Hanoi, Vietnam

“The various indicators designed for the questionnaires help

us to find out about what we have done, what we should do in

the future. It's really a big challenge but a precious

experience.”

Pilot premise

States and regions can lead in combating climate change

Action is taking place right across the globe, which needs

increased visibility.

For leaders to help catalyse further action, a standardised,

established platform for disclosure is paramount.

UNDP, Territorial Approach to Climate Change

Report, 2011

Most investments to reduce GHG emissions and adapt to climate

change – 50 to 80 percent for mitigation and up to 100 percent for

adaptation – take place at the subnational and local levels.

Johannes Remmel

Minister for Climate Protection, Environment, Agriculture, Conservation and Consumer Affairs

North Rhine-Westphalia

There is strong interest in sharing best practice at this level of government, which

demonstrates that climate action must and can be from the bottom up. In many

countries more ambition is demonstrated in this regard by state and regional

governments than at the national government level.
