FARMERS in the urbangrowth zone would have thebulk of their rates bill deferredunder a plan proposed by aCasey councillor.

Cr Geoff Ablett said ratebills of up to $85,000 weredriving Casey’s marketgardeners, beef farmers andhorse trainers off the land.

At last week’s council meet-ing, he proposed that thecouncil charge genuine farm-ers a multiple of the averageresidential rate bill.

If the average rate was$1500, he said, farm rate billsmight be capped at $10,000,with payment of the balance,plus interest, deferred until theland was sold. ‘‘If they have a20-hectare property and soldit for $400,000-$500,000 ahectare to a developer, even ifthey owed the council$300,000 for rates, they’vestill got $7-$8 million tospend.’’

Local Government MinisterJeanette Powell has stated thatcouncils can impose a lower

differential rate on farms out-side the UGB butrising rates inside the UGBwere a result of market forcesand councils should not inter-vene to artificially lower them.

Cr Ablett said he had visitedabout a dozen farms to get aconsensus view on ways tokeep people farming.

‘‘They do want to be in theUGB. Some have sold todevelopers, some want to sellin the future.

‘‘But for farmers it’s a night-mare trying to find $50,000 topay a rates bill.

‘‘It’s in our own interest toallow them to leave at a timeof their own choosing and tokeep them farming as long aspossible.’’

Councillors voted to invest-igate his proposal. Officerswill report back on the averagerate payment across all prop-erties in Casey and how theinterest on outstanding rates iscalculated under the LocalGovernment Act.

Farmers pay the price as land values soar in the growth areas

LONG-time Cranbourne horse trainer RayMcMahon welcomes Cr Geoff Ablett’s proposalto allow farmers inside the urban growthboundary to defer their rates until they sell up.

Mr McMahon faced a $15,000 rates bill afterthe council rezoned his 15-hectare property inThompsons Road, opposite the new MarriottWaters shopping centre, from rural to industrial.

He said that when he approached someone atthe council about the rise, ‘‘he virtually told meto sell up or go and get a loan’’.

Instead, Mr McMahon diversified into cattle totry to raise the money.

‘‘Every year you have to make enough moneyto pay the rates, then you have to try to make a

living. It’s just too hard.’’ He said an elderlyneighbour on a two-hectare block wasstruggling to pay a $5000 rates bill out of herpension.

‘‘She’ll probably have to sell.’’Across the suburb, in Berwick-Clyde Road,

beef farmer Peter White faces an $85,000 ratesbill for his 80-hectare farm, which is included inthe UGB.

With housing estates rapidly approachingfrom the east and west, Mr White’s property isworth between $30 million and $40 million buthe really just wants to keep farming it.

He points out the heritage-listed driveway andthe grand old house.

‘‘We’ve got a beautiful place and we just wantto stay here.’’

Like Cr Ablett, he believes farm rates shouldbe capped at a maximum multiple of the farmrate.

‘‘The average rate is about $1200 and we’repaying about 70 times that.’’

Mr McMahon, who has owned his property formore than 45 years, said most properties wereovervalued.

‘‘The valuations are based on the boom timesand the boom times are gone. Last year adeveloper offered me what the land was worthabout 15 years ago. The prices are back torural values.’’

School crumbles asstate cash dries up

WITH its peeling walls, leaking roofs, crackedfloors and 40-year-old graffitied desks, Cran-bourne Secondary College is no pin-up modernschool for the state government.

Frustration with delays in the school’s modern-isation project boiled over last week when prin-cipal Ken Robinson and assistant principalGeorge Massouris took Opposition LeaderDaniel Andrews and Cranbourne MP JudePerera on a tour of the school.

They pointed out many areas where the1300-student school was in need of urgent main-tenance, including to the boiler that operates thecentral heating system.

Mr Robinson said the school community wasdisappointed that this month’s state budget didnot include funding for the third stage of theschool’s modernisation program.

The first two stages, costing $9.6 million, werecarried out under the former Labor state govern-ment and the Labor Party had committed tofunding the third stage if it won re-election in

2010. Since the Coalition government was elec-ted, the program has stopped.

Mr Robinson told Mr Andrews governmentschools were struggling with cuts to maintenanceand other programs, including to the VictorianCertificate of Applied Learning work placementprogram and the Education Maintenance Allow-ance. He said Victorian schools were undertighter financial pressure to balance their budgetsthan schools in other states.

