services in the coming year. In the past few years, there has been increasing public awareness and concerns about health and safety, and more stringent legal requirements. On the other hand, new approaches for system formulation and emerging technologies are important to drive all professionals in the industry to redefine their approaches to OSH management and to equip themselves with new knowledge. As one of the leading professional institutions in the industry, IOSH Hong Kong spares no effort to help our members maintain and advance their professional status in order to meet the challenges ahead. The Asia Pacific Occupational Safety and Health Organisation (APOSHO) 33 Conference will be held in Hong Kong in 2018 and the branch is one of the key members of APOSHO to participate in this remarkable event, the success of which could not be accomplished without the full support from our members. Chairman’s message

Dear members,

The branch has been serving IOSH members in Hong Kong for nearly 17 years. With the unfailing support from staff in our UK headquarters, the branch helps more than 780 members to maintain and enhance their occupational safety and health (OSH) professional knowledge.

Each year, the branch organises and co-organises numerous conferences, technical seminars and technical visits, and publishes regular newsletters to enable our members to keep up to date with the latest developments in the industry. Meanwhile, our mentorship programme and student research project competition for accredited degree programmes are valuable for our young members and students.

The branch also serves as a forum for our members to exchange their views and expertise. On behalf of the committee, I would like to assure all members that we will make every effort to continue providing excellent services in the coming year.

In the past few years, there has been increasing public awareness and concerns about health and safety, and more stringent legal requirements. On the other hand, new approaches for system formulation and emerging technologies are important to drive all professionals in the industry to redefine their approaches to OSH management and to equip themselves with new knowledge. As one of the leading professional institutions in the industry, IOSH Hong Kong spares no effort to help our members maintain and advance their professional status in order to meet the challenges ahead.

Name and Position Profile

Chu Chun-wah Chairman

Mr Chu started his career as an Assistant Factory Inspector in Labour Department and retired after his 31 years of service. He is a freelance safety consultant and the Advisor in Workplace Safety of the Contractor’s Authorised Signatory Association. He is also the Safety Advisor of the Hong Kong Waste Disposal Industry Association, an Executive Committee member of the Chartered Association of Building Engineer (Hong Kong Branch) and an Ex-Chairman of the Institution of Safety Engineer (Hong Kong).

Mr Chu has been teaching OSH education in universities and non-governmental institutions for 20 years.

Ng Ho-kong, Evan Vice Chairman

Mr Ng holds an MSc in Occupational and Environmental Health and Safety Management. He has been working for a public utility company since 2002 as a Safety Engineer, responsible for facilitating and monitoring in-house management system, formulating & implementing regulatory and system audit, assuring regulatory compliance, conducting site SHE inspection, conducting SHE training & promotional activities and accident investigation.

Ma Chi-sing Immediate Past Chairman

Mr Ma is a chartered Fellow. He has been an IOSH member for more than 24 years and actively participated in the executive committee of Hong Kong Branch for many years. He was the Chairman of the Branch in 2016/17.

Mr Ma has been working as a safety practitioner for many local and overseas sizable construction projects. With his over 35-year practical experience in the construction industry, he has involved in a number of safety and health initiatives in Hong Kong.

Fung Chi-leung, Edmund Honorary Secretary

Mr Fung has been working as a safety practitioner in the construction industry for 20 years. He devotes his time and effort in to do something that is beneficial to the safety society. He has been joining the Executive Committee of the Branch as a director of CPD development since 2014. Member’s support and appreciation are the driving forces for him to keep momentum in assisting CPD development in the coming term of office.

Cheng Wing-cheung, Lewis Honorary Treasurer

Mr Cheng has been working in the construction industry for 30 years and currently works as a Safety Manager for a tunneling project in Hong Kong of a contract value of HK$7.2 Billion.

Mr Cheng holds a Bachelor of Science Degree with 1st Class Honors in Civil Engineering, Diploma in Occupational Safety & Health as well as a Diploma in Safety Auditing. He has been a full member of IOSH since 2004 and a Chartered Safety & Health Practitioner since 2007.

