President’s Message
Dear friends and colleagues,
Season’s greetings and I wish you all a
blessed, healthy and prosperous 2015.
Welcome to the 3rd edition of Re-
bound, the Caribbean Basketball Con-
federation (CBC) Digital magazine. This
edition of Rebound captures the high-
lights of our activities for 2014 includ-
ing the CBC Senior Men and Women
Championship held in Tortola, British
Virgin Islands. The photos and results
offers another glimpse and provide
some lasting memories for those of us
fortunate enough to witness those ex-
citing two weeks of basketball.
What a difference a year makes….this
time last year we were honoring our
former President Usie Richards for his
outstanding contribution to basketball
and the CBC in particular. Prophetic, as
several months later, Usie would be
taking leave to become FIBA Americas
President 2014-2019, a post vacated
by our good friend Horacio Muratore
who now heads our International body,
FIBA; on behalf of the CBC family, I
wish both Usie and Horacio continued
good health and best wishes in their
tenure.
Within the CBC, yours truly filled the
vacancy left by Usie as CBC President,
thanks again to my fellow Executive
Members and you, our member Federa-
tions for your confidence and support
as we work to continue the growth and
develop the operations of the CBC.
Amidst the changes in 2014, FIBA has
now revamped its governance model
aimed at interacting directly with its
membership and focus on developing
and strengthening Member National
Federations. FIBA has also revamped
its competitions structure with the
World Cup which starts in 2017. The
CBC has a diverse group of countries
within our region from powerhouses
Puerto Rico, Cuba and Dominican Re-
public to small islands like St. Lucia,
St. Kitts, Dominica for example who
struggle to consistently put a competi-
tive National team together. We also
have small islands like Anguilla and Cu-
racao, who due to a lack of a National
Olympic Committee are unable to join
FIBA as a National Federation and are
therefore unable to compete. These are
complex issues that must be addressed
so that each of our members can par-
ticipate at their required level.
Our focus must synergize with the FI-
BA on strengthening and building ca-
pacity within Member National Federa-
tions but must also include widening
our reach to include those federations
who have not been visible at the re-
gional level to ensure the continued
growth of basketball in the region.
Last July, the senior men and women
championships in Tortola were ex-
tremely exciting, we saw a talented
Bahamian team defeat a strong and
experienced Cuban team to win the
Men’s championships, and a competi-
tive and focused Jamaica women’s
team led by dynamic Coach Simone
Edwards win over the highly favored
Dominican Republic. It was truly an
exciting and competitive games. In
2015, we will return to the British Vir-
gin Islands for the senior Champion-
ships thanks to the BVI Basketball Fed-
eration and the LOC Play2win Sports
Ltd. headed by Dawn Crabbe-Herbert.
We continue to seek a host for our U17
championships as the last junior games
of any kind held by the CBC were in
Antigua in 2008. It is important that
we give our youth the opportunity to
compete from an early age to hone
their talent. Too many of our talented
athletes have missed this opportunity,
it is my hope that going forward we
can ensure that our youth have the op-
portunity to compete with their peers.
This coming year is already scheduled
to be another exciting year of pro-
grammes and change, we encourage
you to take advantage of all opportuni-
ties to raise the profile of the sport and
to develop your National Federation.
Thanks to our hard working Secretary
General, Sabrina Mitchell; Vice Presi-
dent-Marketing & Finance, Patrick
Haynes who continue to innovate and
increase the visibility of the CBC; Vice
President-Programme Development,
Marland Nattie and Board Member Vic-
tor “Voot” O’Garro who continue to
work alongside FIBA Americas develop-
ing programmes to build coaching ca-
pacity within our region; Vice President
-Technical Operations, Freddie Browne
who brings tremendous experience in
officiating, and Board member Guy
Malone who has extended tremendous
support and advice.
Thanks also to our former President,
Usie Richards who lead this Federation
astutely over the past ten years and
finally thanks to all Member Federa-
tions for your unwavering support,
commitment and participation in our
activities.

CBC’s top job in safe hands
Rebound: Mr. Clarke, you have just
been elected to the head of Carib-
bean basketball’s governing body.
When did you first get involved
with CBC and FIBA?
Clarke: I got involved officially in
both CBC and FIBA at the same
time. It was on the occasion of the
1991 CBC championships in King-
ston, Jamaica. Prior to the champi-
onships there was a FIBA certifica-
tion clinic conducted by Allan Rae,
a FIBA Instructor at the time. I got
my certification at that Clinic. Alt-
hough I refereed at that Champion-
ship, my first official FIBA champi-
onships were at the CAC Games in
Ponce, Puerto Rico in November
1993.
