1. Attached is the Chicago Area Military Coordinator Operations Plan 1-68. Support of VS--Secret Service during Democratic National Convention. -----

(Short title CAMe OPLAN DEMCON). This plan provides the operational concept for the support of US Secret Service operations to protect the President, Vice­President and Presidential and Vice-Presidential candidates attending the Democratic National Convention in Chicago. Illinois. 25 - 29 August 1968. Annex C is Concept, of Operations.

2. OPLAN DEMCON, with annexes also provides the basis for the issuance of necessary fragmentary orders in execution of approved support activities.

3. Addressees preparing operational or supporting plans are authorized to extract portions of this plan as necessary.

Task Organization: Annex A.

1. Situation.

a. General. The Democratic National Convention is scheduled to be held 25 - 29 August 1968 in the Amphitheater in Chicago. Illinois. The US Secret Service has the re­sponsibility of providing protection to the President, Vice­President and Presidential and Vice-Presidential candidates that will attend the convention. Public Law 90-331 directs the Federal military forces to assist the Secret Service in its protective mission when requested. Department of the Army has been assigned primary responsibility by the Depart­ment of Defense for providing and coordinating the assistance of the military services requested by the Secret Service for the Democratic Convention. The Deputy Commanding General, Fifth United States Army, has been designated as the Area Military Coordinator. Military personnel in support of this operation are subject to the general supervision and direction of the Director US Secret Service or his authorized representa­tive.

authority of all requests for assistance made by us Secret Service.

(2) Director 9 US Secret Service. Requests 9 directs and supervises evacuation and surveillance operations by military forces as required.

(3) US Marine Corps. Supports Fifth US Army as directed by Department of Defense.

(4) Us Navy. Supports Fifth US Army as directed by Department of Defense and as specified Annex B (Intelligence).

(5) US Air Force. Provides aerial photo 9 POL 9 cargo and troop airlift9 and intelligence personnel as specified in Annex B (Intelligence), Annex E (Logistics), and Annex I (Aviation). Other support provided as directed by Department of Defense.

(6) United States Continental Army Command.

(a) Monitors and assists Fifth US Army coordination planning and reinforcement necessary to provide approved support.

(b) Directs other CONUS armies to provide additional support not available within Fifth US Army resources.

2. Mission. To provide Department of Defense support to the United States Secret Service during the 1968 Democratic National Convention at Chicago 9 Illinois.

3. Execution.

a. Concept. Annex C (Concept of Operations).

b. Tasks.

(1) Area Military Coordinator. Establishes direct liaison with US Secret Service and coordinates and supervises military support from Emergency Operations Center (EOC) Headquarters Fifth US Army, Fort Sheridan, Illinois.

(2) Commanding Genera1 9 Fort Carson. Provides support specified in Annex D (Personnel) and Annex E (Logistics).

(5) Commanding Officer, Fort Sheridan. Provides Security Detachment as specified in Annex K (Physic_l Security) and logistical support specified in Annex E (Logist,ics) •

(6) Commanding Officer, l13th MI Group. Provides intelligence support as specified in Annex B (Intelligence).

(7) Logistical Support Team. Provides and coordinates approved logistical support to the Secret Service.

(8) Helicopter Support Detachment. Provides and coordinates approved helicopter support to the Secret Service.

c. Coordinating Instruct~ons.

(1) This plan is effective for planning on receipt and for execution on order.

(2) All requests for support not previously approved will be referred directly to the Area Military Coordinator.

(3) Implementing plans, orders, and directives in support of this operation will bear a protective marking FOR OFFICIAL USE ONLY.

(4) Requests for information concerning use of DOD personnel and equipment will be referred as prescribed by Annex F (Information).

(5) All Task Force elements will maintain a log and journal of significant activities. These documents will be submitted to the Command Center (Secret Service Support) located in the Fifth US Army Emergency Operations Center (EOC).

