A challenge for the GEF

The GEF needs to demonstrate how its investments achieve Global Environment Benefits (GEBs)

Natural resource management projects claim C benefits

GEF has no standardized cost-effective methodology to assess C benefits

A methodology is needed that is comprehensible, standardized, robust and applicable to ALL GEF projects

Socio-economic rigour must cross-cut the whole CBP

SEM needed in CBP

Modeling - focuses on estimation and forecasting of carbon stocks, flows and GHG emissions on cropland and grazing lands

Measurement & monitoring - focus on field measurement, supported by remote sensing to monitor C changes across landscapes with emphasis on agro-forestry and forestry

Project Components

Component 1: Development of standardized and integrated tools for quantification and assessment of Carbon (including C accounting) and GHG Benefits

Component 2: Test Cases and capacity building (developed and tested CBP protocols using existing GEF projects in five countries)

Component 3: Best practices project design (to strengthen carbon and socio-economic impacts of GEF activities)

Component 4: Web and portal design (global access to tools for GEF agencies and project partners)

Objective of SEM Module

Reflected in the CBP’s objective……

Cost-effectiveness at project level

User-friendliness for project managers

Scientifically rigorous – in SE methods

Component 1 – Methodology Development

tools for assessment of socio-economic impacts of project implementation

Methods to analyze the socio-economic benefits of SLM

Alternative land management scenarios Sustainability of C-benefits Sample design: indicators such as wealth,

livelihood sources, coping strategies Specification of management systems

Component 2 – Test Cases

user views of the protocol and methods quantifying the local non-C benefits of SLM analyzing costs and returns from SLM

interventions sensitivity analysis to assess the impact of

policy options

Component 3 – Capacity Building & KM

support to protocol development guidance notes on cost-effectiveness and user-

friendliness engagement of local people and communities

as full partners in C tracking of interventions assistance to capacity-building at national level

in socio-economic aspects
