Letter from the DirectorcontentsAnticipating an exciting year aheadThe past year has been a busy time at the Centre for Military and Strategic Studies.

Nine students graduated from the Centre, including two who completed doctoral studies — Geoff Jackson and Craig Mantle — and seven who finished their Masters of Strategic Studies: Keith Hann, Kimberly Pavelich, Joel Thompson, Tim Choi, Brice Coates, Rhonda Jarrett and Amanda Stuart-Ross.

Our students worked tirelessly to put on a very successful 16th Annual Graduate Strategic Studies Conference in February/March of 2013. This year’s conference executive, chaired by Katie Domansky and Stephanie Maitland, with the support of Blake Barkley, William Carruthers, and David Moule, produced a superb academic event. They compiled an impressive list of speakers, including Captain Riel Erickson, a fighter pilot in the Royal Canadian Air Force.

The Centre also joined forces with the University of Calgary’s Institute for Security, Privacy and Information Assurance to hold a cyber security symposium exploring the world of computer viruses, spyware and hackers. Six speakers, including CMSS Senior Research Fellow Dr. John Ferris, gave presentations during the day-long workshop.

Two professors from Helmut Schmidt University — Dr. Martin Nassua and Dr. Martin Scherm — visited the Centre this year to meet with Faculty of Arts Dean Dr. Richard Sigardson and Vice-Provost (International) Dr Janaka Ruwanpura to formalize the renewal of the student exchange program between the two universities. Three German second lieutenants attended classes at CMSS during the Fall term.

Another first this year was the introduction of two Block Week courses: One on research methods and the other on Military Procurement Policy. The program on research design and methods was taught by Dr. Sabrina Peric, while the Military Procurement Policy course was taught by Dr. Aaron Plamondon.

I would also like to give a warm welcome to two new Research Fellows at the Centre: Dr. Robert W. Murray, the Vice-President, Research, at the Frontier Centre for Public Policy, and Dr. Michael Zekulin, a sessional instructor in the University of Calgary’s Department of Political Science.

Congratulations are also in order to our students, who received more than $500,000 in scholarship funding through donor support and national academic funding.

We are extremely proud of our accomplishments over the past 12 months and look forward to the coming year with great excitement.

Highlights of Masters and PhD students who received scholarship funding

Blake Barkley His research has focused on the relationship between terrorist organizations and state failure in Somalia, studying a clan-based society and its subordination of a formal state infrastructure.

Danny Garrett-Rempel and Steffen Gaudig-Reuger intend to pursue the co-operative education option with the hope of securing an eight-month contract with a CMSS industry partner.

Andrey Shagalov His research will focus on looking at Russian Arctic policy and understanding causes of war.

Timothy Wright His research focuses on the Canadian security considerations for Chinese ambitions and investment in the Arctic.

David (yi Le) Zhou His research focuses on the development of NATO interoperability standards.

PHD STuDeNTS

Ian MacMillan His thesis research will focus on the problems with military procurement in Canada and causes of sub-optimal outcomes in this area of government acquisition.

Pat ulrich His thesis research will focus on an alternative model to the current population-centric and nation-building strategies for future Canadi-an stabilization operations. This alternative model focuses on how whole-of-government stabilization missions can achieve stability by influencing the complex adaptive system com-posed of the political interactions between power holders in a host nation to generate legitimate, sustainable governments.

PhD Candidate Katie Domansky was presented with a U Make a Difference (UMAD) award by University of Calgary President elizabeth Cannon in recognition of her work as a co-chair for the Centre for Military and Strategic Studies’ 16th Annual Graduate Strategy Stud-ies Conference, and as a mentor to many students at both the university level and to younger generations. The UMAD award is given to students, faculty and staff who make significant contributions to help others throughout the year.

CMSS students had a breakout success at the prestigious ISA International Conven-tion in Toronto in 2014.

Seven submissions from CMSS PhD students were accepted by the ISA, including two by Katie Domansky, and two others from Political Science PhD student David Torre.

CMSS PhD student Shaiel Ben-Ephraim orga-nized a round table of the top PhD students to prepare for the event and was pleased with how their hard work paid off.

“The goal was to get four people in. And we got seven people in,” he said. “Eight abstracts got in all together. We did way better than we expected.”

“The conference is huge,” Shaiel said. “We’re talking about 7,000 people who present there — 75 concurrent panels at all times. It’s the big-gest conference you’ve ever seen in your life.”

“If you want to get a job in North America or be known at all in North America, or anywhere in the world, you have to attend,” he said.

Helmut Schmidt universityLanguage of Instruction: German and English.

eligibility: This exchange is open to regular, full-time students who have completed at least one full year at the post-secondary level, with a minimum cumulative GPA of 2.7.

