to expose the following considerations:

RESULTS: 1'hat by' resolution No. 40-2020, dated March 19, 2020, the Central Electoral Board on

DR, admits the candidacies for the level of Deputies in relation to the representatives of the

Dominican community abroad, districts 1, 2 and 3, corresponding to the elections to be held on

July 5, 2020.

RESULTS: That MRS. IVELIN MERCEDES PEPEN CEDENO is currently a candidate for

official representative on the ballot of the "Partido Nacional Voluntad Ciudadana" (PNVC) y

Aliados, in the first district abroad, which is made up of the territories of Canada (Montreal and

Toronto), United States: (New York, Massachusetts, Rhode Island, New Jersey, Pennsylvania,

Washington D.C, and Connecticut), in which three seats are elected to the Chamber of Deputies

of the Dominican Republic.

RESULT: That under U.S. law, specifically the Foreign Agents Registration Act (22 U.S.C.,

§§611-621; FARA) was enacted to require individuals doing political or advocacy work on

behalf of aliens in entities in the United States, to register with the Department of Justice and

disclose their relationship, activities, receipts, and disbursements in support of their activities.

RESULT : That this law does not prohibit any specific activities; rather it requires registration

and disclosure.

RESULT : That it is also established in article 32 of the regulation of the vote of the Dominican

abroad.



RESULTS: That Mrs. IVELIN MERCEDES PEPEN CEDENO, candidate for Representative for

district No.l, for the "Partido Nacional Voluntad Ciudadana" (PNVC), is registered with the

United States Department of Justice, on May 14, 2020, under the "Federacion de Alcaldes

Pedaneos", through its representatives Mr. WILLIAM RODRIGUEZ, identified by means of

No.6823. (as a FARA Agent).

RESULTS: That the candidates for Overseas Representative for constituencies #. 1 anil 2 of the

political parties indicated below, have not complied with the legal provisions of reference,

Foreign Agents Registration Act (22 U.S.C., §§611-621; FARA), as well as with article 32 of the

regulation for the vote of the Dominican overseas, (and the laws of Justice Department of USA

They have not carried out, the corresponding registration required by the Law for the

Registration of Foreign Agents (22 U.S.C., §§611-621; FARA) as also established by the Electoral

Law of the Dominican Republic in its article 32, and the laws of Justice Department of USA (as

FARA agency).



RESULT: That such noncompliance with the indicated law, carries serious sanctions and in the

understanding of the upcoming electoral process, entails the exclusion of the candidates of said

parties from the electoral ballot, as well as violates the principle of equality established in our

Constitution of Dominican Republic.

RESULTS; That the Dominican Constitution establishes, in its Article 11, the following Elections

shall be organized, directed and supervised by the Central Electoral Board and the Electoral

Boards under its dependence, which are responsible for guaranteeing the freedom,

transparency, fairness and objectivity of the elections.

RESULTS: That the law 33-18 on political parties, groups or movements establishes the

following:

Article 1.- Object. 1'his law regulates the exercise of the right of all citizens to organize political

parties, groups and movements or to be part of them, and establishes the rules that will govern

the constitution and recognition, organization, authorization, operation, participation in

electoral processes, surveillance, sanctions and dissolution of political parties, groups and

movements, in order to strengthen the freedom of association enshrined in the Constitution,

establishing procedures for the free organization of political parties, groups and movements

and guaranteeing the right of Dominicans to join or renounce any of them.

Article 3.- Definitions. For the purposes of the application of tills law, the following definitions

shall apply:

1) Parties, groupings, political movements: Political parties, groups and movements are

associations with legal personality and made up of citizens with purposes and functions

of public interest who, voluntarily and in accordance with the provisions established in

the Constitution and the law, organize themselves with the primary purpose of

contributing to the strengthening of the constitutional democratic regime, gaining access

to popularly elected positions and legitimately influencing the direction of the State in

its different instances, expressing the will of the citizenry, in order to serve the national

interest and promote the collective well-being and integral development of society.

Article 3.- Definitions. For the purposes of the application of this law, the following

definitions shall apply:



in the public interest who, voluntarily and in accordance with the provisions established

in the Constitution and the law, organize themselves with the primary purpose of

contributing to the strengthening of the constitutional democratic regime, holding



elected office and legitimately influencing the direction of the State in its different

instances, expressing the will of the citizenry, in order to serve the national interest and

2) Political Parties: Political parties are those associations organized in accordance with

the Constitution and the laws, and their scope shall be national, that is to say, with

presence and representation throughout the national territory; they have the right to

present candidates at all levels of election and in all demarcations, including those

abroad.