Mr Andrews said the college had more than1300 students and was near capacity due to rapidpopulation growth in the local area.

“The last three budgets have contained nofunding for the final stage of the project, whichwill include the modernisation of the remainingpoorly ventilated, damp classrooms with asbes-tos tiles and a much-needed upgrade of theschool’s boiler-driven central heating system.’’

There is no immediate relief in sight for the col-lege, with a spokeswoman for Education Minis-ter Martin Dixon saying the government had toresponsibly balance and prioritise the needs ofover 1500 government schools in Victoria.

‘‘State budget constraints do not allow for allschool infrastructure needs to be immediatelyfunded,’’ the spokeswoman said.

‘‘However, the government is developing along-term capital works pipeline that willprovide much-needed transparency and certaintyfor government school building works.’’

Following the tour, Mr Andrews and MrPerera held a forum for principals of schools inthe Cranbourne electorate, including the collegeand Cranbourne Park Primary School.

Mr Andrews said the Napthine governmentwas short-changing the college, along with otherschools in the south-eastern growth corridor.

AT the Women’s Friendship Cafe in HamptonPark, the conversation flows easily over thehum of the sewing machines.

Up to 30 women, many new immigrantsfrom Afghanistan and Africa, attend eachweek.

While they come from a variety of countries,with a variety of languages, they all speak thelanguage of crafts and sewing.

Cafe co-ordinator Elaine Smith said sewing,coffee and craft had been a wonderful way tobreak the ice for many new arrivals.

Last week, the friendship group was judgedCasey’s volunteer organisation of the year.

Several councillors have contributed wardfunds to buy sewing machines for the cafe,which opened about a year ago.

The camaraderie of the sewing group is justa starting place; members are now spreadingtheir wings.

Last month, 12 of the women signed up foran RACV community driving program fundedtogether with Casey Council and the HamptonPark Renewal Program.

Over the next five weeks the women will getfive free lessons from a driving instructor.

VicRoads sayssome graffiti ‘OK’IT’S not obscene, it’s not racist, but is it offensive?

That’s the question posed by Casey deputy mayorSam Aziz about tags spray-painted on the Narre War-ren overpass.

Last month, Cr Aziz complained about the graffitiand asked council officers to contact VicRoads toarrange for it to be removed.

At last week’s council meeting, he said he wasshocked to learn the authority had responded that itspolicy was not to remove graffiti unless it was racistor obscene.

‘‘This is a strange bar to set in a city that has a zero-tolerance approach to graffiti and a policy of goingout and removing it.’’

He said graffiti was offensive — and illegal —whether it was racist or not. ‘‘It undermines the stronganti-graffiti policy we’ve instituted in our city.’’

Cr Wayne Smith said the authority was using anexcuse. ‘‘The City of Casey has proved that if youremove graffiti efficiently and quickly it stays away.Graffiti is not public art. It is, quite simply, illegal.’’

Taggers have been busy in the city. They also strucksoon after a fence was erected on the South GippslandHighway, Lynbrook.

Councillors agreed to write to the state governmenturging it to pursue a program of removing graffitifrom state-owned property.

Budget win for CranbourneBY CATHERINE WATSON

CRANBOURNE residents are the big winnersout of Casey Council’s budget for the next fin-ancial year with most of the big-ticket items intheir neighbourhood.

The council will spend $6.4 million to buildan oval, pavilion and tennis courts in CarlislePark, Cranbourne North, $4.5 million tobuild a community centre at Lynbrook and$6.6 million to complete the football andcricket ovals at Marriott Waters estate.

Councillors met last Sunday week to finalisethe 2013-14 draft budget, which is open forsubmissions for the next month.

Ratepayers face an average rate rise of 7.5per cent in the next financial year to fund thecity’s operating budget of $229 million.

Mayor Amanda Stapledon said councillorsacknowledged that times were tough, and hadtried to minimise the rate increase.

But she said nearly 3 per cent of the rise wasdue to external costs over which the councilhad no control, including unfunded superan-nuation liabilities imposed on all councils($1.37 million), the carbon tax (more than$1 million) and significant increases in streetlighting costs as a result of a regulator decision

on network charges ($650,000). This year’srates bill will also include the fire servicesproperty levy of $100 for residential proper-ties and $200 for non-residential properties,plus a variable cost based on the property’scapital improved value listed on rates notices.

