EU Energy LawThis highly acclaimed Law & Policy series started in 2004 and focus on all legisla-tion on EU energy Law and monitors all developments in the EU energy law making. These major works include the internal market, renewable energy, energy infrastructure, security of supply, competition law in energy markets and energy efficiency. They focus on the legislation, directives and regulations and the imple-mentations in all member states and are written by DG ENER officials, academics and lawyers. The EU Energy Law Series is considered as the most relevant series on the topic of European energy law making.

European Energy StudiesThis series closely monitors the issues and developments in the field of European energy law and policy by providing an in-depth scholarly and research based yet a practical written and accessible source of information. The aim of this series is to publish up-to-date research for both practitioners and academics. It shall serve as comprehensible tool of knowledge offering detailed insight into the different pillars of EU energy policy tackling the underlying energy policies, legislation, energy economics and regulatory affairs, geopolitics and energy sources.

The EU GEO LawsThe legal framework of the European energy sector is undergoing fundamental and continuous changes. In light of such core changes, a significant increase in volume and rapid evolution, navigating the EU energy legislation maze has become a real challenge. With "The EU GEO Laws" Claeys & Casteels provides the solution to this hurdle: for each pillar (Gas, Electricity and Oil) a single publica-tion combining the most relevant and up-to-date legislation is published twice a year.

European Energy JournalThe EEJ offers the practitioner and the academic pro-active information on energy law and policy throughout Europe. It reports and comments relevant developments in the areas of internal market, competition law, energy efficiency, renewable energies, climate change, infrastructure, security of supply, and foreign energy policy. Each issue includes regular reports on legislative initiatives, case law and country developments. EEJ is published four times a year.

EU Competition LawGiven the breath of community competition law, it has been decided to produce a number of separate but linked and co-ordinated titles, covering all issues in depth. All volumes will share the same presentation and approach and will be fully cross-referenced for ease of use.

It is with great pleasure that we present you the Claeys & Casteels Law Publishers Catalogue 2013. In addition to our well known and trusted publications, this new, and most complete catalogue to date, includes an important selection of new titles focusing on the challenges and opportunities associated with much of the present and future development within European Energy Law. These new volumes will provide critical insight and analysis of the newest and most recently published regulations and directives on core themes such as Eciency, Infrastructure and Internal Market, and Competition Law, where, for example, the importance of article 102 TFEU is rapidly growing.

We are proud to announce two new volumes in our highly acclaimed EU Energy Law Series. Jean-Arnold Vinois is the editor of ‘Energy Infrastructure of the European Union’, while OECD’s Joseph Curtin is the editor of ’Energy Eciency in the EU’.

The European Energy Studies (EES) is a completely new series which closely monitors the issues and developments in the eld of European energy law and policy by providing an in-depth scholarly and research-based, yet practically written and accessible source of information. This initial EES series contains six new volumes including ‘The Geoeconomics of Sovereign Wealth Funds and Renewable Energy’ by Simone Tagliapietra, ‘Security of Oil Supplies’ by Giacomo Luciani and ‘Shale Gas in Europe’ edited by among others attorney Cecile Musialski and researcher Stephan Lechtenböhmer. The complete series is available both in hard copy and e-book.

The EU’s Climate Policy, edited by Director-General Jos Delbeke, DG Climate Action gives an up-to-date account of the EU’s climate policies as they apply across the European economy. It explains the nuts and bolts of the world’s largest carbon market, the EU emission trading system and the importance of using

market forces to reduce greenhouse gas emissions. By describing the main challenges for developing an eective international climate policy, to be nalized in 2015, this new publication is a most essential report on climate action.

With the introduction of another new series, the GEO Law Series, Claeys & Casteels will combine the most relevant and up-to-date legislation on Gas, Electricity and Oil which will be available in both paperback and online and will be edited by Pierre Bernard (Electricity) and Helmut Schmitt von Sydow (Oil and Gas).

Alongside a second edition of Volume 1 on Procedures we are publishing a new EU Competition Law Volume 5 on Abuse of Dominance. In addition, an excellent new volume on Vertical Restraints, edited by Mario Siragusa and Gianluca Faella serves to underline again, the importance of this series.

