There is no question that Colorado is a popular destination for a growing population of property owners, but equally undeniable are the challenges that these volumes of new residents bring. Affordable housing continues to crawl higher on the state’s priority list as more counties and municipalities seek innovative solutions to meet the needs of lower-income communities. This session features a discussion of state efforts and plans with a focus on the new funding allocated last year to DOLA’s Housing Development Grant Fund. In addition, the panel includes a more regional discussion by county commissioners who are actively engaged in housing projects underway within their communities.

County Workers Compensation Pool & Colorado Counties Casualty & Property Pool Breakfast and Membership Meeting

All counties are invited to join CWCP and CAPP members for their annual breakfast and membership meeting. The members of the County Workers Compensation Pool and the Colorado Counties Casualty and Property Pool will combine the business of both pools into one annual meeting. In addition to updates on pool operations and the insurance market generally, each pool’s members will have the opportunity to vote on their pool’s budget, coverages and contribution formula. In addition, elections will be held to fill positions on the CWCP and CAPP Boards of Directors. You’ll hear how this unique partnership between the Conservatory and El Paso County is impacting youth suicide rates and how other initiatives in the county are getting a boost from the county’s talented and civically minded youth. Colorado consistently falls around 47th in the nation for behavioral and mental health treatment. Colorado leaders are dedicated to addressing this troubling statistic and the root cause of this unenviable ranking. While counties are not the provider of behavioral health services, they see first-hand the effects of a system that is not meeting Coloradoan’s needs in the impact to their jails, human services, public health and law enforcement services. On April 8th Governor Polis created the Behavioral Health Task Force to evaluate and set expectations for the State to not only improve the current system but to find new and innovate ways to assist our most vulnerable populations. In this session experts will share an update on the Governor’s Behavioral Health Task Force, the proposed national opioid litigation settlement, and the work of the Legislative Opioid Interim Committee and state and local strategies to overcome the current challenges.

8:45 am - 10:15 am CHSDA Issue SessionExpanding FFPSA Services and Access Equity: Lessons from Other States and Emerging Efforts in Colorado Pikes Peak 1-2 As Colorado moves forward with Family First implementation, a crucial question remains around how we can strategically expand evidence-based prevention services to all counties across the state and ensure equal access for all children, youth, and families. Alexandra Citrin has worked with several states and at the national level to develop strategies that expand the availability of services in rural communities. She has also worked on building long-term strategies to invest in and build evidence for programs that are successfully serving rural communities She will share her insights into ongoing and best practices with us. In addition, staff from the Tennyson Center for Children will share the work they have begun to do in Colorado counties to expand prevention and early intervention strategies and prevent entry into the child welfare system and out of home placement of children.

10:15 am – 11:30 am CCI Concurrent Issue SessionThe Little Plant That Could: The Future of Hemp in Colorado Foothills

This past year, the federal government formally legalized the production of hemp in the Farm Bill. That action, combined with the fact that Colorado has become a leader in hemp production since the passage of Amendment 64, moved the Colorado Department of Agriculture this past summer to launch the Colorado Hemp Advancement and Management Plan (CHAMP) in partnership with other state agencies. The CHAMP initiative was designed to tackle a number of pressing industry issues and chart a course forward for this new crop. The panel for this session will discuss the status of hemp in Colorado and provide an update on the work that the CHAMP initiative has done on a number of issues important to counties, including making crop location information available to local law enforcement, ways to track and identify legal hemp transports and developing local government authority to better regulate indoor cultivation and facility security.
