08-09-192: Citizen Comments

a. Rita Bell-Monte addressed the Board about her concerns on the lack of acknowledgementof Black History Month in the schools.

b Charles Tillapaugh, pastor of Wright's Chapel United Methodist Church thankedsuperintendent, Greg Killough, and principal, Harold Pellegreen, for their support of thePolar Plunge that raised $18,500 for members of the community with heating needs.

08-09-193: Consent A!!enda

A motion was made by Mrs. Redding, seconded by Mr. Sims, and unanimously approved by theBoard to adopt the consent agenda.

~A motion was made by Mr. Sims, and seconded by Mr. Peatross, and unanimously approved bythe Board to approve the Four Rivers Enhancing Education through Technology GrantContinuation Application in the amount of$219,154.43.

08-09-195: Approval ofVirl!inia Demonstration Project (Action Item)

A motion was made by Mr. Sims, and seconded by Mrs. Redding, and unanimously approved bythe Board to approve the participation of Caroline Middle School in the Virginia DemonstrationProject (science, mathematics, and technology outreach program for middle school studentssponsored by the Office of Naval Research).

08-09-196: Approval of Snow Make-up Days for 08-09 (Action Item)

A motion was made by Mr. Wright and seconded by Mr. Sims, and unanimously approved bythe Board to approve the use of Monday, February 16,2009 and Monday, June 15,2009 as snowmake-up days for days lost on January 27 and 28,2009 and amended to include that teacherswould not be required to make-up the teacher workday lost on January 26,2009 when schoolwas in session as a make-up day for Inauguration Day.

08-09-197: Aooroval of Career and Technical Education Plan (Action Item)

A motion was made by Mrs. Redding, seconded by Mr. Sims, and unanimously approved by theBoard to approve the revised 2009-2014 Career and Technical Education Plan.

08-09-198: Auuroval of Dual Enrollment Plan (Action Item)

A motion was made by Mr. Wright, seconded by Mrs. Redding, and unanimously approved bythe Board to approve the revised 2009-2014 Dual Emollment Plan.

08-09-199: Aooroval of the Social Studies Course Offerines (Action Item)

A motion was made by Mr. Sims, seconded Mrs. Redding and unanimously approved by theBoard the revisions to the Social Studies course offerings.

08-09-200: Aooroval of Chanee Order Number 004 (MES & BGP) (Action Item)

A motion was made by Mr. Wright, seconded by Mrs. Redding and unanimously approved bythe Board to approve the Change Order Number 004 in the amount of$10,679.55 ($1,253.55 atBGP and $9,426.00 at MES).

08-09-201: Aooroval of RFP for Bard Unit (Action Item)

A motion was made by Mr. Wright, seconded by Mr. Sims and unanimously approved by theBoard to approve a RFP for bard units for the replacement of units at Bowling Green Primary,Bowling Green Elementary, Madison Elementary, and the Caroline Diversified Learning Center

(old LES).

08-09-202: Approval of Revised CIP (Action Item)

A motion was made by Mrs. Redding, seconded by Mr. Sims and unanimously approved by theBoard to approve the revised CIP and to send a letter to the Board of Supervisors with thereVISIons.

08-09-203: Pro osal for Feasibili Stud Action Item

A motion was made by Mr. Sims, seconded by Mrs. Redding and unanimously approved by theBoard to approve the a committee be established to make recommendations and report back tothe Board on a feasibility study on BGES, BGES Annex and BGPS to determine the cost ofconverting the facilities 750 student PK-5 school, the cost of building a brand new PK-5 schooland the cost of renovations and upgrades to CHS.

Prima School and Pa ment #6 -Bowlin Green Primar School Action Item

A motion was made by Mr. Wright, seconded by Mr. Sims and unanimously approved by theBoard to approve the Contractor's Application and Certification in the total amount of$40,281.81 for Payment #8 Ladysmith Primary School ($27,022.63) and Payment #6 forBowling Green Primary School ($13,259.18) with the stipulation that Payment #6 would bepending a satisfactory walkthrough by the maintenance department.

A motion was made by Mrs. Redding, seconded by Mr. Wright and unanimously approved bythe Board to approve the installation of a Weather Bug Station at Lewis and Clark ElementarySchool through a grant with no cost to the school division.

Greg Killough presented the first reading of a request from a member of the Caroline HighSchool Class of 1965 to place a marker on the lawn of the old CHS (BGE Annex) building.

