Cedar Hill is Dallas County’s HOTTEST destina-tion…and it’s easy to see why! Located on the shores of 7,200-acre Joe Pool Lake and the 2,000-acre Ce-dar Hill State Park, Cedar Hill is booming with new development. BUSINESS INCENTIVES

The City of Cedar Hill and the Cedar Hill Economic Development Corporation team understand the unique and confidential needs of business and developers. To facilitate and encourage develop-ment, the City offers progressive economic development incen-tives.

LOCAL INCENTIVESType A Sales Tax Fund These funds can be used to attract new business development, assist with expansions, or provide related infrastructure. (A devel-opment assistance package can be used by the company to meet location and development costs in Cedar Hill.) An application and further explanation of this program are provided to potential ap-plicants, and projects are considered on a case-by-case basis.

Triple Freeport Tax Exemption on “In transit” InventoryTexas communities tax business inventory at the same rate as land, buildings and equipment. However, Texas communities can offer Triple Freeport Exemption from all local taxing authorities, city, county and school district. Cedar Hill grants the Triple Free-port Exemption from the City of Cedar Hill, Dallas County and the Cedar Hill Independent School District. The exemption ap-plies to inventory that is shipped out of Texas within 175 days, and it provides a substantial savings for interstate shippers that turn inventory several times a year.

Tax Abatements The City of Cedar Hill considers tax abatements to eligible devel-opments, based upon the new tax base value the project will add to Cedar Hill and based upon the number and type of jobs the project will save or create. An application and further explanation of the program guidelines are provided to potential applicants.

Tax Exempt FinancingCedar Hill has established the Cedar Hill Industrial Development Corporation to provide the conduit for issuing tax-exempt in-dustrial revenue bonds for manufacturing company developments that meet state and federal guidelines. Potential projects are con-sidered by the city’s bond counsel.

Job TrainingCedar Hill offers all of the training programs available to compa-nies through the state of Texas. These training programs include those offered through the Texas Workforce Commission and Skills

Development Fund. The Dallas County Community College Sys-tem, including the new Cedar Valley College at Cedar Hill, and Northwood University in Cedar Hill are prepared to assist com-panies to develop specific skills.

Corporate Relocation AssistanceThe Cedar Hill Economic Development Corporation assists com-panies not only in matters related to business (related or sup-port services and products) but also personal and family services including school, house availability, local banks, churches or syna-gogues, shopping, clubs and organizations, medical services, arts and culture, etc.

Cedar Hill Business ParkCedar Hill Business Park is owned and operated by the Cedar Hill Economic Development Corporation. Land is offered at competi-tive prices and real estate commissions are paid.

STATE INCENTIVESTexas Enterprise FundThe Texas Enterprise Fund can be used for a variety of economic development projects, including infrastructure development, com-munity development, job training programs and business incen-tives.

Texas Capital FundThe Texas Capital Fund Infrastructure and Real Estate Programs provide a way for an eligible applicant to receive funds to make infrastructure and/or real estate improvements to support a spe-cific business that is expanding or beginning operations in the ap-plicant’s jurisdiction. The business must create or retain jobs for Texans.

Skills Development FundThe Skills Development Fund, offered through the Texas Work-force Commission, assists businesses and trade union by financing the design and implementation of customized job training projects at public community colleges or technical colleges.

Emerging Technology FundThe Emerging Technology Fund was created by the state to attract in-vestment in cutting-edge research and technology. Projects are eligible for funding if they will result in the creation of high quality new jobs and have the potential to result in a medical or scientific breakthrough.

BUSINESS RETENTION & EXPANSION PROGRAM

A Business Retention and Expansion Program (BREP) is a community-based program used to open lines of communication and build relationships with local busi-ness. The program promotes job growth by helping communities identify concerns and barriers in the sur-vival and growth of local businesses.

The approach focuses on local businesses because studies show that up to 80% of new job growth comes from existing businesses, rather than new firms that have been attracted to the area. In addition, business attraction efforts are also more likely to be successful when existing businesses are happy with the local busi-ness climate.

ANNUAL ECONOMIC BUSINESS FORUMAs part of the program, an Annual Economic Develop-ment Business Forum is held every fall to update busi-nesses on things going on in the City that will impact the community and local economy. It is also a chance for us to show our appreciation to local businesses for being in Cedar Hill.

BUSINESS VISITSThe most important element in a BREP program are the visits made to area businesses. These visits are meant to build a rela-tionship between business leaders and the Cedar Hill Economic Development Corporation (EDC), so that as obsta-cles arise, they know they can turn to the EDC for assistance.

Cedar Hill ISD is a RECOGNIZED 5A district with 8,170 students and 14 schools. It has approximately 1,025 employees including 500 teachers, and had 522 seniors graduate in 2012. Out of those, 87 seniors where from the Collegiate High School and graduated with an Associates Degree in addition to their high school diploma. The district is the largest employer in the city of Cedar Hill.

In 2008, the ISD District Offices moved into the new Cedar Hill Government Center with the City of Cedar Hill municipal government offices. Their partnership was the first of its kind in the state, and provides a unique opportunity for all facets of the community to work together to deliver quality services to the citizens of Cedar Hill.

Cedar Hill ISD has a Board of Trustees that is comprised of seven at-large positions by place. Trustees serve three-year staggered terms. Regular board meetings are held on the second Monday of the month at the T.W. Turk Cannady Cedar Hill Room located in the

CEDAR HILL STATE PARKIn 1854, John Anderson Penn settled in the rugged cedar-covered hills of southwest Dallas County - an area known as the Cedar Mountains. Today, remnants of the original Penn Farm survive intact in the confines of Cedar Hill State Park, now the most visited state park in Texas.

DOGWOOD CANYONThe City of Cedar Hill has long recognized the value of sustainability, nature learning, and nature tourism. And, nowhere in North Texas can one find a greater opportunity than in Cedar Hill’s Dogwood Canyon. Located on a 270-acre site along FM 1382 between Northwood University and Cedar Hill State Park, Dogwood Canyon offers a unique juxtaposition of east

and west Texas flora and fauna. It was named for the extraordinary occurrence of flowering dogwood trees on the chalky limestone slopes.

Audubon Dallas has made a commitment to this unique area and will open the Dogwood Canyon Audubon Center by summer 2011. It is expected to attract 30,000-40,000 visitors annually from all across the country, including 10,000 schoolchildren. CEDAR HILL ECONOMIC DEVELOPMENT CORPORATION

The Cedar Hill Economic Development Corporation (EDC) is a Type A corporation operating within the City of Cedar Hill. The mission of the Cedar Hill EDC is to retain and expand business through a proactive retention and expansion program, attract desirable business and industry by foster-ing a business friendly environment, and aggressively market Cedar Hill utilizing a multi-faceted approach.

Recently, the Cedar Hill EDC was awarded the Certificate of Achievement for Eco-nomic Excellence by the Texas Economic Development Council for a “commitment to professional economic development by city administration, elected and appointed officials, and exemplary professional standards demonstrated by the economic development staff.”

Meeting agendas are posted at the entrance of the Government Center at least 72 hours prior to the start of the meeting. All meetings are open to the public.
