John Burkhalter of Little Rock has replaced Cliff Hoofman of Enola. Hoofman resigned from the Com- mission after being appointed by Governor Beebe to serve as Associate Judge for District 2 on the Arkansas Court of Appeals. Also named to the Commission was Tom Schueck of Little Rock. Schueck replaces Carl Rosenbaum, whose term ended this month. “Tom and John are pragmatic men with backgrounds in both business and engineering,” Beebe said. “While they have distinctly different personalities, they both care about our state and are well-suited to confront the challenges our highway system faces in the future.” Burkhalter served most recently as chairman of the Arkansas Economic Develop- ment Commission. A civil engi- neering graduate of the Univer- sity of Arkansas, Burkhalter is president of Burkhalter Tech- nologies. He has also been on the board of directors of Pathfinder, Inc. in Jacksonville for ten years. He will serve the remaining six years of Cliff Hoofman’s term, which expires in January 2017. Schueck will leave his current post on the State Parks and Tourism Commission. Prior to that, he served 12 years on the Pollution Control and Ecology Commission. A civil engineering graduate of Washington University, Schueck is also chairman and CEO of Lexicon, Inc. Governor Mike Beebe appointed two new members to the Arkansas State Highway Commission during a news conference at the State Capitol on January 14th. John Burkhalter of Little Rock has replaced Cliff Hoofman of Enola. Hoofman resigned from the Com-mission after being appointed by Governor Beebe to serve as Associate Judge for District 2 on the Arkansas Court of Appeals. This month’s “What’s Cooking” recipe is from...

Janet Boozer Horne • District 8

Vegetable Lasagna • 1 package lasagna noodles• 1 jar tomato sauce• 8 oz. package shredded cheddar cheese• 8 oz. package shedded mozzarella cheese• 16 oz. carton ricotta cheese• 16 oz. carton cottage cheese• 2 eggs, beaten• 1 package frozen chopped spinach - thawed• 1 tbsp. oregano leaves• Salt and pepper to taste• 1 tsp garlic powder• 3 medium zucchini - sliced thin

Preheat oven to 350. Mix cheeses, eggs, spinach and spices in large mixing bowl.

Spread half of tomato sauce in bottom of lasagna pan. Make several alternating layers of noodles, cheese mixture and zucchini, then finish with noodles on top. Spread remainder of tomato sauce on top of the noodles.

Cover with foil and bake for 1 hour and 45 minutes. Uncover and sprinkle with Parmesan cheese. Bake an additional 5 minutes uncoverd. Let it set for 10 minutes before serving.

Briefing for New Legislators

Newly-elected legislators participating in the 88th Gen-eral Assembly underway at the state capitol spent an after-noon at the AHTD Central Office on January 5th. Partici-pants met the administrative staff and Arkansas Highway Commission members, and learned about the operation of the Department. After being welcomed by Commission Chairman Madi-son Murphy, the group received an overview of the Depart-ment by Director Dan Flowers. The program included a look

at Arkansas’ highway system, highway funding, the Ameri-can Recovery and Reinvestment Act, the Federal Highway Trust Fund and the efforts of the Blue Ribbon Committee on Highway Finance. A question-and-answer session followed. Among the topics were a discussion of the economic impact a good highway system has on local communities and the impact that drilling in the Fayetteville Shale area of northern Arkansas has had on roads in the area. Nineteen new legis-lators were on hand for the program.

Length of service: 18 years

Job Duties: In my position, I post and record transactions relating to Department journals and special project jobs. I reconcile computer runs to the various journals. I also maintain and reconcile the accounts payable journal. I provide accounting and expenditure data to District Management for management forecasting purposes.

Favorite part of the job: I enjoy just about every part of my job. It’s very challenging at times, especially at the end of the fiscal year! The greatest reward though is working with a great group of people who work together as a team.

Background: I graduated from Capital City Business College and have taken some business and computer courses at Arkansas Tech University. I started my State career with Arkansas State Parks and Tourism in 1985. I worked there for six years. I transferred to the Arkansas Revenue Department where I worked for two years. I then came to work for the Highway and Transportation Department at the District Headquarters in Harrison.

Family: I’ve been married to my husband Dale for five years. We share a daughter, two sons, four grandkids and one great-grandson.

Hobbies/Interests: I love spending time with my family, spoiling the babies and the great nephews. Dale and I put out a garden each year (he does most of the work!), then we enjoy doing the canning together. We also enjoy going on mini-vacations with Mom.

CONSTRUCTION CORNERDISTRICT 7

Work continues to progress on the improvements to Highway 167 in Dallas County. The improvements extend from Highway 79, in Fordyce, north to High-way 273. This project will widen the highway to five lanes in one section and to a four lane, divided high-way in the other. This five mile project was awarded to Ideal Construction Company of Crossett, Arkansas, for $21,912,648 in December of 2009. The project is approximately 44% complete with the completion expected in the fall of 2012. Resident Engineer Office #74 in Camden is handling the project administration. The job is partially funded by the American Recovery and Reinvestment Act.
