Certificate of Appreciation Mr. Andrew Holland Mr. Rod Shulley On April 24, 2011 near the Barracuda Club on NW 2 nd an altercation occurred between two groups of males which resulted in one person being knocked unconscious. As the group fled on foot, Mr. Andrew Holland and Mr. Rod Shulley trailed the group, staying in radio contact with other employees from the Barracuda Club. Mr. Holland and Shulley continued to advise them of the group’s position. As officers arrived to help the victim and manage the crowd of approximately 200 people, they were informed that Mr. Holland and Mr. Shulley were following and observing the suspects that had been involved in the assault. Mr. Holland and Mr. Shulley were then able to point out the suspects to officers, allowing officers to quickly take them into custody. Mr. Andrew Holland and Mr. Rod Shulley, in recognition of your immediate actions which helped Portland Police officers apprehend suspects of a violent crime, you are hereby awarded the CERTIFICATE OF APPRECIATION.

Canine Unit

2011 was an exceptional year for the Portland Police Bureau’s Canine Unit.

Despite personnel shortages, the unit logged 189 suspect captures, which is an

increase of over 20% from the previous year. Of these, 164 suspects were charged

with felonies. The canine unit was successful in over 50 separate article searches,

of which 12 located firearms.

The Canine Unit deployed their dogs on over 700 applications and responded as

cover on 850 incidents. The unit also covered 67 community requests for police

dog demonstrations for various schools and community organizations.

In 2011 the unit also trained two new canine teams. These teams were completely

trained and State certified within two months, performing on par with the other

seven canine teams.

For your professionalism in service to the Portland Police Bureau and the citizens

of Portland, you are hereby awarded the Unit Commendation.

Tactical Operations Division - Gun Task Force

On October 28, 2010 the Portland Police Bureau’s Gun Task Force was

established. The mission of the Gun Task Force is to assist in the apprehension and

successful prosecution of individuals who illegally possess weapons and those who

intend to use weapons to commit violent acts.

The Gun Task Force reviews every report written by officers related to guns and

ammunition to identify ways for follow up to apprehend individuals who commit

gun crimes. They offer their expertise in assisting other investigative units.

During the one year the Gun Task Force has been conducting investigations they

have conducted 38 search warrants, recovered 161 weapons and charged 79

individuals with over 137 felonies and 58 misdemeanor charges.

This team has demonstrated a passion in keeping Portland a safe community for

citizens as they work to remove guns from the streets; they have been responsible

for the seizing of approximately 25% of all firearms taken by the entire Police

Bureau as evidence.

In recognition of your dedication and the excellent level of service you have

provided to the community, you are hereby awarded the Unit Commendation.

The Sexual Assault Resource Center

In September of 2011 an officer was contacted regarding a 17 year old female who

wanted to talk to police about being forced into prostitution by a pimp and was

afraid for her safety if she were to leave him.

The Sexual Assault Resource Center (SARC) was called and asked to send an

advocate to meet with the victim and offer support. The mission of SARC is to

provide immediate response and support to sexually assaulted survivors and

empower them to heal and regain control of their lives.

Because of the assistance support of the SARC advocates, the 17 year old victim

testified at the Grand Jury. The advocates kept in contact with the victim the

following week and a second human trafficking victim was identified. During the

next several days SARC advocates made arrangements to be with or in constant

contact with the victims. This included finding safe housing and providing them

with their day to day needs. One of the victims wanted to go home and SARC

made arrangements to get the flight paid for and had an advocate at the airport to

see her off. They were able to get the other victim into a shelter for human

trafficking survivors.

SARC was instrumental in this case – providing the victims the support they

needed to testify, feel safe, and move forward with their lives. This case is not

unique to SARC advocates, as they have a real passion for the work they are doing.

For your dedication and compassion in helping victims throughout the Portland

Operation Trick or Treat

In June 2010 Officers Chris Devlin and Nick Frankus received information from

various confidential sources that an OxyCotin/OxyCodone Drug Trafficking

Organization was operating in the Portland area. This organization based its

operational headquarters in Portland with distribution ties to Florida, Nevada, Utah

and Colorado.

As information was gathered, Officers quickly realized the investigation would

take a collaborative effort of several agencies. The Portland Police Bureau, DEA,

HSI, IRS, the US Attorney’s Office, and the Oregon National Guard quickly

formed into an Organized Drug Enforcement Taskforce for this investigation they

labeled “Trick or Treat”.