Annex B (Intelligence), to Operations Plan 1-68, OPLAN DEMCON

1. Situation.

a. General. Fifth US Army supports the Secret Service in their mission of protecting the President, Vice President and Presidential and Vice Presientia1 candidates in Chicago during the Democratic National Convention.

b. Dissident Forces.

(1) See current, Headquarters, Fifth US Army weekly summaries.

(2) Dissident and radical forces have publicly announced intentions of conducting large scale demonstrations during the Democratic National Convention. Intelligence information indicates that, currently, their plans are non­violent in nature and that they are discouraging any acts of violence. The capability of these organizations to achieve a unity of effort in the direction of large scale demonstra­tions is questionable. More likely, the demonstrations will center around the larger organizations, such as the 1 I & ' 1 '. 7 I • ; and attracted splinter groups. Thus, the threat presented is two-fold: (1) Extremist individuals or splinter groups could be incited to incidents of violence and (2) large scale demonstrations could become unmanageable. Singly or in combination, these threats govern the planning of the Secret Service to provide maximum personal protective security measures and of civic and military authorities to effect those ac~ions required to maintain law and order.

c. Friendly Forces.

(1) DCSINT Fifth US Army. Has the primary respon­sibility of coordinating Department of Defense Intelligence support to the Secret Service in their mission during the Democratic National Convention.

(2) The l13th MI Group. Provides collection support to DCSINT, Fifth Army. and maintains. continuous liaison wi th state and federal law enforcement agencies in the Chicago area.

(3) Naval Investigation Service. Supports DCSINT collection effort as required.

(4) Office of Special Investigation. Supports DCSINT collection effort as required.

(5) Secret Service. Has primary responsibility of protecting the President, vice President and Presidential and Vice-Presidential candidates.

(6) Federal Bureau of Investigation. Collects information on strength, composition, disposition and intentions of groups and/or individuals whose activities are a potential threat to the conv~ntion or convention participants. Provides copies of reports directly' to Secret Service and Region I. 11Jth HI Gp.

(7) Chicago Police Department. Continues to main­tain law and order in Chicago. Provides Fifth US Army, through 1llth MI Gp, FBI and Secret Service, information on local individuals and organizations whose activities are a potential threat to the convention or convention participants.

(8) Illinois National Guard. Maintains forces on state active duty to assist in maintaining law and order as required.

2. Intelligence Mission. To coordinate the overall military intelligence collection effort concerning dissident activities during the Democratic National Convention, receive additional information from federal and state agencies, process the information, and disseminate resulting intelligence to the Chicago Secret Service, Area Military Coordinator, the Commanding General, Fifth Army, and higher, lower. and adjacent military headquarters as required.

3. Essential Elements of Information (EEl).

a. Identification by name of extreme right and/or left wing dissident organizations expected to participate in scheduled or anticipated demonstrations, and number of parti­cipants each can be expected to mobilize for protest acti­vities concerning the Democratic National Convention and its activities. Include information suggesting alliances, ad hoc or more permanent, between such organizations or their representatives.

b. Details concerning specific types of protest acti­vities expected to occur, to include demonstrations, counter­demonstrations, rallies, sit-ins, picketing and other forms of either non-violent or violent protestations concerning the Convention, such as bomb threats within the convention hall. r

for exploitation of convention activities, to include dissident or militant influences on participating, local organizations by militants from other areas of CONUS.

d. Indications that militant factions plan to stage violent confrontation with local law enforcement officials under the pretext of participating in peaceful, anti­convention demonstrations, either outside or inside conven­tion facilities.

e. Identification of all personalities involved. or expected to become involved; in protest activities, to include leaders or "activists" of local dissident groups and leaders, known cranks and psychopaths, representatives, or speakers of national or regional organizations.

f. Details concerning transportation arrangements made by, or on behalf of, visiting, non-local demonstrators during or prior to the convention, to include chartering of and reservation of buses, trains, planes and private automobiles.

g. Details concerning housing facilities, offices, or basis of operations to be used by visiting demonstrators or groups, to include non-commercial facilities, such as churches and private homes.

h. Themes and issues of protest or demonstration, whether local, national or international, and especially when they cite specific foreign sponsorship or agreement, will be identified.

i. Extent of covert finanCing, as well as overt fi­nancing, to include source of funds, extent of funding and planning for utilization of funds available or committed.

j. Any indication of outside (foreign) influence, direction, support of leadership, to include identification of foreign individuals and their role in connection with any activities to disrupt convention.

k. Any additional information which in the judgement of reporting agencies may be significantly related to the convention and the disruption of same.