I attended my first FIBA Americas
(COPABA) meeting in San Juan,
Puerto Rico somewhere around
1995, I believe. At the time, I was
the only representative from the
CBC attending.
Rebound: What do you think you
can bring to CBC and Caribbean
basketball?
Clarke: I believe that I bring to the
CBC and Caribbean basketball the
same passion and a determination
for regional improvement that I
brought to the post of VP, Tech-
nical. I bring my financial and ad-
ministrative experience and skills,
both from a managerial perspective
and over 30 years of administering
Sports both at the local and region-
al level (16 of these years as CBC
Vice President, Technical which I
believe in itself give me valuable
insight and understanding of the
inner workings of CBC and our rela-
tionship with FIBA Americas).
As you may know, I am also Gen-
eral Manager of the National Olym-
pic Committee of Barbados, I also
bring this Olympic experience and
which I am positive can assist in
bringing some benefits to NFs re-
gionally with regards to sourcing
financing for various projects. The
inner workings of the Olympic
Movement and working with NFs
brings a wealth of experiences to
draw on for various issues inherent
in sports administration.
Rebound: How will you operate as
CBC President?
Clarke: I plan to operate the same
way as I do in
my personal
and business
life, with in-
tegrity, trans-
parency and
being team
focused. My
predecessor
operated the
same way
and I believe
that our Exec-
utive appreci-
ated and sup-
ported him
due to those attributes. I don`t
think we are much different in the
way we operate.
There continues to be a lot to be
done within our region and with the
recent changes at the World level, I
think it’s important for us to remain
focused and assist our affiliates
where possible.
It is also important that we reach
out to NFs who have not been ac-
tive within the CBC and bring them
into the fold, some may not be able
to compete at the regional champi-
onships but there are still opportuni-
ties that they and the sport may
benefit from through involvement
with the CBC.
Rebound: Can you explain its im-
portance of the CBC Executive
Committee and the role it plays?
Clarke: The CBC Executive Commit-
tee plays an important role in ensur-
ing primarily that competitions with-
in the region are held in keeping
with the mandate of FIBA Americas
and ultimately FIBA world to ensure
that the CBC region is represented
at championships. It also ensures
that there are adequate opportuni-
ties for referees, instructors, com-
missioners and coaches to develop
for the benefit of competition and
the development of basketball in
the region.
I believe that the CBC Executive
Committee can play a more integral
role as I mentioned earlier by assist-
ing lesser developed NFs in the re-
gions, identifying their strengths
and weaknesses and bringing or
recommending programmes or lend-
ing expertise to effect change.

Rebound: Can you tell us a bit
about your predecessor?
Clarke: Usie Richards is an astute
and remarkable leader who has
brought respectability and recogni-
tion to the CBC brand. But at this
time I should also mention that we
have a remarkable team of profes-
sionals on our Executive Board who
have all worked in their individual
capacity to effect change.
I`m sure that Usie will continue to
grow in his new role as FIBA Ameri-
cas President as those around him
recognise his intellect and the tre-
mendous communication and other
range of skills that he possesses.
In some ways we share the same
ideals about the development of the
sport in the region.
Rebound: Can you tell us about
some of the other key figures who
have shaped today’s game in the
Caribbean?
Clarke: I believe that we had some
key persons who came along at a
time that the CBC needed their
brand of expertise and/or skills. The
CBC first President Gilmore Stuart
was such a person, former Secre-
tary General, Joseph Toney who
developed the first CBC`s true Sec-
retariat. Former Treasurer, George
McAlpin who managed our finances
through a turbulent period. Gay
Griffith, President prior to Usie who
I worked with at great lengths to
keep the CBC flag flying and who
helped the CBC to make some
strides in the region by reaching out
to NFs.
There was also Dr. Larry Davis of
the Bahamas who kept the CBC
name as he moved through the
Olympic circles.
Rebound: You are following in the
footsteps of some incredible men.
How will you go about upholding
what has been inherited from them
and working towards the continued
success of the game?
Clarke: First, I can only build on
their legacies with the assistance
and involvement of all involved, my
Executive Board and the NFs. Like I
said before I have an incredible
team who I`m sure will continue to
work towards building the CBC
Brand. We have also built some key
relationships with the personnel at
FIBA Americas, our former Presi-
dent Usie, former FIBA Americas
President, Horacia Muratore and of
course Secretary General Alberto
Garcia, who I’m sure that we will
continue to lean on for advice and
guidance when necessary.
