APPRECIATION LETTERSir,

We do not hesitate to state here in front of Board and before The President of Board that, we had fear that after the unfortunate happening during demolition of Mall at 210-B, West End Road it was felt that Cantt Board will not able to overcome the situation and backbone of public services in Cantt area will remain broken and paralyzed for long time. It was a general anticipation that Cantt Boar will not recover from this situation till years ahead.

Today, we feel pleasure and pride in saying that the Cantt Board has emerged with a clean image out of the effects of the unfortunate happening relating to demolition of Mall in B.N. 210B. The Cantt Board has established that it was performing its duty under court order and it cannot be blamed or held responsible for mishap. The present functioning of Cantonment Board has again reached outstanding level and full peace of development is visible by fast improvement in infrastructure of Meerut Cantonment. The general public is widely appreciating the developmental works carried out by the Cantt Board in last one year and they are also witnessing with appreciation the day to day improvement. It’s a general option that with this speed of development, the Cantt Board will truly bring the features of a Smart City/Cantt on real ground and will certainly be comparable to the best of township of India.

It has been around one year when Cantt Board Meerut started dreaming about becoming Smart Cantt. We are lucky to have present team of Present President Cantt Board Maj. General K. Manmeet Singh, GOC and CEO Cantt Board Shri Rajeev Shrivastava who have given new vision & direction to the development of Meerut Cantt by guiding AE,

Shri Piyush Gautam and other Engineers of team in promoting sustainable development keeping in view the long term benefits & result.

It was a vision the smart township is not meant merely to provide repairs to the infrastructure in regular manner but to give long term benefits. As a result, in past six months the development projects are being implemented in a sustainable manner with appreciable quality like repair to pathways with improved quality of Interlocking Tiles, Dense Carpeting of Roads & Lanes, LED street Light fittings thereby not only saving in expenditure but also earning reputation in the eyes of other state Govt. departments providing similar services in nearby area. A few initiatives taken by Cantt Board namely use of drone in detecting unauthorised constructions and encroachments, fining of encroachers by fixing rates of damage charges (25/- per sq ft per day), campaign against unauthorised hoardings and posters etc have been lauded and appreciated by State Govt. authorities and they have implemented these measures in their areas. Never ever this happened earlier. The special attention is being given to conservation works & sustainable improvements in public services such as provision of rain water harvesting, provision of Water ATM at public places to provide RO water at reasonable as @ Rs. 1/litre under “sarv jal” scheme of govt and installation of Solar Panels on Cantt Board buildings as well as implementation of pioneer innovative ideas like first successful Solar Tree of India at Rajban petrol pump crossing which emit light even in power supply failure conditions. These ideas are land mark & inspiring steps in the use of technology in improving cost effective public services.

On other hand revenue generations measures are also commendable. Board’s revenues have increased manifolds which have allowed Board to plan to new schemes and undertake repairs of its assets. People are very satisfied to see this happen. The Board is earning from hoarding contract and deriving income from many other new sources. It’s moving towards cashless working. Its step of launching user friendly “SANTUSHTI” app to address public problems and complaints is highly appreciated by public.

We request president to note appreciable momentum of present team in the minutes of Board with pleasure, to commend the works of its staff and keep them in service record in service files and also to intimate higher authorities at Central Command, Director General Defence Estates and Ministry of Defence about these achievements of Board. We assure to continue giving our fullest cooperation to the Board in all its ventures.

PCB thanked the members of the Board for their appreciation for commendable job done by the Cantonment Board administration under the leadership of Shri Rajeev Shrivastava, CEO. CEO also thanked the members of the Cantonment Board for their cooperation & appreciation in recognition of the public welfare services done by the Cantonment Board during his tenure.

Shri Anil Jain stated that Cantt Board is striving to achieve goals under Smart Cantt and the issue of encroachment on Govt. land and cleaning of chocked drains needs immediate attention. CEO informed that new encroachments are removed immediately on noticing and for others, police assistance was sought which presently has not been made available by authorities due to ongoing election process. He stated that all necessary actions in this regard can be taken on availability of police and administration help. He also stated that a massive drain cleaning drive has been started in Jan 2017 which will continue till all drains are cleaned and during this process, encroachments on drains shall also be removed.

Shri Vipin Sodhi stated that under the Smart Cantt projects Cantt Board Meerut can undertake number of social welfare schemes, one of such, as provided under the Cantonments Act is Group Housing Schemes in different parts of the Cantonments where

land is lying vacant. These schemes should be considered and if proposal in this regard from public and land developers is received the same should also be considered. CEO stated that there is provision under the Cantonments Act for Group Housing Scheme but since restriction due to Model Code of Conduct issued by the Election Commission of India is there. Such issues cannot be discussed at this stage. Even the agenda of the Cantt Board for today’s meeting has been circulated keeping in view the provisions of Model Code of Conduct. He advised that this issue may be taken up after lifting of Model Code of Conduct from operation.

385. ACTION TAKEN U/S 26 OF CANTONMENTS ACT, 2006.

To note the action taken by the CEO with the prior approval of PCB dated 06 th Jan 2017 under section 26 of Cantonments Act, 2006 regarding payment of Rs. 4,23,760/- as 2% charges for vetting of estimates by the PWD on account of proposal for construction of working women hostel on receipt of grant from the Ministry of Women and Child Development, Govt. of India in terms of the DG DE letter No. 76/67/Smart Cantt/C/DE/2015/Vol. II dated 03.02.2016.

385. Resolution: Noted. Shri Vipin Sodhi raised a doubt regarding the proposed Working Women Hostel’s administrative authorities. He apprehended that since it is a centrally sponsored scheme, as such there will be hold of different agencies like District Administration, PWD and Central Ministry of Women and Child Development & therefore, Board should not construct the Working Women Hostel. CEO stated that Board should take advantage of centrally sponsored schemes for benefit & development of Cantt. More such schemes are under consideration for implementation & they will be brought before the Board in due course. He stated that once the project is approved and 75% of the project cost is received from the Ministry, all interests of the Board will be safeguarded and again the matter will come before the Board. At that time all the issues can be discussed and resolved.

