WHO WE ARE?
The Center of Arab Woman for Training and Research (CAWTAR) was created in 1993, andpresided over by His Royal Highness, Prince Talal Ibn Abdulaziz, in response to the desireof a number of Arab governments, local and regional civil organizations, as well asregional and international institutions, to establish a center of academic research andfield studies, relating to the status of women, in addition to collecting data, indicatorsand statistics on women’s economic, social and political conditions, analyzing anddisseminating them.

We seek a region where women and men are equal in rights and in practice, where gendergaps have been overcome and where women and men act equally for the prosperity of theregion
CAWTAR is committed to the empowerment of women based on Human Rights and genderprinciples.
Mission
Our mission is to contribute to fully empowering Arab women to exercise their Women’sHuman Rights, through generating knowledge as evidence base for enhancing the capacityof Arab institutions in promoting and advocating for gender equality and women’spromotion in decision making positions.
Objectives
The Center aims to achieve the following objectives:

UNIQUENESS
CAWTAR remains one of the few regional research and training institutions dedicated to thequestion of women and development in the Arab region. Among the center's uniquecharacteristics:
A special status as an International NGO working in the Arab region, with a uniquemake-up of its board of trustees which provides a space, where governmentalinstitutions, regional and international organizations, interface with each other.
An extended regional coverage through activities implemented across the 22 Arabstates.
An influential network - the Arab Network for gender and development (@NGED) –which covers the Arab region and beyond and counts among its members experts,decision makers, journalists, national and regional research centers, NGOs,institutions, etc. @NGED contributes to CAWTAR’s work, and acts as a platform foradvocacy on gender issues and policy dialogue.
The ability to leverage resources through strategic partnerships which fostersynergies of joint programming, funding and implementation.

CAWTAR adopts a Gender and Human Rights based approaches in implementing all itsactivities and programmes which fall under 3 main pillars:Pillar1: Economic, Political and Socio-Cultural Empowerment of WomenPillar 2: Women in Water Resources ManagementPillar 3: Policies and Mechanisms to Improve Women's Status in the Arab Region
In addition, the Center delivers technical assistance in its areas of expertise on demand.
Under these pillars, CAWTAR focuses on the following themes:
Pillar1: Economic, Political and Socio-Cultural Empowerment of Women
Advance Gender equality and empower women and adolescent girls to exercise their humanrights and live free of discrimination and violence, including those in conflict and post-conflict areas.
Adolescence Adolescence is a critical period of life, in which gender representations andrepartition of roles are defined. This emerging issue, which cross-cuts allaspects of development, has long been overlooked. Adolescent girls and boysconstitute a significant segment of the Arab population, increasing the
importance of gaining a better understanding of this category in order to better prospectdevelopment in the region and better address the challenges and oppurtuniteis facingthem.
Women and Decision-Making Participation in decision making, in both private and public realms, is at theheart of gender and human rights issues. CAWTAR is working on local,national and regional levels, to promote equality in decision making, with aparticular focus on gaining a better understanding of decision making
mechanisms and identifying the barriers that hinder equality to be able to proposeeffective strategies and solutions. Research, Training, networking and advocacy becomethe cornerstones of an interlinked program that addresses all aspects of women’sparticipation in decision making in different domains.
Women’s Political Participation The levels of Arab women participation in politics is the lowest in the world.Over the past few decades, considerable efforts have been made at national,regional and international levels to enhance women’s range of opportunitiesto participate in politics. However, decision making and priority setting
continue to be largely in the hands of men. The center is contributing, in collaborationwith its partners, to promoting a multi-level policy dialogue, as well as empowering