Our new EU Transportation Law Series which will monitor all relevant legal developments in the transportation eld. Transportation is of crucial importance to the European Union and many of the new regulations will signicantly impact all member states. The EU Transportation Law Series will include books by leading authors on all aspects of the eld, including, for example, the eects on Energy, Security and Environment. The new series starts with a volume on Shipping Law, and will be complemented in the future by volumes covering transportation by Road, Air and Rail. Through new and important book publications, by providing innovative online information solutions and e-books, as well as our quarterly journals and our Brussels based conferences and master-classes, Claeys & Casteels is serving the ever growing demand for high quality professional information. With a publishers “Dream Team” of authors and editors, we are proud and honored to be your professional partner for Energy, Competi-tion and Transportation information.

The Third Internal Market package marks a watershed in the EU’s eorts to introduce eective liberalization of its electricity and gas markets. It comprises ve separate legal acts that introduce new rules on:- More eective unbundling, requiring real and eective separation of the transmission company from generation/ supply and the introduction of the choice between ownership unbund-ling, ITS, ISO and ISO+;- New additional powers for national energy regulators;

- A new European Agency, ACER, that brings together national energy regula-tors;- New transmission bodies, ENTSO-E and ENTSOG that will be able to take more concentrated and eective action to develop common rules that will result in better market integration;- A new streamlined decision-making process, in which the new Agency and TSO bodies play a leading role, in developing common codes and rules;- New rules on network planning and on customer protection.

A real understanding of this very complicated legislative package is vital for all energy companies operating in the EU, as well as major energy purchasers and advisors.

EU Competition Lawand Energy Markets

Volume II - Third Edition

This third edition incorporates the conclusions and consequences of the Sectoral Energy Competition Enquiry. The new edition contains an entirely reworked section on anti-competitive agreements and practices by Lars Kjølbye, at the time of writing the Head of Unit in charge of anti-trust in the energy sector in the European Commis-sion. It further examines in detail the developments in individual case

concerning long-term capacity reserva-tion and sales/purchase agreements.

It also considers recent developments on cases concerning collusion on price and quantity restrictions and looks thoroughly into detail at the conse-quences of the sectoral enquiry on abuse of a dominant position, particu-larly regarding discrimination in network access. Revises the section on

merger control to take account of devel-opments in the methodology in dening markets and dening dominance/signicant impediment of competition from the sectoral enquiry. The book furthermore updates the State Aid section to take accounts of new decisions on renewable support schemes and security of supply.

The EU has embarked upon a funda-mental change in direction of its energy policy, with the agreement by the European Council of the 20-20-20 targets, all by 2020!The new legislative framework presently being nalized to put this in practice will have profound eects on all those active in the energy industry.

Achieving a 20% share of renewables in the EU’s energy mix will require massive investments; an increase by roughly 10 times the level of wind and solar energy presently installed in Europe today in a period of just 12 years. This all creates huge challenges and opportunities for EU business. A full understanding of support schemes,

obligations and planning requirements is vital for both industry and its advisors. This volume provides a complete working guide to the new EU legislation.

EU Environmental LawThe EU Greenhouse GasEmissions Trading Scheme

Volume IV

The EU Emissions Trading Scheme is applicable to an increasingly wide range of businesses, a trend that looks certain to continue. A thorough understanding of the law and policy that underlies this scheme is therefore essential for compa-nies, their advisors, and their legal representatives. Understanding this

framework oers real business benets, while failure to do so can result in impor-tant lost opportunities. Knowing when to invest in new emission rights, when to sell and when to install new, more energy ecient technology must now be an integral part of business decision-making both

in the EU and internationally. This volume provides a thorough under-standing of the system and its imple-mentation, enabling companies and their advisors to master this fast devel-oping subject.