Rebecca Broaddus presented the first reading of the drafts of the 2009-2010 & 2010-2011 schoolcalendar proposals.

Lisa Roarty presented the first reading of a request for Proposal for Related Services.

Rebecca Broaddus reported that the ADM count for January 31,2009 was 4119, Non-ADMcount was 204 for a total membership of 4323. She also reported on the attendance percentagesfor the month of December with schools ranging from 93.50% to 96.75%.

08-09-210: LES Facilities Use (Informational Item)

Eric Cunningham presented a report on the current use of and requests for use of the LESfacilities. He reported that county rental fees are less than the school system's and that thesuperintendent or his designee can modify or waive fees. It was recommended that the rentalcosts be the same as the county's. The county will be asked to provide a formal request for theuse of rooms in the building. The Journey, a non-denominational church, has requested use ofthe facilities on Sundays to hold services.

Dolly Lindsay presented an overview of the procedures for the management of anaphylaxis andasthma for school districts in the Rappahannock Area. These conditions are severe, potentiallyfatal and require immediate treatments. The recommended procedures will be implemented inthe school division.

08-09-212: Reduction in Force (Informational Item)

Eric Cunningham reported on the division's Reduction in Force policy and explained that it willbe for the division as a whole rather than by individual facilities. He reported that 20 teachingpositions, 13 paraprofessional positions, and 1 administrative position would be cut at the presenttime.

08-09-213: Update on 2009-2010 Budeet Unformational Item)

Clota Gerhardt presented an update on the 2009-2010 Budget. He reported that revenue isanticipated to be $1,766,388 less than the 2008-2009 Budget. Based on the Governor'sIntroduced Amendments to the 2008-2010 Biennial Budget, the anticipated state reduction is$1,166,388. A reduction of $600,000 in the county appropriation is anticipated. Expenditurecurs totaling $1,281,627 and additions of$1,133,806 have been identified. This leavesadditional expenditure cuts of$1,618,567 necessary to balance the budget.

08-09-214: Closed Session

The board convened into closed session under Section 2.2-3711 (A) (1) of the Code of Virginia,1950, as amended, to discuss appointments, resignations, FMLA (Family Medical Leave)requests, and substitutes. A motion to convene into closed session was made by Mrs. Redding,seconded by Mr. Sims, and unanimously approved by the Board. The Board convened intoclosed session at 9:11 p.m.

On a motion by Mr. Sims, seconded by Mr. Peatross, and unanimously approved by the Board,the Caroline County School Board reconvened into regular session at 10:02 p.m. An approvedCertification of Executive Meeting, which includes a statement concerning items discussed inclosed session, is attached to the minutes.

08-09-215: Action on Suoerintendent's Personnel Aeenda

A motion to approve the personnel agenda of the Superintendent was made by Mr. Sims,seconded by Mr. Wright, and was unanimously approved by the Board.

08-09-216: Other Matters of Interest

A motion was made by Mr. Wright, seconded by Mrs. Redding, and approved by the Board on a4 (Wright, Redding, Sims, Watkins) to 1 (Peatross) vote to approve moving the April SchoolBoard meeting date to Monday, April 6 from Monday, April 13 due to spring break.

A motion was made by Mr. Wright, seconded by Mrs. Redding, and unanimously approved bythe Board to approve the [mal fonn of the letter for the revisions to the Cn> to Wayne Acors,Chairman of the Caroline County Board of Supervisors.

A motion to adjourn was made by Mr. Wright, seconded by Mr. Sims, and unanimouslyapproved by the Board. This regular meeting of the Caroline County School Board for February9,2009, was adjourned at 10:11 p.m.

Whereas, the Caroline County School Board has convened an executive meeting on this datepursuant to an affirmative recorded vote and in accordance with the provisions of the VirginiaFreedom of Information Act; and

Whereas, Section 2.1-344.1 CD) of the Code of Virginia requires a certification by this SchoolBoard that such executive meeting was conducted in conformity with Virginia law;

Now therefore, be it resolved that the Caroline County School Board certifies that to the best ofeach member's knowledge, (i) only public business matters lawfully exempted by Virginia lawwere discussed in the executive meeting to which this certification applies, and (ii) only suchpublic business matters as were identified in the motion convening the executive meeting were

heard, discussed or considered.