Women Participation in the Economic Sphere Despite the clear linkages between labor force and economic growth, Arabwomen’s work is among the world’s most under-utilized resource as they areoften still excluded from paid work, and many do not utilize their skills inproductive activities. Due to the essential relevance of economics to allaspects of life, CAWTAR encourages policy dialogue on a wide range of topics
concerning Arab women’s economic participation, and strives to better equip women toparticipate effectively in national economic development by securing productive andsustainable employment.
Gender Based Violence Gender Based Violence has been adopted as one the critical themes of thecenter's activities since 2005. Due to a number of economic, political andsocial factors, violence against women has escalated at worrying levels andpresents great risks not only to social development, but affects both futuregenerations and overall national prosperity and well being. CAWTAR focuses
on raising awareness, build capacities of stakeholders, and contributes to the policydialogue in order to combat all forms of gender based violence.
Pillar 2: Women in Water Resources Management
Integrate Gender dimensions in policy, projects and programmes to ensure women's accessto water resources and strengthen their participation in decision making processes, all thewhile contributing to environmental sustainability.
Gender and Water Resource ManagementDespite women’s important role in the water sector, as the main users andmanagers of the resource, they have continued to be excluded from thedecision making and planning process. In order to ensure fair and effectivewater governance, it is vital to incorporate gender dimensions in policies,projects, and programmes relating to water management. Such a holistic
approach to water governance can lead to greater effectiveness and efficiency of policiesand programmes, more equitable access and management of water resources, as well aseconomic development and environmental sustainability.
Pillar 3: Policies and mechanisms to improve women status in the Arab region
Improve Gender sensitive policies and mechanisms to guarantee women’s ability to exercisetheir human rights in the Arab region.
Gender & Human Rights Human rights and gender are conceptually and analytically interlinkedframeworks that crosscut with all development issues. CAWTAR focuses onpromoting gender mainstreaming and the use of a Human Rights basedapproach to programming, as a prerequisite to guarantee sustainabledevelopment.

Women and LegislationsLegislations and laws are a reflection of the status of women's rights in anygiven country and are often the catalyst, if not the prerequisite, for change. Tothis aim, CAWTAR is investing in building the bridges between legislativebodies and law specialists in order to initiate a dynamic of reforms which takeinto consideration gender and development issues.
Women and the Media The media constitutes a powerful actor in development as an agent ofchange, able to promote a positive image of women in the region andcontribute to changing attitudes and behaviors. Based on this premise,CAWTAR works on building sustainable partnerships with mediaprofessionals in order to take full advantage of the wide reach of media
outlets to promote gender equality. A better understanding of gender within the media,building capacities of media professionals to better address and relay gender issues,, andthe use of media to advocate for women’s rights, are considered as challenges andessential steps towards achieving gender equality and promoting an accurate image ofArab women.

CAWTAR believes that a single focus approach on either thematic or functional basis isless effective than an integrated approach, where research feeds into training and bothfeed into advocacy. Themes in development work should be conceived as interdependentand mutually supportive.
OUR METHODOLOGYEach of the focus areas identified is translated into a full-fledged implementationprogramme, based on the Arab Woman Development Reports (AWDRs). CAWTAR's implementation programme includes the following elements:

CAWTAR's activities are therefore designed to enlighten and inform, renew commitment,engage relevant stakeholders, advocate rights, raise awareness, build capacities, supportpartner organizations, ensure continuing outreach, and contribute to building a knowledgesociety.
OUR GOVERNANCECAWTAR’s institutional structure and work are based on the principles of transparency,
accountability and good governance.
The governance of the center is ensured through:
The Board of Trustees: The Board, presided by HRH Prince Talal Ibn Abdulaziz,meets periodically. It establishes overall policyguidelines and monitors their implementation.
The Executive, Technical and Advisory Bodies:• The Executive Director implements the policiesdefined by the Board of Trustees and assumes themanagement of the center.• The Technical Committee assists in defining thestrategic objectives and operational orientation ofCAWTAR.• The Scientific Advisory Committee advises ontechnical issues related to the center’s programs andactivities, insuring the quality of the center’s outputs.• Expert Committees are set up for specific programsor projects
The Audits and Evaluations:• External evaluations are conducted regularly orupon request by individual donors. • External Audits are conducted on an annual basis byproject and program funders, in addition to generalaudits of all the center's activities.
External evaluations and audits highlight the center’sgood governance and its capability to handle andmanage projects and programs with high qualitystandards.

Built a Solid Reputation, Strengthened the Trust of its Partners and Attracted NewDonors
Over the last 10 years CAWTAR has implemented anumber of projects in the Arab region in partnershipwith regional and international institutions.
CAWTAR has gained a solid reputation through itswork and cooperation with renowned internationalinstitutions and UN agencies. It has providedscientific knowledge and technical assistance toorganizations such as the WB, UNFPA, UNDP, FAO,and other specialized institutions and centers.
Furthermore, CAWTAR is often solicited by keyinternational stakeholders (i.e.: SpanishCooperation, GTZ, Italian Cooperation, private firms,etc.) for joint consortia to present bids related toimportant regional and international projects.
Additionally, CAWTAR is part of numerous prestigious steering committees of programs,projects and institutions, and is strongly recognized by many media organizations acrossthe region.