The Security of Energy Supplyin the European Union

Volume VI

This book examines the latest develop-ments of the European Union's energy policy and particularly the way security of energy supply is taken into account and handled. As one of the three objec-tives of the EU energy policy, security of supply emerged as a central element of the policy, after the January 2009 gas crisis and now with the consequences of the Fukushima events. The contribu-tions to the book are made by the most informed people on the various subjects given their professional position. It analyses the extensive developments of

the concept toward energy security, the impact of the third internal market package on its reinforcement and the major role to be played by infrastruc-tures in ensuring physically the security of supply. It will comment the most recent and relevant instruments adopted by the European Union in the eld of oil, the so-called Oil stocks directive, and gas, the Regulation on Security of Gas Supply. In the eld of electricity, it will report on the expe-rience of the Transmission System Operators working together in the

European Network (ENTSO-E) to guaran-tee security of supply. The external dimension of the EU energy policy will be explained in as far as it aims at security of supply. Three illustrative cases are particularly studied: the South-ern gas corridor development, the January 2009 gas crisis and the Baltic Energy Market Interconnection Plan. The relevant EU legislative texts and the recent communications of the Commis-sion on the subject are appended, to oer the direct references of what is discussed in the various sections.

The EU has developed an increasingly ambitious energy eciency policy. In particular with the publication of an EU Energy Eciency Action Plan in April 2000, the issue of eciency has become a central concern of policy makers. The recent passage of the Energy Eciency Directive underlines this trend: this is a piece of legislation which has the poten-

tial to profoundly inuence the activity and behaviour of energy suppliers, consumers, energy service companies and others involved in the energy sector. This volume will cover all areas of EU energy eciency policy, from the objec-tives and strategic direction of policy at EU level, to the implications of EU policy for Member States and their energy

eciency action plans. Chapters will also be devoted to exploring the implications of individual directives and regulations such as the Energy Eciency Directive; the recast Energy Perfor-mance of Buildings Directive; the Eco Design Directive; and regulations pertaining to energy labelling of appliances.

The Energy Infrastructure Policyof the European Union

Volume VIII

Infrastructures are the backbone of any economy and energy is vital to our way of life. Electricity transmission, gas and oil pipelines, smart grids, storage of energy and later on CO2 transport are essential elements of our present and future energy systems. The energy and climate policies conducted by the European Union since 2007 have led to the third energy package governing the

internal electricity and gas markets, to the directive setting the target of 20% of renewable sources of energy by 2020, to the energy eciency directive and most recently to the regulation establishing the guidelines on trans-European energy infrastructures and to the new nancing programme called “Connecting Europe Facility”. In ve years’ time, national energy policies

have been drastically reshaped by the EU directives and regulations, now based on Article 194 of the Treaty on the Functioning of the European Union. It is now time to understand fully the impor-tance of these regulatory changes and the resulting “europeanisation” of the energy policy.

Is the EU on the right track to meet its stated objective – a true European energy security policy? Is the current architecture on which the EU gas security of supply policy is built able to deliver those responses needed in order to meet the growing risks and changing realities EU gas security faces? How

should European institutions and regulation adapt and respond? What tools are available to secure gas supply? This book feeds these questions by taking stock of today’s EU gas security of supply governance. It based on the conference proceedings of the four-tier programme ‘A New EU

Gas of Supply Architecture’ organizedby the Loyola de Palacio Chair (LdP), the Clingendael International Energy Programme (CIEP), the Fondazione Eni Enrico Mattei (FEEM) and Wilton Park Conferences (WPC).

The Geoeconomics ofSovereign Wealth Fundsand Renewable EnergyTowards a new energy paradigmin the Euro-Mediterranean region

Volume III

claeys-casteels.com / ees3

The purpose of this book is to propose an innovative vision on the develop-ment process of the enlarged Mediterra-nean region. Triangulating the Gulf Cooperation Council, North Africa and the European Union into a unique cooperation scheme, the book highlights the strong complementarity

that exists between these regions in the eld of renewable energy. The wide availability of Sovereign Wealth Funds' capital in the Gulf Cooperation Council, the great renewable energy potential of North Africa and the institutional support of the European Union are the three main pillars of this cooperation

scheme. This triangulation would enhance not only the energy outlook of the overall Mediterranean region, but also its socio-economic development, ultimately promoting an enlarged area of cooperation, stability and peace.