Numerous months of investigation resulted in a Title III wiretap. Federal partners

involved in the investigation contacted members of their respective agencies in

Florida, Nevada, Texas, Utah, Washington, Colorado, and Massachusetts to

receive assistance with this complex undertaking. This allowed investigators to

process information from the Title III and assist in critical decisions concerning

surveillance and overall case strategy.

On March 17, 2011 members of the Taskforce executed thirteen search warrants in

five states. Over the next several weeks numerous bank accounts were seized and

19 individuals were federally indicted. Seized as a result of operation Trick or

Treat; over $164,000 cash, over 10,000 OxyContin pills, 13 high end vehicles, and

$80,000 in jewelry. The money laundering investigation is still ongoing with

additional arrests anticipated.

This investigation was successful because of collaborative teamwork, exemplary

investigation skills, hard work and dedication.

Detective Robert Hollins

During the summer of 2008, the Metro Gang Task Force conducted a long term

investigation known as “Operation Gang Strike”. During the operation a Federal

Title III wiretap surveillance was used.

Detective Robert Hollins was asked to assist with the processing of the large

amount of information coming in to the case agents. This information needed to be

vetted for accuracy and response priority. Detective Hollins was also responsible

for the handling of the informants being used in the investigation. Detective

Hollins’ skill in combining information from the electronic surveillance with the

informants’ information was invaluable.

Detective Hollins was able to take the information and create daily operational

plans targeting specific gang members and their illegal activities. These operational

plans were part of what ultimately resulted in the arrest and conviction of 28

defendants in Federal Court.

In August 2010, Sergeant John Anderson met with Mr. Zane Mills, Gateway Fred

Meyer Store Director and Ms. Susan Perkins, Mr. Robert Smart, and Mr. Jay

Hamilton Managers of the Loss Prevention Division. They wanted to offer space

from a vacant video retail store for use by the Portland Police Bureau. Over the

next several months the Fred Meyer Loss Prevention staff and Sergeant Anderson

were able to work out an agreement; and one third of the former video store space

was to become a Contact Office.

The Gateway Contact Office is approximately 2000 square feet with a large

meeting room, a fully equipped kitchenette and large office space for officers to

work. There are outside cameras and four designated police only parking spaces.

Fred Meyer is providing this space, plus utilities to the Bureau at no cost. This

truly exemplifies the meaning of Community Policing, showing that partnerships

can make a difference.

On December 19, 2010 the Margolis Jewelry store reported a theft of over

$140,000 in diamond rings. Detective Eric McDaniel was assigned to the case.

In March 2011, Detective McDaniel received a tip identifying one of the suspects.

Detective McDaniel learned that the suspect lived in North Carolina and that he

was on parole.

Sergeant David Anderson, Detective McDaniel and Officer Brian Hughes went to

North Carolina and with the assistance of North Carolina law enforcement search

warrant were served and numerous items of evidence were seized connecting the

suspect to the Portland thefts. The suspect revealed that the Margolis heist was

only one of dozens of similar thefts that had occurred nationwide, where specific

jewelry stores were targeted in the “snatch and grab” operations that averaged a

take of over $200,000 per incident.

It was learned that the crew was operating out of a house in Salem, Oregon.

Federal warrants were served at the Salem home as well as locations in North

Carolina, Florida, Pennsylvania and New York, with all six suspects indicted in

Federal Court. Twenty one (21) thefts were identified in eleven (11) states with a

total dollar loss of over 2.8 million dollars.

In a separate awards ceremony, Detective Eric McDaniel and Detective Brian

Hughes were honored with the prestigious “2011 Investigator of the Year” award

given by International Association of Property Crime Investigators. The two

received this award in September in Las Vegas, Nevada. The award is given to

people who have made significant contributions in the investigation of property

crimes or has demonstrated superior achievement.

Officer Mike Jones

In March of 2011, Officer Mike Jones learned from an informant that there was a

large drug trafficking operation in the Portland Metropolitan area. This

organization was responsible for the distribution of narcotics on a weekly basis.

Officer Jones conducted several drug buys from the main suspect of the

organization. He coordinated surveillance at multiple locations and worked closely

with other local and federal agencies conducting follows on both suspected dealers

and buyers of the narcotics.

After five months working on this case Officer Jones was able to get a Multnomah

County judge to issue 4 search warrants.

The search warrants were served and items seized included: 28 pounds of heroin; 2

pounds cocaine and approximately $250,000 cash. Four subjects were arrested and

indicted in federal court.

