Box 4970 Jacksonville, Florida 32232001 [email protected] [email protected] RE: Comments on the Broward County Segment  II Shore Protection Project,  SAJ199905545,  and request  for an Environmental  Impact  Statement  and General Reevaluation Report  To Whom It May Concern: Please accept the following comments on behalf of the Center for Biological Diversity (“Center”) regarding the Army Corps of Engineers’ (“Corps”) proposed project which will allow approximately one million cubic yards of sand to be used in a renourishment project ranging from Hillsboro Inlet to Port Everglades (“Segment II”). The Center requests that the Corps review the project using an Environmental Impact Statement (“EIS”) and General Reevaluation Report (“GRR”) before making a final decision on this proposal. Due to the nature of the project, the Center insists that an Environmental Assessment (“EA”) concluding a Finding of No Significant Impact (“FONSI”) was unfounded based on currently available information regarding beach nourishment and its significant negative impacts to listed species. The National Environmental Policy Act (“NEPA”) requires that “all major federal actions significantly effecting the human environment” be examined. 1  An EIS is required when an EA determines that there will likely be significant environmental effects from a proposed federal action. 2  Significance is determined by examining the context of the effect and the intensity of the effect.