(b) Be prepared to assist in the provision, within existing capabilities, of rapid communications as may be required in emergencies.

(3) Office of Special Investigation is requested to:

(a) Provide Headquarters, Fifth US Army in­formation in fulfillment of above EEI9 and as it becomes available.

(b) Be prepared to provide by courier service to Secret Service and Naval Intelligence Service, Chicago, copies of Fifth Army Intelligence summaries and reports when required.

(4) Intelligence Office, Ninth Naval District.

Provide information in fulfillment to above EEl directly to DCSINT Fifth US Army, as and when it becomes available.

a. Intelligence Summaries (INTSUM). Effective on or about 12 Aug, DCSINT will forward to Secret Service, Intel­ligence Summaries daily NLT 1700 hrs, and more frequently as events may warrant. Info copies will be provided l13th HI Gp, Naval Investigative Agency, Office of Special Investigation and Ninth Naval District. Report Format, see Appendix II.

b. Spot Reports (SPIREPS). Includes any information considered to be of serious and immediate concern to the situation. This will be rendered by DOD intelligence person­nel in the Chicago area to DCSINT immediately and by the most expeditious means available.

c. EEl will be the guidelines for determining information required.

Annex C (Concept of Operations), to Operations Plan 1-68, OPLAN DEKCON

1. The Area Coordinator will establish a Task Force to plan, ,coordinate and supervise the support requirements for the US Secret Service protection of the President, Vice-President and Presidential and Vice-Presidential candidates at the Democratic National Convention in Chicago, Illinois 25 - 29 August 1968. The Task Force will obtain and pre-position personnel and equipment necessary to provide agreed upon support, and will operate from a location in Chicago which permits pr~mpt communications and response to requests for assistance from the US Secret Service. The principal areas of assistance include but are not limited to:

a. Aerial photography of critical routes.

b. Aerial surveillance.

c. Aerial evacuation.

d. Ground transportation.

e. Secure vehicle parking area.

£. Intelligence information.

g. Explosive Ordnance Disposal.

2. Pre-determined support actions to be provided by the Task Force will be coordinated and supervised in execution by the Chief, Logistical Support Team (LST) and the Aviation Coo~dinator in direct communication with the Secret Service Command Post.

3. Requests from US Secret Service which have not been approved will be referred to the Command Center (Secret Service Support). Response to urgent requests from the US Secret Service may be made as circumstances justify. All such requests will be immediately reported to the Command Center.

1. General. This annex establishes personnel procedures and responsibilities for support of active Army personnel and units committed to support US Secret Service during the 1968 Democratic National Convention in Chicago, Illinois.

2. Maintenance of Unit Strength.

a. Strength Reports:

(1) Army units will continue to comply with current personnel reporting procedures.

(2) Additional special personnel reports may be re­quired on a routine basis and will be submitted to Task Foree DEMCON Headquarters in accordance with procedures established by and upon order of the Area Military Coordinator.

b. Casualty Notification. Casualty notification for Army personnel will be in accordance with the instructions contained in AR 600-10.

c. Replacements. Fifth US Army class I installations will be levied to supply required personnel.

