The Conference is a venue for the exchange of information on new technologies, paradigms and ideas, and consists of a program of events that will help in the technical and professional development of attendees. The TPSC will have a balanced program of technical sessions, tutorials, and professional development events. SC05 Recommendations
Primary delegates from over 240 IEEE Sections met on 17 October 2005 to prioritize the recommendations that were developed in the Region & Issue Caucuses. The top ten recommendations are identified in priority order with the remaining recommendations being shown for your information.
The appropriate IEEE organizational units will be assigned the responsibility of responding to each recommendation. Progress reports on these items will be provided on a regular basis.

SC05 Recommendations
Increase membership value. Include as part of the basic membership free limited access to online publications, products and services or one free society membership with increased benefits according to membership grade, volunteer contributions, and years of membership. To be implemented by 2007 membership year.
Develop web-based interactive seminars, downloadable and on-line electronic presentations on technical subjects including an exam which, when completed will provide CEU/PDH credit for participants. Available to members at minimal cost; students, unemployed, life members, and presentations at sections and chapters at no cost. 50 CEU awardable tutorials - Q32006.

SC05 Recommendations
Provide incentives to companies encouraging employee involvement in the IEEE. Reach out to companies showing the value of IEEE membership (Provides better understanding of current trends in the industry, networking, professional development, and continuing education).
IEEE should provide to organizational units and members new tools that demonstrate the value of IEEE membership, both in terms of the advantages to employers and the benefits received by members; for implementation by 4Q2006.

Update, expand, and improve the IEEE Job Site to:
Expand marketing world-wide, visible to both large and small employers
Develop materials to create more effective job searches
Provide on-line guidance/training for unemployed and underemployed members
Make it easier for employers using the Job Site

The IEEE Board of Directors shall direct the Regional Activities Board to find means to increase awareness of the value and expertise that IEEE members add to society, but particularly to their employers.
Further develop interactive training toward specific volunteer functions. There shall be quick-start, basic, and advanced training that is easily updatable. Feedback shall be collected on the training effectiveness. Entity leaders upon assumption of office will be notified via an e-mail of training availability. Pilot - 4Q06, Training - 4Q07

SC05 Recommendations
Often, we lose the expertise of past leaders while new leaders end up re-inventing the wheel. Records retention requirements are ill-defined. IEEE shall institute guidelines, mechanisms, and resources for capturing, archiving, searching, and delivering collective records, knowledge, and wisdom of past and current volunteer leaders. Guidelines and pilot - 4Q06.
To recruit and retain members, IEEE should automatically provide recognition for years of membership in the form of a progressive series of benefits; for implementation by 4Q2006.

Create IEEE Digital Video Library in 2007 - Provide web-based continuing education that captures presentations in conferences, societies, sections, and chapters and provides virtual speakers for other sections and society meetings. Presentations would provide valuable training courses to all IEEE members.

Norman Oklahoma 2004 Denver 2005The 2005 competition was a mock up of an automated warehouse. Each team is to build a robot that will take commands from a dispatcher unit regarding the location of a stored object and where that container is to be moved.
The robot must have a wireless communication circuit to receive commands; a drive system for motion; a navigation system to move from one room to another; and a manipulator to handle the container.

Notes and Observations
SPAC program material shared with student branches. UTSA will host SPAC at Region 5 Conference. Interest and momentum to host SPACs at student branches going forward. Thanks to Kristi Hummel for promoting and pursuing SPACs with the student branches.
No undergraduate paper submissions to Region 5 Paper Contest from the entire South Area for the past several years. Our student branches are being encouraged to submit papers for this Region 5 Conference.
The Students like attending and participating in IEEE Conferences. Announcement of Conferences and availability of free admissions needs to be made with sufficient lead time.

This month, Ted leads us through the pitfalls of trying to comply with all the various rules/regulations that apply to many different types of equipment and machinery being sold world-wide. If you have been through this process at least once you understand how cryptic the regulations can be and how “dynamic” of an environment this is. Things are always changing, and that can leave you trying to comply with yesterday’s rules if you’re not careful!