While I plan to continue to build on
the successes of those who preced-
ed me, I do not believe in trying to
fill their shoes. We all have our indi-
vidual ways of leading and to chart
our own paths sometimes different-
ly, I`m sure that my various skills
will continue to evolve and develop
hopefully to the benefit of the CBC.
Someone mentioned recently that I
may lack Usie`s political acumen,
while that may be true, my ability
to communicate and work towards
a desired goal has not failed me to
date. Like my NOC president al-
ways say, Dialogue is better than
Monologue.

Rebound: Can you outline the pro-
gress and key developments in your
federation in the past four years?
Matthew: Progress has been slow
over the past four years where bas-
ketball development is concerned.
The financial crisis has exacerbated
the difficulty ABBA has been having
seeking corporate support, and as a
result of this, it has been a chal-
lenge to implement some of the
necessary programs. On a positive
note though, ABBA has made a
concerted effort to reach out to the
diaspora to identify players who
may be eligible to represent the
country, and this has been an over-
whelming success. ABBA has also
taken steps to reform the national
league, and January 2015 will be
the start of what is expected to be
the most competitive league in
many years. Additionally, we have
just launched an extremely aggres-
sive social media campaign and out
website antiguabasketball.com.
Rebound: What are the main barri-
ers to progress currently facing
your federation?
Matthew: A small talent pool and
inadequate financing are always
major problems in small societies.
Small countries with small popula-
tions also generally have small
economies and are a small market.
The leads to a situation when every
association seeking financial sup-
port from corporate entities ap-
proach the same small group of po-
tential partners. Additionally, with a
population of less than 100,000
persons, our ability to build a com-
petitive national team is restricted.
To mitigate this problem, overseas-
based players must be identified
and as expected, this comes at a
cost.
Another chal-
lenge with having
a small pool of
talent is the diffi-
culty in identify-
ing enough fe-
males to have a
competitive fe-
male league on a
regular basis.
Girls who are in-
terested in sports
often gravitate to the more
“graceful” sports like netball and
volleyball, and those who DO de-
cide to give basketball a try often
lose interest in the game due to it’s
physical, full-contact nature. We
therefore often do not have enough
females for a proper league.
Rebound: What steps are you tak-
ing to overcome these challenges?
Matthew: The first thing that the
current Executive of ABBA did was
to prepare a 4 year plan of action
for ABBA prioritizing areas that we
considered critical to the develop-
ment of the sport, there are:
1. Financial stability
2. Female Development
3. Youth Development
To overcome the challenges above
ABBA has often found itself in a
position of having to approach the
Government of Antigua and Barbu-
da and the National Olympic Com-
mittee for financial support. Addi-
tionally, we have recognized that
with the small market in Antigua
and Barbuda, we need to look
abroad for financial partnerships,
and consequently, we are currently
in discussions with several Multina-
tional companies who we believe
will be interested in partnering with
a dynamic sporting organization in
Antigua.
As it relates to the limited talent
pool domicile on the island, we
have put mechanisms in place to
address this. These include:
1. Establish a program with the An-
tigua and Barbuda consulates
abroad to identify Antiguans (male
and female) who play basketball
and are eligible to represent the
country.
2. Establish a youth league in col-
laboration with the schools basket-
ball program in the Ministry of
Sports, to ensure that there are
multiple opportunities for young
boys and girls to learn the game
properly and for them to have an
opportunity to play with and
against their peers.
3. Establish a female league using
the FIBA 3-on-3 rules as an oppor-
tunity to attract more females to
the game.
Rebound: What can other federa-
tions learn from your experience?
Matthew: I believe that other asso-
ciation have similar problems, the
solution….proper planning and un-
mitigated perseverance.

Rebound: What is your federation
hoping to achieve at the CBC
Championships?
Matthew: The CBC Championships
provide an opportunity for us to
prove that we have the ability to
compete with, and beat, almost any
team in the CBC as was evident at
CBC 2014. During our preparation
we set a target of a top-3 finish,
and were 30 seconds away from
reaching that target. Unfortunately,
as is often the case in sports, we
were left to rue the “one that got
away”. We still believe that the pro-
gram we have put in place is suffi-
cient for us to achieve the goal of a
top-3 finish at CBC 2015 and quali-
fy for Centro Basket, anything less
would be considered a disappoint-
ment.