The Board approved the proposal and resolved to submit it to the appropriate authority for sanction.

386. ISSUE OF NOTICE U/S 244 OF CA, 2006 FOR CHANGE OF USE OF RESIDENTIAL PROPERTIES FOR COMMERCIAL PURPOSE.

To consider taking action against following offenders u/s 244 of CA, 2006 for contravention of its provision in the properties mentioned in the table against each for the stated violations. The purpose for which offenders are using the properties as commercial whereas the recorded purpose in GLR of this office for these properties is residential.

The said change of purpose is in violation of old grant terms and is actionable u/s 244 of CA, 2006.

386. Resolution : Considered and resolved that notice u/s 244 of Cantonments Act, 2006 be issued to all the offenders mentioned on the agenda side directing them to stop use of residential B.No. 209, Westend Road, Meerut cantt for commercial purposes failing which action be intiated in accordance with provision of sub section 2 of section 244 of Cantonments Act, 2006 by the CEO.

Col. A.K. Vaid raised the objection that since construction have come up long ago and people are using their property since long, why the proposed belated action is necessary. Similarly, Shri Vipin Sodhi and Shri Anil Jain raised the objection as to why the B. No. 209, Westend Road, Meerut Cantt has been chosen for proposed notice under section 244 of Cantt Act, 2006.

CEO explained the Board that the action u/s 244 of C.A., 2006 is in accordance under provision of the Act and instructions of the MoD in this case. Also wherever change of purpose is involved, action under section 244 is required to be initiated. He also said that why such actions were not taken in the past, cannot be commented upon by him

now. He further stated that an exercise has been initiated to identify change of purpose in all properties in Cantt & in the subsequent Board meetings similar action will be taken against other properties also. Shri Vipin Sodhi stated that it should be ensured and verified before giving any notice whether there is any stay of the Court or not in respect of the constructions in the said bungalow. CEO stated that the issue u/s 244 is change of purpose and not unauthorised construction which is dealt under other provisions.

387. RECOVERY OF RENT AND ALLIED CHARGES BY CANTONMENT BOARD, MEERUT CANTT.

To consider bills raised by GE(S) and GE(N) on account of bulk water consumption in respect of Cantonment Board, Meerut.

Board is informed that there are some water connections in the Cantt area of which reading is sent by the GE(S) and GE(N) every year and the Cantonment Board has to pay for same @ Rs. 4/- per thousand litre. The Cantonment Board staff prepares the bills of water consumption on the basis of reading and bills are sent to the water consumers within the Cantonment to recover the dues.

The office of BSO(S) and BSO(N) have been sending water meter reading including names of those water consumers who are not available on the site/property numbers. It seems that reading is being sent without checking the site due to which a fake demand is being raised every year in the records of MES.

Board is also informed that the CDA has deducted the said amounts from the grant issued by the Central Government to the Cantonment Board, Meerut. In this regard, many letters to do amendment in the bills regarding unavailable consumers/fake demand were sent to the office of the BSO(S) and the BSO (N), even, recently a letter No. Tax/BSO (South)/2587 dated 29.12.2016 & No. 529 dated 29.03.2016 and Kar/Water Supply/934 dated 22.05.2015 was sent to the BSO (South) and GE(N) but there is no disposal of the issue/response till date.

It is also informed that Rs. 3,33,332/- has been made as excess payment in the account of GE(S) by Board and Rs. 5,06,280/- is a disputed amount to be paid to GE(N) as per their above inadmissible demand.

Matter is put up to the Board to consider and decision in the matter.

387. Resolution : CEO informed the Board in details about the issue. He also informed that a joint inspection was carried out earlier and issue was referred to GOC-in-C in 2006 but there is no improvement in situation. Considered and resolved that a fresh joint inspection team comprising rep of GE(S), GE(N) and Cantt Board be constituted for identification of connections in the bungalows for which bills are generated by the GE(S) and GE(N) and thereafter, as per the report, actual liability be worked out. In case there is no consumer and there is no connection, the MES should take corrective action. Matter be placed before the Board after joint inspection alongwith their report.

388. PROSECUTION UNDER SECTION 499 & 500 IPC 1860.

To consider filing prosecution for publishing malicious news by Shri Mukesh Gupta, Editor, Hindi Dainik Aaj ki Dastan dated 23.12.2016.

Board is informed that certain anti social elements have started small news papers & they are publishing false and malicious news items without any authentic information & evidence maligning the reputation & goodwill of the Cantonment Board Meerut & its functionaries.

Board is informed that Shri Mukesh Gupta, Editor, Hindi Dainik Aaj ki Dastan in its paper dated 23.12.2016 has published malicious news item leveling baseless and false allegations against the officers of the Cantonment Board & the Cantonment Board as a institution. Such publication is obnoxious and derogatory & is without any basis & evidence.

Board is also informed that in the matter of any offence committed by the inhabitants of Cantt area whether it is public nuisance or unauthorized constructions, Board being a statutory body has to strictly follow procedure of Law established by the Parliament under enacted law i.e. Cantonments Act, 2006. All legal actions provided under the law have been initiated against the law breakers and without exhausting due process law no arbitrary action for demolition of u/a constructions can be undertaken. But the anti social elements are indulging in maligning the image & reputation of the Cantonment Board Meerut and its officers and staff by making frivolous allegations. Such criminal act requires suitable criminal action in the Court of Law against such miscreants. The news items published in Aaj ki Dastan dated 23.12.2016 comes within the purview of Section 499 IPC & is punishable u/s 500 IPC.

Board is requested to consider and take suitable decision in the matter.

