The contemporary world is facing increasingly complex risks. We needtechnological and engineering solutions to address these risks in order to build amore adaptable and resilient present, as well as future. As a premier technicalinstitution of the country, IIT Roorkee has been contributing towards providingsolutions to these challenges. It is our endeavour to keep abreast of thechallenges and opportunities in the field of disaster mitigation and management.The Centre of Excellence in Disaster Mitigation and Management (CoEDMM) inIIT Roorkee serves as a resource for professionals and students from diversedisciplines to address real life problems through innovative research,collaboration and education. The Centre is currently reviewing its journey sinceinception to learn from its experiences and develop it into an important nationalresource. Within a few years of its birth, CoEDMM already has manyachievements and seeks to increasingly contribute towards the national vision“To build a safer and disaster resilient India by a holistic, pro-active, technologydriven and sustainable development strategy that involves all stakeholders andfosters a culture of prevention, preparedness and mitigation”.

Message From Head
The Centre of Excellence in Disaster Mitigation and Management (CoEDMM) isknowledge development centre on hazard sciences. Its aim is to understand risksof society towards natural and man-made hazards, to impart techno-managerialeducation to the next generation students, facilitate researchers throughadvanced research facilities for innovative knowledge generation, and share thesame through science and technology advises to professional managers indisaster risks, vulnerable communities, analysts and policy makers. Integrated
program of the Centre enhances the quality of learning experience for graduateand professional students who participate in the Centre's research andeducation projects. With the ever increasing pace at which technology isexpanding its reach in today's dynamic world and with the ever growing need forunparalleled demands, the onus is on developing managers with that perfecttouch of technical expertise. The CoEDMM has the distinction of being the onlyinstitute in the country where perfect blend of engineers and scientists meetsmanagement discipline producing the techno-managers required to build andmaintain disaster resilience. The Sendai Framework for Disaster Risk Reduction(SFDRR, 2015) has brought a sweeping change in disaster managementperspective. Paradigm shift towards risk management brings big datamanagement and networking into the focus. The CoEDMM is committed to workfor risk resilience and in bringing changes at local, national and global level asimportant knowledge partner.

The main aim of the educational program is to impart advancedknowledge on technical and managerial skills to the society, andprofessionals to make them equipped with innovative technologies foreffective mitigation and management of disasters for the overall benefitof the society. The Centre is facilitating cutting edge, cross-sectoralresearch and conducts training on disaster risk, hazard and vulnerabilitymapping, and their mitigation and pre and post disaster management.Since 2015, the Centre is accommodating Sustainable DevelopmentGoals (SDG) and Climate Change Adaptation (CCA) concepts with SendaiFramework for Disaster Risk Reduction (SFDRR) into regular chores oractivities through projects, trainings, expert lectures, conferences,workshops.
Now the CoEDMM, IIT Roorkee is acknowledged as knowledge andscience and technology dissemination platform even beyond the nationalboundary. Some of the notable sponsored and research projects areearthquake early warning systems, vulnerability and risk analysis of geo-hazards in Himalayan regions, rehabilitation and retrofitting of heritagebuildings, seismic strengthening technologies and comparativeassessment of various retrofit techniques for Un-Reinforced Masonry(URM) school buildings in India, documentation of traditional earthquakeresistant building technologies from South Asian Association for RegionalCooperation (SAARC) countries, wind tunnel studies for various real-lifeprojects across India, bioremediation of accumulated pesticides,mitigation techniques of contaminated environments, etc.
The Center has high-end technical expertise in geospatial and remotesensing technology, hazard, vulnerability mapping, risk analysis throughmodeling and scenario generation; diverse field of early-warning system,urban risks to ecosystem-based mitigation/adaptation approaches areexplored. Social sciences and pure science disciplines comprehensivelyaddress geo-physical, hydrological, meteorological, climatological,chemical, and biological disasters. Knowledge creation on natural andman-made hazards like earthquake, landslide, cyclones, floods, chemical,fire, biological etc. helped the growth and development of the Centre.

Indian Institute of Technology Roorkee, RoorkeeIndian Institute of Technology Roorkee (IITR) has the distinction of being the FirstEngineering College of India established in 1847 AD called then as 'The RoorkeeCollege'. It was renamed as the Thomason College of Civil Engineering in 1854and in November 1949 was elevated to the First Engineering University ofIndependent India. Since its establishment, the University of Roorkee has playeda vital role in providing the technical manpower and know-how to the countryand in pursuit of research. The University has contributed to all sectors oftechnological development in the country. On the 21st September 2001, theUniversity was declared an institute of national importance changing its statusfrom 'University of Roorkee' to 'Indian Institute of Technology Roorkee'. Themain campus in Roorkee has an area of 365 acres, a campus of 25 acres inSaharanpur and 10 acres campus in Greater Noida.

The Centre of Excellence in Disaster Mitigation and Management (CoEDMM) isthe first center of Disaster Mitigation and Management in India. It wasestablished on March 27, 2006 with the aim of conducting the educationalprogram, cutting edge research and training on disasters, vulnerability and theirmitigation. Creation of a National Database for rapid dissemination ofinformation and knowledge is also an objective. This is a multidisciplinaryresearch and education centre.