Rebound: What actions taken by
the FIBA World Congress could
most help your federation?
Matthew: At this stage, we are
hoping that with the changes made
to the structure of FIBA and the
shift in the timing of the FIBA
World Cup FIBA would be able to
attract more corporate support, and
that this support would trickle
down to the National Federations. If
basketball is to develop in these
small countries, FIBA MUST sup-
port these countries financially.
Rebound: How do you see basket-
ball developing in your country over
the next four years?
Matthew: The next four years are
guaranteed to be the most exciting
in recent memory. We believe that
with the implementation of the
Youth League, the Female League
using the 3-on-3 format, the re-
structured Men’s National League
and the new push being made in 3-
on-3 basketball, the sky is the limit.
We have structured our strategic
plan in such a way that the fans
will find basketball attractive again.
The interest has already started to
grow with us hosting the first FIBA-
endorsed 3-on-3 tournament over
the summer, and we intend to make
3-on-3 a key area that we will use
to grow the game in Antigua and
Barbuda.
We have also commenced discus-
sions with the Government of Anti-
gua and Barbuda regarding the con-
struction of an indoor facility.
Rebound: Where do you see world
basketball in four years’ time?
Matthew: World basketball in 2018
will be dominated by 3-on-3….of
this, I have no doubt. This version
of the sport is what will make bas-
ketball rival football as the most
popular game on the planet, and
those countries who embrace it and
become the early adaptors are the
one that will benefit from this popu-
larity. I believe that the CBC region
should, within one year, seek to
hold a CBC Championships in the 3-
on-3 format, not to replace the reg-
ular 5-on-5, but to compliment it,
and to foster greater participation
and competitiveness. In fact, if the
CBC were to consider this, Antigua
and Barbuda would love to be the
inaugural hosts of this tournament.

Rebound: Can you outline the pro-

Todd: Federation unity. Getting the
women back into the federation as
opposed to being a separate entity.
Our youth program has also grown.
Rebound: What are the main barri-
ers to progress currently facing
your federation?
Todd: Small population and isola-
tion. As a small island, we do not
benefit from players relocating to
other countries and playing basket-
ball at a higher level. Also with a
small population we must compete
with other sports for athletes and
participation. We must pay high air-
fare to travel to all competitions.
Also we need to offer a better bas-
ketball product to stop our better
players from opting to play for the
UK, thus making them ineligible to
play for us in FIBA sanctioned
events.
Rebound: What steps are you tak-
ing to overcome these challenges?
Todd: We are developing our youth
and sending them to top class
camps locally and abroad. We offer
bursaries to help youth players to
attend academies and university in
the US and Canada. We are devel-
oping a strategic plan for the next 5
-10 years which includes applying
for funding from local foundations,
overseas organizations and
Olympic Solidarity.
Rebound: What can other
federations learn from your
experience?
Todd: Hopefully other fed-
erations have the ability to
put together a realistic and
attainable strategic plan.
Hopefully other federations
can assist athletes in fur-
thering there studies, which
in the end should result in
better overall citizens that play bas-
ketball for their respective federa-
tion.
Rebound: What is your federation
hoping to achieve at the CBC
Championships?
Todd: We would like to advance to
Centro (meaning that we finish in
the top 3) in the next 2-5 CBC
Championships and then of course
develop to eventually go onto the
World Championships someday. In
the short term we would like to
qualify for the Commonwealth
Games in 2018
Rebound: What actions taken by
the FIBA World Congress could
most help your federation?
Todd: The introduction of 3x3
could be used a development tool
to learn fundamentals.
Rebound: How do you see basket-
ball developing in your country over
the next four years?
Todd: We would like to see our
women participate in CBC and pro-
gress to the Centro Basketball over
the next 10 years. We would also
like to participate in CBC U16 tour-
naments when they are again of-
fered.
Rebound: Where do you see world
basketball in four years’ time?
Todd: Slowly but gradually closing
in on football as being the most
popular and televised sport in the
world. Hopefully 3x3 will become
an Olympic event similar to beach
volleyball.

Rebound: Mr. Richards, as your tenure
as the CBC President ends, what are
the main things you take out of it per-
sonally?
Richards: I want to personally express
my gratitude to the persons that served
with me on the CBC Executive Com-
mittee for their support in providing the
necessary services and promotion of
our Member National Federations.