388. Resolution : CEO explained the agenda and referred to several such publications made regularly and habitually by some newspapers which are also not being published regularly. He stated that motives of these newspapers in publishing these news is causing wilful defamation as the news published is derogatory and not supported by facts. He also stated that valuable time of the office is wasted in replying to communications from higher authorities on these publications as these publishers send copies to authorities with malafide intentions. Shri Vipin Sodhi stated that necessary legal notice be given to all such newspapers who are publishing incorrect and false reports. Complaints before Press Council of India should also be filed besides filing Civil Suit for Damages and prosecution u/s 499 read with section 500 I.P.C..

Considered. The Board observed that news being published by the newspapers named Hindi Dainik “Aaj ki Dastan”, “Meerut Mangal”, “Dainik Pratigya” & “Vikraman” are baseless, malicious and without any evidence. These papers are systematically indulging in maligning the image and reputation of the Cantonment Board as a institution and its officers, as well as staff. They have been doing it since long and for past several years. The publications also make allegations against members and other authorities. The act of the editors, reporters and owners of these newspapers are criminal acts which requires suitable criminal action in the court of law. It is unanimously resolved that notices be issued by CEO to all such newspapers asking them to substantiate allegations published, by evidences and thereafter in case of failure or non acceptable replies, prosecutions under section 499 read with section 500 I.P.C. be launched against the above mentioned newspapers, their editors & their correspondence in the court of Chief Judicial Magistrate, Meerut/Competent Court. The CEO is authorised to file the prosecution on behalf of Cantonment Board, Meerut and incur all necessary expenditures in these cases and also in other similar cases in future when such issues arise. Also complaints be filed with Press Council of India and registration of these newspapers be also got verified from District Administration & other related authorities.

The word “offfence” be substituted for “acts” as suggested in the agenda.

389. COURSES ON “BED SIDE ASSISTANTS & CAREGIVERS”

Reference: Dte. DE letter No. 54585/VT & SD/Cantt/OS/44 dated 21.12.2016.

To consider the proposal for including/introducing training of geriatric and bed side assistants conducted by regional resources training centre on ageing Anugraha (under aegis of Ministry of Social Justice & Empowerment Govt. of India) received along with the Dte. DE Lucknow letter under reference in vocational training courses conducted by Cantt Board, Meerut.

As per information received vide the aforesaid letter Anughraha is a national NGO, registered as a Society in 2000 in Deharadun, with its head office in Delhi, RRTC Anugraha. Its chief functionary and chairperson Dr. Abha Chaudhary is internationally renowned social gerontologist and gender development expert. Recipient of National Gold Karamveer Chakra Award 2016.

Bedside Assistance, attending to all the needs of a sick or bedridden patient, elderly man or woman, helping in the activities of daily living, such as eating, bathing, dressing, using toilets, getting in and out of chair or bed, taking medicines etc. This also aims at trying and engaging them in activities that they enjoy such as reading to them or playing board games.

389. Resolution : Considered and resolved that the course be included in list of vocational courses in Cantt Board. Also resolved that RMO may suggest name of suitable staff for nominating them for the training of Bed Side Assistants and Care Givers mentioned on the agenda side as and when dates and schedule of training is received from the concerned authority.

392. REVISION OF PAY SCALES W.E.F. 01.01.2016 & 2% DA ON REVISED BASIC PAY W.E.F. 01.07.2016 IN R/O CANTT BOARD EMPLOYEES AS PER 7 TH

PAY COMMISSION REPORT. To consider UP Govt GO No.67//2016/Ve-Aa-2-147/Das-04(M)/2016 dated

22.12.2016 regarding revision of pay scales w.e.f. 01.01.2016, GO No.9/2016-Ve-Aa-1-1070/Das-2016-8(M)/2016 dated 23.12.2016 regarding grant of Dearness Allowance @ 2% of Basic Pay w.e.f. 01.07.2016, to its employees as per 7th Pay Commission Report.

OFFICE REPORT 1. As per Memorandum of Settlement, Cantt Board’s employees are entitled for the pay & allowances at par with State Govt Employees. Since, the State Govt has revised the pay scales & Dearness Allowance of their employees vide GO (s) referred above, the pay & DA of Cantt Board employees are to be revised as per orders of State Govt.

2. The sanctioning authority for grant of sanction for revision of pay & allowances is the GOC-in-C, CC Lucknow under rule 47 read with rule 19 (b) of the Cantt Account Code 1924.

3. It is reported that there will financial implication of Rs.35.46 Lakh Say Rs.36 Lakh per month ( Anticipated) w.e.f.01.01.2016 on a/c revision of Pay Scale & DA.

Based on which total Arrear for the period Jan to Dec 2016 (12 Months) is also worked out to Rs.4.32 Crore/-.

4. It is recommended that necessary proposal for revision of pay scales w.e.f. 01.01.2016 & DA on revised basic pay @ 2% w.e.f. 01.07.2016 in r/o employees of Cantt Board Meerut as per 7th Pay Commission Report as adopted by UP Govt for its employees, be forwarded to the GOC-in-C, CC Lucknow.

OFFICE REPORT

1. As per Rule 31 of CFS Rules 1937, the provisions of the CCS ( Pension) Rules 1972 as amended from time to time mutatis mutandis govern the grant of pension et.c of the Cantonment Board Employees.

2. The Govt of India vide OM referred above has revised pension of pre 01.01.2016 pensioners/ family pensioners w.e.f. 01.01.2016. As such pensioner/ family pensioners of Cantonment Board Meerut are entitled to get revised pension/family pension as per Govt of India, GO referred above.

3. It is reported that there will financial implication of Rs.10.04 Lakh Say Rs.10 Lakh per month ( Anticipated) w.e.f.01.01.2016 on a/c revision of Pension & DR. Based on which total Arrear for the period Jan to Dec 2016 (12 Months) is also worked out to Rs.1.20 Crore/-.

4. It is recommended that necessary proposal for revision of pension/family pension in r/o pre 2016 pensioners/family pensioners w.e.f. 01.01.2016 be forwarded to the Directorate, CC Lucknow for obtaining sanction of the competent authority.

394. RECRUIMENT TO FILL VACANCY

To note DG DE letter No. 25/Misc/C/DE/2004 dated 06.10.2016 regarding recruitment to fill vacancy in Cantonment Boards.

