Answers to general inquiries

1- RSP-100 Applications formsThe CB certificate is not a replacement for the application

forms.We always asked that CB's include signed application

forms.IC will accept custom forms from CB's, as long as they

include all the required information in the appendixes and a signature.

2- GPS re-radiatorsAlthough GPS re-radiator could potentially meet the

requirements of RSS-131, Industry Canada will not allow the certification of such devices. Industry Canada has adopted the same position as the FCC.

3- CB audit notificationCBs should use our E-filing application online to

notify us of conducted audits. On the E-Filing page where you type your CB code and password, you have to select "Audit" instead of "Notification". You can file multiple audits in the same E-filing session.

CBs should only notify us by email when an audit fails (in addition to sending us the information through the E-Filing audit tool).

4- Document confidentialityThe Bureau’s suggestion is that applicants and

CBs should follow the same procedure as when applying with the FCC. Industry Canada, unlike the FCC, doesn't publish any documents submitted by applicants.

However, it is prudent to mark the appropriate documents as confidential since we do have an Access To Information and Privacy (ATIP) policy which could be used to access documents.

5- Advance wireless Service (AWS) certificationAWS equipment cannot be certified in Canada since the standard

has not been published yet.The standard will be RSS-139 and the Standard Radio System

Plan will be SRSP-513.You will find some information on the following page (see section

2.1.2):

6- Certification standard issueIC policy:- A multiple listing should have the same issue

version as the original certification. - An existing family certification (when no testing

is necessary) should be the same issue as the original certification.

- An existing family certification ( when testing is necessary) should be the current issue of the standard (which means that the issue version may be different from the original certification if the issue version has changed since then).

- A reassessment should be the current issue of the standard since the re-testing should be done to the current standard.

7- Use of “Technical Acceptance Certificate” by CBsGiven the interpretation by IC’s legal counsel of the

Radiocommunication Regulations, the usage of the name or term 'Technical Acceptance Certificate’ remains optional by all the CBs.

This means that should the CB wish to use the term 'TAC‘ or some other terms, it would be a decision left up to the CB.

8- Licensed modular approvalUntil Industry Canada has included specific rules for licensed

modules in the standard, we will accept applications for certification of licensed modules, provided that the modules comply with the existing FCC rules for licensed modules.

Therefore host product manufacturers will be able to integrate a certified licensed module in their final product without having to recertify the final product, provided that the modular approval conditions are met.

9- Transfer of CertificationA CB can process a transfer of certification. If the company

taking over is planning to sell many products that were previously certified by the old company, an e-filing application must be submitted for each family of product (one E-filing session for each certification number with one or more model numbers).

It is not necessary for the new company to certify equipment that they don't plan to sell under their name. They should only apply for the equipment they plan to sell under their name.

10- SAR evaluationSAR evaluation applies to equipment used near humans

and animals unless it is exempted by section 2.5 in RSS-102.

11- Terminal Registration processed by CBsEven if a CB does not have Terminal equipment in their

scope, the client can still send their Declaration of Conformity and the CB can submit it with the radio portion while doing the E-filing application.

It is mandatory that we receive Radio and Terminal information in the same application for a device. To do this, the client or CB shall choose the option "Both (cordless telephone)" in the E-filing application.

12- Multiple ManufacturersOur system is not designed to record more than one

manufacturer. This is not a big issue since the manufacturer information is not considered "critical" information.

Please enter just one of the manufacturer in the system and this will be acceptable.

Future Updates to the E-Filing system

Standard issue fieldAs a reference to item 6, we will add an issue field in the

emission page to allow clients and CBs to choose other issues than the current one with a validation message.

Session summary pageAlthough there is a summary page at the end of an E-Filing

session, we want to revise it and make it more complete for evaluation engineers.

PDF filenames replaced by numbersWhen clients upload PDF files, the filename is

correct but if the client leaves the session (or the session crashes) and then come back, the names are replaced by numbers. This will be corrected.

Uploaded PDF files accessibilityIn an effort to help evaluation engineers, we plan

to update the system to allow users to open PDF files in the e-filing system after they are uploaded (before the session is completed).

Document confidentialityAs mentioned in item 4, we do not publish any

documents but it is prudent to specify which documents should be confidential and to facilitate this, we plan to add a confidential checkmark for the list of PDF documents attached by the client or CB.

Uploading multiple PDF filesTo facilitate the uploading process, we plan to

make it possible to select multiple files at once and upload them all in one operation.

PDF file sizeAs suggested previously, we will ask for a

modification of the system to allow clients and CBs to upload files with sizes of up to 4MBytes.