These arrests and seizures significantly reduced the amount of heroin and cocaine

that was available in the Portland area, making a positive impact on the

community.

Officer Shawn Gore

Officer Shawn Gore joined the Portland Police Canine Unit in April 1998. Over

the years officer Gore has had three canine partners; Deny, Eddie, and current

partner Roscoe. Office Gore has logged an amazing 537 suspect captures, received

22 commendation letters, has been awarded a Life Saving Medal from the

Clackamas County Sheriff’s Office, and the Medal of Valor from the Portland

Police Bureau. Officer Gore was named “Canine Officer of the Year” in 1999,

2000, 2005 and 2006 by the Southeast Portland Citizen’s Advisory Council.

Officer Gore has excelled as a police canine trainer, training numerous canine

teams from Portland as well as other agency’s canine teams. He is highly

recognized and sought after as a police canine trainer through the Oregon Police

Canine Association, where he has served as Chairman.

Officer Gore was also recognized as one of the individuals responsible for

integrating canine teams into SERT operations beginning in 2001.

For your professionalism and contributions to the Portland Police Bureau’s Canine

Unit and police canine teams throughout the State of Oregon, Officer Shawn Gore,

you are hereby awarded the Achievement Medal.

Detective Jim Lawrence

In 2006 Detective Jim Lawrence recognized the need within the Portland Police

Bureau for a class that covered the many aspects of writing and preparing search

warrants. Detective Lawrence developed a unique search warrant writing class that

has since been attended by over 150 bureau members and numerous local area law

enforcement officers.

The class includes hands on instruction as students complete affidavits and

warrants in response to scenarios designed to guide the student through the search

warrant process. In the past 5 years the class has been one of the most requested

classes in the Police Bureau, receiving outstanding reviews by officers,

investigators and supervisors.

Detective Jim Lawrence, for your initiative and dedication in putting together a

much needed training that is helpful to fellow Bureau members, you are hereby

awarded the Achievement Medal.

Sergeant David Anderson

Sergeant Dave Anderson joined the Portland Police Bureau in October 1985. Over

the course of his career, Sergeant Anderson has made positive and lasting

contributions to the Bureau, specifically in the areas of crime prevention, burglary

and gangs.

Sergeant Anderson was assigned to the newly formed Youth Gun Anti-Violence

Task Force in 1998. In their first year the team served 47 search warrants, arrested

175 criminals, and seized $82,000 worth of stolen property, $70,000 cash, and 240

guns. During his 4 year assignment with YGAT he was instrumental in the

recovery of over 1,000 firearms.

In 2008 Sergeant Anderson was recognized for his part as Air Support in the

“Operation Crystal Pearl” working with the Regional Organized Crime and

Narcotics Team (ROCN). This operation resulted in taking 21 children into

protective custody and the seizure of approximately 100 pounds of illegal drugs

and over 200,000 cash.

Sergeant Anderson’s years of service have made a significant impact in the amount

of drugs, money and firearms that have been taken off the streets, in affect making

the Portland Metropolitan area a safer community. His commitment and diligence

to the removal of illegal drugs and firearms from Portland area is highly regarded

by his peers and supervisors.

District Attorney Ryan Lufkin

District Attorney Ryan Lufkin has been assisting the Portland Police Bureau’s

Drug and Vice Division since 2009. He has been a critical component in offering

legal advice regarding search and seizures, search warrant language and in

conducting interviews with persons in custody wishing to cooperate with the

police.

DA Lufkin has made himself available to DVD officers on 24 hours a day, 7 days a

week basis. This help has led to numerous arrests and search warrants. DA Lufkin

prosecutes all of DVD’s state level cases and has over the years resulted in

hundreds of convictions. Of the 165 convictions, defendants have been sentenced

to over 118 year’s prison time.

Over the years DA Lufkin has assisted with the seizure of over $800,000 cash and

9,000 pounds of narcotics with a street value of over $35,000.

He has also had the largest influence in assisting with the “Len Bias” cases; the

cases that start with a person overdosing on narcotics. DA Lufkin offers DVD legal

advice on the correct course of action to bring about a conviction on the persons

responsible for supplying the narcotics.

District Attorney Ryan Lufkin, the Drugs and Vice Division would not be as

effective without your help. In recognition of your exceptional collaboration with

the Drugs and Vice Division and your compassion for victims and their families,

you are hereby awarded the Distinguished Service Medal.