Security of Oil Supplies:Issues & Remedies

Volume IV

Oil has always been identied as a “strategic” commodity, and attracted the interest of governments. This interest has frequently been articulated in terms of “control” or “security of supply” - terms whose exact meaning is seldom clearly dened.Increased dependence on oil from the Gulf – today sometimes dubbed an “addiction” – accentuated the security prole of oil. The possibility of an interruption of oil supplies was consid-ered to have potentially catastrophic consequences for the industrial countries. However, the international oil market has always proven to be resilient and

ecient in redistributing ows of available oil to satisfy demand. Oil has very much behaved as a transparently traded commodity, which any party can get for the going price. This book examines the potential threats to security of oil supplies: resource nationalism, political instabil-ity, international and domestic armed conict, and terrorism or insurgency. A separate chapter is devoted to maritime choke points, such as the Strait of Hormuz. Through detailed analysis of historical experience, it is shown that the international oil industry has shown much greater resilience and exibility that is normally acknowledged.

The use and impact of strategic stocks as a tool to face potential crises is discuss, and the ambiguous boundary betweenstrategic and intervention stocks explored. The tendency of the international oil market in its current conguration to exaggerate price uctuations is shown to be a main component of the percep-tion of insecurity that is associated with oil supplies. Potential policy initiatives to correct or limit such “market insecurity” are proposed.

Shale Gas in EuropeOpportunities, risks, challenges: a multidisciplinary analysis witha focus on european specificities

Volume V

claeys-casteels.com / ees5

Large-scale extraction of shale gas in North America over the last years has led to a growing attention on the potential opportunities and risks of unconven-tional gas extraction, including in Europe, where available sources are known to exist. The US experience shows that industry-wide extraction of shale gas may positively change the game, leading notably to increased security of supply. But the US experience also demonstrates that intensive extrac-tion of shale gas entails environmental risks, in particular due to the intensive

use of horizontal drilling and hydraulic fracturing. Shale gas in Europe assesses the specici-ties of large-scale shale gas extraction in Europe from a multidisciplinary viewpoint, that is from the point of view of engineers, economists, policy-makers, lawyers and sociologists. Each topic is discussed in the light of the US experience, with a particular focus on highlighting how Europe is dierent. Shale gas in Europe evaluates the poten-tial of shale gas in the EU, including potential risks. The institutional frame-

work into place in the EU is explained as it denes the legal and regulatory condi-tions under which industry-wide shale gas extraction will develop. Taking this background into consideration, the authors of Shale gas in Europe seek to anticipate the challenges ahead of shale gas extraction on the continent. Shale gas in Europe nally gives an account of individual stories in some EU countries, ranging from the French ban on shale gas to a wide governmental support in Poland.

A new Euro-MediterraneanEnergy RoadmapTowards a sustainable energy transition in the Southern and Eastern Mediterranean region

Volume VI

In the aftermath of the Arab Spring, Southern and Eastern Mediterranean Countries (SEMCs) urgently need to nd a new path of strong and sustainable socio-economic development. Consid-ering its macroeconomic and energy fundamentals, the region has a great potential for triggering o a new devel-opment process and the ongoing political changes can enhance such a new dynamic. The current energy situation in the region is characterized by a rapid increase of energy demand, low energy eciency, and low domestic energy prices due to extensive universal

consumption subsidy schemes. The current energy situation does not appear sustainable and poses several risks to the prospects of socio-economic development of the region. The recent Arab uprisings could provide the EU with the opportunity to play a more meaningful role in the region in the future. Energy is a topic of key importance for both the EU and SEMCs. In view of their geographic proximity, a further market integration would be in the interest of both sides. This book seeks to provide a compre-hensive overview of the energy markets in SEMCs, and to propose a new sustain-

able energy transition for the overall Mediterranean region. In doing so, the book will assess a number of specic issues such as the regional outlook for electricity and renewable energy, the current situation of the oil and gas sector and its outlook, also taking into consideration the most recent hydrocar-bons developments occurring in the Eastern Mediterranean area and, nally, also proposing a series of innovative nancial schemes aimed at fuelling the sustainable energy transition of the overall Mediterranean region.

