• PAIMAS: the CMC needs to make a decision at this meeting on the publication track (Blue or Magenta) of PAIMAS.

• SERVICE MANAGEMENT: the new CSS “Super Service” (formerly Return All Data BOF) looks very promising. It essentially establishes a generic Control Center -> Tracking Station service interface through which multiple flavors of service can tunnel. However, potential benefits cannot be fully realized unless it is supported by Service Management – which is severely resource constrained.

• SECURITY POLICY: the CESG strongly recommends that the CMC should mandate that:

• all CCSDS specifications must contain a section that addresses Security considerations

• An independent Security Audit should be performed to ensure that the topic was in fact properly addressed

However, these requirements should not be imposed on WGs unless the CMC agrees to fund their implementation.

• LDPC CODES: not clear if the NASA Goddard proposal for Low Density Parity Check Codes should proceed on an independent Orange Book track without WG consensus (see Resolutions).

• SECRETARIAT: issues:– There has been a disruption in CESG activities caused by

Secretariat transition– MUST get the voting system working ASAP– Can each Area and WG be given its own webpage on CCSDS.org,

with both a “public” area and a “private” area, and corresponding Docushare links

– Can an area of the CCSDS website be allocated where non-English versions of CCSDS documents can be accessed?

SEA CESG resolves to request the CMC to reaffirm its requirement for the inclusion of a security section in all future Blue Books, including those that are in an advanced stage of development. To accomplish this, the CMC is asked to increase the resources for the Security WG to support an additional “Security Audit” function that will assist each WG in developing the rationale and explanation as to why or why not Security must be addressed in the CCSDS document, or to clearly state that Security has not been addressed owing to lack of resources.

In the event that Security is addressed, the Security Template includes the following information:

data privacy

data integrity

authentication of communicating entities

control of access to resources

availability of resources

auditing of resource usage