The Board is informed that in terms of direction of DG DE, a committee of 06 members was formed vide DO Part II Office Order No. 241 dated 25.10.2016 to workout actual need/requirement of personnels to be employed on permanent basis as well as contractual basis in each section and submit report.

The Committee has submitted report regarding sanctioned establishment of Cantt Board Meerut duly approved by the GOC-in-C, Central Command, position of sanctioned strength and vacancies existing as on date, in CAB Inter College, CB Primary School Sadar Bazar (Aadharshila Cantt Public School), Junior High School RA Bazar after due examination of all relevant documents. Board is also informed that a demand/request for creation of one post of JE (C) & two posts of draughtsman had been approved earlier by the Board vide CBR No. 48 dated 26.08.2013 and proposal vide letter No. 104/A/Establishment/10035/1989 dated 03.09.2013 has also been forwarded to the Competent Authority/Dte. DE Central Command. There is still a requirement of the creation of those posts committee has again recommended for the same. It is also recommended that Board should consider for creation of one additional post of JE (E&M).

394. Resolution : The Board noted the contents of DG DE letter quoted in agenda and approved the action taken by the office along with report of committee. The Board accepted the exact number of posts and designations to be got created for JE(C) & JE(E/M) alongwith post of draughtsman. The pending proposal be processed by office with PD DE & a reminder be sent on proposal for creation of one additional post of JE(Civil) and JE(E/M) and two posts of Draughtsman, pending with the PD DE Central Command. 398. Resolution : Considered. The issue regarding agenda point No. 5 of GC recommendation was discussed. Shri Vipin Sodhi, Elected Member stated that in terms of GO issued by Govt. to allow “Shauchalayas” under Swach Bharat Abhiyan, toilet constructions should not be treated as unauthorised construction and notice and legal action should be dropped/not initiated in such cases. CEO reemphasised what he had advised to the committee. Resolved that while issuing notice against unauthorised construction, a clarification be obtained from PD DE as to whether unauthorised constructions of latrines/toilets in old grant properties be ignored by Cantt Board in the light of the Swach Bharat Mission. Accordingly further action on notice be taken by office.

Agenda Point No. 11 : Shri Vipin Sodhi stated that already Board has issued notice u/s 239 of C.A. 2006 to Shri Amarjeet Singh and an appeal is pending against the said notice therefore till disposal of the appeal notice u/s 248 should not be issued.

CEO briefed the Board about past record of property and issue of boundary wall in said bungalow by Shri Amarjeet Singh. A show cause notice as well as notice to stop the unauthorized constructions bearing No. MCB/BLDG/ENGG/338/2265 dated 17-12-2016 & No.MCB/BLDG/ENGG/338/2266 dated 17-12-2016 were issued and served to the offender on 23-12-2016 directing him to stop construction forthwith. The offender submitted wrong reply against show cause & stop notice on 27-12-2016 which was not based on facts.

The offender has raised new unauthorized construction without prior permission of the competent authority. As per GLR the offender is not recorded HOR of the property in question.

In view of the above it is recommended that the notice u/s 248 of CA 2006 be issued to the owner/occupier requiring him to demolish and remove the unauthorized constructions within 30 days from the receipt of the notice.

1- One wall measuring 22’-0”x0’-9” and 8’-6” high are being constructed in House No. 240/41, Handia Mohalla, B I Bazar, Meerut Cantt toward North.2- One wall measuring 12’-6”x0’-9” and 8’-6” high are being constructed toward West.


the said new unauthorized constructions has been carried out by Smt Shakuntala W/o Shri Bhana Ram House No. 240/241, Handia Mohalla, Lalkurti, B I Bazar, Meerut Cantt. The site is situated inside civil area under the management of Cantt Board, Meerut. The land is classified as B-3 comprising under Survey No. 249/1112 & 1113.

A show cause notice as well as notice to stop the unauthorized constructions bearing No. MCB/BLDG/ENGG/240/41/2277 dated 17-12-2016 & No.MCB/BLDG/ENGG/240/41/2278 dated 17-12-2016 were issued and sent to the offender by speed post on 27.12.2016 and also paste the same in property in question directing him to stop construction forthwith.

Within the limits of Meerut Cantonment Board there are many clubs viz Wheeler Club & Meerut Race Course Club are running. The elected members being the part and parcel of Cantonment Board should have deemed membership of these clubs only for their elected period. It is requested vide Board resolution to HQ Sub Area to provide memberships of these clubs as deemed membership for the elected period only to the elected members and their family.

To consider the motion given by Vice-President & Elected Members of Cantonment Board, Meerut:-

Panchayati Dharamshala situated in Top Khana was acquired by the Cantonment Board Meerut and was resolved that Rs. 1100/- be fixed for booking per day and Rs. 100/- be fixed for conservancy charges per day. It has been noticed that due to backward area the conservancy charges should have an amendment should be fixed Rs. 500/- per day irrespective of any change in booking charges.

465. Resolution : Considered the motion given by Smt Beena Wadhwa, Vice President, Smt. Rinni Jain, Smt. Bushra Kamal, Shri Neeraj Rathor, Smt. Manju Goel and Shri Dharmendra Sonkar and resolved that conservancy charges in respect of Panchayati Dharamshala, R.A. Bazar be levied @ Rs. 500/- per day in place of Rs. 1100/- per day. Further resolved that in the agenda side the Rs. 100/- mentioned in second para second line due to wrong printing be read as Rs. 1100/-.

466. PURCHASE OF LADDO/SWEETS FOR REPUBLIC DAY 2017.

The Board is informed that as per previous practice laddoo/sweets are to be distributed to the school students and staff of Cantt Board, CGH, CAB and other CB schools etc. on Republic day Approx 400Kg laddoo/sweets are to be procured on which approx Rs.60000/-expenditure shall be incurred. Necessary tenders have been invited which are to be opened on 20.01.2017.

Board is requested to approve the expenditure .