The EU Gas Laws

European gas legislation is becoming increasingly complex and detailed since the introduction of an energy chapter by the Lisbon Treaty and the adoption of the third internal market package in 2009. The voluminous body of binding legislation is completed by guidelines, network codes and interpretative documents issued by the European Commission, the Agency of Energy Regulators, and the System Operators; consensus and soft law does not only bind its authors, but often leads to future consolidation through formal legislation.

“The EU Gas Laws” oers an up-to-date compendium of all gas legislation and soft law, including the Commission proposals for new legislation. It brings together, in a single volume, gas specic provisions as well as horizontal provisions on other energy sectors and pertinent legislation concerning environment and energy eciency, trans- European networks and infrastructures, trade policy and interna-tional organisations, market integrity and transparency, and research and development.Such a comprehensive approach reects

the increasing importance of gas, beyond its traditional role for heat and power generation, as a bridging technology in the perspective of more renewable forms of energy. Gas is not only an energy source, but serves also as an energy carrier and a means for energy storage. “The EU Gas Laws” reproduces all pertinent provisions in an user friendly way.

The increased focus on renewable energy, the implementation of the EU’s Third Energy Package and other recent European energy initiatives mark an unprecedented stepping stone in the strengthening and further integration of the European Energy Market. The legal framework of the European energy sector is not left unaected by this evolving European Energy Market: it is undergoing fundamental and continuous changes. Key players such as the European Commission, the Agency

for the Cooperation of Energy Regula-tors (ACER) and the national transmis-sion system operators, market players, generators, etc. are all heavily involved in this transformation. The impacts of the remodeling of the electricity sector’s legal environment are being felt at all levels and must be reckoned with in daily business transactions. Companies directly active in the electricity sector are not the only ones to feel the conse-quences; the reach of this makeover extends all the way to citizens’ lives and

companies’ operations. In light of such core changes, a signi-cant increase in volume and rapid evolu-tion, navigating the EU electricity legislation maze has become a real challenge. “The EU Electricity Laws” provides the solution to this hurdle: a single publication combining the most relevant and up-to-date legislation. This rst edition is an indispensable work tool for every expert and practitioner regularly confronted with the daily challenges of the electricity sector.

The Lisbon Treaty has introduced a specic energy chapter into European primary law, reecting the growing environmental and nancial problems as well as the concerns of security of supply and industrial competitiveness. In addition, the oil and petroleum sector is governed by various other Treaty provisions. They all lead to an increasing body of secondary legislation that spreads now over the complete value chain, from extraction, imports and distribution, to the quality and the use

of petroleum products, including emissions, taxation and eciency. “The EU Oil Laws” brings together, in a single volume, all oil specic and horizontal energy provisions as well as pertinent legislation concerning environment and eciency, stocks and infrastructures, security of supply and safety of production, trade policy and international organisations, investments and public procurement, market integrity and transparency, research and development.

It oers a user-friendly, up-to-date compendium of all oil legislation and soft law, including the recent Commis-sion proposals on revised provisions for sulphur in marine fuels (July 2011), biofuels in road transport (October 2012) and on the safety of oshore installations (October 2012) in the aftermath of the Deepwater Horizon accident.

With the adoption of Regulation 1/2003 at the end of 2002, Regulation 773/2004 and Regulation 794/2004 in April 2004, the procedures organizing the enforce-ment of EU Competition Law, at both the national and European level, have undergone a major transformation. In particular, these reforms have made

Articles 101 and 102 TFEU directly applicable in full, changed the manner in which undertakings might get legal security regarding their agreements and provided for a much greater role in Community competition law enforce-ment for national competition authori-ties.

This second edition of Procedure gives a complete working guide to these new procedures as well as a detailed exami-nation of Court case law in this complex and important area of law.

