• “Development” is a process that increases choices. It means new options, diversification, thinking about apparent issues differently and anticipating change (Christenson et.al., 1989)

• Development involves change, improvement and vitality – a directed attempt to improve participation, flexibility, equity, attitudes, the function of institutions and the quality of life. It is the creation of wealth – wealth meaning the things people value, not just dollars (Shaffer, 1989).

•Community development relies on interaction between people and joint action, rather than individual activity – what some sociologists call “collective agency” (Flora and Flora, 1993).

Defenition•CD embodies the Concept that

collectivities of people who share common concern ,have the potential capacity to deal jointly with those concerns in ways that advance the common interest (Stoesz 1999)

social action process to change their economic,

social, cultural and environnemental situation –

(Christenson et. al. 1989)

• CD is process in which people unite and pool their resources in an effort to improve the economic social and cultural condition of the society. it is a programme for developing material and human resources to the fullest extent in a cooperative manner (S.N Bhattacharya)

networks or ability to manage change.