May 17, 2005 An Overview of Current RFID Technology, by Keith Hendrickson, Dell Inc. Do you realize that soon your shopping cart will be telling you where to find the items in a store since it “knows” what you
normally buy when you’re there? How about your passport carrying all your personal information on a tiny embedded device inside the cover of the passport? Or having a small device implanted in your ear lobe that contains this information and can be read as you pass through an airport gate? It’s now in the realm of possibility due to the current state-of-the-art RFID technology. On Tuesday night, May 17th, we’ll hear more about what to expect in applications of RFID when Keith Hendrickson fills us in on current realities and future possibilities.

They’ll leave you on the edge of your seat (which, by the way, has it’s own safety standards to live up to)! So join us for a night full of fun, entertainment, popcorn and some might say “enlightenment”. It’ll be a blast, so be there or miss this installment of our own “Movie Night”.
July 19, 2005 Product Safety on the Web – Sources of Information and Discussion Each of us has our own “first choice” website where we find product safety information on the Internet or in news groups.
However, the vastness of the Internet provides many other resources for information on Product Safety and related topics – some reputable, and others possibly misleading. Tonight’s meeting should give you an idea of where people go to find the “good stuff” and which sites to avoid. Join us for the evening and tell us your favorite Internet spots for Product Safety related information, or for reference (like conversion tables, mathematical formulae, statistical analysis or controls, engineering design, etc.). It should be a great night for sharing our combined experiences on “the web”.
August 16, 2005 Product Safety 101 – A Basic Primer Once in awhile it’s good to get a refresher on the “basics” of any given topic. Since Product Safety is what we’re about, it’s
time once again to take a look at the simple basics that we deal with on a daily basis. We hope those of you that don’t work directly in the product safety field will find this basic primer interesting and informative. Those of you who DO work directly in support of safe product design might find that a few things have changed since you made your initial product submission to a regulatory compliance agency. We’re going to touch on several aspects of this discipline including labeling and standards. But there’s also another side of this effort: the manufacturer of your product. You rely on them to consistently build the product the way it was certified. We’ll show you the things to look for in their processes that support and maintain your product’s certification.

Meetings September 20, 2005 The Hot, Flaming Oil Test – A spectacular, yet seldom used safety test,
by Nathan Arldt Even though this product safety test is almost never used anymore (due in part to the use of design inputs
from folks like us!), it is still used periodically when deemed necessary by product safety agencies. The issue is, of course, to make sure that you have an adequate fire enclosure around the completed product. One that won’t become the source of ignition for other nearby flammable items. The test itself is actually fairly dangerous, so every effort is made to work with the client to design a proper enclosure. Nathan Arldt will fill you in on the entire “ordeal by fire” and may have a film showing the test underway. It is a rather eye-popping test, so be prepared.
October 18, 2005 Hazard Considerations For The Aircraft Environment by Jack Burns and Sam Davis, plus a synopsis of the 2005 Product Safety Engineering Symposium
This month we are favored with a double feature, with presentations covering two items of interest to us. The first is a presentation about the design and use of power adaptors. These are the troublesome little “black boxes” that plug into an airplane’s potentially unfiltered, though somewhat regulated, AC power outlets for personal electronics that use 120VAC. There is more than meets the eye in these little boxes!
December 6, 2005 (Combination November/December meeting) Choosing a NRTL, by Jim Dolphin, Director of Product Safety Certifications, Professional Testing Inc.
Many of you already know Jim Dolphin and have enjoyed his presentations to our group. Possibly you’ve even worked with him to get one of your products through the product safety test process at PTI. Either way, I’m sure that you have a healthy respect for Jim’s expertise in this area. He has over thirty years of product safety certifications experience. Prior to joining PTI, Jim worked for UL, MD/TOTCO, BancTec, and Marconi Communications. This month he favors us with a a brief summary of OSHA's NRTL, or Nationally Recognized Testing Laboratory program. Different mathematical models for choosing a NRTL will then be presented and discussed.