3. Development and Maintenance of Morale.

a. Leaves and Passes. Passes for Task Force personnel will be processed in accordance with instructions issued by the Area Military Coordinator. Normally only leaves of emergency nature will be authorized.

b. Religious Services. The Area Military Coordinator is responsible for providing religious services and/or activities for Task Force personnel. Requests for chaplain assistance will be coordinated with the Fifth US Army Chaplain through the DCSPER representative.

c. Army Co.munity Service Centers will render necessary assistance to the dependents of TDY personnel and personnel of participating units.

d. Decorations and Awards. Decorations and Awards for personnel from outside Fifth Army area will be in accordance with the instructions disseminated by the Area Military Coordinator. Decorations and Awards for Fifth Army personnel will be in accordance with instructions contained in AI. 672-5-1 and Fifth Army Memo 672-3 dated 19 January 1968.

e. Postal Service.

(1) Mail service for active Army units is the res­ponsibility of the home installation.

(2) US Army Garrison, Fort Sheridan, is responsible fo~ mail service for all attached Task Force personnel.

(3) Unit commanders of Fifth Army Task Foree units are responsible for mail service for all Task Foree personnel attached to their units.

f. Special Services Support. Requirements for any special service equipment will be consolidated at Task Force level and coordinated through the DCSPER representative.

c. Assumptions:

(1) US Secret Service will request logistical support of all types.

(2) Logistical support required will be on an expedited basis.

(3) Support will be required on a 24 hour basis.

2. Mission. Provide and/or coordinate logistical support, as approved by DOD for the US Secret Service during the Democratic National Convention.

3. Execution.

a. Concept of logistical support.

(1) All support missions will be approved by DOD prior to execution. Requests for support not approved by DOD will be reported to the Command Center (Secret Service Support) for purposes of obtaining required DOD approval.

(2) Maximum reliance will be placed on the Chicago area sources of support to insure timely response to the logistical missions.

(3) A Logistical Support Team (LST) will be estab­lished in Chicago.

(4) Assignment of logistical support missions should not interfere with "Garden Plot" missions.

(5) During the period of th. Democratic National Convention in Chicago, the DCSLOG representative, TF Head­quarters, will provide "back up" to the LST.

·b •. Tasks and Responsibilities.

Requests from US Secret Service which have not been approved or where assets are not avail­able locally (Fort Sheridan, GSA, Chicago Area, or local pu~chase) will be referred to Headquarters Fifth US Army. Organization of the LST is prescribed in Appendix 1.

(3) Commanding Officer. Fort Sheridan, Illinois will:

(a) Provide primary logistical support to the LST.

(b) Report to DCSLOG, Plans Division support reqairements beyond his capability to satisfy.

(c) Provide for local purchase and contractual support on a 24 hour basis.

(d) Provide supplies and equipment as directed by the LST.

(e) Provide medical support to Task Force DEMCON from USAD, 1819 Pershing Road on a 24 hour-a-day basis.

(4) Commanders of subordinate installations/activities will, in addition to requirements otherwise indicated in this annex, be prepared to support the mission with troop elements, equipment, supplies. and services as directed by Headquarters Fifth US Army in response to the approved support missions.

4. Logistical instructions.

a. Maintenance.

(1) Maintenance of US Secret Service leased cars will be by the leasing service.

(2) Maintenance of vehicles furnished by Fort Sheridan. beyond the capabilities of the LST, will be by Fort Sheridan.

(3) On site maintenance support for CH-47 aircraft will be provided by the l54th Aviation Company, Fort Sill, Oklahoma. On site maintenance support for the UH-IH air­craft will be provided by Fort Riley, Kansas.

4. Announcements or releases of accidents involving military personnel and equipment, which do have an apparent connection with the DOD support mission, will be handled by the 5th Army Information Officer and the Secret Service Information Representative.

5. Matters that cannot be resolved by the 5th Army Information Officer and Secret Service Representative will be referred by the Military Public Affairs Officer to office of the Assistant Secretary of Defense, Public Affairs; OX 7-5131; and by the Secret Service to Mr. Jack Warner.

(b) Commanding Officer, 154th Aviation Company, Fort Sill, Oklahoma. Provide three (3) CH-47C helicopters with four (4) crews and necessary DA maintenance personnel and equipment.

