• Coast Guard has carried out Marine Safety Mission since the 1940s

In the Fall of 2007 there were 466 Marine Inspector and 146 Investigator billets. Forty-one inspectors (approximately 9%) and 4 investigators (approximately 3%) are civilian. In addition, there are approximately 340 Port State Control Officer billets. 30 Billets reallocated to marine safety this year. 16 GS-12 MIs, 8 SMI TOs and six allocated to 2 CoEs. Nine added for LNG in FY 08. 32 billets added in FY-11 (25 civ and 7 mil) More requests to follow in FY12.

We’ve essentially revamped our entire training infrastructure with the creation of 18 FEEDER PORTS. Based on a workload analysis, it was determined that these are the ports where Marine Inspector Apprentices will be able to get the best training experience. Each one of these ports also received a dedicated GS-13 Training Officer. Last year, we also stood up seven National Centers of Expertise as indicated on the map as well.

Another key activity has been our role in being a part of and strengthening partnerships throughout the industry. An example is our leadership role in several CG/Industry workgroups which were stood up to help progress through the TVBP. These include the Bridging and Implementation Team workgroups. Presently 4 have completed their work and 3 are active. WE play a key or lead role in all 3 groups.

Workgroups comprised of Coast Guard, AWO, & Industry members worked on the following items in 2010. Policy LTR 10-02, Existing Systems and

Equipment. Policy LTR 10-05, Electronic Nav Pubs. Policy LTR 10-06, Carriage of Excess

Equipment. Refined TVBP Tools. Development of Flow Chart & Examples

for Appeal, Equivalency & Exemption submissions.

During Phase 1 we attained recourses to start the program including 108 dedicated billets, establishment of the TVNCOE, funding for training. Phase 2 will not start until after the policy has been developed & disseminated, training is complete, and all of the Areas & Districts indicate they are ready to commence Phase 2 activities. Phase 1 activities do NOT stop when Phase 2 starts.

1910 – SS Princess May wrecked on Sentinel Island Alaska with 100 passengers and 68 crew. Transiting Lynn Canal in heavy fog. Vessel returned to service in 1911 after significant hull repairs.
