Housing and HomelessnessMaking Progress…

• Covid-19 Rent, Utility, and Emergency Fund programs have currently helped over 200 Metis households in the 2nd wave of the pandemic.

• Housing developments are currently being sought after across the Province.

• Currently, Cranbrook, Prince George, Ft St John, and Kelly Lake are immediate priorities.

• Needs Assessment: The MNBC Housing and Homelessness Needs Assessment is commencing on February 1st and will continue throughout 2021.

Housing and HomelessnessMaking Progress…

• The Reaching Home Homeless Outreach program is currently in its early stages of implementation to provide homeless support services across the BC.

• The Poverty Reduction Housing Capacity Initiative series of workshops and Chartered Community grants is being finalized with the funder to help local communities to increase capacity to create and operate Metis housing in BC.

MNC – Guardians/Indigenous Protected Conservation Areas (IPCA) workshop

• January 25 & 26th - This gathering will aid to further support the capacities needed for effective co-management and co-governance of Métis lands, and the articulation of an approach towards the Permanent Bilateral Mechanism (PBM) as it relates to stewardship. Furthermore, it is an opportunityto have an in-depth look at the Guardians and IPCA initiativesto learn what works best for the Métis Nation with regards toconservation and what needs to be improved to better meet the needs of the Métis Nation moving forward.

• Representatives from MNBC, MNA, MNS, MMF and MNC willbe presenting and attending.

• ECCC, NRCan, Parks Canada, and CIRNA will be in attendance as well.

Upcoming Species at Risk (SAR) Workshop

• January/February (date TBD)• ECCC / CWS will be hosting a virtual information

session to begin discussions surrounding the improvement of SARA Consultation, Cooperationand Accommodation overall for terrestrial species,specifically for these seven species: Caribou, GrizzlyBear, Bank Swallow, Western Screech-Owl, Oregon Forest Snail, American Badger, and Marbled Murrelet.

• Potential collaborations and funding opportunities will also be discussed.

• Early Learning and Child Care Core Operations have been finalized and include land acquisition for child care centres; Early Childhood Education training; supports for Métis children and family agencies; data collection; Métis community early years programing and supports for children such as cultural connections and resources; assessments, educational supports and social and emotional wellbeing.

• Early Learning and Child Care Covid-19 Crisis and Recovery Operational Plan has been finalized and focuses on child care, early childhood education; and the Miyoopimatishihk (Wellbeing) Program.

• It aims to provide Métis families with fully funded supports that they have never had access to. The Métis Family Connections Navigators and the Métis Early Years Team will be working directly with Métis communities and families to ensure they know about the supports and how to access them.

• The Ministry of Education has received 237 applicationsfor the Covid-19 Education Grant-157 applications havebeen processed & approved (payments sent).

• There are 521 children (364 families) enrolled in Métis Family Connections Program. This includes 48 Métis children in care. The Lower Mainland Region has the highest enrollment numbers (178) and North East the least number of children enrolled.

• A draft discussion paper has been developed on the Métis Hub Strategy: Anchoring Regional MNBC Programs and Services Across BC. Technical briefing being planned

In the Words of our Elders• Working on recording 12 weekly Michif web series videos to

• Planning MY Eco Action virtual celebration and closing forum events for volunteer participants to share their volunteer experiences and develop a “Youth Reconciliation Report”

• Métis Youth Role Model Campaign• Accepting nominations January 7- March 1, 2021• MYBC Committee with be selecting the top 5 that will be featured on the

MNBC website and will receive a $300 gift card for their accomplishments and dedication to our Nation

• Working in partnership with the Ministry of Youth to record 12 weekly Michif web series videos to be posted and available on the learnmichif.com website

• Collaborating with the City of Langley to involve Métis Community and have Métis inclusion at the Salishan Place being built as a Museum and Cultural Centre for 2023

• Creating a work plan to develop a survey and engagement session for Métis people in BC for Michif language revitalization

• Two new positions have been posted and we will be interviewing for a Culture, Heritage and Language Manager and a Culture, Heritage and Language Coordinator

• 30/38 Chartered Communities have accessed the COVID-19 Funding – 4 Communities are working on their applications currently

• 23/38 Chartered Communities have received their new laptops

• COVID-19 second-wave Funding Mid-term has been sent to Chartered Communities with a due date of February 19th 2021

HealthMaking Progress…

• Vaccination roll out for COVID-19 is in the early stages of planning. We are now meeting with the Deputy PHO Dr Martin Lavoie and Indigenous Advisor Dr Daniele Behn-Smith weekly.

• Vaccination information and messaging aroundvaccine hesitancy is underway.

• As of Jan 15th we have a list of 184 Metis who are 65+ and are wanting the vaccine.

HealthCOVID 19 Pandemic

• COVID-19 spiked for MNBC Citizens over the break and as of January 4th, we now have had 100 test positive cases.

• We are mirroring the Province’s trend in increased cases.

• The age group most affected is ages 20-29 accounting for 19.9% of cases and may be reflected in the 11 healthcare workers who have tested positive.

• Thankfully, we have only had 5 of the 100 caseshospitalized and report no deaths.

HealthCOVID 19 Pandemic

• “Kaa-Wiichihitoyaahk – We Take Care of Each Other”our cultural wellness book already has 560+ expressionsof interest to purchase the book.

• The book is in final graphic design and will be sent to the printer very soon.