(2) The Federal Aviation Agency is responsible for establishing prohibited airs~ace, generally as follows: a one mile radius from the center of the Amphitheater, thence NW from the SW point of this radius to one mile north of Interstate 55 - from this point NE to Lake Michigan - an extension from SE point of radius to two miles S of Inter­state 55 and along its axis to Lake Michigan. Airspace to extend from ground to 2500 feet MSL.

(3) Commanding General, Fort Riley. Provide DS maintenance personnel and equipment for UH-IH helicopters.

(4) Commanding Officer, Fort Sheridan. Provide Security Detachment personnel for securing aircraft and equipment at Midway Airport.

(5) l26th Air Refueling Wing, ANG. Provide two (2) JP-4 fuel tankers, capacity 5,000 gallons, to be dispatched to Midway Airport NLT 1400 hours, 21 August 1968.

c. Assumptions:

Annex J (Explosive Ordnance Disposal Support for the Democratic National Convention), to Operations Plan 1-68, OPLAN DEMCON

1. Situation: United States Secret Service has requested that the military support for the Democratic National ; Convention (DNC) include US Army Explosive Ordnance Disposal (EOD) assistance in depth. The Secret Service specifically requested the EOD assistance be rendered by the Army.

2. Mission: Fifth US Army will provide EOD personnel to assist the Secret Service Technical Security Division in preliminary search and continuous monitoring for clandestine explosive and infernal devices to insure the protection of the President, Vice President and Presidential and Vice­Presidential candidates for the duration of the DNC.

3. Execution:

a. EOD support will be conducted in two phases:

(1) Phase one will be performed in advance of the DNC by personnel of the 51st Ordnance Detachment (EOD), Fort Sheridan, Illinois. This phase will consist of assisting Secret Service Agents in checking the Downtown Chicago Hotels for security, hazards areas, evacuation routes for the princi­pals and explosive devices. Supervisory personnel and nec­essary equipment from the 51st Ordnance Detachment will be provided to perform the operation.

(2) Phase two will be conducted during the period from immediately before the start of the DNC to the close of the convention and departure of the principals, and will consist of two separate operations:

(a) Downtown Detail (Hotel Security):

(c) Transportation for Security Detachment personnel between 1819 West Pershing Road and Chicago Midway Airport will be furnished by the OIC Logistical Support Team.

(2) Vehicle Security. The Officer in Charge (OIC), Logistical Support Team (LST), in coordination with Chicago Police is responsible for the security of vehicles used in support of DEMCON.

(a) OIC, LST, will insure that when not in use, all vehicles supporting the Secret Service will be secured inside Building B, 1819 West Pershing Road, Chicago. This area will be a limited access area apart from other vehicles. Once vehicles are checked by EOD, no unauthorized personnel will be permitted in this area. Other DEMCON vehicles, not used by Secret Service will be parked in the compound at 1819 West Pershing Road, behind Building A. These vehicles will also be kept separate from other vehicles within the compound and approached only by authorized personnel. On duty drivers, not on assignment, will be used to secure theee two areas. Police assistance will be requested as necea.ary.

(b) General Services Administration Guards will secure and control all entrance into BuildiQI B. Chicago Police will maintain roving surveillance of the .urrounding area.

(c) All drivers, mechanics, and d1.patchers must have a CONFIDENTIAL security clearance.

(d) Individual drivers are relpons1ble for the security of their vehicles when not in the above discussed secure areas. Drivers will not leave their vehicles unattended while outside these areas.

(3) The CO, Fort Sheridan, will provide the Aviation Coordinator with a Security Detachment consiat1nl of one (1) NCOIC, three (3) Corporals (relief leaders), and eight (8) security personnel.

(a) As a minimum, security perlonnel will meet the following qualifications:

(e) Detachment will report to OIC, LST, Building B, 1819 Pershing Road, Chicago, at 1500 hours, 20 August 1968. Billets will be assigned at that time.

(f) First security relief consisting of the NeOTe, a Corporal relief leader, and two (2) security personnel will report to the Aviation Coordinator at the National Guard Hanger, Chicago Midway Airport, 1300 hours, 21 August 1968.