It also includes a waste service charge of$304 for a 120-litre bin, including a greenwaste collection.

Cr Stapledon said the $54.8 million capitalworks program focused on meeting the needsof Casey’s growing population, which is whyso much money was going into the Cran-bourne area.

“With 120 people moving into Casey eachweek, meeting the needs of Casey’s continuedgrowth, including services for an ageing popu-lation and maintaining additional parks andopen spaces, continues to be the council’spriority.

She said the council was an efficient organ-isation, with 40 per cent less staff per capitathan the average for growth-area councils.

Defending, without prejudiceFamily violence, possession of drugs, assault, recklessly causing injury, theft and driving offences are all in a day’s work for the

lawyers of Victoria Legal Aid. TARA McGRATH reports.

Asheaf of court papers waving inher hands like a distress signal,the woman who appears in the

doorway speaks hurriedly, interrupt-ing the duty lawyers as they preparefor a long day in court.

She has reason to be worried. She isa 30-something, harried single motherwith a charge sheet that includes theft,drug and weapons possession, pastfailures to appear in court, andnumerous driving offences includingbusting the blood alcohol limit. Andshe does not have a lawyer.

Legal Aid’s Elissa Scott, a veteran offive years of long and unpredictabledays defending vulnerable people, isunfazed. She has seen this before.

Firmly but politely, she directs thewoman to a court clerk, telling her shemust take her place in the queue oflawyerless defendants.

Indeed, all day defendants streaminto the duty lawyer’s spartan officefurnished with plain office chairs anda single desk. The walls are bare.

On any day at Dandenong Magis-trates Court, Scott, as managinglawyer, sees up to 20 people take aplace at that desk. Their mannersrange from defensive and denyingwrongdoing to humblydiscussing the mental illness or drugaddiction that so often underliesoffending.

The main focus for Legal Aidlawyers are people who cannot afforda private lawyer, have an intellectualdisability or are experiencing home-lessness. They also see many peoplewho have English languagedifficulties, or who are at risk offamily violence. IndigenousAustralians are over represented, too.

‘‘There is a high volume of work andit can be challenging because we needto see a certain number of people onany given day. Sometimes the issuespeople present with are really complex— like mental health issues, intellec-tual disabilities, or drug and alcoholissues,’’ Scott says.

At her first meeting of the day, Scottmeets a middle-aged man who wasrecently nabbed twice for seriousdriving offences. ‘John’ (not his realname) had his licence cancelled in2009 for four years after he refused apolice breath-test.

However, he was recently caughttwice driving while disqualified —once going to work, the other afterdropping off a mate — and using amobile phone while driving.

Scott warns him he is facing more‘‘significant time’’ off the road, as well

as a community corrections order orsuspended jail term. She walks himthrough the police summary ofoffences, stopping and listening as heexplains why he ventured onto theroad unlicensed.

John and his partner then questionwhether he will be able to get offbecause he was driving to work. Scottquickly dismisses that long-held myth— something she regularly does. Thereare many such myths in the legal world— some that are humorous and somethat are absurd, such as the one thatclaims you may continue driving aslong as you do not know your licencehas been disqualified. Scott neverlaughs or scoffs.

‘‘Sometimes it does get frustrating,but at the same time it’s about puttingit into perspective.

‘‘The people we’re dealing with per-haps haven’t had the same back-ground that I had growing up in afamily where I have developed

problem-solving skills and socialskills. We’re dealing with people thathave had different life experiences, soon one level it might sometimes get alittle frustrating, but on others it iscompletely understandable,’’ she says.

Scott has always been drawn tohumanitarian causes. She worked as asocial worker before following herpassion into law.

Scott did her legal articles incommercial law, but that was nevergoing to be her career path.

She recalls: ‘‘I just never thoughtthat was me, because I really wantedto work with some of the more vulner-able people in our community, like Ihad when I was a social worker.’’

Legal Aid became her ultimatecareer goal. She has now been with theorganisation for five years and is themanaging lawyer at the Western Portregional office in Dandenong.

‘‘My time as a social worker provid-ed me with a lot of people skills and

good listening skills. I’ve been able todeal with vulnerable clients, who aresometimes difficult to work with.’’