Earned Recognition as a Reference Center for Knowledge Production on Gender and Development Issues
CAWTAR is considered as a comprehensive referencecenter which provides tools, in-depth analysis andcontent designed to provide relevant information andevidence based data on gender and developmentrelated issues. The knowledge produced is consideredas one of the main mechanisms to promote women'sstatus in the region and is intended to feed intoadvocacy.
CAWTAR's publication are requested and used bydifferent stakeholders, including institutions,universities, students, researchers and mediaprofessionals.
Arab Women Development Report (AWDR) CAWTAR's Flagship Publication
CAWTAR produces the Arab Women DevelopmentReports (AWDRs) which are a series of thematicperiodical reports with the primary objective ofaddressing the knowledge gap in gender–relatedresearch in the Arab region.
The AWDRs are valuable references based on in-depth national case-studies conducted byexperts from inside and outside the region. They consist of structured analyses of gender-disaggregated data, indicators, charts and statistics compiled from several Arab countries.Each AWDR becomes the starting point of a fully fledged interlinked program.

Research and studies
CAWTAR's Research and studies take into consideration the interconnection andcomplementarities of the economic, social, cultural, legal and political factors indetermining the situation of women in society, and the interconnection of theinternational, regional and national effects with the local ones, or those generated withinthe family, and even within the individual himself. In this perspective, Cawtar published 35research and reports to support decision-makers in the Arab region in formulating gendersensitive policies and strategies without which sustainable human and economicdevelopment is not attainable.
14Contributed to Mainstreaming Gender Dimensions in Policy, Programs and Research
CAWTAR is a significant actor in a regional dynamic to advocate for mainstreaming genderdimensions in programmes and policies. The center is leading or associated with severalprocesses such as the Arab youth empowerment strategy, the Arab gender and mediastrategy and Gender Economic Research and Policy Analysis, GERPA , adopting an innovativeapproach of involving decision makers and the media as full partners in development.Additionally, the center continuously strives to engender new actors in order to mainstreamgender dimensions in their work.
• Gender Economic Research and Policy Analysis GERPA - GERPA was created to advance women’s economic participation and economic rights in the Middle East and North Africa region through mainstreaming gender research into public policies. This initiative, launched in 2005, is funded by the World Bank.

Identification of Emerging Issues for the Region and Initiating RelatedPilot Initiatives
CAWTAR deploys, in consultation with the membersof its @NGED network and its partners, efforts toidentify emerging issues critical to development inthe region. Arab adolescents, gender and Arab media,women and local governance, gender and waterresources management, and gender and trade, areamong the main emerging issues CAWTAR isundertaking.

Built Capacities of Governmental and Non-Governmental Organizations inGender and Human Rights Issues, and Provided Technical Assistance toPartners
Training and capacity building are importantelements of CAWTAR’s strategy to raise awarenessof stakeholders and reinforce the capacity of publicand private institutions to develop their own toolsand their methods to integrate gender dimensionsin national and regional programs.
Training programs are tailored to serve the center’smultidimensional role as a regional service-provider and a developer of special trainingprograms. The current training priority areas,covered by 8 training kits, are: gendermainstreaming; poverty and women’s economicparticipation; women and decision-making;adolescence; gender and the media.
Training sessions are held across the region andbenefit participants from governmental and non-governmental institutions. The number of trainingsession held increased from 2 in 2000 to 12 in 2009,benefiting on average 200 participants per year.
CAWTAR is also approached by different partners toprovide technical assistance at regional or nationallevels, especially in building capacities in genderand human rights issues.

Increased the Visibility of Gender and Women’s Rights Issues in the Media
CAWTAR considers the media as a dynamic tool for thepromotion and awareness-raising of gender equality anddevelopment issues in the Arab region. The Center's media strategy is based on three mainorientations:
• Engaging the Arab media community in promotinggender equality and development in the Arab region. • Contributing through training to reinforce thecapacity of the media community to promote positiveimages of Arab women. • Supporting media products based on the Center’sArab Women Development Reports and its networkingactivities through partnership with different Arabmedia agencies.
Journalists who are member of @NGEDs also contribute toincreasing CAWTAR’s visibility in the media.