• Will become a great resource for our people acrossCanada.

• Work is underway with the Canadian Mental Health Association to adapt one of their free programs “Living Life to the Full” to be more appropriate for Métisparticipants, we have arranged for pre- and post-program welcoming video for our Nation.

EldersMaking progress…

• Elder calling continues and Regions 6 & 7 are complete, with 5 almost completed. Surveys are being administered by phone, and pre-Christmas the link was shared by Facebook so some of the seniors have completed on their own.

• Elder seasonal flu vaccination (2020) was down considerably from previous years – accessibility issues were noted as a reason.

• As noted in our Newsletter, Métis Elders/Seniors over the age of 65 are on the second (FEB/MARCH) phase of priority for COVID-19 Vaccinations. Those wanting to get on the list should email [email protected] or call 1800-940-1150 (ext 8226) to register.

• Targeted elder funding for rent and emergency assistance is fully subscribed. We hope Métis Chartered Communities will continue to assist and care for our most vulnerable members through the funding they have received from MNBC.

• Met with BC Deputy Minister of Children and Families to discuss key priorities pertaining to funding and transfer of staff.

• HR advised to post for Senior Director and social workers. Aim to get staff on board in early March.

• Federal funding to be distributed to assist with capacity building next year.

• Additional FTEs have been included in 2021/22 operating budget request.

• Led the new annual operating budget development process:

• Supporting the ministries in completing their fiscal 2021-22 annual budgets

• Projecting the anticipated fiscal 2021-22 centralized Services annualcapacity/administration funding

• Preparing the Centralized Services fiscal 2021-22 annual budget• Preparing MNBC’s fiscal 2021-22 annual operating budget

• Restructuring the finance department to increase capacityfor financial reporting and better support the ministries and centralized services

• Engaged in analyzing and reviewing potential accountingsoftware to replace outdated system in early fiscal 2021-22

Human ResourcesMaking Progress…

• Human Resources continues to work toward implementing the Municipal Pension Plan for staff.

• Preparations underway to welcome another 23 new MNBC staff to be hired across the Province. The additional positions are a combination of Ministry expansion and newly developed positionsand will be located at HQ, regional offices and remote.

• HR & CEO developing new Annual Performance Plans for all MNBC staff.

• New Social & Wellness Committee have the 2021 calendar of fun and health conscience events ready to share.

• COVID – 19 restriction still being monitored closely. Staff continue to do their part to ensure MNBC is meeting all Provincial Health Officer orders.

• 2021 Staff Development & Training Calendar being developed to include such topics as Michif 101, new MNBC Staff Orientation, Bullying & Harassment, Changed Management and Mental Health First Aid.

Central RegistryMaking Progress…

• Interviews for the Registrar & Senior Director positionhave begun. Hope to have new employee start by lateFebruary• 4 interviews scheduled – Two of them are Metis candidates

• The Howe Group:• Phase 1 is a 3 month contract to kickstart Registry

Renewal Project• Meeting with staff and complete review and overhaul of

process and procedures• Goal is to reduce application times, go paperless and

increase productivity• Other Ministries to be engaged• Will complement the Business Architecture Review

AdministrationMaking Progress…

• Since June of last year, we have hired 31 new staff (replacement and new positions)

• Significant challenges for space – particularly at HQ and some regional offices. Increasing flexibility for remote/off site workers.

• We are now at 85 staff across the province, with nearly 20 + positions in various ministries in various hire stages. Significant growth compared to January 2020.

• New HQ will be close to capacity at time ofopening. Implementing office share +reducing single office workstations.

• With the new phone system, MNBC staff will now be connected by a four-digit extension, including our regional and remote team members. MNBC HQ reception will be able to transfer calls to any office directly.

• These changes will result in more direct access, less dropped calls, more support to our citizens, stakeholders and clients. It will also ensure we are better to prepared to deal with emergency responses if staff are required to work offsite.

Public AffairsMaking Progress…

• In late December, MNBC undertook an initiative, Citizen Connect, to reach out to all MNBC Citizens for whom we have up-to-date contact information. The aim of the project is to update our Citizen database (home address, emails, etc.).

• Over 1,000 Citizens have been reached so far.• Over 20% report we had the wrong home address on file• 13% have had some sort of contact information we needed to

update (cell, email, etc.)• So far Education, Mental Health and Employment and Skills

Training have been identified as the three most important priorities areas that MNBC should focus on for any new programs that we develop.

• 57% of citizens have said MNBC has done a good job ofsupporting Citizens through the pandemic.

Public AffairsEmployment and Skill Promotion

• In an effort to expand MNBC’s reach province-wide, wehave undertaken a promotion campaign to raiseawareness of MNBC’s employment and skills training opportunities.

• We are working with a consultant, BC’s largest online news distributor.

• Engaged a consultant, a Métis-citizen owned business to expand our reach.

• Working on partnerships with media in the North and Interior to significantly improve awareness of MNBC and our programs in those regions.```````````````````````````

• Work is underway on a re-imagined online store/artistresource centre.

• New store will be consistent with MNBC branding and look similar to our website.

• Working with Education and Health to maximize efficiency and provide a one-stop-shop for Métis in BC to access resources and other Métis items

• Will be working in the future to expand and offer a spotfor Métis artisans to showcase items.

• Launch will feature a special commemorative sash