OBJECTIVES:• To build and strengthen national capacity to reduce the impacts of
natural, technological and environmental disasters through multi-disciplinary technological and scientific interventions.
• To stimulate research and application, provide knowledge, conveyexperience, build capabilities for reducing or preventing severe andrecurrent impacts of hazards, for most vulnerable communities.
• To increase opportunities for multi-disciplinary collaborations tofoster scientific, technical and managerial contributions to the publicdecision-making process in matters of hazard, risk and disasterprevention.
• To develop comprehensive risk assessments, risk reduction strategiesfor the analysis and expression of the socio-economic impacts ofdisasters and risk mitigation for disaster prevention by establishingnationally and professionally agreed standards or methodologies.
• To build and strengthen national capacity to reduce the impacts ofnatural, and human-made disasters through multidisciplinaryapproach.
• To promote applied and intra-disciplinary research in the areas ofscience, technology, management and social sciences for enhancingdisaster resilience.
• To identify the ‘best-practice’ technologies, indigenous knowledgetowards Disaster Risk Management (DRM) and engage in riskcommunication for building capabilities to reduce or prevent severeand recurrent impacts of hazards on the most vulnerablecommunities.
• To facilitate multi-disciplinary collaborations encompassing scientists,technical experts and managers and to apprise policymakers inmatters of risk and disaster prevention and mitigation.
Centre of Excellence In Disaster Mitigation and Management
The CoEDMM provides and ensures an academic and research environment,which is conducive to preparing disaster managers who can handle challengesassociated with risk management due to multidisciplinary nature of theirspecialization. The programme and specialization are designed in such a fashionthat it yields a skill-set that has optional compatibility with the competency setanticipated by Govt, Public and Private sector industry, NGOs, Consultants andother agencies.
M.Tech programThe Centre of Excellence in Disaster Mitigation and Management, launched thevery first Masters' Program (M.Tech.) of two years duration in 2012. Studentscome through Graduate Aptitude Test in Engineering (GATE) (National EntranceExamination) and sponsored by reputed national agencies. The program pridesitself of encompassing all hazard approach for sustainable development andresilience of the nation.
Ph.D. ProgramResearch programmes leading to the award of Doctor of Philosophy (Ph.D.)facilitated in the Centre. The Centre currently has 21 doctoral students pursuingresearch in fields related to disaster risk reduction creating opportunities forindependent and cutting edge research.
AlumniWith the unique techno-managerial expertise, alumni of the CoEDMM are wellplaced in different fields pertaining to disaster management and risk mitigation.Some of our alumni are working with Government authorities dealing withDisaster like Department of Science and Technology, IMD etc. They are wellsuited for disaster managers' role for various types of Industrial risk assessmentsand managements. Our Alumni are also in Industries outside countries.Educational/ Training Institutes, Non-governmental organizations and Socio-technical entrepreneurship are alternative options for our Alumni. Some of theyare pursuing higher studies in reputed national and International reputedInstitutes like Texas Tech University, Cornell University, Kyoto University andTongji University, China.

The Centre creates an enabling platform where experts, faculty from the associatedDepartments, research scholars and future disaster professional interact and exchangeknowledge and enrich leanings aimed at reducing disaster risks. The Centre activelyengages in dissemination and hosted international and national distinguished disastersubject experts, alumni, and professionals from the private and public enterprisesthrough structured events. Finally, the Centre aims to inform policy and help decisionmaking at the formulation and implementation levels. To bring the researchersworking in the field of Disaster Mitigation and Management on common platform withother risk management stakeholders for exchange of views, seminars/symposium /conference/ workshop are being organized by the Centre.• The Centre organizes ‘D’Conscientia’ an annual national Industry-Academia Meet.• The Centre is now striving towards addressing some of the goals shared by the Prime Minister in the
ten-point agenda in his speech at the Asian Ministerial Conference on Disaster Risk Reduction(AMCDRR), New Delhi, in 2016.
• The Centre organized 8thAsia Pacific Hydrology and Water Resources Conference (APHW2019)conference during 21-23 November, 2019 on “Emerging Technologies in Urban Water Management”.
• The Centre organized training programme with collaboration with UNSIPDER and NIDM.• The Centre has awarded for Best Poster Presentation award at 4th Himalayan Researchers Consortium by

The CoEDMM envisages its role in national and internationalplatform through significant contribution. The Centre, in future,will be involved with greater intensity in capacity building,vulnerability and risk assessment, planning for risk resilience andreduce disaster risk in order to protect communities, theirlivelihoods, health, cultural heritage, socioeconomic assets andecosystems by strengthening their resilience. Centre shall play vitalrole in furthering the national agenda set through variousinstruments like DM Act 2005, DM Policy, DM Plan, NPDRR andPrime Minister's 10 point agenda on disaster risk Reduction TheCentre aims to be part of the National Mission in achieving fourpriority areas of Sendai framework for DRR 2015-2030 i.e.understanding disaster risk, strengthening disaster risk governance,investing in disaster risk reduction for resilience and enhancingdisaster preparedness for effective response and to 'Build BackBetter' in recovery, rehabilitation and reconstruction by providingtechnical, scientific and managerial human resource and expertisein collaboration with National and International agencies. TheCoEDMM plans for sharing disaster management and risk resilienceknowledge through different missions of National and Stategovernments e.g. Pradhan Mantri Awas Yojana, Smart City, AtalMission for Rejuvenation and Urban Transformation, GramPanchayat Development Plan, National Mission for HimalayanStudies etc.
