There is no one quite like Craig Morgan, whose re-sume is one of the most varied and impressive on earth—soldier, sheriff’s deputy, EMT, adventurer, TV host, motocross racer, outdoorsman, farmer, family man. Craig and his wife of 25 years, Karen, live with their four children just outside Dickson, Tennessee. He is in-volved in many of the area’s charitable causes, and he keeps current with his emergency preparedness skills through activities like in-service training with the sher-iff’s department.

Born and raised in San Pedro Sula, Honduras, the 17th of 18 children, Carlos Mencia came to the United States when he was only three months old. Like so many performers be-fore him, Mencia honed his craft do-ing standup com-edy during amateur night at the Laugh Factory. He later became a nightly regular at the Comedy Store, which led to appearances on television shows like In Living Color, The Arsenio Hall Show, Moesha, and An Evening at the Improv.

His success solidified in the 1990s, when he hosted the HBO comedy series Loco Slam in 1994 and Funny is Funny! on Galavision in 1998. His 2000 comedy album, “Take a Joke, America,” won him additional accolades.

Mencia enjoyed further success headlining the 2002 Three Amigos tour with Freddy Soto and Pablo Francisco. In 2005, he debuted Mind of Men-cia on Comedy Central, which became one of the strongest shows in the network’s history, averaging about 1.5 million total viewers. He has also been a regular on the holiday season USO Tours to the Persian Gulf.

Government, Gambling, and You

A lot of people went to a lot of trouble just so you could stuff paper money inside a slot machine.

If I may ask, did you ever thank them? Probably not.

Did you ever cuss them? Prob-ably.

You may have cussed the slot ma-chine, but hardly ever the fellows who made the machine, sold the machine, those who installed the machine, or the folks at the casino who watch over the machine.

It all began in 1988, when the U.S. Congress accomplished some-thing no other body before them had envisioned: They established rules and regulations for gambling on Native American lands. Called the Indian Gaming Regulatory Act (IGRA), it set the standards for le-gal Gambling within Native Ameri-can reservations across our fruited plains.

And it’s not all one sided: state governments have their responsi-bilities as well. These include con-tracting with each tribe the rights to build and operate a casino, and establishing rules governing mini-mum payback percentage on slot play, the minimum age guests must be to enter a casino and to gamble, and where and when a casino can serve alcoholic beverages.

Obviously, one wonders, what was in it for the state? Well, the state wanted a piece of the action, of course. To this end, the Feds outlined two classes of gambling: Class 2 and Class 3. This is part of the law that amuses. Class 2 gaming on the “Rez” was, and is, tax-free. But Class 3 gaming establishments have to pay.

All this being said (or written), New Mexico was considered a state with a substantial Native American representation (19 pueblos, two Apache tribes, and the Navajo Na-tion) that could and would prosper with legal gaming.

After IGRA passed into law, Na-tive leaders across America sprung

into action, securing loans or other-wise raising funds to build casinos, tourist centers, hotels, and arenas. It all seemed so easy. But one thing many of these leaders overlooked—or downright forgot about—was that they had to finalize their deals with the state.

Here, in the Land of Sunshine and Deception, Native leaders, along with the heads of veteran and frater-nal clubs, petitioned three different governors four different times. And struck out every time. One governor twice promised to help the cause, but took a powder when the chime for action rang his office door.

It took almost a decade for New Mexico to open its doors to legal gambling. And, despite claims to the contrary, it has been an effective economic boon for all of us. Over 20,000 New Mexicans work full-time at our state’s casinos and their adjacent operations, including ho-tel/resorts, restaurants, travel cen-ters, spas, and golf courses. It’s well known that gambling is integral to our tourism trade, the magnet that, in part, brings visitors to our sunny blue skies.

And the dice keep rolling. The recent 60-day legislative session included cleaning up some contrac-tual odds and ends with a few of the pueblos, which it did, without strife. The casinos got most of what they sought: extra hours of operation, and opportunities to comp meals, adult beverages, and slot play.

Figure that, in New Mexico, the average payback percentage on slot play is right around 93–94 per-cent—and that’s good enough for me. What about you? You in?

The New Mexico legislature approved a new 22-year gambling compact on Thursday, March 19, which allows up to four more casinos in the future, increased revenue sharing, longer operating hours and other benefits for gamblers.

The compact is with five New Mexi-co tribes, including the Navajo Nation, Jicarilla Apache Nation, Mescalero Apache Nation, Acoma Pueblo, and Jemez Pueblo. The first four tribes cur-

rently have casinos in New Mexico, and the compact eventually allows the Je-mez Pueblo to open a casino. Terms of the compact include the ability for the Navajo Nation to build another casino as early as 2021. More tribes could also sign onto the agreement.

The Albuquerque Journal also re-ported that the state would benefit from the pact via a revenue-sharing provision that is expected to generate an addition-al $10 million in the coming year.

Live poker is still very much the rage at casinos na-tionwide, fueled by regional tournaments and touring or-g a n i z a -tions. The g a m e s can pres-ent a dif-ficult sce-nario for beginners b e c a u s e the tables are often filled with skilled, experienced players. The stakes can be high.

Almost every casino has a live poker room. Many lo-cals-oriented properties have low-stakes games and an en-vironment that is friendly for novices who wish to cut their teeth with actual play. Even so, veterans will caution: “There are poker sharps who will skin you alive.”

Live poker is different from traditional casino ta-ble games, where you play against the house. In live poker you play against the people at your table. The house merely provides a dealer and takes a percentage (rake) from each pot. And playing cards with strangers can be especially intimidat-ing for beginners.