466. Resolution : Considered and resolved that laddoo/sweets on the occasion of Republic Day for the distribution to the staff and school children be purchased. CEO is

authorised to call quotations/tenders, approve the lowest rates & procure ladoos/sweets. He is also authorised to incur expenditure for the purchase.

467. DAMAGED PAGODAS IN GANDHI BAGH NEAR MALL ROAD GATE

To consider the letter dated 29.11.2016 regarding repair of damaged pagodas in Gandhi Bagh.

Board is intimated that Shri Suresh Jain resident of A-3 Defence Colony, Meerut has submitted a request letter to bear the expense of repair to the pagodas which have been damaged due to natural cause. He has intimated that the padoges were constructed in memory of his late parents.The estimates for necessary repairs have been prepared based on MES SSR 2010 and cost of repair /restoration of damaged portion comes to Rs 103721.00.

467. Resolution : Considered and resolved that the request submitted by Shri Suresh Jain for repair and maintenance of Pagodas in Gandhi Bagh at his own cost is approved. The said repairs shall be carried out under supervision of AE.

468. DISPOSAL OF SEWAGE FROM MEERUT CANTONMENT

To consider the letter from Project Manager, Nagar Karya Ikai (Dwitiya), Uttar Pradesh, Jal Nigam, Meerut letter No. 832/NGRBA/26 dated 03.10.2016 regarding percentage payment of cost of project of Sewage treatment plant.Board is intimated that;

1. Project Manager has intimated that their department is estimating the amount for Meerut sewerage Yojna Zone-6 and there is no treatment plant in Cantt Board Meerut present. Their department is making a provision of 80 MLD capacity treatment plant and sewage from Cantt area may also be included by them for which 15% of total cost of the project is to be borne by Cantt Board Meerut. Further, he has requested to give consent for making payment of part @ 15% of the cost of project.

2. Board is intimated that the project for provision of sewage treatment plants along with sewer lines have been considered by the Board in Smart Cantt projects schemes. The project is decided to be taken up in phases. The DPR for the scheme under phase-I for sewer lines in parts of ward no 4,5 &6 along with STP has already been prepared and submitted for sanction under creation of capital assets head vide letter no. 164/E-5/412 dated 15.09.2014 to PDDE CC for sanction of competent authority. The PDDE, CC has scrutinized the proposal and further forwarded to DG DE, CC vide letter no. 43376/MRT/(2)/2014-15/LC5 dated 29.11.2014. Sanction/ grant is awaited for further action. Phase-II & phase-III shall be taken up after sanction of phase-I.

468. Resolution : The Board considered and observed that the Project Manager, Jal Nigam has not given any details of project that gives information as to how the project in Cantt has been planned and on what basis/statistics. There is no drawing/design/capacity for Cantt or any other information given to Board while seeking fund allocation. The Board also observed that it has already forwarded a proposal for sanction to the Central Govt. which is under active consideration. For want of any detailed information and in view of the Board’s proposal already under active consideration at higher levels, the Board resolved to reject the proposal. The CEO shall intimate the authorities concerned about this.

The previous contract was awarded by the Board to M/s Shiv Dhyan Associate through Shri Pinkal Kumar @ 10,70,000/- per year for the year 2015-16 which has expired on 31.3.2016.

Board is informed that the Rickshaw/thela registration fee is collected together by the Nagar Nigam Meerut & Cantonment Board Meerut from Richkshaw/Thelas which are recognized in both Departments. The Nagar Nigam has already started the said collection

during the year 2016-17 on 01.04.2016 and lot of Ricksha/thela have been registered by the Nagar Nigam who are playing in both Nagar Nigam area and Meerut Cantonment area but no Rickshaw/thela has been registered by the Cantonment Board during the year 2016-17 and only 03 months are left during the said financial year 2016-17.

Under the Bye-laws invogue the Board is collecting Rickshaw/thela registration fee & Rickshaw Puller license fee is every financial year. The financial year 2016-17 will end on 31.3.2017 and no revenue has been received on account of Rickshaw/thela registration fee & Rickshaw Puller license fee during the year 2016-17 so far which has caused there is financial loss to the Cantonment Board Meerut. Which is a serious matter.

469. Resolution : CEO informed the Board that due to rejection of earlier bids, subsequent auctions were carried out by office but finally no bid was received and in this duration, the Board has suffered loss of revenue to the time of Rs. 8,95,000/- as there is no revenue collected under this category. He advised the Board that while rejecting a bid, the members and the Board should consider all aspects and keeping financial interest of Board, take a decision. He also stated that reasons for loss shall be required to be explained to the higher authorities as there would be shortfall of revenue collection in this area against budgetary targets.

The Board noted this and resolved that e-tenders be invited for transfer of the collection rights of Rickshaw/thela registration fee and Rickshaw puller licence fee for the year 2017-18.

Board is informed that said auction was conducted on 06.10.2016 at 1400 hours in the office of Cantonment Board Meerut for allotting aforesaid said rights for a period of one year after wide publicity in daily newspapers named Danik Hindustan on 25.09.2016. Only 02 bidders submitted their documents but they had not deposited earnest money worth Rs. 1,00,000/- nor did they participate in the auction proceedings.

The office again conducted the said auction on 29.11.2016 at 1400 in the office of Cantonment Board Meerut for after wide publicity in daily newspapers namely Dainik Hindustan & Meerut Samachar on 11.11.2016. 05 bidders participated in the auction proceedings after submission of necessary documents and earnest money. The highest bid of Rs. 58,64,000/- per annum has been offered by Shri Sripal Singh S/o Late Shri Pitam Singh in R/o 711, Gali No. 3, New Sanik Colony, Meerut for period of one year. As per terms and conditions of auction, the highest bidder has deposited Rs.14,66,000/- as 25% of bid amount in advance through RTGS.