Description: Helmut Schmidt University (HSU) was founded in 1973 and is located in Hamburg, Germany. Originally known as the University of the German Federal Armed Forc-es Hamburg, the university is for officers and officer candidates of the Bundeswehr (German Federal Armed Forces), although on occasion, civilian students can enroll.

Programs Offered: HSU has four faculties, which offer a variety of programs, including Business, Economics, Engineering, History, Political Science and more.

Academic Calendar: The academic year is divided into three trimesters of 12 weeks each (Fall, Winter and Spring).

CMSS is involved in international exchange pro-grams with two universities — Helmut Schmidt Uni-versity in Hamburg, Germany, and Haifa University in Israel — and is finalizing details on a third — the Charles University in Prague.

The exchange programs are intended to help our students get international exposure through study abroad opportunities and increase the diversity of the student population in CMSS.

The Helmut Schmidt University exchange program was developed after the German Armed Forces con-tacted the Centre for Military and Strategic Studies, says Centre Director Dr. David Bercuson. “They approached us and we just jumped on it.”

Dr. Bercuson says this official link to the German Army provides a significant opportunity for learning on both sides. “Our students get a chance to meet their young and aspiring officers in classroom situ-ations and to learn a little bit about the European situation, especially Germany. And the reverse is also true. They get to learn something about Cana-da and Canadians.”

Now in its 13th year, the Canadian Military Journalism Course is an established and innovative leader in not only military journalism, but in Canadian journalism education as a whole. No Canadian university at any level offers its journalism students an opportunity to prepare for working with the Canadian Armed Forces or the Department of National Defence.

CMSS Adjunct Professor Bob Bergen ably delivers on the course’s stated aim to teach future journalists to learn how to learn about the military. The goal was not to turn the students into soldiers, but they had a great deal of hands-on experience and learning opportunities most of which was centered on how challenging it is to be part-time (reservist) and regular force soldiers, how different military culture is from civilian culture and the interface between journalists and soldiers.

Thanks to the Lord Strathcona’s Horse (Royal Canadians), the students had invaluable exposure to military life in the field, sleeping in barracks, dining with soldiers in the messes and in the field, socializing with them informally, and unprece-dented opportunities to observe preparations for post-Af-ghanistan training and future full-spectrum/contempo-rary-environment operations during Exercise Phalanx Ram.

Each year, many new elements are added and others

dropped to remain current. Up to one half of the reference material was changed completely and the balance expand-ed upon or refined.

For the 10th consecutive year, a quantitative evaluation revealed a marked increase in the students’ cognitive learning related to Canadian defence issues in keeping with learning objectives and principles of Results Based Management. The results are stunning positive growth demonstrated in all 31 areas measured.

The course has an established reputation in not only Canadian journalism schools but in universities from coast to coast. There is a growing body of former students’ work that testifies to the success of the course over the years in traditional media and in the social media. As Professor Bar-ry Warne from the University of British Columbia Graduate School of Journalism said upon receipt of the scholarship notification: “The highlight of the year for me is sending this out to students – we have had a few over the years that have successfully been awarded this opportunity and had the time of their lives.”

Credit for all these successes must go to the Canadian De-fence & Foreign Affairs Institute, CMSS and to the Canadian Forces and the Department of National Defence in Calgary, Edmonton and Ottawa which supports it.

Interntional exchange programs through CMSS

Innovative year for Canadian Military Journalism Course

Maximillian Deck, Melanie Weigel, and Philipp Staender are all German Army second lieutenants who took part in the CMSS-HSu exchange program in 2013. The three officers attended the university of Calgary while they were in the middle of

an intensive officer training program that gives them their Bachelors and Masters degrees in 39 months. The fast pace is attainable thanks to a trimester system that keeps them busy all year long.

Dr. Lackenbauer, an associate professor and chair of history at St. Jerome’s University, discussed The Military as Nation-Builder: The Case of the Canadian North.

The Ross Ellis Memorial Lecture in Military and Strategic Studies is an annual lecture series launched in 1999 by CMSS to honour Colonel Ross Laird Ellis who was the Commanding Officer of the Calgary Highlanders in 1944 and 1945.

Calgary Papers in Military and Strategic Studies

The JMSS is an open

access and peer reviewed

publication that aims

to disseminate original

scholarship in strategic

and military studies to an

academic audience, and also

a public one, both nationally

and internationally, and

to provide a forum for the

discussion of issues related

to Canadian security, broadly

defined. It approaches these

topics from an academic position, open to all sectors of opinion, rather than

one of advocacy. It includes editorials, independent and critical, on matters

of current affairs, but its editorial stance is distinct from its academic one.

The Centre supports the
