Confirmed allegations.

This afternoon there was an altercation at Burger King. Jordan Sr. attacked another male

in the lobby. MO Charisse had her baby in her arms during the altercation and said her

baby got hit. She walked into the fight.

Jordan has pulled a gun on a 13 year old girl in the past and has threatened children.

MO and FA are violent.

MO has been seen threatening and yelling at other people even with her child in the car.

LE was contacted in regard to the incident at Burger King. Responding agency was

CWPD.

Arrived at the mother's current residence as listed on report -

CPI and PCSO Deputy Locke (Report SO17-197160) approached residence and knocked

on door for Apartment .

A white male with tattoos on his arms and face opened the door

CPI introduced herself and asked if Jordan Belliveau was home. He answered no. CPI

questioned if Charisee Stinson were home. He stated that he would

check to see if Charisee was home. He closed the door gently and shortly later a female

returned in the doorway. CPI questioned if she was Charisee and she confirmed that she

was.

Charisee was explained/provided with R&R pamphlet.

F/F with MO Charisse Stinson

MO was uncooperative and immediately started saying that she knew who called CPS.

She continually walked inside the house as CPI was trying to question her acting as if she

was appalled or shocked by what CPI was asking her.

MO reports that today she had her unsupervised visit with Jordan Jr. The foster parents

Arrived at Jordan's Foster Home -

Foster Parents answered door for CPI

and CWPD Officer Drummond.

CPI explained why she and LE were at the home. They confirmed that CH is inside right

now and is currently sleeping.

The FMO explained that they just got a vague text from the mother about an incident that

occurred earlier today. They were unaware anything happened and unaware that the CH

was allegedly injured in the incident. They noticed that the CH was fussy and not his

"normal self" when he came home. They have noticed this after visits before and have

made the CM aware. They feel that communication with CM has been very vague and

they are not sure what the "rules" are in terms of visitation with the parents.

They did not notice any injuries to the CH when they picked him up from the visit today.

They report that the child has had chapped lips.

They allowed CPI and LEO into the home to observe CH.

Foster Father slowly woke the child up.

CPI observed CH in the light, but CH was fussy as he had just woken up. He was trying

to hide in the foster father's arms and chest to avoid being in the light. CPI noted that the

CH did appear to have chapped lips. CPI observed no swelling, redness, or bruising

anywhere on the child's face. CPI did observe a bug bite on the CH's right eyelid.

CH has light brown curly hair and hazel eyes. CH was observed in a onesie with puppies

on it.

CPI informed Ariel of open report and findings thus far.

MO had unsupervised visit yesterday at Burger King. FA and PGM were there as well. A

woman and her children, who the family has had previous issues with showed up and

there was a huge fight. MO was holding baby Jordan Belliveau and tried to grab the FA

out of the fight. Baby Jordan allegedly got hit during the incident, although CPI did not

observe any injuries to the child last night. CPI recommended MO no longer has

unsupervised visits as she does not recognize threats to her child's safety and does not

understand her protective role.

CPI observed a marijuana stem on kitchen table. She was at work and

her children were with their father when the case was commenced.

. CPI offered MO Charisse Stinson a RUA and she refused. Stated she wanted to

complete a UA with her caseworker. CPI recommended that CM test both MO and FA.

Household members are MO , , and Charisse Stinson.

CPI will call SA Robert Hauser to see what can be done about MO's visits and then call

CM back.

Does not know who hit the baby. The baby had a little mark on his lip/like a scratch or

bite mark. Had scabbing on it at the end. It did not look like it had just happened. Looked

like it was healing already.

FA of CH walked in with CH and CH's mother Charisse. A short time later this whole

family comes in, .

Why are they here two minutes I walk in?

Think they were following and have beef with me.

. He gave CH to Charisse.

. All families getting involved.

Everyone was uncooperative. Everyone was fighting everyone.

They would not talk. Jordan explained briefly.

Charisse tried to pull Jordan out because there were about 8 people on the other side

trying to fight Jordan. She starts pulling him out. .

Charisse was holding baby and apparently the baby was stuck. No one saw the baby get

hit. Charisse was even saying how she wasn't sure if/how he got hit.

No swelling redness looked like paper cut on lip.

FD got there. There was no injury.

He was sitting eating a cookie when she showed up.

was advised to get a restraining order. She said she wasn't willing to.

Received records requested from Pinellas County EMS.

CPI reviewed Patient Care Report for CH Jordan Belliveau Jr. from 6/18/17.

Prior to leaving the scene EMS was informed there was a pediatric patient inside the

Burger King that was hit in the face.

When they approached they saw a small male child who was alert. He was calm and did

not appear to be in distress. He was not crying and was being held by his mother. The

mother informed EMS that someone hit him in the mouth during the altercation. The

patient had no external bleeding and there was minimal swelling to his lip. The patient

never lost consciousness. According to the mother the patient was acting normal and

nothing appeared to be wrong. They obtained baseline vitals and the mother signed a

refusal for the child.

Positive findings for physical abuse. He had a split lip. Probably more aggravated

because his lips are chapped. The split is in the center upper lip, but goes all the way

around under the upper lip.

Recommendations - no more unsupervised for mother or father.

This father needs to have supervised visits that are not supervised by dad's mom.

CH was seen on 6/20/17

Positive findings for physical abuse. The toddler presented with a lip laceration from the

top of his upper lip extending through the underside of his lip to his gumline. The injury

was consistent with the allegations of the child being hit in the face.

Positive findings for parental neglect as the mother engaged in physical violence while

holding a young child.

No unsupervised visitation recommended in the future. Supervision should be at a

licensed facility and not by family members as the child is not safe while under family

supervision.

CPI sent email to assigned CM & CMS:

I have tried reaching both of you in regard to the open investigation a few times over the

past week.

I am trying to get an update on how things are going with Charisse Stinson

.

Have Charisse Stinson and Jordan Belliveau been drug screened? If not, please test the

mother and father. The mother would not complete a drug screen for me, but said she

would complete one with Ariel. There was a marijuana stem found on the kitchen table at

Charisse's residence. They had no explanation for where or who it came from.

Also, is Jordan allowed to be at his mother's home?

I would not recommend allowing Jordan to be at his mother's home.

Please let me know what can be done to address these concerns.

CPI had received a call from CMS earlier this morning, but was in court and requested to

call back later.

CMS and CPI had a discussion about the current concerns from CPI.

MO Charisse Stinson and FA Jordan Belliveau have not been drug tested because it was

not part of their case plan. CPI requested if both parents could be tested as there are

concerns for marijuana use. A marijuana stem was found in home when

Charisse and another male were home. Jordan Belliveau showed up at the home

.

CPI made CMS aware that the case is moving towards closure, but please make CPI

aware of any concerns if they arise.
