    Citizens of Bosnia andHerzegovina have taken tothe streets to form plenumsin order to voice their concerns and demands regardinggovernment reform. Plenums have formed in the capital,Sarajevo, the town uzla, where the protests rst began;Zenica, and Mostar, a city with a large Croat population. Te uzla plenum has already succeeded in prompting theabolishment of the white bread policy, which allowedpoliticians to continue to receive a salary for a year after theend oftheir term.