Mr Cheng has joined the EC of IOSH Hong Kong since 2014 and served as the Honorary Secretary for three years. He is elected as the Honorary Treasurer for the term of office in 2017/18. Apart from joining IOSH Hong Kong, he is also actively involved in public and community services and currently serves several professional and voluntary organisations in relation to the safety profession.

Chan Wai-yan, Felix EC Member -Communications

Ms Chan has joined IOSH as member since 2005 and as a chartered member in 2007. She has been working in the construction industry for over 14 years with corporate and project level experiences. Now, she works as a Resident Safety manager in one of the Hong Kong’s property development companies and monitors the implementation of safety management system in building projects.

Cheung Ho-ming, Duane EC Member - Technical Supports

Mr Cheung is a Chartered Civil Engineer. He has been a Member of Institution of Occupational Safety and Health since 1996. He has over 25 years of experience on Project Management and Safety Management on Mega-Sized Projects, including the Tsing Ma Suspension Bridge and Rail Projects in Hong Kong, and Casino Projects in Macau.

Cheung Ka-fu EC Member - Mentorship Programme

Ir Dr Cheung is a Chartered Engineer, Chartered Physicist, Chartered Scientist, Chartered Environmentalist, Chartered Quantity Surveyor, Chartered Project Management Surveyor, Chartered Builder, Chartered Quality Professional, Chartered Water and Environmental Manager in U.K. as well as a Registered Professional Engineer and Surveyor in Hong Kong. He is also a fellow of various professional institutions in engineering, construction, management, quantity surveying, quality assurance, safety and health. He is currently a professional review assessor of various professional institutions and community services, and an independent consultant serving various clients in Hong Kong and Great China Region.

Kong Tze-man, Stephen EC Member - Professional Development

Dr Kong holds a PhD in Construction Site Safety from the University of Hong Kong. He works for a Public Works Department first as a civil engineer and, subsequently, became an engineer in Safety and Environmental Advisory. His major work is to vet tender documents to ensure Public Works Construction Site Safety policies prevail and to monitoring the works contracts site safety performance.

Lam Chi-sing EC Member - Mainland China Affairs

Ir Lam has joined IOSH as a member since 2001. He has been an IOSH Council Member since Sept 2011. He is a Chartered Fellow. He has served the executive committee of the Hong Kong Branch in different posts including Honorary Secretary over 10 years during which he was active in promoting safety and health and organized many technical seminars and technical visits for the benefits of IOSH members and safety practitioners for their continuing professional development.

Ir Lam has worked in construction industry over 43 years in piling foundation, building construction, site formation, road work, slope work, site investigation work and building refurbishment work.

Lam Kai-wing, Ivan EC Member - Publications

With engineering background, Mr Lam has been working in construction field as an OSH practitioner over 30 years. He practises in a role of safety consultant to provide his expertise and professional services to the industry.

Leung Yuk-ching, Annisa EC Member - Public Relationship

Ms Leung obtained her Bachelor Degree in Laws in the University of Hong Kong. She got a Master Degree in Language and Law and a Master Degree in Applied Science in Safety Management.

Ms Leung started her career in the OSH in a listed construction company and subsequently worked for various construction projects and other disciplines as a safety personnel. She was a firewoman of the first batch in Hong Kong. She is a Safety Manager in a construction company, the director of a safety consultant firm and a part-time lecturer in various universities and quasi-governmental institutions. She devotes to the branch activities with a view to promote occupational safety and health.

So Kin-hoi EC Member - Membership

Mr So is a CMIOSH. He has been joining the Executive Committee of the Branch as a director of publications and a director of technical supports since April 2014. He holds a BSc in health and safety and is a Registered Safety Officer and a Registered Safety Auditor. He has worked for a local transport utility for over 35 years in disciplines of maintenance, quality assurance, IMS audit and occupational safety and health. After his retirement in 2015, he works as a consultant for OSH and risk assessment activities. He is also a guest lecturer for OSH-related course in a local university.

Tang Chi-hou, Tony EC Member – Event Management

Mr Tang joined IOSH in 2005 and has become a Chartered Member since 2007. He has been working in the construction industry for more than 27 years. He works as an Environmental Manager of a Hong Kong based international construction company. He is responsible for the environmental management and the quality of works. He works with the Project Safety Officer to implement the Company Safety Management System on Site.