Before starting of auction proceedings, the participant bidders had stated that maximum daily/weekly tehbazari fee are recovered from Lal Kurti Painth and if

Board removs the said Painth in his contract period, he must get rebate/compensation in contractual amount. The CEO has ensured to all participant bidders that in case, the office is required to remove the said painth area in contract period, the matter of rebate/compensation in contractual amount will be placed before and considered by the Board.

Previously, highest bid of Rs. 46,60,000/- per annum was offered by Shri Vipin Tyagi S/o Shri Shiv Raj in R/o 265, Som Dutt Vihar, Meerut for period of one year which was approved by the Board. The said contract will expired on 31.12.2016.

Board is informed that in last year during several encroachment removal drives several road side vendors/thelas had already been removed. Therefore, those many vendors have moved away from Meerut cantonment to Nagar Nigam area.



470. Resolution : The CEO informed the Board that the auction has been conducted on revised rates of Tehbazaari and against last year approved contract of Rs. 46,60,000/-, Board has received bid of Rs. 58,64,000/- this year. Shri Anil Jain, Elected Member stated that the bid is less and compared with the increase in rates of Tehbazaari fee, Board has approved recently, the bid should fetch more than 1 crore atleast. Shri Vipin Sodhi, Elected Member suggested that bids be invited through e-tenders. After detailed discussion on this, the Board rejected the highest bid received in this auction and resolved that e-tenders be called for fresh bids.

471. AUCTION FOR TRANSFER OF RIGHTS TO DISPLAY ADVERTISEMENTS ON NEW DEVELOPED FOUNTAIN AND SOLAR LIGHT POLES AT ABU LANE & MAINTENANCE OF FOUNTAIN, SOLAR LIGHTS & PLANTS AT DIVIDER ABU LANE, PAINTING/WHIT WASHING OF DIVIDER.

To consider highest bid Rs.1,72,000/- per annum offered by M/s M G Prachar Pvt. Ltd Hapur, for rights to display advertisement on newly developed fountain and solar light poles at Abu Lane & maintenance of fountain, Solar lights & plants at divider at Abu Lane, painting/whit washing of divider for a period of 03 years subject to enhancement by 5% every year on contractual bid amount.

Board is informed that the subject auction was conducted on 29.11.2016 at 1300 in the office of Cantonment Board Meerut for a period of 03 years after wide publicity in daily newspapers namely Dainik Hindustan and Meerut Samachar on 11.11.2016. 02 bidders have participated in the auction proceedings. The highest bid of Rs. 1,72,000/- per annum has been offered by M/s M G Prachar Pvt. Ltd for period of 03 years subject to enhancement by 5% every year on contractual amount. As per terms and conditions of auction the highest bidder has deposited Rs. 43,000/- as 25% of Bid amount and Rs. 20,000/- as earnest money in advance.

Previously, the said auction was conducted on 03.11.2015 for a period of 01 year after wide publicity in daily newspaper. 03 bidders had participated in the auction proceedings . The highest bid of Rs. 16,000/- per month has offered by Shri Budh Prakash S/o Shri Mangal Singh in R/o 464, Mangal Puri, Kankar Khera, Meerut for period of one year . The Board vide CBR No. 91 dated 05.11.2015 had approved highest bid of Rs. 1,92,000/- per annum which has offered by Shri Budh Prakash but highest bidder did has not deposit contractual amount and left the contract.



471. Resolution : Considered and resolved that the highest bid of Rs. 1,72,000/- per annum offered by M/s M.G. Prachar Pvt. To consider highest bid of Rs. 7,00,000/- per annum offered by Shri Rajesh Goel S/o Shri Tara Chand Goel for rights of collection of parking charges from parking place at Gandhi Bagh for a period of one year.

The highest bid of Rs. 7,00,000/- per annum offered by Shri Rajesh Goel S/o Shri Tara Chand Goel, 334/A, Chandalok, Bagpat Road, Meerut. As per terms & conditions of auction the highest bidder has deposited Rs. 50000/- as earnest money and Rs. 175000/- as 25% of bid amount in advance.

Previously , the said auction was conducted on 12.04.2016 and Board had received highest bid of Rs. 12,25,000/- per annum from Shri Dinesh Kumar Sharma S/o Shri Pramatma Saran for a period of one year which was approved by the Board vide CBR No. 229 dated 10.06.2016. The highest bidder had deposited Rs. 50,000/- as earnest money and Rs. 3,08,250/- as 25% of bid amount at the time of auction. The office vide letter No. R/108/Gandhi Bagh Parking/ dated 30.6.2016 issued letter of authorization for collection of parking charges for a period of one year w.e.f. 01.07.2016 to 30.06.2017 and depositing of Rs. 256,250/- (balance amount of security money) and Rs. 6125/- as TCS total Rs. 2,62,375/- but the highest bidder had not deposited the aforesaid amount. The office vide letter No. 108/R/Parking/1094 dated 08.08.2016 had again informed the bidder to deposit the aforesaid amount. Meantime, Shri Mohd Firoj vide his letter dated nil informed that the contractor was recovering excess parking charges from general public. The office vide letter No.108/R/Gandhi Bagh Parking/1117 dated 10.08.2016 issued show cause notice to Contractor for excess collection of parking charges from parking place at Gandhi Bagh.The office vide letter No. 108/R/Gandhi Bagh Parking/1313 dated 26.08.2016 again informed to deposit balance security money and TCS but he did not deposit the said amount in Cantt Board Meerut. Due to public complaint and violation and non compliance of terms & conditions of auction, the matter for termination of contract and forfeiture of all amount deposited by the contractor in advance were placed before the PCB vide ID No. 372 dated 09.09.2016. The PCB vide order dated 06.10.2016 had directed CEO to ensure that collection of parking fees is done under aegis of Board staff/employees till conclusion of fresh contract.

As per direction of PCB, the office had taken over the possession of said parking place on 04.11.2016 and recovery of parking charges was started through Cantt Board Staff. The fresh auction was conducted on 28.12.2016 and Board has received highest bid of Rs. 7,00,000/- per annum from Shri Rajesh Goel for a period of one year.

