Sub: Scheme for utilization of Government school playgrounds before and after schoolhours as well as on holidays by the [ocal community ortha! mea.

It had been observed by the Govt. that the students, youth and citizens of Delhido not have open space for playing games. Either they have to go 10 parks ill theirlocalities for playing purposes or they use other electronic gadgets for their recreation.The parks of the localities are also not able to cater to the needs of the students fromplaying point of view CIS they are used by other elderly people, women, girls etc.

Hence, a need was felt to channelize the energies of the youth of the city in aconstructive way. For channelizing their energy, it was decided that they should be givenan opportunity to play regularly. ln this manner, they will also be able to maintain goodhealth.

Accordingly, the Govt. has decided to open the playgrounds of the Govt. schoolsto the local communities so that they can fulfill their dreams and play sports in their life.

To begin with, the Directorate has short listed 77 GOV!. school playgrounds forutilization before and after school hours as well as on holidays by the local community ofthat area. Subsequently, the other schools will also be included under the policy afterascertaining the actual availability of playground. The entire scheme for utilization of theplaygrounds is enclosed at Annexure-I and the list of the 77 Govt. school play grounds isenclosed at Annexure - [I.

Hence, all the Heads of the concerned schools are requested to entertain therequests of the desirous entities who want to avail this opportunity of utilization of th~playgrounds of the schools. ~~_

SUB: SCHEME FOR UTILISATION OF GOVERNMENT SCHOOLPLA YGROUNDS BEFORE AND AFTER SCHOOL HOURS AS WELLAS ON HOLlDA YS BY THE LOCAL COMMUNITY OF THAT AREA

THE SCHEME

I. The playground will be allowed for utilization only for outdoor playingpurposes by youth and local community. No other activity will be allowed underany circumstances. Under all circumstances, students of the school concernedshall have the first right on the school playground.

The school playground will be provided for the following purposes:

(a) Intermittent booking: This category of booking is meant for those entitiessuch as associations/clubs etc. which want to avail the facility for notexceeding two days.

(b) Short duration booking: This category of booking is meant for thoseentities such as associations/clubs etc. which want to avail the facility fora short duration of time not exceeding 7 consecutive days.

The playground will be allowed for usage for outdoor playing purposeonly to entities such as associations/clubs etc. However, for athleticsevents, individuals will also be allowed for usage of playground for theirown practice purposes.

2. The playgrounds will be allowed for utilization only before & after schoolhours as well as on holidays. It will be provided on "As is where is" basis.

3. The desirous entities such as associations/clubs etc. will have to submit awritten request to the concerned Head of the School who is the in-charge of theplayground. The HoS will process the request and obtain the approval of theCompetent Authority compulsorily before allowing to use the playground. Theconcerned District Deputy Director of Education will be competent authority totake the decision.

4. Primarily, the school playgrounds have the facilities of Cricket, Football,Volleyball, Basketball, Badminton, Kho-kho, Kabaddi and Athletics. For usingthe school playgrounds, the following deposits will be taken which will be furtherdeposited in the Vidyalaya Kalyan Samiti funds. These deposits will be non-refundable as it will be used for various purposes e.g. (i) cleaning of playground;(ii) maintenance of playground; (iii) sanitation of toilets; (iv) engaging anysupervisor for ensuring the safety of government property. The deposit chargeswill be as follows:

5. The Directorate will keep a provision of taking feedback about theactivities of the entities such as associations I clubs etc. and decide accordinglyfor continuing with the booking, in case of any other requirement or request. Dy.Director of Education of the District concerned will be competent in such cases.The desirous entities such as associations/clubs etc. will have to furnish Rs.5,000/- towards refundable security, before each booking, in the form of Demanddraft I Bankers' cheque etc. and in favour of the Head of the concerned school.This refundable security will be kept as Deposits towards the cost of any damageoccurred to the government property during usage. The entities such asassociations/clubs etc. may raise funds through donations, funding or sponsorship.In lieu of that, only temporary backdrop and banner will be allowed for display.Maximum duration of booking shall be 07 days.