Outside of the Melbourne office,Western Port is the busiest Legal Aidoffice in the state with 8884 dutylawyer sessions conducted in the2011-12 financial year — representingmore than 13 per cent of duty lawyermatters statewide.

Scott’s time as a social workerproves pertinent to the next appear-ance involving ‘Lucy’, a softly spoken,nervous and worried mother of twowho is concerned about what aconviction will mean for any futureemployment prospects.

She is no stranger to court, recentlyappearing at the BroadmeadowsMagistrates Court and has courtappearances scheduled in Melbourneand at Heidelberg.

Discussing Lucy’s charges, Scottdiscovers that she was an ‘ice’ addict atthe time who now says she has gone‘cold turkey’ for the past three weeks.

It’s a common theme, Scott says.Heroin and cannabis used to be the‘popular’ drugs, but these days it’s iceand cannabis.

Talk also uncovers Lucy’s history ofsevere mental health issues, includingadmissions to a psychiatric hospital.

‘‘Sometimes they are difficult towork with. They have come to us in atime of crisis and they’ve got a lot ofissues going on. That is where mysocial worker background becomesreally advantageous because I knowwhat services are out there.’’

Scott advises Lucy to make anappointment with The Salvation Armyin Dandenong — just across the road— to begin drug counselling. Anattempt at rehabilitation will give herthe greatest chance of impressing amagistrate, Scott tells her.

Lucy agrees, but it will be a whilebefore Scott ever finds out if shefollowed the advice. ‘‘It is sometimes abit of a thankless job but that’s OKtoo, because I suppose it’s that innatefeeling you get of being able to assistsomebody,’’ she says.

Later, Scott’s focus turns to twofamily violence cases — the fastestgrowing portfolio within Legal Aid.

Victoria Police says there were 1845reports of family violence incidents inDandenong last financial year, 3172 inCasey and 984 in Cardinia and allheard at Dandenong MagistratesCourt.

Two men each claim the womenthey allegedly abused exaggerated theclaims. Scott is still calming, soothingand positive.

When ‘Nick’ explains he illegallyinstalled a listening device in his girl-friend’s bedroom wall because he wasaddicted to ice and extremelyparanoid, she praises him for nowbeing off the drug. ‘‘It’s a really sensa-tional effort on your part,’’ she says.

Regardless of the alleged offending,she tries to avoid condemnation.

‘‘I think it’s about putting all thataside. It’s not my job to judge, I amhere to provide assistance in the bestcapacity that I can because everyone isentitled to good legal representationand that’s very much what the role is— it’s about providing good compre-hensive legal representation foreverybody,’’ she said.

By 4.30pm, the courts are closedand the waiting area which resembleda holding pen just hours ago has emp-tied out.

Today’s cases, captured in manilafiles, are now bound for Scott’s officefiles.

Tomorrow, there will be anotherbatch just like them.

LEGALLIMBO

LEGAL assistance for major trialswas recently placed in jeopardyafter Victoria Legal Aid introducedchanges to its funding guidelines inJanuary. The changes limited payfor instructing solicitors to trialpreparation and two half days of aserious criminal trial.

Legal Aid said the cuts wereneeded because governmentfunding did not match theunprecedented demand for itsservices.

Legal Aid restored the funding thismonth but warned it would not befinancially sustainable long term,while the Law Institute of Victoriacondemned the state government’srecent budget for Legal Aid.

LIV president Reynah Tang saidan immediate one-off $10 millioninjection of funds was needed alongwith increased ongoing funding.

“Legal Aid is in crisis in Victoriaand much of the reason for this isthe government’s tough on crimepolicies,’’ Mr Tang said. ‘‘Tough oncrime means more people chargedwith offences and greater demandfor legal aid.’’

WRESTLING with Demons on the football fieldrecently cost Richmond AFL footballer DanielJackson a fine, but he tackled a different fight inDandenong last Monday.

Jackson, with federal Mental Health MinisterMark Butler, helped launch a long-awaited head-space mental health centre in central Dande-nong. It will provide free help and advice toyoung people in Melbourne’s south-east forissues such as bullying, depression, anxiety andrelationship problems.

Jackson said such a friendly and inviting spacewould be handy for young people — even forhimself when he was a budding 17-year-old AFLdraftee at Carey Grammar.