The office staff is collecting parking charges from parking place at Gandhi Bagh since 4.11.2016. and have collected Rs. 1,03,910/- up to 03.01.2017, which comes to Rs. 1703.44/- per day.

Board is informed that auction of transfer of collection rights of Gandh Bagh Entry fee was conducted on 28.12.2016 at 1330 hours in the office of Cantonment Board Meerut for a period of one year after wide publicity in daily newspapers named Hindustan & Kesar Khusboo on 15.12.2016. 08 bidders have participated in the auction proceedings. The highest bid of Rs. 8,00,000/- per annum offered by Shri Sohan Pal Singh S/o Shri Jai Pal Singh ,17 Shanti Kunj, Rohta Road, Meerut. As per terms & conditions of auction the highest bidder has deposited Rs. 50000/- as earnest money and Rs. 2,00,000/- as 25% of bid amount in advance.

Previously , the said auction was conducted on 12.04.2016 and Board had received highest bid of Rs. 10,01,000/- per annum from Shri Dinesh Kumar Sharma S/o Shri Pramatma Saran for a period of one year which was approved by the Board vide CBR No. 229 dated 10.06.2016. The highest bidder had deposited Rs. 50,000/- as earnest money and Rs. 2,50,250/- as 25% of bid amount at the time of auction. The office vide letter No. R/108/Gandhi Bagh Entry fee/ dated 30.6.2016 has issued letter of authorization for collection of parking charges for a period of one year w.e.f. 01.07.2016 to 30.06.2017 and depositing of Rs. 2,00,250/- (balance amount of security money) and Rs. 5005/- as TCS total Rs. 2,05,255/- but the highest bidder had not deposited the aforesaid amount. The office vide letter No. 108/R/Gandhi Bagh Entry fee/1093 dated 08.08.2016 had again informed to deposit the aforesaid amount. The office vide letter No. 108/R/Gandhi Bagh Entry fee/1312 dated 26.08.2016 again informed to deposit balance security money and TCS but he had not deposited the said amount in Cantt Board Meerut. Due to violation and non compliance of terms & conditions of auction, the matter for termination of contract and forfeiture of all amounts deposited by the contractor in advance was placed before the PCB vide ID No. 371 dated 09.09.2016 which was returned to this office without any remark. Therefore, the matter was again placed before the PCB vide ID No. 380 dated 14.10.2016. Meantime, the contractor left the contract without any intimation on 4.11.2016 but no decision was communicated and file did come back. The office had taken over the possession on 5.11.2016 and started recovery of Gandhi Bagh Entry fee on the same day through Cantt Board staff.

The office has conducted fresh auction on 28.12.2016 and received highest bid of Rs. 8,00,000/- per annum from Shri Sohan Pal Singh for a period of one year.

The office staff is recovering Gandhi Bagh Entry fee since 05.11.2016 and collected Rs 154060/- on a/c of Gandhi Bagh Entry fee up to 03.01.2017, which comes to Rs. 2525.57/- per day.

473 Resolution : CEO informed that there is a subsequent agenda point in this meeting by which enhancement in rate of entry fee has been proposed by him. Hence,

considered and resolved that the highest bid mentioned on the agenda side obtained at old rate of fee be rejected. Fresh tenders be invited through E-tender.

474. AUCTION FOR TRANSFER OF COLLECTION RIGHTS OF PARKING CHARGES FROM PARKING PLACE AT CHAWANI CHAT BAZAR.

To consider highest bid of Rs. 63500/- per annum offered by Shri Rajesh Kumar S/o Shri Roop Kishore for auction of transfer of collection of parking charges from parking place at Chawani Chat Bazar,Meerut Cantt for period of one year.

Board is informed that auction for transfer of collection rights of parking charges from parking place at Chawani Chat Bazar was conducted on 28.12.2016 at 1130 hours in the office of Cantonment Board Meerut for period of one year after wide publicity in daily newspapers named Hindustan & Kesar Khusboo on 15.12.2016. 03 bidders have participated in the auction proceedings. The highest bid of Rs. 63500/- per annum is offered by Shri Rajesh Kumar S/o Shri Roop Kishore, 470/2 Bhagwatpura, Meerut. As per terms & conditions of auction the highest bidder has deposited Rs. 5000/- as earnest money and Rs. 15,875/- as 25% of bid amount in advance.

Previously, the said auction was conducted on 27.08.2015 and Board received highest bid of Rs. 62500/- per annum offered by Shri Rajesh Kumar for a period of one year which was approved by the Board vide CBR No. 59 dated 16.09.2015. Before expiry of contract, the said auction was conducted on 06.10.2016 & 29.11.2016 in the office of Cantonment Board Meerut for a period of one year after wide publicity in daily newspapers but no bidders participated in the auction proceedings and no bid was received.

474. Resolution : Considered and resolved that highest bid of Rs. 63,500/- per annum offered by Shri Rajesh Kumar S/o Shri Roop Kishore for collection of parking charges from parking place at Chat Bazar for a period of 01 year is approved. Necessary agreement be got executed.

475. COLLECTION OF PARKING CHARGES

To consider imposing of parking charges from persons who are using govt. land near own houses and shops on road side and street within Meerut Cantonment for parking of their vehicles.

Office Note

Board is informed that it is seen that several vehicle owners are using govt. land for parking of their vehicles near own houses on road side and street within Meerut Cantonment area without prior permission of Cantonment Board Meerut and not paying any parking charge. The govt. land thus permanently various under occupation of these park vehicles at one or all or some point of time

The Board vide CBR No.432 dated 18.03.2013 had imposed parking charges which are as under:-

1. Car/Jeep - 200/- per month per vehicle2. Matador/Light Motor Vehicle - 400/- per month per vehicle3. Bus/Truck - 1200/- per month per vehicle

The aforesaid parking charges are being collected from approved parking places but are not collected from persons who are parking their vehicles on govt. land other than approved parking places.