Training Kit - 2009
Regional Training kit of trainers on “building capacities of service providesWorking on GBV elimination
CAWTAR has just published a training manual focusing on violenceagainst women. Prepared by Palestinian, Egyptian, Moroccan, Jordanian,Tunisian and Lebanese experts, this work aims to create a reference basisfor training in the subject.
The manual targets several groups of professionals, such as those oflistening centres, the health sector as well as judges, journalists, policeofficersand various civil society actors. It includes seven modules dealingwith training methods, international and regional conventions andmechanisms,definitions relating to violence, listening techniques,
communication and the development of partnerships, case documentation and, finally, ajournalistic treatment of the question of violence.
In addition, on the occasion of International Women’s Day on March 8, CAWTAR publisheda “poster of posters” produced by the governmental and non-governmental institutionswithin the context of the campaigns they have carried out for combating violence… Theone hundred and ten posters collected by CAWTAR in ten Arab countries will be the subjectof a catalogue which will present the experience and initiatives in the field

Compendium of Best Practices - 2009
Projects Addressing Discriminatory Social Beliefs and Practices Hindering GenderEquity in Arabic Speaking MENA Region
This compendium includes best practices in projects and initiatives thataddressed discriminatory social beliefs and practices that hinder genderequality in Arabic-speaking Middle East and North Africa. This collectionincludes summaries of 16 good experiences that have been drawn fromevaluation studies carried out by CAWTAR researchers. Contained data relyon lessons learnt from each project aimed at addressing discriminatorysocial beliefs and practices in the Arab region in order to present them assuccessful strategic examples from which other organizations could benefitin carrying out their current and future projects.
This publication is one of the most important results of a regional project implemented byCAWTAR, and funded by the Ford Foundation.

It contains 16 experiences of specialized programs and networks coveringdifferent areas such as health, education, political participation,economics, literature and information technology.
The guide targets several categories including non-governmental organizations,specialized institutions, research centers, workers in field research and trainers, in orderto enable them to familiarize themselves with successful experiences and theirapplication and make the most out of them in carrying out their current and futureprojects and activities.
The guide was prepared in the framework of the project “Gender Equity and Socialpractices” with the support of the Ford Foundation.

Women Entrepreneurs in Tunisia
The study was published in preparation for a regional report based onstudies conducted in five Arab countries. The report is the result of a fieldstudy that covered 197 women entrepreneurs in Tunisia with the aim tofamiliarize stakeholders with the characteristics of women's entreprises,their contributions to economic development and the most importantchallenges facing them. The report also addressed the economicenvironment and challenges posed to women owned businesses as wellas the involvement of women entrepreneurs in world trade and their useof modern technologies, as well as sources of financing and prospects for
their development.
The report received the support of the International Financing Corporation and wascarried out in collaboration with the Higher Institute of Management and the NationalChamber of Women Entrepreneurs.

Planning and Action for the Millennium Goals: Training manual
The training kit targets the media and civil society developmentorganizations to improve statistical, analytical and planning knowledgeof their workers in the use of the Millennium Goals. The manual comes inresponse to the need to build on practical experiences and questionsfacing development actors in the Arab countries in their dealings with theMillennium Goals, and in response to the need to develop materialsavailable worldwide and adapt and enrich them with Arab examples andmaterials derived from the realities of the region.
The manual consists of 6 units including 1) an exposé on the concept ofhuman development and 2) the Millennium Goals: How and why? The resettlement of theMillennium Goals from the global to the national as well as the development of policiesand statistics, the monitoring system in the service of the Millennium Goals, the role ofcivil society organizations in achieving the Millennium Goals and finally an effectivepartnership between development organizations and the media.
The manual is the fruit of efforts of 3 institutions: the Center of Arab Women for Trainingand Research "CAWTAR," the United Nations Development Program and the Network ofArab Non-Governmental Organizations in Lebanon with the support of the UnitedNations Development Program.

The guide is designed to help women working in embroidery to enter newmarkets by highlighting their experiences and their products. The guidecontains pictures of their products, an overview of the experiences ofwomen and their relations with the craft, the changes brought about bymicro-credit on their lives, as well as a brief idea of embroiderytechniques in each country.