He said young men found it hard to talk toother people. He remembers silently sufferinganxiety, debuting for Richmond while complet-ing his VCE at Carey in 2004.

‘‘The more I kept it to myself the worse it got,’’he said. ‘‘As an AFL footballer, you have to dealwith the high expectations and scrutiny. To havepeople to support you makes a difference.’’

That difference for him came from his school’scounsellor.

‘‘headspace is trying to change that [mental

health stigma], to be seen as a good way to seekhelp,’’ Jackson said.

The luminously green-coloured headspacecentre aims to be a welcoming, free and confid-ential hub for 12-25 year olds of all back-grounds.

Each week, about 70 referrals and walk-inclients sit in the comfortable, bright chairs andchat with psychologists, social workers or GPs.

Hoon teams on patrolPolice will trial special hoon teams in Casey,

Dandenong and Cardinia after recent large

gatherings resulted in multiple arrests. Last month,

seven people were arrested after about 200

people and 100 vehicles gathered for a ‘car meet’

at the Fountain Gate shopping centre car park.

Assistant Commissioner Robert Hill said the hoon

teams would target speeding, illegal drag racing

and overloaded vehicles. Police impounded 96

vehicles in Casey last year under hoon laws.

Truckies under microscopePolice will target truck drivers using the South

Gippsland Highway over the next month, honing in

on fatigue, speeding, drug use and other driver

behaviour issues in the transport industry. Police

will focus on the state’s major heavy vehicle routes

in the wake of 44 fatalities in collisions involving

heavy vehicles in Victoria last year. In a similar

operation last year, police detected 665 fatigue-

related offences and 135 chain-of-responsibility

offences.

Fire brigade move backedCasey Council is backing moves to relocate the

Hampton Park fire brigade to a more suitable

location. Cr Wayne Smith said the brigade’s

location, in a residential area of Somerville

Road, had been a problem for many years. “It

seems to have gone on the back-burner but I

believe our advocacy would be quite timely.”

Carer campaigner on coverCranbourne resident Mairi-anne Macartney, who

campaigned for a national carer’s allowance for

families of children with type 1 diabetes, will

appear on the cover of this year’s Pakenham &

Cranbourne White Pages and Yellow Pages book.

Ms Macartney set up south-east Melbourne’s first

type 1 diabetes support group for families after her

daughter, Tess, was diagnosed with the disease in

2008.

Courting Chinese investorsFresh back from representing Casey in China,

deputy mayor Sam Aziz wants the council to sign

up for a state government trade mission to China

in September. At last week’s council meeting, he

called for the council to pursue several projects of

possible interest to Chinese investors, including a

major airport in the south-east.. Councillors

supported his plan.

Call for bike cageMerinda Park commuters are seeking a secure

bike cage after several cycles were stolen from the

railway station. Casey mayor Amanda Stapledon

said she had been told the thieves had used bolt

cutters to cut through thick chains securing the

bikes. The council will write to Public Transport

Minister Terry Mulder in support of the cage.

IN the end were the words, floating in the land-scape Kevin Taylor helped to create.

The words were Taylor’s, too, in his ownhandwriting, taken from jottings he made aboutthe Australian landscape, and now immortalisedin a glass sculpture, titled Secrets of Lightness, byJanet Laurence.

Colleagues, family and friends of therenowned landscape architect gathered at theRoyal Botanic Gardens in Cranbourne last weekto celebrate the life and work of a man whochanged the way we think about our ownlandscape.

Gardens director Chris Russell spoke of aquiet, modest man who immersed himself in thelandscape. Mr Taylor didn’t say a lot, recalledMr Russell, but he listened and looked, gleaningthe wisdom to create gardens and landscapes thatwill outlast us all.

While the words flowed last week, the land-scape provided its own eulogy in the rush of thewind, the whisper of the feathery casuarinas, therustle of the eucalpyts.

With its series of rock ledges, the eucalyptwalk was Mr Taylor’s favourite spot in the Aus-tralia Garden, his 15-year work in progress.

He didn’t live to see its final form, dying in acar accident in Darwin in August 2011, 14months before the second stage was completed.

But he knew the bones of the place and thatwas the most important part. Taylor, more thananyone, knew that a garden or landscape was aprocess as much as a place.

In the Australia Garden, he was planting fordecades — centuries — ahead, a place that willpersist when we are all long gone.