In the interest of new resources of revenue generation, the parking charges may be collected from all vehicle owners who are parking their vehicles on govt. land near own houses and shops on road side and streets within the limits of Meerut Cantonment.

The proposed parking charges are as under:-

1. Car/Jeep - Rs. 500/- per month per vehicle 2. Matador/Light Motor Vehicle - Rs. 800/- per month per vehicle3. Bus/Truck - Rs. 2000/- per month per vehichle

The above charges shall not create any right in land for the owner and shall be only parking charges.



475. Resolution : CEO informed that large number of vehicles are parked by their owners on Govt. land which causes several issues of cleanliness, congestion and others. He advised that Board should levy charges, as proposed, from vehicle owners who park their vehicles on Govt. land. Considered and resolved that following land use charges be levied at the rates mentioned against each item from those vehicle owners who park vehicles on Govt. land outside their premises:-

1. Car - Rs. 200/- per month2. Matador/LMV - Rs. 1600/- per month3. Bus/Truck - Rs. 3000/- per month4. Crane - Rs. 5000/- per monthCEO is authorised to work out procedure for registration of vehicles and to issue

stickers/passes to the vehicle owners alongwith exact location of parking and exact vehicle number to avoid any dispute and take legal action against those who don’t pay. The charges shall be effective w.e.f. 01.02.2017.

476. ISSUE OF MONTHLY PASS FOR DAILY VISITORS OF GANDHI BAGH

To consider introducing monthly pass on payment of a fixed monthly fee for daily visitors of Gandhi Bagh who are visiting daily for walking at morning and evening.

Office Note

Board is informed that the Board has incurred a lot of expenditure in development of Gandhi Bagh and given facilities to visitors of Gandhi Bagh but maximum visitors are not paying Gandhi Bagh Entry fee who are coming daily morning and evening for walking. The Board has imposed Gandhi Bagh Entry fee @ Rs. 5/- per person per entry.

In the interest of revenue, Board may issue monthly pass to daily visitors who are visiting daily morning/evening in the Gandhi Bagh Meerut.

The proposed monthly pass amount is Rs. 200/- per month per person which will be issued by the Cantt Board office. It also proposed to allow free entry to senior citizens and child below 05 years. For senior citizens, free passes shall be issued by the office.

The above step shall also regulate entry of persons in the Gandhi Bagh and will also ensure proper safety and security as every visitor will have either a entry ticket or a monthly pass.



476. Resolution : Deferred for scrutiny.

477. IMPOSING OF MONTHLY PASS FEE FOR CHILDREN WHO ARE LEARNING CRICKET ON GANDHI BAGH CRICKET GROUND

To consider imposing of monthly pass fee for children and person who are learning Cricket on Gandhi Bagh Cricket ground.

Office Note

Board is informed that a large number of children are learning Cricket on Gandhi Bagh Cricket Ground without paying any fees which is a loss of revenue.

In the interest of new adding resources of revenue, it is recommended that Board may issue monthly pass to every children for learning Cricket on Gandhi Bagh Cricket Ground on paying of monthly fee subject to submission of ID proof and verification by Garden Supervisor.

The proposed fee is Rs. 100/- per children per month.


Board is requested to consider and decide.

477. Resolution : Considered and resolved that monthly pass may be issued to the persons and children learning cricket at the Gandhi Bagh cricket ground. The proposed monthly fee of Rs. 100/- per month per children is also approved. CEO is authorised to decide the procedure for issuing the passes and also for printing and issue of passes to the concerned and accordingly got them printed and issued under his authority.

478. ENHANCEMENT OF GANDHI BAGH ENTRY FEE

To consider enhancement of Gandhi Bagh Entry fee.

Office Note

Board is informed that owing to implemetion of Seventh Pay Commission report likely in near future and hike in the prices of general product and other product, it has become expedient to revise the prevailing fees chargeable by the Cantt Board in various items to enhance the revenues of Cantonment Board Meerut.

The Board has imposed Gandhi Bagh Entry fee @ Rs. 5/- per person per entry.

Board is informed that Board has recently done development of Gandhi Bagh and given facilities to visitors of Gandhi Bagh by spending a considerable amount.

In the interest of revenues and to sustain and impose the facilities in Gandhi Bagh,

Board may enhance Gandhi Bagh Entry fee.

The proposed Gandhi Bagh Entry fee is @ Rs.10/- per person per entry.



478. Resolution : Considered and resolved that entry fee of Gandhi Bagh be revised from Rs. 5/- to Rs.10/- per person per entry. The revised charges/fee shall be effective from 01.02.2017. Also resolved that no entry fee shall be charged from students who visit Gandhi Bagh on educational/recreational tours by their school authorities.

“All morning & evening warlkers shall not be charged between 5 a.m. to 9 a.m. and 5 p.m. to 7 p.m.”

479. REVENUE GENERATION OF CANTONMENT BOARD ETC.

To note the instructions issued by the DG DE vide letter No. 25/Misc/C/DE/2004 dated 18.11.2016.

Board is informed that the DG DE vide circular mentioned above has advices the Board to find out the internal resources for augmentation of revenue by selecting suitable sites and also the activities to be run in such commercial ventures. On the direction of the DG DE steps are being taken for finding schemes regarding revenue generation for Cantt Board Meerut.

The circular is put up on the table.

Board may note the same.

479. Resolution : Considered and resolved that the instructions of the DG DE dated 18.11.2016 are noted. Necessary exercise to identify sites/land from where revenue can be generated should be carried out and put up to the Board for consideration. The Board also noted the report sent by the CEO to the authorities.

480. ADMINISTRATION OF OATH.

To administer oath of office and secrecy to Col. Bheem Singh Rao on becoming of Member of the Board in accordance with the provisions u/s 17 of Cantonments Act, 2006.

480. Resolution : Dropped, as the resignation of Col. A.K. Vaid, Nominated Member has not been, so far, accepted by authorities.

CEO pointed out that in CBR No. 382 the date of CAC proceeding be read and noted as 22.11.2016 instead of 22.09.2016, which was a typographical error.