For the reasons set out above, all of which are duly substantiated in law, the DR A. IVELIN

MERCEDES PEPEN CEDENO, candidate for official representative on behalf of the National

Party of the Citizen's Will (PNVC) and Allies, in the first and second districts abroad, through

her duly constituted lawyer and special proxy, as well as through her legal representatives

before the Department of Justice. Justice Unit FARA, residing in the United States of America,

the Mr. WILLIAM RODRIGUEZ, identified by number 6823 of the "FEDERACION DE

ALCALDES PEDANEOS", request from this honorable Central Electoral Board (CEB) of the

Dominican Republic, the following:

FIRST: TO ACCEPT as good and valid the present instance for having been made according to

considerations of law.

SECOND: As for the fund we request compliance with the corresponding registration required

by the Registration of Foreign Agents Act (22 U.S.C., §§611-621; FARA) as well as the Election

Law in its article 32. In the event that these parties do not comply with the legal statute, we

request that this honorable board proceed to declare the nominations for deputies for Districts

or Jurisdictions, number one (01) and two (02, proposed by the following political parties:

Modern Revolutionary Party (PRM), Social Christian Reformist Party, (PRSC) Alianza Pais

(ALPAIS), Institutional Block (BIS), Dominican Party for Change (DXC), Dominicans for

Change (DXC) Broad Front Party, Dominican Humanist Party, (PHD) Green Party, Partido

Nacional Voluntad Ciudadana (PNVC) (in the candidates we indicated), Partido Pais Posible

(PP) and Union Democrata Cristiana (UDC) , as INADMISSIBLES, and consequently proceed

immediately to exclude the candidates for deputies from the electoral ballot to be presented in

the next five (05) July, 2020.

RESULTA: Que segun disposiciones legales de los Estados Unidos especlficamente la

Ley de Registro de Agentes Extranjeros (22 U.S.C., §§611-621; FARA) fue promulgada

para requerir a los individuos que hagan trabajo politico o de defensa en nombre de

extranjeros en entidades en los Estados Unidos para registrarse con el Departamento

de Justicia y revelar su relacion, actividades, recibos y desembolsos en apoyo de sus

actividades.

RESULTA : Que dicha ley no prohlbe ninguna actividad especlfica; mas bien exige el

registro y divulgacion de los mismos.

RESULTA: que asl tambien lo establece el articulo 32 del reglamento del voto del

dominicano en el exterior.

RESULTA: Que la SRA. IVELIN MERCEDES PEPEN CEDENO candidata a Diputada

por la circunscripcion No.1, por el Partido Nacional Voluntad Ciudadana (PNVC), se

RESULTA: Que tal incumplimiento de la ley indicada conlleva sanciones graves y en el

entendido del proceso electoral proximo conlleva su exclusion de los candidatos de

dichos partidos en la boleta electoral, asi como vulnera el principio de igualdad

establecido en la nuestra carta magna.

RESULTA; Que la Constitucion Dominicana establece en su articulo 11 lo siguiente

Las elecciones seran organizadas, dirigidas y supervisadas por la Junta Central

Electoral y las Juntas Electorales bajo su dependencia, las cuales tienen la

responsabilidad de garantizar la libertad, trasparencia, equidad y objetividad de las

elecciones.

RESULTA: Que la ley 33-18 sobre partido, agrupaciones o movimientos politicos

establece lo siguiente:

Articulo 1.- Objeto. Esta ley regula el ejercicio del derecho de todos los ciudadanos a

organizar partidos, agrupaciones y movimientos politicos o formar parte de ellos, y

establece las normas que regiran la constitucion y reconocimiento, organization,

autorizacion, funcionamiento, participation en procesos electorales, vigilancia,

sanciones y disolucion de los partidos, agrupaciones y movimientos politicos, para

afianzar la libertad de asociacion consagrada en la Constitucion, estableciendo los

procedimientos para la libre organizacion de partidos, agrupaciones y movimientos

politicos y garantizando el derecho de los dominicanos a afiliarse o renunciar a

cualesquiera de ellos.