Rebound: What accomplishments as
the CBC President stand out the most
for you?
Richards: The most important aspect
for me is the ability to bring some
sense of professionalism, timelines and
fairness to the conduct of the business
of the CBC.
Rebound: Looking to the future, what
do you see as important things for CBC
to stay true to?
Richards: The CBC must maintain a
transparent process in its conduct of
the business and the process of creat-
ing a competition system that will en-
courage and allow for the participation
of all 23 Member National Federations.
Rebound: What are CBC's best attrib-
utes for the years ahead?
Richards: The best attributes for the
CBC is the improved quality of teams
and National Federations that partici-
pate and represent the CBC in Zone
competitions. This is a success that
must be built upon by improving the
opportunity to develop players, coach-
es and administrators within the region.
Rebound: Are there any goals that you
set out to accomplish in your tenure
which you regret not being able to see
come to fruition?
Richards: Fortunately, I'm quite com-
fortable with the goals and direction I
was fortunate to be a part of in the
CBC. It is my opinion that a foundation
has been laid and can be built upon to
further the development of our sport.
Rebound: What do you see as the key
for CBC’s continued growth and suc-
cess?
Richards: In short the conduct of train-
ing and development programs for all
parties involved in the sport.
Rebound: You have had an illustrious
career as a sports administrator. Where
does being the CBC President rank?
Richards: Having the opportunity to
serve as the President of the CBC was
an opportunity granted to me to
demonstrate not only my abilities, but
more important my commitment to a
sport that I truly love.
Rebound: You will still be involved with
Caribbean Basketball, in particular as
the new FIBA Americas President. Can
you tell us a bit more about your role
there?
Richards: As the President of FIBA
Americas, all Zone Presidents now
have the audacious task of ensuring
that the policies and goals set forth at
the World level are executed within our
Zones. The recent Governance chang-
es, along with the new Competition
System are major priorities for imple-
mentation. Great focus will also be
placed on the improvement and upgrad-
ing of the administration of our Mem-
ber National Federations assigned to
our Zone. I'm motivated to ensuring
the improved management of our small
National Federations and determining
how best FIBA can assist in the growth
of these Federations.
Rebound: Can you give us your impres-
sions of the new CBC President Mr.
Glyne Clarke?
Richards: Mr. Clarke has a vast amount
of experience in the sporting world and
specifically the sport of basketball. His
greatest task will be to corral these
experiences, with the talents of the
CBC Executive, to further develop the
administration of the sport throughout
the CBC.
Rebound: Is there anything else you
would like to add?
Richards: I want to wish a Prosperous
New Year to the CBC Family and
strongly urge all to renew their commit-
ments to further serve our well de-
served members.

Dear Friends,
More than 80 countries around the world wit-
nessed the 2014 CBC Championships for Sen-
ior Men and Women our flagship regional
event. This exposure enabled us to write a
new page in the history of our sport.
Special thanks to the National Teams of Anti-
gua and Barbuda, Bahamas, Barbados, Cuba,
Dominican Republic, Guyana, Jamaica, St.
Vincent and the Grenadines, Trinidad and To-
bago, the Virgin Islands and the host the Brit-
ish Virgin Islands for competing and leaving
everything on the court to get one of three
berths to the 2014 Centrobasket Champion-
ships.
It is important to highlight the work and effort
of the National Federations that have been re-
sponsible for preparing each of these teams to
represent their countries at the highest level,
with a roadmap of high professionalism.
I would also like to thank the BVI Basketball
Federation and President, Mr. Guy Lester
Malone, also the LOC's Managing Director/
Event Producer, Mrs. Dawn Crabbe-Herbert of
P2W Sports Limited (BVI) who has decided to
take the lead in Caribbean Basketball. BVI has
demonstrated the ability of their country to
organize championships at the highest level.
To all players and coaching staff who have
once again demonstrated their commitment to
their national colors, we say thank you on be-
half of all basketball lovers, for giving us the
opportunity to enjoy this sport on such a high
level.
Finally, to the Government of the British Vir-
gin Islands, its Premier the Honourable Dr. O.
Orlando Smith and the Minister of Education
and Culture, the Honourable Mr. Myron V.
Walwyn, we thank you for all the support,
dedication and commitment. The Caribbean
Basketball Confederation has once again put
its trust in the British Virgin Islands and you
have delivered with great achievement and
have proved that the British Virgin Islands is
most worthy of this important appointment.
