Message to the Community from the Administration Staff This update is to provide the Community of Kettle and Stony Point First Nation with activities that have taken place while we were closed for the Emergency Declaration and COVID 19, as well as to give you contact information for the Staff in the Administration Office. The Administrative Office will remained closed to Community Members until early September so that we can put in place effective processes to keep Staff and Community Members safe. During the closure, there were a number of departments that continued to work on behalf of the Community Members. Here is a very brief synopsis of the work that was done. Family Well Being Program March 2020 – July 2020 the following are the activities of the Family Well Being Program Every Monday, Wednesday, Friday – Cook, Prepare and Delivered 50 meals a day to elders/vulnerable clients. Regular Client Engagement – Transportation, Court Support, Housing Support, etc. Prepared and delivered 100 care packages to families/clients (Hygiene Supplies, food, medicine, sanitizers, wipes). Outreach to families off reserve by request – Assist with shopping, getting supplies needed and assisted with child care while parents shopped. Regular Telephone/Text Message Appointments for Support. Social Distancing Easter Bunny Parade – 150 Easter Packages given out to families. Provided and attended to RedPath Online through Zoom/Video Conferencing. Father’s Day Social Distancing Drive Thru BBQ. A number of Giveaway activities took place: One week of Easter Giveaway Contests for families – 25 Easter family baskets distributed. One Week of Mother’s Day Online Contests/Giveaways – 30 Mothers Gift Packages distributed. Mother’s Day Grand Prize Draws – 8 Grand Prizes distributed. Mother’s Day Flower Delivery – 150 Hanging Plant/Flowers delivered. 150 Make your own Pizza kits delivered to all homes with Children. 100 T-shirts distributed to Fathers. 10 Grand Prize Draws for Fathers. Solidarity Day Anti-Racism Online Submission Contest. 15 prizes distributed. Solidarity Day Culture/Heritage Online Poster Contest. 15 prizes distributed. Honoring our Graduates Submission Online – 30 Gift Packages distributed.

Finance: During the pandemic Finance issued payroll; prepared and issued purchase orders, cheque requisitions for essential services including food distribution; issued payments to businesses, creditors and essential workers: general administrative oversight and support; supported directives of the First Nation Manager/CEO, Community Control Group and Council; coordinated and attended council meetings; processed funding agreements for cash flow delivery, accepting payments on account and communicating with auditors in preparation for the annual audit (virtual). Four Winds: During the closure the Four Winds office continued to work with employers and employment seekers to meet their mandate. Student hiring was understandably low this year as it was difficult for the usual employers to assess their needs since no one was certain of re-opening hours. Staff are arranging the office to meet the new requirements of the Government for operating an office and hope to open in September by appointment. Governance: Due to the mandate to not have contact, the Program Manager did not work out in the community, but assisted in two funeral arrangements with Dennings Funeral Home when we first closed. The Program Manager did work remotely from home with fluctuating hours. Work included keeping up on governance initiatives and ensuring our committee meetings continued, work on policies, manual, election code etc. When necessary assisted Band Members by meeting in parking lot or driveway visits, emails, telephone to ensure social distancing. Provided support for Chief, Council and CEO in any way needed (preparing BCR’s, bylaws, advice, getting documents signed for CEO, Zoom with legal). Attended several council meetings either by Zoom or in person. Head Start/Day Care: Throughout the closure, the Acting Program Manager kept in touch with children and families by providing ‘resource kits’ for the children to play and learn from the activities. A thorough cleaning of the sites has taken place with unusable toys and books collected up and available for parents to pick up and take home. Housing: During the COVID closure, we continued Maintenance calls; grass cutting; created a COVID relief payment strategy for rental payments; met regularly with the Housing Committee via Zoom and then in person with Social Distancing. Moved forward with the plans around the Habitat for Humanity Project and launched the location for the houses. We worked with RBC on behalf of Community Members for mortgage referrals. IT: Responsive to the technology needs of the Administration and Community the IT department was working to keep all the technology functioning for work to be done on behalf of the Community Members. This included providing tablets, computer back up and arrangements for Hillside School staff and children so that Virtual Teaching could take place. Continued working towards fibre optics for the Community.

Lands & Environment: During the office closure for COVID 19 the Lands Department was busy with assisting the funeral director and families regarding funeral details including choosing and marking family plots in the cemetery and arranging for Public Works to prepare the sites, and updated the cemetery plan and database; dealing with realtors, those selling properties and those purchasing properties. Registered documents on ILRS, conducted lands searches and information requests for members. Answered calls regarding assessments, moving buildings, document signing for lessees. Prepared transfers and maps for members, witnessed and commissioned documents. Dealt with funding issues, attended online information sessions regarding lands, contacted EHO regarding septic inspections and how to deal with them during this time. Contacted INAC for assistance/requests from members, prepared Permit/Fibre BCR. Assisted with bringing Burial Trust increase request forward. Ontario Works: Throughout the Office Closure Ontario Works continued to issue cheques, deal with issues from the program recipients and keep the funders and Stepping Stones informed of progress and activities. Kept in touch with those needing assistance. Negotiations: During the pandemic, some of the negotiation staff worked on active claims vs the government, updates to the First Nation Manager for Council, support to housing committee meetings, FSA Implementation meetings, financial tracking and updates, monitored Stony Point activities, including the gate and maintenance staff, food bank distribution, and employee relations. Attention: First Nation Members In the unfortunate event of the passing of a First Nation Member,

please contact the Administration Office at (519) 786-2125 during regular office hours for the lowering of the community flags,

or call (519) 333-9249 after regular office hours.

A policy that creates and manages a Trust Fund established by Council to assist families in need when there is no other source of funds available to cover the cost of a funeral and burial, including cremations, at the time of a loss of a loved one. The Trust Fund is a set amount to include the cost of the funeral service / cremation fees, basic casket, basic headstone, burial vault (if required), and burial costs. The Fund does not cover flowers, or any updates to the basic casket or headstone chosen by the family, but can include a purchase order through Points Preference Supermarket for meal costs for the day of the Funeral.

Please contact Corrinda Jackson, Membership / Estates / Governance Administrator. A written request for funding must be submitted by the appointed or confirmed Administrator or Executor. An application is available for this purpose and can be obtained at the Administration office. This application includes signed confirmation that the person applying is the family appointed or confirmed Administrator or Executor. The applicant is also confirming there is no other sources of funds available such as an insurance policy OW or ODSP support, or that the deceased did not pre-plan and pre-pay their own funeral, and that the estate of the deceased does not include sufficient funds to cover the cost. Finally, the applicant will confirm that he / she will reimburse Council any funds they do receive from sources such as Indian Affairs, Canada Pension Death Benefits, or other sources of benefits specific to funeral and burial costs. The full policy, complete with application, is available upon request.