Article 102 TFEU, concerning the abuse of a dominant position, has probably never played a more prominent role in EU anti-trust policy than today. In 2009 there were high prole cases involving Microsoft, Intel, GDF Suez, and numer-ous others, and at the end of 2008 the Commission issued new Guidance on enforcement priorities in applying Article 102 to abusive exclusionary

conduct. Article 102 represents in many respects probably the most rapidly evolving area of EU anti-trust law. This title gives a complete working guide to all new procedures as well as a detailed examination of Court jurisprudence in this complex and important area of law. This major new publication will give an in-depth working guide to the applica-tion of Article 102 in practice, including

the evolution in policy resulting from the important Commission Review and the economic approach to its applica-tion that is becoming the hallmark of recent Commission policy in this area. The authors represent the leading authorities in this area, with wide experi-ence both within the European Commis-sion and private practice.

Vertical RestraintsVolume VI

€ 275 | 450 p. (hardback bound) | ISBN 9789491673009 | June 2013

claeys-casteels.com / comp6

This new volume analyses in consider-able detail the antitrust issues arising from vertical restraints and presents a comprehensive map and critical assess-ment of current enforcement practice in the European Union. The purpose of the book is to provide extensive guidance to practitioners, businesses and research-ers, as well as to contribute to the ongoing debate on the application of EU competition rules to distribution and other vertical agreements. The book contains thoughtful contributions written by leading practitioners and scholars from dierent countries, which address the general framework for

assessing vertical restraints and cover a wide range of vertical practices. After discussing the pro-competitive rationale and potential negative eects of vertical restraints and the introduc-tion of an economic approach by the Commission, the book analyses the block exemption regulation and critically reviews the limits of the 2010 revision of EU rules on vertical restraints. The following chapters then explore in detail enforcement practices concern-ing the most commonly used vertical restrictions and specic agreements entered into by rms situated at dierent levels of the production chain.

In particular, the authors provide an extensive review of the issues raised by the individual assessment of resale price restrictions, exclusive distribution and customer allocation, selective distribu-tion, single-branding, tying, upfront access payments and category manage-ment. Specic chapters are devoted also to franchising, agency and sub-contracting agreements. The book’s continuous references to economic analysis insights and comparisons with the experiences of other legal systems contribute to its value and usefulness.

The EU’s Climate Policy

€ 27,50 | 160 p. (paperback) | ISBN 9789491673016 | May 2013

claeys-casteels.com / climapol

This book gives an up-to-date account of the EU's climate policies that apply across the European economy. It explains the nuts and bolts of the world's largest carbon market, the EU emission trading system, as it is now functioning in a new form as of 1.1.2013. It explains the importance of using market forces to reduce greenhouse gas emissions, discusses binding caps, large scale auctions and the use of revenues and support given for modernisation and deployment of innovative technolo-gies, free allocation and 'carbon leakage', action on aviation emissions, the registry IT system, monitoring,

reporting and verication, the use of international credits and incentives given to action outside the EU. It also discusses the use of clean development mechanism credits applicable from 2013 onwards, the developing links of the EU system with Australia and Switzerland as well as an outlook on pathways to building a truly interna-tional carbon market. Another part describes the eort sharing decision that sets binding national targets for sectors not covered by the EU emission trading system, and explains the EU-level policies that support meeting these targets. These include CO2

emission limit values for passenger cars, energy eciency regulations, the fuel quality Directive and regulations on non-CO2 greenhouse gases. Activity on land use and forestry is also covered. The nal part describes the main challenges for developing an eective international climate policy. It sketches the progress to date and in particular the changing dynamics and growing complexity in the climate negotiations. It focuses on the challenges ahead in the negotia-tions on a new legally binding agree-ment, to be nalised by 2015 and to be implemented from 2020 onwards.

EU Energy Law & Policy8th Annual Conference

5 & 6 February 2013 - Brusselsclaeys-casteels.com / ec

2012 has been another key year for EU Energy Law and Policy, with important new directives and communications.

On June 6, 2012 the Commission published a communication on Renewable Energy that builds on the Commission communication ‘Energy Roadmap 2050’ and presents policy measures to accelerate the development of renewable energy.

