2 Central West Pilot Joint Organisation - Draft Model

The following draft model for the Central West Pilot Joint Organisation (pilot JO) documents the outcomes of the Central West Workshop held on 27

November 2014.

It is intended that this form the basis of the pilot JO charter, which will be considered at the first meeting of the pilot JO.

Objectives and functions

1. The core functions piloted in the Central West will be:

• regional strategic planning • inter-governmental collaboration • regional leadership and advocacy.

2. The optional functions piloted in the Central West will include:

• regional service delivery • creating regional strategic capacity.

3. The pilot JO will prepare a succinct Regional Strategic Plan (RSP) which includes the regional vision and priorities. The emphasis will be on process and implementation, not on excessive documentation.

4. The RSP will draw from the Community Strategic Plans of member councils, as well as NSW Government regional plans and strategies and any other documents relevant to the region.

Relationships and boundaries

5. The boundaries of the pilot JO will provide the strategic capacity to engage effectively, reflect a strong community of interest, and not adversely impact other councils.

6. The following councils and county councils will be members of the pilot JO:

• Bathurst Regional Council • Blayney Shire Council • Cabonne Shire Council • Cowra Shire Council • Forbes Shire Council • Lachlan Shire Council • Lithgow City Council • Mid-Western Regional Council • Oberon Council • Orange City Council • Parkes Shire Council • Weddin Shire Council • Central Tablelands Water.

7. The boundary of the councils above forms the boundary of the pilot JO.

8. The following councils will be associate members of the pilot JO:

• Boorowa Shire Council • Upper Lachlan Shire Council • Young Shire Council.

9. The pilot JO membership and boundary will not alter without strong justification

10. The DPC Regional Coordinator and pilot JO EO and Chair will attend and engage actively in each other’s meetings in an ex officio capacity.

11. Appropriately senior representatives of other councils, NSW Government agencies, Australian Government agencies, and other partners and key stakeholders will attend and engage in relevant meetings by invitation of the pilot JO.

Entity and governing body

12. Minimum governance standards will be maintained by the pilot JO, including regular meetings.

13. The pilot JO will hold minimum of four meetings over the 12 month pilot process.

14. Each member council or county council will have two representatives on the pilot JO.

15. The pilot JO will elect its Chair.

16. The Chair of the pilot JO shall be an elected representative.

17. Representatives are authorised to make binding decisions.

18. Representatives will act in the interests of the region, rather than representing an individual local government area.

19. The pilot JO will appoint a suitably skilled Executive Officer.

20. The Executive Officer will be supported with staff and other resources.

Enabling and resourcing

21. Employees of the pilot JO will be direct employees under the Local Government Award.

22. Contributions to the pilot JO for operating costs will be made based on the CENTROC formula for core functions and user pays for optional functions.

23. Funding and grants allocated directly to councils, such as Federal Assistance Grants, will not be affected by the establishment of the pilot JO.

24. The pilot JO will determine during the pilot process the way in which additional regional funding and grants opportunities may be leveraged.

Other issues

25. The pilot JO will not impose significant red tape or cost.

3 Central West Pilot Joint Organisation - Key comments on the Draft Model The following are key comments on the Central West Pilot Joint Organisation (pilot JO) which were discussed at the Central West Workshop held on 27 November 2014. These comments support, and are to be read in conjunction with, the draft model for the pilot JO.

Objectives and functions

Regional service delivery will be part of the pilot process. Regional service delivery will be a ‘discretionary’ function.

Creating regional strategic capacity will be discussed in more detail and determined as part of a work plan. A shared understanding and meaning of ‘regional capacity’ will need to be developed.

The Regional Strategic Plan will need to have clear links to CSPs, RAPs and other regional plans.

There will need to be agreement on the transfer of existing CENTROC functions during the pilot process.

Relationships and boundaries

It will be important to agree on flexible mechanisms to work across boundaries and regions on particular issues. This may be achieved through associate membership.