In addition to being a game of skill, live poker can also be a game of cunning, decep-tion, and psychological war-fare. There is more to win-ning than just getting the best hand. In fact, large pots are often won with poor hands. Games are won and lost with the manipulative wagering guile that experienced play-ers utilize.

Live poker isn’t rocket science, mind you. Anyone who has engaged in home poker games with family and friends is already fairly well

equipped to tackle the casino version. But there is still a lot to be learned. And the only way to learn is to sit down

and play the game.

The most popular ca-sino poker games are 7 Card Stud, Texas Hold ’em, 7 Stud Hi/Lo-8 or Better, and Omaha Hi/

Lo-8 or Better. Of these games, the easiest to learn and the easiest to play is Tex-as Hold ’em. In a basic Texas Hold ’em game, each player is dealt two cards face down. After a round of betting, the dealer flips over three com-munity cards. After another round of betting, a fourth community card is revealed. After another betting round, a fifth and final community card is dealt. Players make the best five-card poker hand from their own two cards and the five community cards.

Bettors can derive a great deal of information from the community cards. For ex-ample, any pair on the table means that some player is likely to be holding three-of-a-kind. Suited cards mean someone is likely holding a flush. You also have to be on the lookout for possible straights. This information plays a vital role in a player’s decision to fold or stay in the game.

While it might seem intimi-dating at first, it’s worth your while to give poker a try. You can stretch your bankroll at a low-stakes game, plus there’s the added bonus of reaping the rewards, improv-ing your game, and devel-oping into a skilled player.

Live Poker: Challenging But Worth the Effort

As we reported last month, it seems likely that sometime in the near future it will be legal to bet on organized sports in all 50 U.S. states. Currently, only four states allow betting on sports other than regulated horse and dog racing: Nevada, Oregon, Montana, and Delaware, and they were grandfathered in due to a previous history of allowing sports betting.

The greatest hurdle that proponents face is the Professional and Amateur Sports Protection Act (PASPA), which was passed by Congress in 1992 due in part to the Pete Rose illegal bet-ting scandal, to uphold the integrity of professional and amateur sports by banning state-sponsored sports betting. If the law is overturned, the impact will no doubt have important social, eco-nomic, cultural, and political ramifications.

That’s a good thing, says Joe Asher, CEO of William Hill U.S., a U.K.-based Sportsbook. Recently, he told ESPN, who is close-ly following this story, “If there is a legal way for people to bet, they know it’s a fair game and they will get paid when they win.”

And, argue other proponents, legalized betting not only means increased fun for sports fans but also millions of extra dollars in state coffers—already, according to the American Gaming As-sociation, illegal gambling in this country is worth about $140 billion annually. Furthermore, the PASPA law places the United States at a disadvantage, since countries like England and Can-ada allow the betting.

Finally, proponents like Adam Silver, commissioner of the NBA, believe that legalization at a national level will help moni-tor irregular activity and even better maintain the integrity of our sports. Even New Jersey Governor Chris Christie made a push to overturn PASPA in his state. While the measure failed, it seems the vast majority of people there and in the sports world in general are tired of the law’s hypocrisy.

Opponents, however, believe that the societal toll will just be too great. Justin Wolf-ers, economist and professor at the University of Michigan, told ESPN that, “There’s no lobby group to protect the families whose lives would be devastated by Mom or Dad becoming a compulsive gambler.”

Which prompted Charles Barkley, NBA Hall of Famer and noted gambler, to assert, “The notion that if they legalize [sports betting], it’s going to become an epidemic is ridiculous.”

Who knows, maybe this is the year that those in the sporting and political world can become real game-changers. Exactly when, well, we won’t make any wagers on that. But, we will keep you in the loop.

Strong Indicators for Blackjack success One of the things I’m most proud

about having achieved in my many years of blackjack, card behavior, and shuffling research was my discovery of the “indicators” with which I could gain a far greater edge on the game than basic strategy or card counting had allowed.

By indicators, I mean scientific or mathematical measures that portend what the future would likely be. Since I had been university-trained in scien-tific research methods and theoretical math, all these skills came in handy as I did my research.

First, though, came the grueling three-year collection of real casino-

style card data, with real dealers deal-ing, collecting, and shuffling the cards in the exacting handling methods used at the nation’s casinos. No computer simulations would do—I didn’t want pretend blackjack in doing my re-search; I wanted the real thing.

Next came the analysis phase, in which I charted the progress of each player or betting spot. To do this, I intuitively realized that one measure would be to use a unit based upon the betting spot’s wins minus its losses, on a round-by-round basis.

I would later name this unit the Win/Loss Margin Unit, or WLM unit for short. I was pleased to learn that this

proved to be an indicator that reveals much.

Here’s how it works: If the player won the first round, the

WLM unit would be +1. With a win, that number would go up one unit. With a push (tie), the number would stay the same. With a loss, the number would go down one unit. Zero would indicate a neutral situation—wins equaling losses. Negative numbers would identify a losing cycle.

Charting the progress of each betting spot resulted in a Wall Street kind of chart, one of which I’ve shown you, in part, here.

In doing this, I clearly proved that winning and losing cycles are real phenomena. The Old School writers pooh-pooh this idea, but that’s because

they did their research the wrong way, using a computer’s random number generator to produce data (which, by definition, produces random results). Real cards, though, do not play out randomly, as these charts and other studies of mine proved.

This led to my analyzing the win-ning and losing cycles clearly identi-fied in my charts. (Talk about a gruel-ing process!)

In so doing, I discovered something even more earthshaking: the fact that there were repeating patterns, repeat-ing phenomena as I named them, as a result of the standardized shuffling most casinos did.

In other words, many of the same cards were being dealt to the same players from shuffle to shuffle!