Officer Travis Laws

In June 2008, Officer Travis Law of the Metro Gang Task Force learned of an

ongoing drug trafficking organization operating in the Portland area. Officer Law

learned that the head of this organization had been selling cocaine in Portland for

nearly 20 years.

After debriefing several informants and discussing the case with past investigators

and AUSA Scott Kerin, Officer Law determined the best course of action was to

apply for a Title III Federal wiretap. In early 2009 Officer Law began a very

intensive and challenging process of collating information necessary for an

affidavit, and in May 2009 the wiretap was approved.

Beginning in July 2009, phone lines were monitored by both the FBI and members

of the Metro Gang Task Force. During this time officer Law was tasked with both

coordinating information and distributing it surveillance teams in the field. Officer

Law was also monitoring an assortment of other information sources connected to

the case.

In September 2009 the drug trafficking organization was dismantled in conjunction

with a parallel Metro Gang Task Force investigation “Operation Gang Strike”. In

the course of the investigation lead by Officer Law, more than 10 pounds of

powder cocaine, 3 pounds of crack cocaine, 35 firearms, $150,000 in cash and

nearly a quarter of a million dollars’ worth of assets were seized. The investigation

also resulted in the conviction on 28 defendants in Federal Court.

Officer Travis Law, for your exceptional efforts, commitment and dedication to

one of the largest and most successful gang investigations in the City of Portland,

you are hereby awarded the Distinguished Service Medal.

Officer Mark Delong

The Officer Mark Zylawy Distinguished Service Medal is awarded to any sworn

Bureau member who consistently delivers police service in a manner that embodies

the values of the Portland Police Bureau. The sworn members are to be recognized

for their compassion towards others, their excellence in service and their high

moral and ethical standards in which they deliver service on a day to day basis

Officer Mark Delong started his career with the Portland Police Bureau in 1984.

He has served as a K-9 Officer, Drugs and Vice Investigator, member of the

Special Emergency Reaction Team (SERT), Neighborhood Response Team

officer, and Patrol Officer. Throughout all of his assignments he has always has a

positive attitude, and excellent work ethic. Trainees seek him out as he always

goes out of his way to help and mentor.

Officer Delong has an innate ability to connect with people; the compassion he

shows to both victims of crime and the criminals themselves is a quality few

possess.

Recently East Precinct officers were tasked to respond and assist Central Precinct

with duties related to the “Occupy Portland” protests. Officer Delong volunteered

to go help everyday, standing on lines, sweet talking protesters and finally helping

with the movement to empty the parks. His squad Sergeant said of him “Thank

God for Mark Delong, he is a ray of sunshine when things get hard”

high moral and ethical standards in which you deliver service on a day to day

Officer Scott Jungling

On September 5, 2011 officers were dispatched to a call of young man who had

overdosed. Officer Scott Jungling arrived prior to medical and entered the

apartment where he observed a woman attempting chest compressions on a male

After several minutes the victim became responsive and was able to breathe on his

own. Medical personnel arrived and transported the victim to the hospital.

Ms. Lori Coburn

On July 12, 2011 Ms. Lori Coburn noticed a gentleman cross NE Beech Street then

stumble and fall onto the sidewalk. The victim did not appear to be breathing, Ms.

Coburn ran to a nearby motel borrowed a cell phone and dialed 911. Ms. Coburn

returned to the victim and performed CPR with instruction from the 911

dispatcher.

While on patrol in the area Officer John Maul observed a male subject on the

sidewalk with Ms. Coburn performing CPR. After requesting medical, Officer

Maul relieved Ms. Coburn continuing chest compressions until medical arrived.

Ms. Lori Coburn, in recognition of your compassion, and Officer John Maul for

Officer Doris Paisley

On May 29, 2011 Officer Doris Paisley was dispatched to a report of a subject

shaking someone like a rag doll. Upon arrival Officer Paisley found the victim

lying on the ground unconscious.

Officer Paisley requested code 3 medical and checked the victim for a pulse. When

she found none, Officer Paisley started CPR. After giving chest compressions the

victim regained a pulse but was not breathing. Officer Paisley continued chest

compressions and rescue breaths until medical arrived. The victim regained

consciousness and was transported to the hospital.

Officer Matthew Ginnow

On July 11, 2011 Officer Ginnow responded to dispatch that someone had called

911 and then hung up. Upon arrival in the complex officers could hear a female

crying. Officer Matthew Ginnow found a female on the front porch wrapped in a

blanket and crying. The victim described how she witnessed her boyfriend’s death

several weeks prior and had since been extremely depressed.