Leung Ting-pong, Leo EC Member - International Affairs

Mr Leung was installed as a Chartered Member of IOSH in 2005. He has started his career as a Safety Practitioner since 1997 and worked in various international construction engineering firms and different construction projects in Hong Kong. He joined a local public utility company in 2011 and now is a Senior Engineer in Safety. With his 20-year experiences and the networks built, it is a right time for him to make contribution to the society with IOSH.

Visit by IOSH President & Guangzhou delegation IOSH President, Mr Graham Parker and the delegation from Guangzhou Association of Work Safety visited Hong Kong for attending the IOSH Hong Kong annual conference, AGM and annual dinner in May 2017. The branch took the opportunity to arrange the following technical visits for them to meet Hong Kong stakeholders for experience sharing on 12 and 13 May 2017 :

1. Tai Po Training Ground, Construction Industry Council

Mr Graham Parker visited the Tai Po Training Ground of Construction Industry Council (CIC) on 12 May 2017. During the visit, they were briefed on the roles and function of CIC, vocational training arrangements and practices of construction plant operators in Hong Kong, and had a tour of the training facilities at the training ground.

2. OSH Training Academy (Tsing Yi), Occupational Safety & Health Council

The delegation of Guangzhou Association of Work Safety visited the OSH Training Academy (Tsing Yi) of Occupational Safety & Health Council together with Mr Graham Parker on 12 May 2017. During the visit, they were briefed on the Tsing Yi OSH Training Academy and had a tour of the training facilities including the confined spaces and forklift truck training facilities.

3. Tseung Kwan O – Lam Tin Tunnel Site Visit

The Guangzhou delegation visited the site of Tseung Kwan O – Lam Tin Tunnel project on 13 May 2017 for benchmarking the construction safety standard. The contractor representative introduced the scope of works, safety considerations and arrangement for tackling foreseeable hazards on the project. An onsite in-house training centre with mock-up demonstration facilities was set up focusing on the risky activities for the workers, who had to undergo a one-day safety training therein to let them understand risks and necessary safety precautions before they started working there.

Annual safety conference 2017 & 17th AGM cum annual dinner IOSH Hong Kong Annual Safety Conference 2017 was held at The Salisbury - YMCA of Hong Kong in the afternoon on 13 May 2017. The conference, which was a flagship event for the Hong Kong branch, was sponsored and supported by 32 organisations, including professional institutions and universities, etc.. Mr Graham Parker, President of IOSH, officiated at the opening ceremony of the conference. The theme of the conference was “Good Corporate Governance for Managing OSH & Risks”.

About 150 participants attended the conference

The conference provided a platform for both local and overseas professionals to exchange ideas and share their experiences on the initiatives and efforts for promoting corporate governance so as to manage OSH and risks at work. The following five distinguished speakers and their topics were as follows:

Annual safety conference 2017 & 17th AGM cum annual dinner (con’t) Subsequent to the conference, we had our 17th Annual General Meeting and annual dinner at the same venue. We were delighted to have Mr Graham Parker, President of IOSH as the Guest of Honour of our annual dinner. He delivered an honorable speech about the global perspective of IOSH in promoting health and safety. Joining our joyful and reputable annual Dinner included distinguished government officials, representatives from renowned organisations and professional members from various industries.

At the annual dinner, our new Chairman, Mr CHU Chun Wah presented appreciation souvenirs to acknowledge our grateful thanks to the sponsors of the event.

Mentorship training Mr Tim Briggs, Chair IOSH Professional Standards Committee was invited to Hong Kong to conduct a mentoring training for our members on 29 & 30 July 2017. This 12 hours mentoring training course was organized by IOSH (Hong Kong) mentorship programme section and assisted by a Graduate Member Mr HUNG Yeung Hoi. This intensive and pragmatic course covering from mentoring history, philosophy, characteristics and techniques to let all participants have a good understanding how to well start and develop a mentoring process and relationship with the mentee successfully. The purpose to organize this mentoring training is to develop and strengthen our mentorship programme in order to provide more professional guidance to our non-chartered members in Hong Kong.

