HIGHEREDUCATION DEVELOPMENT PROJECT (HEDP)

Page 11: Center of Excellence

This is a package of policy and project measures aimed at implementing the recommendations of the Presidential Commission on Educational Reform (PCER 2000).

Page 12: Center of Excellence

It comprises concerns of both basic and higher education subsectors but the components for higher education constitute about 75% of the entire program.

Page 15: Center of Excellence

These are higher education institutions (HEIs) both public and private which have demonstrated the highest degree or level

Page 16: Center of Excellence

of standards along the areas of instruction, research, and extension.

Page 17: Center of Excellence

They provide institutional leadership in all aspects of development in specific areas of discipline in the various regions by

Page 18: Center of Excellence

providing networking arrangements to help ensure the accelerated development of HEIs in their respective service areas.

FACULTY DEVELOPMENT PROGRAM

(FDP)

Page 20: Center of Excellence

The quality of education depends largely on the qualifications and competencies of the faculty.

Page 21: Center of Excellence

In view of the faculty’s vital role in influencing education outcomes, the CHED requires that teachers at higher education level must

Page 22: Center of Excellence

have at least masters degree in the field in which they teach.

Page 23: Center of Excellence

The FDP is a critical factor towards building the strong foundation of an educational system to ensure quality education.

Page 24: Center of Excellence

Our nation cannot compete with its neighboring countries that are now moving towards offering cutting-edge programs and technologies

Page 25: Center of Excellence

unless we invest in creating a pool of experts in our academic institutions.

Page 26: Center of Excellence

CHED Memorandum Order (CMO) No. 40, s. 2008 which requires all higher education institutions (HEIs) faculty to have at least masters degree shall be fully implemented by 2011-2012.

TeacherEducation Development Project

(TEDP)

Page 28: Center of Excellence

The TEDP is designed to improve the quality and relevance of teacher education programs and teacher training institutions in the country.

Page 29: Center of Excellence

The project is intended to ultimately raise the standards of pupil learning in the Philippine schools system

Page 30: Center of Excellence

by addressing the policy, technical, and managerial issues affecting teacher performance.

Page 31: Center of Excellence

Targets are existing COEs/CODs in teacher education and some 82 provincial teacher education institutions.

Page 32: Center of Excellence

NationalHigherResearchAgenda

(NHERA)

Page 33: Center of Excellence

The NHERA provides the policies, priorities, and procedures as well as guidelines on the research environment required to promote,

Page 34: Center of Excellence

encourage, and support research in Philippine higher education institutions.

Page 35: Center of Excellence

Pre-Baccalaureate Program

Page 36: Center of Excellence

This program is designed to help overcome the inadequate preparation for higher education of many high school graduates.

Page 37: Center of Excellence

It is a “bridging” program between high school and university, to help students who are not quite ready for higher education.

Page 38: Center of Excellence

Student Testing Program

Page 39: Center of Excellence

The need for assessment of students learning and teacher competence is one of the issues highlighted in the PCER and PESS reports.

Page 40: Center of Excellence

Thus, a national college placement test will be developed to strengthen assessment capability in higher education.

Page 41: Center of Excellence

This test will be designed and implemented by an independent national testing body, the Philippine Council for Research in Education (PCRE).

Page 42: Center of Excellence

The PCRE will provide expertise on assessment and curricular matters.

Page 43: Center of Excellence

The staff of the council will receive training to overcome the extremely serious shortage of modern research and assessment expertise in the Philippines.

Page 44: Center of Excellence

Academic Exchange Programs

Page 45: Center of Excellence

There are several programs aimed at establishing collaborative linkages with governments and

Page 46: Center of Excellence

institutions of higher learning outside the country for global recognition and mutual recognition of degrees.

Page 47: Center of Excellence

The University Mobility in Asia and the Pacific (UMAP) is an activity designed to promote students and faculty exchanges with universities in the Asia Pacific Region.