Officer Ginnow asked her if she would like to go to the hospital for an evaluation

and to get help for her depression, she agreed and Officer Ginnow called for Code

1 medical.

As they were waiting Officer Ginnow noticed her breathing had become labored.

The victim’s friend told Officer Ginnow that she had asthma but did not know

where the victim’s inhaler was. Officer Ginnow tried to get the victim to breathe

slowly and deeply as she was starting to hyperventilate from her crying. Officer

Ginnow then asked to have medical come Code 3.

The victim fell unconscious and unresponsive, Officer Ginnow started CPR and

after a short period of time the victim gasped for a breath and coughed, medical

arrived and transported the victim to the hospital.

Officer Matthew Ginnow, for your compassion and quick responses that saved a

young woman’s life, you are hereby awarded the Life Saving Medal.

POLICE MEDAL -

Mr. Manual Miramontes

On July 26, 2011 Mr. Manuel Miramontes was sitting in a truck waiting for his

uncle, when a man appeared at the truck door and grabbed him around his neck

dragging him out of the truck. The subject threatend to kill Mr. Miramontes. Mr.

Miramontes was unable to escape from the suspect and feared for his life. The

suspect held a large rock over Mr. Miramontes’ head and dragged him down the

street.

Officer Daniel Leonard was dispatched to the report of a burglary in progress.

Upon arrival, Officer Leonard observed a male matching the description of the

burglary suspect with young Mr. Miramontes in a choke hold position. In the

suspect’s right hand he held a large rock above the boys head as if he was going to

strike him in the head.

The suspect had taken the Manual hostage and was using him as a shield from

Officer Leonard. Officer Leonard called for Code 3 assistance.

Officers Jeffrey Ciri and Royce Curtiss arrived to assist. The suspect still shielded

by Manual started to advance toward Officer Leonard, as Officer Leonard and

Curtiss made repeated orders to drop the rock and release the boy.

The officers made a quick plan where Officer Leonard would maintain lethal

cover, while Officers Curtiss and Ciri began to flank the suspect all while the

suspect continued his advance toward Officer Leonard.

caused his grip on Manual to loosen and the boy was able to escape and run to his

family.

Although Mr. Miramontes was frightened and scared for his life, he was able to

react at the proper moment to make his escape. As officers fired their Tasers at the

suspect, Mr. Miramontes felt the man’s grip around this neck loosen as the suspect

began to drop to the ground. Mr. Miramontes pulled the suspects arm off him and

escaped back to the safety of this home.

Officers Daniel Leonard, Jeffrey Ciri, and Royce Curtiss, in recognition of your

dedication to service and the decisive actions taken, you are hereby awarded the

Life Saving Medal.

Mr. Manuel Miramontes, while under the constant threat to life, you acted without

hesitation when the opportunity to escape presented itself. For your courage and

quick actions you are hereby awarded the Police Medal.

On August 13, 2011 Sergeants Troy Grundmeyer and Jason Preston, along with

Officers Patrick Mawdsley, Michael Strawn and Joseph Corona were dispatched to

a call of a suicidal subject bleeding from a self-inflicted knife wound. Upon arrival

Sergeant Grundmeyer spoke with the subject’s mother then took a position at the

doorway to get a better view, at this time Sergeant Grundmeyer saw the subject

grabbing two butcher knives. Sergeant Grundmeyer advised cover officers that the

subject had a knife. Sergeant Grundmeyer pulled his service weapon and Sergeant

Preston drew his Taser. The subject’s mother retreated into the residence and

started arguing with the subject, refusing to come out as directed by officers.

Officers Mawdsley, Corona and Strawn joined the sergeants near the porch taking

positions that would allow them to use their weapons if needed.

The subject was yelling incoherently and stabbing at the air and walls with the

butcher knives, then suddenly started sprinting toward the officers with knives

raised. As he continued to approach, Officer Mawdsley fired five bean bag rounds

striking the subject near his waist. As he was being hit by the bean bag rounds he

continued to advance toward the officers. Sergeant Preston fired his Taser at the

subject; the subject immediately fell to the floor throwing one of the butcher knives

forward. The butcher knife flew through the air just past the officers coming close

to striking them.

The officers were able to safely secure the other knife and take the subject into

custody. The subject was handcuffed and placed on a mental hold and transported

the hospital.