MTR society link gathering on “Exploring a world-class service” MTR Corporation organised a technical visit to Ngong Ping 360 on 5 August 2017. Three executive committee members including Ms Annisa Leung, Mr KH So and Mr Tony Tang participated. The visit started in the Operations Control Centre. Ngong Ping 360 has about 109 cabins in operation during peak hours and on general holidays and about 80 cabins in operation on weekdays. Sensors and detection devices are installed in the rail system to monitor the safe operation of the cabins. One of the control features is to maintain each cabin at the same interval during their travel. As the operations and maintenance work could encounter the highest risk during thunderstorm and lightning, the ‘Airport Thunderstorm and Lightning Alerting System (ATLAS)’ is used to monitor the systems. When the ATLAS activates, the officer-in-charge has to decide whether to activate service suspension procedures. Government authorities, other public transport utilities, media, etc have to be informed once the decision is made to suspend the operation. The system will take an average of 5 hours to end the cycle of service suspension and resumption procedures, including manually locking and unlocking the track rope catcher at top of each tower and an advance round trip trial run before resumption of operation. The time taken for manually locking the track rope catcher depends on the thunderstorm and lightning condition. After the introduction, participants visited the training compound and were introduced training on use of equipment and maintenance procedures, manual locking and unlocking of the track rope catcher. The participants took a ride on the cable cars from Tung Chung Terminal to the Ngong Ping Terminal.

Work safety forum in Guangzhou The branch delegation, composing four executive committee members including Mr CW Chu, Ms Annisa Leung, Mr KH So and Mr CS Lam, attended the Work Safety Forum at Guangdong Science and Technology Hall in Guangzhou on 23 June 2017. The main theme of the forum was “Entrepreneur Accountability on Implementation of Work Safety”. Over 150 participants attended the Work Safety Forum. The Work Safety Forum started with a panel discussion on national safety directives which were issued by the National People Congress earlier this year. Mr CW Chu delivered his talk on directives on safety culture. Three awardees presented their distinguished papers including “The theory and practicality of safety development and technology on Entrepreneur”; “Safety Management Systems study on Guangzhou Shipping Factory”; and “Managing hazards and control on overload and over-speed transportation in High-speed highways” respectively. The forum ended with a closing remark conducted by Ms YL Wong, Chair of the Guangzhou Association of Work Safety. In the safety forum, the participants could learn more the implementation of safety management system in the entrepreneurs, work safety culture and safety promotion in mainland.

Network chairs meeting The IOSH network chairs meeting was held in the IOSH Headquarters in Leicestershire, UK on 28 June 2017. Mr CW Chu, our Chairman attended the meeting on behalf of the branch. The attendees were either IOSH branch chairs or group leaders. Prior to the meeting, there was a welcome gathering, in which IOSH staff and attendees had chats and exchanged views on the operation of different branches. After the welcome speech by the President, Mr Graham Parker, the attendees were given five 10-minute updates which covered the policy, training and skill, media and marketing, events and network committee of IOSH. In the afternoon session, the attendees were divided into various groups. Each group was given a series of questions relating to the efficient and effective branch operation, allowed a 15-minute discussion about the topic assigned and then reported back to other attendees. The meeting provided a better understanding on the work of each section in the HQ and also provided a platform in which the attendees could share their experience in operating branches. The attendees shared their difficulties encountered and successful stories on effective operation of branch business in the strategy sessions.

Visit by IOSH HQ staff Ms Laurence Dufour, the International Networks Team Leader and Ms Chloe Zhu, Relationship Manager from the IOSH headquarters visited the branch in the period of 7 to 9 July 2017. During their stay, they attended the EC Meeting on 8 July 2017. Ms Laurence elaborated on their roles and the headquarters’ mission “Work 2022 – shaping the future of safety and health”. She also informed the meeting that they could provide assistance to the international branches, in particular the Hong Kong branch. Each attending EC member elaborated in the meeting on his/her role and introduced his/her planning to the team.