The new Infrastructures Regulation, expected by the end of 2012, will without doubt have a massive impact on the energy market. Infrastructures form the backbone of any economy and energy is vital to our way of life. Electricity transmission, gas and oil pipelines, smart grids, storage of energy and, later on, CO2

transport are essential elements of our present and future energy systems.

Energy Security and Safety is another important topic on the Commission agenda; under the new draft regulation (2010/0303(COD)) new initiatives are taken on a.o. safety of oshore oil and gas prospection, exploration and production activities.

On Competition Law in Energy Markets, the recent judgments of June 29 on a market sharing agreement involving E.ON and GDF (T-360/09 and T370/09) contains many interesting insights into the EU energy sector.

By the end of 2012 the Commission is also expected to publish a new communication on The Internal Energy Market assessing the state of play of the process towards completion of the internal energy market by the 2014 deadline. This review will be instrumental in identifying the necessity of possible further actions required to ensure that this objective is realized.

Understanding these new proposals, regulations and communications will be vital to all those involved in the EU’s energy markets. Claeys & Casteels is therefore proud to invite you to participate in the 8th Annual EU Energy Law & Policy Conference which will take place in Brussels on the 5th and 6th of February, 2013. This conference is widely recognized as the most important energy event on

the Brussels calendar and will once more provide platform bringing together key policy makers and stakeholders such as, practitioners, lawyers and academics to discuss the challenges and opportunities at the heart of many EU Energy Law and Policy issues.

Alongside keynote presentations and roundtable discussions on the above mentioned main topics, Claeys & Casteels will present this year two special ‘Energy Theme of the Day’- sessions; On the 5th of February the theme will be Shale Gas in Europe. During the session the focus will be on the legal, environmental, economic and security aspects of shale gas extraction. External Relations will be the focus of the second special ‘Energy Theme of the Day’- session on the 6th of February. An optimizing international collaboration is crucial in moving forward as EU member states increasingly identify and deal with the common challenges represented by issues such as climate change, access to oil and gas, energy eciency and energy sustainability.

This two day conference will provide you with a unique opportunity to get fully updated on all the major and current EU energy related topics. You will gain an unparalleled insight in regard to present and upcoming changes in EU energy regulations and communications from Europe’s best known energy experts, lawyers, academics and decision makers, e.g.: Philip Lowe (Director-General, DG ENER, EC), Jos Delbeke (Director- General, DG CLIMA, EC), Mechthild Wörsdörfer (Head of Unit , DG ENER,EC), Carina Vopel (Head of Unit, DG ENV, EC), Nicola Pesaresi (Head of Unit, DG COMP, EC), Celine Gauer (Head of Unit, DG COMP, EC), Jean-Michel Glachant (Director of Florence School of Regulation), Jacques de Jong (Senior Fellow, Clingendael International Energy Programme (CIEP)), Giacomo Luciani (Master in Intl. Energy, Paris School of International Aairs), Manfred Hafner (Fellow, Fondazione Enrico Eni Mattei (FEEM)), Leigh Hancher (Of counsel, Allen & Overy, Amsterdam), Lars Kjølbye (Partner Covington & Burling, Brussels), Nadjib Otmane (President MEDREG), Leonid Grigoryev (Former Dep. Minister of Economy and Finance, Russia; President, Institute for Energy and Finance, Moscow).

EU Shipping Law(Brussels Commentary)

Volume I

€ 245 | 2.000 p. (hardback bound) | ISBN 9789491673092 | November 2013

claeys-casteels.com / transport1

Waterborne transport is of crucial importance within the European Union. Almost 90% of the EU external freight trade and 40% of the intra EU-exchanges are carried by sea. With respect to its signicant coastline, the environmental aspects of shipping transport services have to be considered carefully within the EU. Each year, the

European ports have to cope with more than 400 million passengers. Thus, the shipping sector is also an important employer. The Brussels Commentary on EU Shipping Law provides a comprehensive article-by-article analysis of the relevant regulations and directives of the shipping sector. It covers systematically

its main issues such as Access, Regula-tory, Environment, Health/Safety, Consumer Protection, Carriage of goods/passengers, Means of transport, Competition, State Aid, Infrastructure, Labour and Litigation.