Widely regarded as Australia’s greatest land-scape architect, Mr Taylor was just 57 when hedied. His colleague Perry Lethlean, a fellow dir-ector of the firm TCL, said one of the greatsadnesses was that he was at the peak of hispowers, with plenty more to offer.

The Australia Garden will remain as his greatachievement. Mr Lethlean said the gardenallowed the firm to test a lot of ideas when it wonthe tender in 1996.

“At the start, we were just three people tryingto act as if we could do a botanic garden.

“We were very conscious that just copyingnature was not going to work in such a confinedsetting. Rather than a literal replication, we triedto distil the emotional qualities of the Australianlandscape in an artistic and sculptural manner.’’

Mr Lethlean said the garden resulted from acombination of Mr Taylor’s poetic sensibility,Paul Thompson’s wonderful grasp of Australianflora and Kate Cullity’s artistic sensibilities.

It was Ms Cullity, Taylor’s wife and colleague,who unveiled the sculpture. She said he wouldhave been moved by the sculpture and proud ofthe finished garden.

“The Australian Garden expresses the tensionbetween our reverence and sense of awe for thenatural landscape, and our innate impulse tochange it, to make it into a humanly contrivedform, beautiful yet our own work.’’

TLC has established a sponsorship fund tohelp emerging designers, artists and other creat-ive individuals explore the areas of Mr Taylor’sinterest.

NOT many people could understand the ‘‘longhaul’’ faced by Diane Bellette. A single mother,she has cared for her middle-aged son John Spen-cer through his mental illness for 25 years.

It was only after 21 of those years — brutal,lonely times negotiating the mental health system— that John finally ‘‘turned the corner’’.

Dandenong Casey Cardinia Mental HealthNetwork will host a forum tomorrow for famil-ies and carers of mentally ill people to discusstheir challenges.

It is intended to be an ‘‘in-depth’’ problem-solving discussion of behavioural issues such asself-harm, aggression, alcohol and drugs, andgaining independent life skills.

Diane, who is taking part in the forum, saysspeaking at such events gives a reason for her andher son’s struggles.

The event was vital for carers to realise theyweren’t on their own, she said.

Soon after John was first diagnosed withschizophrenia at 21, Diane devoted herself tobeing his full-time carer. She had brought her illson in off the street after he walked out of the res-idential care home he shared with alcoholics anddrug addicts several weeks earlier.

‘‘He had no possessions, just the clothes he wasin. He hadn’t had a shower for weeks,’’ she said.

‘‘It was distressing to see your child smellinglike he was and ill like he was. If I hadn’t takenhim in he would have been dead. There was nooption.’’

The fact John had an illness was distressingenough, Diane said. The public hospital systembecame an added frustration. She felt John wasstigmatised within the system; they didn’t care.

Her son, loaded on a cocktail of prescribeddrugs, grew increasingly idle inside her home.John ballooned to 150 kilos, was sleeping 20

hours a day and on the verge of type-2 diabetes.He had tried to kill himself with an overdose buthad got too ill to think about doing it again,Diane said.

Four years ago, the family went ‘‘outside thesystem’’ and visited the family GP.

The doctor suggested John, then 41, cut downon prescribed drugs and embark on a regimen ofhealthy food and exercise.

He has since run half-marathons and workedfor the first time, serving at Eastern Region Men-tal Health Association’s Madcap Cafe.

John considers himself ‘‘pretty lucky’’.‘‘Mum’s pretty special — she’s been there the

whole way through the dark times and the goodtimes,’’ he says. He couldn’t see his way out of a‘‘dark hell’’ for a long time.

But now he wants to give hope to others, doingwork with mental health bodies such as SANEand ERMHA. ‘‘Just hold on and don’t give up.Use your resources through the services anddon’t give in. It will turn around,’’ John said.

CRANBOURNE personal trainer Troy Hawkinsgives thanks every day for parents who madesure he experienced the rough and tumble ofchildhood.

That’s no given when you’re born with spinabifida, a congenital and sometimes cripplingdisorder of the lower back and legs.

He said many people with disabilities miss outon opportunities because they live very shelteredlives.

‘‘I was never wrapped in cotton wool. I owemy family credit for that.

‘‘They just chucked me out into the world andsaid, ‘Get on with it’.