6. No construction / alteration of any kind witt be allowed on the groundunder any circumstances.

7. The entry for the playing purposes will be from the separate gate,preferably towards playground. The concerned HaS will provide access for usingtoilets, drinking water facilities etc., available in the school, as per therequirement of the entities such as associations/clubs/individuals etc. andavailability of the site. The desirous booking entities such as associations/clubsetc. wilt be responsible for the safety and security of the players and any otherequipment etc. brought by them.

8. The desirous entities such as associations/clubs etc. will prepare andmaintain the ground at their own level with the permission of the Head of theschool. No sports material, equipment, furniture, electricity etc. will be providedby the concerned school. The desirous organization will ensure that there is noloss to the school property during usage of the playground. Tfany loss occurs, theentities such as associations/clubs etc. will be liable to pay the current market costof goods along with penalty.

9. The desirous entities such as associations/clubs etc. which intend to bookthe playground for coaching and training purposes, will ensure that at least 50%of the trainees at any point of time should be from either Government schools orGovernment aided schools; Local Body Schools; Kendriya Vidyalaya; ArmedForces Schools; EWS categories within private schools; etc.

10. The playground will be made available generally for 3 hours in a day. Nopermission will be granted during examination period or any other pre-engagement ofthe school. The Head of the concerned school will intimate aboutthis well in time to the entities such as associations/clubs etc.

11. The use of the playgrounds will be allowed on case to case basis. Merelysubmission of application will not guarantee the permission. The concerned HoSreserves the right to accept or reject any application. In case of disagreement, theHoS will record proper reasons and intimate the entities such as associations/clubsetc. well in time.

12. One ground is to be used by one entity for one sports activity only. Theentities such as associations/clubs etc. cannot further sublease or hire out theground to any third party. If school has more than one facility, then it can beallowed to different entities such as associations/clubs etc. provided it does notcreate any hindrance.

13. There will be no commercial exploitation of the plavground underany circumstances.

14. If two entities such as associations/clubs etc. request for booking forsame particular period, then preference will be given to that entity whose requestis received initially.

15. The concerned entity will be responsible for maintaining disciplineduring the usage time. The players will be allowed to use the playground inproper dress of the game. No Pets will be allowed in the playground. No loudspeakers will be allowed in the school playground. .

16. No medical facility will be provided by the school concerned. Thebooking organization shall make its own arrangements for providing First Aid andmedical facility.

17. The students of the concerned school have the right to use the playgroundduring school time.

18. The desirous entity will maintain cleanliness at its own level. It will ensurethat the playground is restored in the same position, for future usage.19. Each entity will nominate one responsible person from themselves withhis contact number who must remain available during usage of playground.

20. Safety and security of the users, especially girls, shall be the primeresponsibility of the entities such as associations/clubs etc., and of the Head ofSchools while according permission

21. No playground will be rented out during scbool hours. The entities suchas associations/clubs/individuals etc. shall ensure that no disturbance is caused tothe residents of the area. If at any stage, any complaint is received against anyentity, the Directorate may question the entity and if sufficient substance is foundin the complaint, the permission will be cancelled.

22. The arrival and departure of users shall be monitored. A register will bemaintained at the entrance which will contain the entry and exit details of theentities such as associations/clubs/individuals etc. It will be signed by thenominated responsible member of the entities such asassociations/clubs/indi viduals etc.

23. The concerned Head of the school will compulsory put up a prominentdisplay-board for putting information outside the school premises as per theformat attached, in metal board structure.

24. The Directorate of Education reserves the right to accept / reject anyrequest without assigning reasons thereof.

This Scheme has been approved by the Council of Ministers, Govr. ofNCT of Delhi vide Cabinet Decision No. 2289 dated 24.02.2016.
