1 INTRODUCTION
The Road Closure Management Plan (RCMP), forming part of the Invincible Health, Safety,
Environment and Community (HSEC) Management System, is referenced via the requirements of
Project Approval 07_0127 issued under Sec 75J of the Environmental Planning and Assessment
Act 1979.
In accordance with that approval, under Schedule 3 (26), the Proponent (Coalpac Pty Ltd) “shall
prepare and implement a Road Closure Management Plan”, prior to blasting within 500 metres of
any public road.
Coalpac have engaged the services of Steve Wilson of Orange Traffic Control to assist with the
preparation of this Management Plan.
2 SCOPE
This plan relates to the management of blasting activities and subsequent public road closures
within 500m of any such activities on the Invincible Colliery site.
It relates specifically to road closures associated with the Castlereagh Highway in the Cullen Bullen
area (ref Att. 1).
The plan would only be placed into effect during the following Hours:
Monday to Saturday 9.00 am to 5.00 pm (No Public Holidays)
3 PURPOSE
To ensure that during mining operations on site, Coalpac shall not undertake blasting within 500
metres of public roads unless suitable arrangements have been implemented to ensure road users
are protected from the risk of flyrock-related impact.

4 ROLES AND RESPONSIBILITIES
4.1 Operator (& Operator’s Nominated Site Representative)
(a) Ensure the provision and adherence to the requirements of this Plan.
(b) Provide sufficient resources to allow the adequate implementation of this Plan.
4.2 General Manager
(a) Arrange for the appropriate training of mine personnel in this Plan.
(b) Ensure the provision and adherence to the requirements of this Plan.
4.3 Manager of Mining Engineering (Mine Manager)
(a) Ensure the adherence to the requirements of this Plan.
(b) Audit the Plan for compliance every three years.
4.4 Workforce/Contactors
(a) Undergo training in the operation of this system.
4.5 Traffic Controllers
(a) Undergo training in the operation of this system.
5 NOTIFICATION OF ROAD CLOSURES Custom Red on White Signage is to be displayed at both closure points displaying the following messages
Sign 1 – Rock Blasting Works Ahead – Dates
Sign 2 - Road Closures 10 - 15 minute delays
Signage shall be mounted so that the bottom of the sign is at least 1.5m above the ground 2 days in advance of works commencing. Residents in the area are also to be notified in advance of works by phone and placement of notices in local newspapers. All emergency services in the area are to be notified of Closure periods & times in advance of works.

6 PERSONNEL
Traffic Controllers must be in appropriate PPE to carry out works – Hi Vis Vest, Steel Cap Boots, Hi Vis Clothing, Hard Hats etc. Traffic Controllers must hold their OH & S White Card, Traffic Controllers Blue Ticket, Traffic Controllers Yellow Ticket and a least one must hold the Traffic Controllers Red Ticket.
7 ROAD CLOSURES A distance of approximately 2.7km’s is to be closed to allow for work area. Closure Points are to be located at 200mtrs North of Invincible Colliery Mine Entry / Exit Way and 260mtrs South of Private Haul Road on the Castlereagh Highway. A 200mtr traffic storage area is to be setup to hold traffic at closure points and to minimise long queue lengths. Once closures are in place and Blasting Works commence permanent radio contact must be in place between traffic controllers and mine staff. Custom Signage is to be setup approximately 500mtrs from closures when blasting works are in progress and are to display the following messages

8 MINE STAFF RESPONSIBILITIES A Clearance Procedure must be in place by Invincible Mine Staff. Mining company must have machinery capable of removing debris from roadway immediately after inspection at both closure points. All machinery used for debris removal must be road registered. If debris is found on roadway it must be quickly cleared and removed to allow traffic controllers to send traffic through work area. If debris found is small and able to be removed with hand tools mine staff are to be on standby with shovels etc to remove any small debris found on roadway. Mine staff must wear appropriate PPE when working on roadway e.g. Hi Vis Vest, Steel Cap Boots, Hard Hats etc. Mine staff is to be in constant radio contact with traffic controllers when blasting works commence and cease. Mine Staff must only carry out blasting when traffic controllers have closures set in place and motorists stopped at closure points.
9 TRAFFIC CONTROL RESPONSIBILITIES Traffic Controllers are to setup the site as per T.C.P. #47 (Att. 2) in accordance with Traffic Control at Worksites Manual 1742.3. Traffic Controllers are being used on the site as traffic needs to be stopped for short periods of time to allow for blasting works to be carried out. Traffic Controllers are required to stop motorists and inform them of works ahead and delays expected Traffic Control is then to travel from closure to closure to check roadway of debris. Once debris is cleared and removed traffic controllers are required to let all traffic waiting at closure points through. All signage is to be packed up at the end of each blasting operation involving road closure.

Full access to Cullen Bullen / Lithgow on the Castlereagh Highway is to be established at the end of each blasting operation to allow for normal vehicle traffic flow.
10 COMPETENCY AND TRAINING OF PERSONNEL The Mine Manager will ensure that other persons required to perform duties as part of the operation’s explosives management plan are competent to carry out those duties and are given appropriate training in this plan as required.
11 ONGOING REVIEW This Road Closure Management Plan is subject to a continual audit and review as to it’s effect and control upon the operation, the conduct of and the safety and health of persons on and off site. Should the operation change substantially due to the introduction of technology or methodology that is, or will be known to have a direct affect upon the ability to comply with the requirements of this plan then a full review will be conducted and amendments made accordingly.