Articulo 3.- Definiciones. Para los fines de aplicacion de esta ley se entendera por: 1)

Partidos, agrupaciones, movimientos politicos: Los partidos, agrupaciones y

movimientos politicos son asociaciones dotadas de personeria juridica e integradas por

ciudadanos con propositos y funciones de interns publico que, de manera voluntaria y

de conformidad con las disposiciones establecidas en la Constitucion y las leyes, se

organizan con el fin primordial de contribuir al fortalecimiento del regimen democratico

constitucional, acceder a cargos de eleccion popular e influir legitimamente en la

direccion del Estado en sus diferentes instancias, expresando la voluntad ciudadana,

para servir al interes nacional y propiciar el bienestar colectivo y el desarrollo integral

de la sociedad. Articulo 3.- Definiciones. Para los fines de aplicacion de esta ley se

entendera por: 1) Partidos, agrupaciones, movimientos politicos: Los partidos,

agrupaciones y movimientos politicos son asociaciones dotadas de personeria juridica

e integradas por ciudadanos con propositos y funciones de interes publico que, de

manera voluntaria y de conformidad con las disposiciones establecidas en la

Constitucion y las leyes, se organizan con el fin primordial de contribuir al

fortalecimiento del regimen democratico constitucional, acceder a cargos de eleccion

popular e influir legitimamente en la direccion del Estado en sus diferentes instancias,

expresando la voluntad ciudadana, para servir al interes nacional y propiciar el

bienestar colectivo y el desarrollo integral de la sociedad. 2) Partidos Politicos: Los

partidos politicos son aquellas asociaciones organizadas conforme a la Constitucion y

las leyes, y su alcance sera de caracter nacional, es decir con presencia y

representacion en todo el territorio nacional; tienen derecho a presentar candidaturas

en todos los niveles de eleccion y en todas las demarcaciones incluyendo las del

exterior.

Por las razones expuestas todas debidamente fundamentadas en derecho, la DRA.

IVELIN MERCEDES PEPEN CEDENO, candidata a diputada oficial en representacion

de la boleta del Partido Nacional voluntad ciudadana, (PNVC) y Aliados, en la

circunscripciones numeros uno y dos del exterior, por intermedio y conducto de su

abogada, debidamente constituido y apoderado especial, asi como por intermedio de

sus representantes legales frente al Depto. De Justicia Unidad FARA, con domicilio en

los Estados Unidos de America, los SRES. WILLIAM RODRIGUEZ Y JOSE GABRIEL

VIDAL, identificados mediante el numero 6823 dc la Federacion de Alcaldes Pedaneos,

solicitan de esta honorable Junta Central Electoral (JCE) de la Republica Dominicana,

lo que sigue:

PRIMERO: ACOGER como buena y validad la presente instancia por haber sido hecha

de acuerdo a consideraciones de derecho

SEGUNDO: En cuanto al fondo solicitamos el cumplimiento el registro correspondiente

la junta Central Electoral Admite las candidaturas para el nivel de Diputaciones en lo

relativo a los representantes de la comunidad dominicana en el exterior,

circunscripciones 1, 2 y 3, correspondiente a las elecciones a celebrarse el proximo 05-

de Julio de 2020.-

RESULTA: Que la SRA. IVELIN MERCEDES PEPEN CEDENO, actualmente figura

como candidata a diputada oficial en representacion de la boleta del Partido Nacional

voluntad ciudadana, (PNVC) y Aliados, en la circunscripcion numero uno del exterior,

ia cual esta compuesta por los territorios de: Canada (Montreal y Toronto), Estados

Unidos: (New York, Massachusetts, Rhode Island, New Jersey, Pennsylvania,

Washington D.C, y Connecticut), en la cual se eligen tres curules a la Camara de

Diputados de la Republica Dominicana.

RESULTA: Que segun disposiciones legales de los Estados Unidos especlficamente la

Ley de Registro de Agentes Extranjeros (22 U.S.C., §§611-621; FARA) fue promulgada

para requerir a los individuos que hagan trabajo politico o de defensa en nombre de

extranjeros en entidades en los Estados Unidos para registrarse con el Departamento

de Justicia y revelar su relacion, actividades, recibos y desembolsos en apoyo de sus

actividades.

RESULTA : Que dicha ley no prohlbe ninguna actividad especlfica; mas bien exige el

registro y divulgacion de los mismos.

RESULTA: que asl tambien lo establece el articulo 32 del reglamento del voto del

dominicano en el exterior.

RESULTA: Que la SRA. IVELIN MERCEDES PEPEN CEDENO candidata a Diputada

por la circunscripcion No.1, por el Partido Nacional Voluntad Ciudadana (PNVC), se

this instance, the professional address of their lawyer and special proxy, who has the pleasure

to expose the following considerations:

RESULTS: That by resolution No. ^^^^|lated March 19, 2020, the Central Electoral Board on

DR, admits the candidacies for the level of Deputies in relation to the representatives of the

Dominican community abroad, districts 1, 2 and 3, corresponding to the elections to be held on

July 5, 2020.

RESULTS: That MRS. IVELIN MERCEDES PEPEN CEDENO is currently a candidate for

official representative on the ballot of the "Partido Nacional Voluntad Ciudadana" (PNVC) y

Aliados, in the first district abroad, which is made up of the territories of Canada (Montreal and

Toronto), United States: (New York, Massachusetts, Rhode Island, New Jersey, Pennsylvania,

Wcishington D.C, and Connecticut), in which three seats are elected to the Chamber of Deputies

of the Dominican Republic.

