Cash for Work Pilot Initiative – implemented by WHH-RSSD jointly with DOA

• OVERALL OBJECTIVE

Improving male and female access and uptake of quality of improved and adapted varieties during COVID19

• Specific Objectives:

a) To ensure continuing support for the seed farms on early generation seed production ( EGS) production during COVID 19

b) To support the basic needs of landless, returned migrants and female headed households through a cash for work modality.

c) To build capacity in cash for work implementation of respective actors, and draw lessons learned for further upscaling nationwide of pilot initiative.

Implementing agency: WHH – RSSD Project in partnership with DOA

Operationalization: For CfW in seed farms, the project should coordinate with Regional DOA, the respective Township DOA, seed farm managers, engineer and village administrator. DOA will be the coordinator and seed farm manager will be the owner

Duration: 15 months: October 2020-December 2021

Total Budget: USD 950,000

Seedfarms: Tha Yaung Chaung (Pathein), Auk Kwin Gyi, Shwe Laung (2), Maung Mya Research farm and Ta Gon Taing (new). Pilot initiative will build on the existing work already undertaken under RSSD project in 5 seed farms with one new one to be added.

Innovative mobile payment modalities for Cash for Work

To avoid handling physical cash to prevent spread of COVID-19. RSSD shall develop an innovative mobile payment solution. Therefore, RSSD has started its conversation with some mobile payment providers in Myanmar. So far, we have discussed with the two companies. • Digital Money Myanmar Ltd (Wave Money) • Capital Connect Limited

Both Companies are targeting to develop agents' network across Ayeyarwady region. They are ready to develop tailor-made payment services for the RSSD CFW initiates : • Deploy Mobile Wallet APP or OTC payment systems as per

the user convenience. • Training for key stakeholder/project partners • Bulk disbursement to beneficiaries’ mobile (disbursement

schedule as per the project requirements). • Transaction report after every disbursement • Reconciliation report every month end

Beneficiary Selection

• Beneficiaries will be from the nearby villages of respective seed farms.

• Beneficiaries – will primarily from the following vulnerable categories

- Vulnerable HHs

- Casual Laborers

- Migrant Workers

- Landless

• Generally, one person from one household but if the family size is more than 8 people can be two.

RSSD project staff will seek the suggestion from Regional DOA and obtain

necessary information from Village Development Committee (VDC) to get

the village profile information and to involve in beneficiaries selection

process. Village Tract Administrator already made the vulnerable HHs list

for Basic Food Provision by government for Covid-19 response.

Selection Committee for CfW will constitute of Township Manager,

Seedfarm Manager and one representative from RSSD project.
