There are the following well-known fairy tales claiming that:
❖ C-ITS is only about road safety. (the larger part is about traffic management, …)
❖ C-ITS standards development in the EU is done only by
ETSI TC ITS. (There are also CEN, ISO, IEEE, SAE, ITU …)
❖ C-ITS is about sharing of date between ITS stations. (This would be simply "communications")
Maybe there are other "nice" fairy tales about C-ITS …
C-ITS is not a new silo in the "legacy ITS world". In technical
terms, C-ITS simply is the feature of:
✓ sharing data between different ITS applications and
amongst ITS service domains!
C-ITS was invented by the CVIS project. CVIS builds on the
ITS station and communication architecture specified first in
ISO 21217, and later in EN 302 665!

There are various service domains in ITS. Many of them
started as "silo domains", but are already in the move towards
an integrated ITS with harmonized ITS stations installed in
various contexts, mainly
• in vehicles
• at the roadside
• in portable devices
• in central (traffic management) stations.
The basis for this harmonized approach is given by:
✓ the ITS station and communication architecture specified in
ISO 21217;
✓ abstraction of ITS applications from communications;
✓ hybrid communications;
✓ remote station management.

The move towards an integrated ITS with harmonized ITS
stations will accelerate the more the closer we come towards
✓ more vehicles being equipped with driver assistance
systems,
leading to
✓ self driving vehicles
demanding
✓ Real-time "Management of Electronic Traffic Rules"
(METR), an important activity in CEN/TC 278/WG 17.
C-ITS is not that much about a specific set of applications
implemented in a specific hardware for a specific service
domain, but more about
➢ a more suited way of "thinking" and "managing" in
transportation.

CEN/TC 278 "Intelligent Transport Systems" is the ITS TC in
CEN, cooperating with ISO/TC 204. These TCs are the
global advocates on ITS.
Some work is done jointly
under Vienna Agreement.

Hybrid Communications.