RESULT: That under U.S. law, specifically the Foreign Agents Registration Act (22 U.S.C.,

§§611-621; FARA) was enacted to require individuals doing political or advocacy work on

behalf of aliens in entities in the United States, to register with the Department of Justice and

disclose their relationship, activities, receipts, and disbursements in support of their activities.

RESULT : That this law does not prohibit any specific activities; rather it requires registration

and disclosure.

RESULT : That it is also established in article 32 of the regulation of the vote of the Dominican

RESULTS: That Mrs. IVELIN MERCEDES PEPEN CEDENO, candidate for Representative for

district No.l, for the "Partido Nacional Voluntad Ciudadana" (PNVC), is registered with the

United States Department of Justice, on May 14, 2020, under the "Federacion de Alcaldes

Pedaneos", through its representatives Mr. WILLIAM RODRIGUEZ, identified by means of

They have not carried out, the corresponding registration required by the Law for the

Registration of Foreign Agents (22 U.S.C., §§611-621; FARA) as also established by the Electoral

Law of the Dominican Republic in its article 32, and the laws of Justice Department of USA (as

FARA agency).



RESULT: That such noncompliance with the indicated law, carries serious sanctions and in the

understanding of the upcoming electoral process, entails the exclusion of the candidates of said

parties from the electoral ballot, as well as violates the principle of equality established in our

Constitution of Dominican Republic.

RESULTS; That the Dominican Constitution establishes, in its Article 11, the following Elections

shall be organized, directed and supervised by the Central Electoral Board and the Electoral

Boards under its dependence, which are responsible for guaranteeing the freedom,

transparency, fairness and objectivity of the elections.

RESULTS: That the law 33-18 on political parties, groups or movements establishes the

following:

Article 1.- Object. 1'his law regulates the exercise of the right of all citizens to organize political

parties, groups and movements or to be part of them, and establishes the rules that will govern

the constitution and recognition, organization, authorization, operation, participation in

electoral processes, surveillance, sanctions and dissolution of political parties, groups and

movements, in order to strengthen the freedom of association enshrined in the Constitution,

establishing procedures for the free organization of political parties, groups and movements

and guaranteeing the right of Dominicans to join or renounce any of them.

Article 3.- Definitions. For the purposes of the application of tills law, the following definitions

shall apply:

Article 3.- Definitions. For the purposes of the application of this law, the following

definitions shall apply:

2) Political Parties: Political parties are those associations organized in accordance with

the Constitution and the laws, and their scope shall be national, that is to say, with

presence and representation throughout the national territory; they have the right to

present candidates at all levels of election and in all demarcations, including those

abroad.

For the reasons set out above, all of which are duly substantiated in law, the DR A. IVELIN

MERCEDES PEPEN CEDENO, candidate for official representative on behalf of the National

Party of the Citizen's Will (PNVC) and Allies, in the first and second districts abroad, through

her duly constituted lawyer and special proxy, as well as through her legal representatives

before the Department of Justice. Justice Unit FARA, residing in the United States of America,

the Mr. WILLIAM RODRIGUEZ, identified by number 6823 of the "FEDERACION DE

ALCALDES PEDANEOS", request from this honorable Central Electoral Board (CEB) of the

Dominican Republic, the following:

FIRST: TO ACCEPT as good and valid the present instance for having been made according to

considerations of law.

SECOND: As for the fund we request compliance with the corresponding registration required

by the Registration of Foreign Agents Act (22 U.S.C., §§611-621; FARA) as well as the Election

Law in its article 32. In the event that these parties do not comply with the legal statute, we

request that this honorable board proceed to declare the nominations for deputies for Districts

or Jurisdictions, number one (01) and two (02, proposed by the following political parties:

Modern Revolutionary Party (PRM), Social Christian Reformist Party, (PRSC) Alianza Pais

(ALPAIS), Institutional Block (BIS), Dominican Party for Change (DXC), Dominicans for

Change (DXC) Broad Front Party, Dominican Humanist Party, (PHD) Green Party, Partido

Nacional Voluntad Ciudadana (PNVC) (in the candidates we indicated), Partido Pais Posible

(PP) and Union Democrata Cristiana (UDC) , as INADMISSIBLES, and consequently proceed

immediately to exclude the candidates for deputies from the electoral ballot to be presented in

the next five (05) July, 2020.

In the city of Santo Domingo, Dominican Republic, on the tenth (10) day of June in the year two
