The growth in IT industry has been driven by Moldova’s
advantages as a subcontracting destination for IT services,
based on cost, location and skills.

languages.
Low operating costs and attractive incentives
The general cost of doing business in Moldova is very
favorable due to the low administrative, rent and utility
expenses. The corporate income tax is as low as
12%, while incentives for the IT sector exempt most
taxes on salaries above 600 EUR.
Moldova has adopted a new law on IT Parks. The law
stipulates that companies which are engaged in IT
activities are entitled to benefit from a special tax
regime by formally registering in a virtual IT Park.
The special tax regime is a flat 7% tax on company
annual turnover, replacing CIT (corporate income tax),
PIT (personal income tax), social security and medical
insurance taxes, local and real estate taxes.

Skilled and cost effective workforce
Proportionally to the population, Moldova is also very
competitive in terms of skilled ICT professionals. It is
estimated that current workforce size of Moldova’s
ICT Industry is 23,000. Well over 80% are technical
specialists, including software engineers, business
analysts, QAs and testers, developers, product and
project managers. The average monthly salary is
arround 950 EUR.
ICT sector Moldova – a dynamically growing sector
The ICT industry has registered a rapid growth in the
last years, with a volume of 420 million EUR. The
export volume of IT services has improved significantly
over that period reaching circa 80 million EUR.
Solid government support of the sector
Given its significant contribution to GDP with 8%, the
ICT sector represents one of the priority sectors of
development for the Moldovan Government.
Strong university programs with specializations in IT and related sciences
14 universities and 6 colleges offer studies in IT related
services. Yearly, 2,000 students graduate with a
degree in computing and related fields. Another 8,500
have math or engineering degrees.
