    offenders supervision. Supervision levels,

    services, and interventions that are

    and Restorative Justice are fundamental to the development of case

    plans in the Commonwealth.

    TheCasePlanningHandbookaugmentsthecaseplanningeffortsoftheJuvenileJusticeSystemEnhancementStrategy(JJSES),asdescribedintheQualityCasePlanningCurriculum.TheHandbookwasdevelopedthroughthejointeffortsofrepresentativesfromthePennsylvaniaCouncilofChiefJuvenileProbationOfficers,theJuvenileCourtJudgesCommission,andTheCareyGroup.

    TheHandbookisdesignedtoassiststaffwhohavebeentrainedthroughtheQualityCasePlanningCurriculumtoselectcaseplangoalsandactivitiesthatalignwithcriminogenicneedsandthatmeettheSMARTobjectives(specific,measurable,achievable,realistic,andtimebound).Assuch,theHandbookisintendedtobeusedasaguidelineorpointofreference.Theprobationofficerwillneedtoexercisejudgmentastowhichgoalsandactivitiestoselectbasedontheuniquetraitsandcircumstancesoftheindividual.

    Thereaderwillnoticeafewthingsthatarenoteworthy:

    1. Thegoalsarewritteninstrengthbasedterms.Althoughtheobjectiveistoteachskillsthataddressskilldeficits,thestrengthbasedwordingisintendedtomaximizemotivationanddesiretoengage.

    2. TheactivitieslistedfollowtheSMARTformat,exceptfortheTportionofSMART(timebound).AnexampleofatimeboundactivityisBySeptember30,identifyfivetimesinthelast30daysthatyoulostcontrolofyouranger.Forthepurposesofthisdocument,thisactivitywillsimplyreadIdentifyfivetimesinthelast30daysthatyoulostcontrolofyouranger.Thecorrectionsprofessionalwillneedtoinsertspecifictimesbasedonwhatisrealisticfortheindividual.

    3. SomecommunityservicereferralinterventionsarelistedintheHandbook.Communitybasedservicesarelocationspecific;therefore,eachdepartmentwillneedtoinserttheirownlocalprograms.Indoingso,departmentsareurgedtonotlisteverypossibleservice,assomeservicestendtofallshortofriskreductionobjectives;staffshouldbeencouragednottousetheseunlessthereareextenuatingcircumstances.

    4. ManytraditionalinterventionsarenotlistedintheHandbookbecausetheevidencedoesnotsupporttheirefficacy(e.g.,awarenessclasses,programsthatuselectureorinsighttoteach).TheintentistoincludeintheHandbookonlythoseinterventionsthatwillleadtobehaviorchangeandnottoencourageplacementinthoseprogramsthatdonotsignificantlycontributetoriskreduction.

    5. Thecaseplangoals,activities,andinterventionslistedintheHandbookarenotallinclusive.Departmentsareurgedtoaddtothelistingastheydiscoverothergoalsandactivitiesthatareusefultotheprobationofficerandoffender.

    commonlyaspire.Caseplanactivitiesarebuiltaroundthesegoals.Theseactivitiesincludeshortassignmentsthatoffenderscandoashomeworkbetweenappointments.

    SkillDeficits.Aswediscussed,unlawfulactsareinfluencedbydynamicriskfactors,orcriminogenicneeds.Ifwecanaddressthoseneedswecanreducethelikelihoodoffutureillegalbehavior.Weaddressthemthroughteachingskills.Skilldeficitsmayexistbecausetheindividualsenvironmentdidnotaffordtheopportunityforrolemodelstoteach,demonstrate,ormodelprosocialskills.Or,insomecases,theveryskillsthatweretaughtandmodeledwerecounterproductivetoalegallifestylesuchaslearninghowtofencegoods,expressingangertogaininfluenceoverothers,usingpoweroverindividualsagainsttheirwill,orphysicallyassaultingotherstoestablishareputation.