‘‘I don’t want to see someone go through a badexperience but in the end if you fall down you’vejust got to pick yourself up and start again.’’

Which Mr Hawkins has done many times inhis 23 years. By the time he was 13, he’d hadmore than a dozen operations to correct thespina bifida and its effects. Since then, the opera-tions have been for sporting injuries sustained

while he was playing wheelchair basketball andtennis.

Mr Hawkins has no regrets. He comes from asporting family and was determined not to missout on anything.

It’s one of the reasons he became a personaltrainer: he wants people with a disability to sharethe joys of sport.

‘‘There are very few trainers who specialise inpeople with a disability — and even fewer whohave a disability.’’

Next month, he embarks on a new adventure,heading for Fiji to take part in CyclePower, a550-kilometre ride around the main islandorganised by Disability Sport Australia.

‘‘I can’t wait. We’ll be riding along the coast-line so the scenery will be great.’’

He’s one of seven athletes who will ride a handcycle, an arm-powered three-wheeler on whichhe’s been training for eight months.

Participants have to raise $4500 each forDisability Sport Australia to help Victorians witha disability take part in sports.

Along the way, the riders will also donate

sports equipment to people with a disability inFiji.

Mr Hawkins said he was looking forward tohis first overseas trip and seeing how people livein a less privileged country.

There’s no chance of a letdown when he

returns to Australia — his next step is a return towheelchair tennis, in which he hopes to qualifyfor the 2016 Paralympics in Rio de Janeiro.

CASEY Cardinia League coach Michael Hollandhas hailed the performance of Marc Holt in their12-point interleague win over the Wimmera Foot-ball League at Horsham on Saturday.

Holland said the Cranbourne star had high-lighted why he had been such a dominant playerfor so long with his strong marking proving thedifference between the two teams.

Holt kicked four of his seven goals in the thirdterm when the match was on the line, with Wim-mera having few answers for the reigning leaguemedallist.

“I’ve never seen a guy who can mark like him –he was just brilliant,” Holland said.

“The Wimmera coach said to me that they hadthe strongest defender in the league on him andthey just didn’t have any answers.”

In a match which the teams’ ranking was notbefitting of the standard, the CCL did not haveeverything their way with the home team kicking7.0 to 4.2 in the opening term, but by half-timethe CCL had clawed their way to a three-pointlead.

Ahead by four points at the final change, Wim-

mera booted the opening goal of the quarterbefore the CCL kicked four of the next six tosecure victory.

After kicking the first goal of the term, BradHartigan, who was arguably Wimmera’s best,kicked to Ash Clugston, but the ball bounced toohigh and went through for a behind, when a goalwould have put them eight points ahead.

The CCL then kicked two quick goals, thesecond from Steve O’Bryan, that put the matchbeyond Wimmera.

“It was very good and probably didn’t reflectthe rankings of the two leagues,” Holland said.

“It ebbed and flowed in the third quarter andthen we kicked away a bit in the last and got ontop of them a little bit.”

Casey Cardinia had several usual suspects attheir best with Michael Collins, Justin Berry andMatt Lee prominent in the third term when theybegan to get on top.

Michael Harold and Rohan Hyde were alsosolid performers for the victors but it was Holtwho proved the match-winner.

Holland said he believes the Casey CardiniaLeague is worthy of a much higher ranking thanthe VCFL awarded it when the MPNFL split its

interleague team into three, one each from theCasey Cardinia, Nepean and Peninsula Leagues.

“I don’t think it really indicates the strength ofthe league,” he said.

“I think we’re definitely in the top 10 but wehave got a couple more wins to get there yet.”

Wimmera proved too strong in the under-18match, defeating Casey Cardinia 9.13 (67) to6.12 (48) in a match played as a curtain-raiser.

Hayden Speirings and Rory Hillard battledvaliantly for the CCL but Wimmera’s secondquarter, when they booted 3.4 to 1.3, proved to bematch-winning.

The Stingrays’ hunger for the contestproved superior to the Rebels as they put thematch beyond doubt with a brilliant thirdquarter. Dandenong Stingrays 13.10 (88)defeated North Ballarat Rebels 5.5 (35).

Stingrays coach Graeme Yeats said histeam’s second half, when they outscored theRebels nine goals to two, was a pleasing sign.“Our first half wasn’t that flash.
