Introduction

• Many municipalities and other agencies wish to reduce their fleet emissions due to rising fuel prices, global warming, and increased federal funding for alternative fuel vehicles and technology

• Evergreen Fleets is a certification program run by the Puget Sound Clean Air Agency that awards certification to fleets demonstrating emissions reductions and investment in alternative fuel technologies

Project Objective

• To work with the City of Issaquah and assist their Fleet Manager in

becoming certified under the Evergreen Fleets program.

1. Evaluate the effectiveness and user-friendliness of the Evergreen Fleets

evaluation metrics and Evaluator Tool using the City of Issaquah as a case study

2. Assess the City of Issaquah’s likelihood of Green Fleets certification and areas

where improvement is needed

Deliverables

• Quantitative: Compile the following City fuel emissions data– Vehicle equipment inventory list

– Full documentation of Vehicle Miles Traveled (VMT’s)

– Fuel receipts to demonstrate annual fuel consumption

• Quantitative– Create a Data Diary explaining the steps necessary to compile, process, and

analyze the fuel receipts data and VMT’s

• Qualitative – Create a series of Best Practices documents outlining policies that the City

must take to invest in alternative fuel technologies and reduce emissions

•We operated from a “ground-zero” state, assuming that Issaquah had no Best Practices documentation to provide•Templates provided by Evergreen Fleets allowed us to create the following Best Practices that will qualify the City towards Green Fleets certification:1. Green Fleets Plan2. Green Vehicle Purchasing Policy3. Preventive Maintenance Program4. Reduce, Reuse, and Recover Program for Maintenance Products5. Green Rental Car and Car-Sharing Policy

Recommendations/Conclusion:City of Issaquah:

• More complete data (see Discrepancy between Reported and Department Totals metric)

• Categorize vehicles by Vehicle Class in addition to Vehicle ID Number• Accurate reporting of VMT’s as a requirement for driving City vehicles• Develop Green Fleets Action Plan and other Best Practices documents from

the template drafts we have provided for further points towards certification

Evergreen Fleets: • Create a vehicle database within the online Evaluator Tool so fleet managers

can track vehicle fuel consumption more accurately• Allow this database to categorize vehicles by Vehicle ID Number as well

as by Vehicle Class• Create a search engine for Vehicle Class based on Make/Model

• Give fleet managers a grace period for providing supporting documents that prove they have followed Best Practices
