üCapacity building and training in strategies for prevention,preparation and response.
üMainly in maritime and port activities representing high risk ofpollution.
üStrengthening the institutions for effective compliance andimplementation of environmental legislation, with a focus on portenvironmental units.
üPromote port reception facilities that meets the needs of shipscalling at the ports.
Purposes
üIdentify the levels of implementation of controls forenvironmental management and port reception facilities, PRF.
üReduce marine pollution through the developmentestablishment of Port Environmental Units and adequate PRF.
üEffective implementation of Port Environmental Code of Conductof Central America, “Green Code” in compliance with MARPOL forvessel waste disposal.
Purposes
üGenerate actions to minimize obstacles for using PRF.
üDevelop capacity in PRF.
üCreate a statistical regional database of PRF according to IMOguidelines.
In general, the Project seeks:
Strengthen the institutions for effective compliance,enforcement and implementation of MARPOL Convention,environmental legislation and the Green Code Port ofConduct for Central America with a focus on portenvironmental management units and the establishment ofproper and adequate PRF.

Ø Inexistence of effective role of a national Port Authority –Guatemala, Honduras.
Ø State own port operators self awarding role as Port Authority – Costa Rica.
Ø Lack of environmental management certification.
Ø Inexistence of environmental monitoring in the region.
ØDeficiencies at generation and implementation of environmental guidelines and regulations for maritime and port sector.
WEAKNESS
Ø Low levels of training in port and maritime environmentalaspects.
ØConflict between port and customs – imposing of imports tariffs.
ØPoor Port Reception Facilities.
Ø Inexistence of real Environmental Policy, instead they are morelike declaration of principles.
Ø Lack of publication of port environmental management reports.
Ø Inter institutional coordination.

STAKEHOLDERS PORT RECEPTION FACILITIES ASSESMENT WILL BE FOCUS ON:
a) Waste management strategy; b) Operational Needs; c) Planning for reception of waste; d) Type and capacity of port reception facilities; e) Implementation and Compliance; f) Role of Flag State; g) Role of Port State Control; i) Rates; andj) Training.
Action: Proposal for consideration1. Inter institutional integration mainly with
Ministries of Environment and Customs forproper MARPOL implementation.