    Criminogenicneedsarefairlybroadwhendeterminingwhattotargetinacaseplan.Forexample,teachingaskilltoaddresstheneedofantisocialpersonalitycouldincludeangermanagement,impulsivity,problemsolving,orrisktakingjusttonameafew.Thecriminogenicneedofantisocialpeersmightrequireustoteachskillsaroundknowingthedifferencebetweenapositiveandnegativeinfluence,assertiveness,orrecognizinghighrisksituations.Inotherwords,eachcriminogenicneedencompassanumberofpotentialskilldeficits.Itisunlikelythattheconditionsofsupervisionwillidentifyspecificskillsthatneedtobeaddressed;thisrequiresprobationofficerjudgmentusuallyexercisedduringthecaseplanningprocess.Ifwearegoingtohelpreduceriskofantisocialconductweneedtozeroinontherightskilldeficit(s)foreachindividualbasedontheircriminogenicneeds.Ourcaseplanninggoal,then,istoproactivelyandpreciselyaddressthoseskilldeficitsmostlikelycontributingtotheindividualsillegalandantisocialconductandtofindopportunitiestomodel,teach,andreinforcethoseskillsinincreasinglydifficultsituations.

    Interventions.Followingeachlistofgoalsandactivitiesisatablewithcommoninterventions.Whilealloftheseoptionsmaynotbeavailabletoeveryprobationdepartment,mostwillbe.Inaddition,departmentsareencouragedtoinsertthoseinterventionsthatareuniquetotheirarea.Thelistshouldbenarrowenoughsoasnottooverwhelmreaders,anditshouldincludeonlythoseinterventionsthatwillhavethegreatestimpactonrecidivism,butitshouldbediverseenoughtomeettheuniqueneedsofindividualoffenders.

    Finally,interventionsclusteraroundthecriminogenicneedthattheyarebestsuitedtoaddress.Whilesomeoftheseinterventionsmayhavevalueinaddressingothercriminogenicneeds,theyarenotspecializedenoughtowarranttheirplacementthere.Forexample,itcouldbearguedthatemploymentisawaytofillonesdaywithprosocialactivities;therefore,employmentcouldbelistedunderLeisure.Whilethisisalogicalstatement,thegoalofleisureistofillonesfreetime(outsideofworkandschool)withrecreationalactivitiesthatbuildphysical,mental,andspiritualwellbeing.ItisforthatreasonthatemploymentisnotlistedasaninterventionunderLeisure.

    TheprobationofficershouldusetheCasePlanningHandbookasfollows:

    1. Identifythecriminogenicneedthatwillbepartofthecaseplan.2. Withtheoffendersinput,selectthecaseplangoalthatbestaddressesthatcriminogenicneed;the

    3. Withtheoffendersinput,selecttheskillthatcouldhelptheoffendermeettheirgoal;theHandbookprovidessomecommonexamples.

    4. Withtheoffendersinput,selectafewactivitiesthatwillleadtheoffendertowardtheirgoal.Theseactivitiesshouldbelistedonthecaseplanwithatimeframethatindicateswheneachonewillbecompleted.Theprobationofficershouldavoidrecordingtoomanyactivitiesatonce;circumstancesmaychangeastheoffenderworkstowardthegoal,soactivitiesmayhavetochange.TheHandbookprovidesanumberofsuggestionsforactivities,allofwhichtendtobuildonthepreviousactivity.Theprobationofficerandoffendermaywishtousesomeofthoseactivitiesandnotothers,ordeveloptheirownwordingbasedontheoffenderscircumstances.

    5. Finally,thetableattheendofeachcriminogenicneedlistsinterventionsthatcanbeselectedinlieuof,orinadditionto,someoftheproposedcaseplanactivities.Theseinterventionsaredeemedtobeeffectiveinreducingriskandcanbeusefulinhelpingtheprobationofficerandoffenderaddressthecaseplangoal.

    AttitudesandOrientation

    AttitudesandOrientationDefinition:Offendersaremorelikelytorecidivateiftheirattitudes,thoughts,andbeliefsjustifyharmfulbehaviorsthatresultinillegalactivities.Theseattitudes,thoughts,andbeliefsincludeminimizingtheconsequencesoftheiractions,blamingothers,desiringcontrolandpoweroverothers,havingasenseofentitlement,etc.Offenderswithattitudes,thoughts,andbeliefsthatputthematriskforillegalbehavioroftenviewtheworldasbeingunfair,whichcanleadthemtorationalizestealingorhurtingothers,ortheymaybelievethattheworldisaplacewhereonlyaggressivepeoplesurvive.Offenderswhodonotengageinjustificationsormakeexcusesfortheirbehavior,whotrytoactresponsiblytowardothers,whorespectsocietyslawsandrulesandthinkthattheyaremostlyfair,andwhoregrettheirpastillegalbehavioraremorelikelytosteerawayfromcrimeordelinquency.
