RURAL REPORT

Over the past few months, our committees have been hard at work on some projects that have been assigned to them.

Community Marketing and Promotions Committee

The Community Marketing and Promotions committee looks after promotion of our association and is involved in issues that are in the members’ collective interest and will provide benefi ts of wider value to society. The committee has selected two community projects to support for our centennial year, the building of a pump house at the Ashley Neufeld Softball Complex, and renewal of the Optimist Park, two very worthwhile projects. More information on these projects will be available in

our annual magazine, Building Rural Manitoba, which should be available later this month.

Entertainment Committee

Our 31st annual golf tournament was a success, even with the date change due to bad weather; we had 120 golfers out to enjoy the day. Thank you to all who re-scheduled their time to attend, to Shilo Country Club for allowing us to re-schedule and to all of our tournament sponsors who help make our events possible. Our 100th anniversary banquet is scheduled for October 25, 2013, please earmark the date and plan to join us for a great evening of entertainment, food, and networking.

The Board of Directors is looking into development of a strategic plan in the near future, to give our organization a solid plan/goals for the upcoming year and years to follow. We are also currently working through our by-laws, many of which are outdated and need amending and will be in front of the membership for voting at our Annual General Meeting early in 2014.

We are still working with our contractors to renovate our CARM offi ce building, please feel free to drop by and have a look during the progress and keep an eye out for an announcement in the near future that the renovations are complete.

Over the past several months, we have been working with a web developer to put together a new website for CARM. We are excited to let everyone know about the fresh, modern look that has been created and make sure you are aware of some the great features available to you.

Mobile FriendlyOne of our main goals for the website is to ensure that the site is friendly for mobile devices. Now when you are out in the fi eld or anywhere that you’re not in front of a computer, you can search for CARM event informa on, member company contact informa on, etc. right from your mobile device! The new site loads pages and searches informa on very quickly on any mobile device.

Member DirectoryThe CARM member directory is a lis ng of all companies who are members of our Associa on. The informa on in this sec on allows you to browse an alphabe cal lis ng of all member companies and provides the company address, phone numbers, contact name, email address and company website. Along the top of the member directory is a search bar whereyou can search for a company by any por on of their informa on. On the right side of the page are tools to allow you to choose a construc on trade or associate category to create a customized lis ng of the member companies who do that type of work.

CARM Event Registra onComing soon to the website, you will be able to register and pay for CARM events and training sessions, right from the website! The fi rst event we intend to use this feature for will be our 100th Annual Banquet in October. An announcement will be sent out to all CARM members once the online registra on is available.

2013Centennial Project

In every community, there is work to be done. In every heart, there is the power to do it. This year, in celebration of our centennial, we are pleased to announce our support of two community projects in the Brandon area, the Ashley Neufeld Softball Complex and the Optimist Park Soccer Complex.

Catering to the area’s 1,700-plus ball players (ages 6 to 70), the Ashley Neufeld Softball Complex will meet the community and area’s ever-increasing demand on existing diamonds in re-cent years. The $2-million facility is funded in partnership with Ashley Neufeld Softball Complex Inc., the Westman Softball Association (WSA) and the Brandon Mixed Softball League, with the assistance of many gracious CARM members, and is anticipated to bring much revenue to the area.

Located in the city’s north end at the former Burns Meat Packing Plant, the Ashley Neufeld Complex project will unfold in four phases—the fi rst of which commenced spring of 2013—and will encompass the construction of four full-size diamonds and four mini-diamonds (for children 10 and under), a canteen, washroom facility, change rooms and offi ce. Key to the project is an irrigation system and pumphouse. The entire project is anticipated to wrap up spring 2015.

As construction chair Chris Johnston shares, constructing one offi cial softball site in Brandon is, in fact, a most economic and sustainable option—and one that the community is eagerly anticipating.

“Right now our biggest struggle is that our diamonds aren’t in one area—they’re all over Brandon,” says Johnston, who is also the co-facility manager for WSA and an avid ball player. “This facility with four major diamonds in one area … the upkeep is going to be much easier. The nice thing about it is it does take what used to be an industrial setting and converts it into a green space, essentially. I constantly get asked how we’re making out with the facility. Everybody wants the facility.”

Similarly, after two years of being inoperable, Brandon’s Optimist Soccer Park is receiving some like-minded TLC. As Brandon’s only soccer park, Optimist Park is integral to the recreational needs of the city, with over 1,200 children under fi ve to 18 years signed up to play for the 2013 season. Thanks to the assistance of many gracious CARM members, the park is several steps closer to being restored to its pre-2011 fl ood conditions (complete with a proper irrigation system) and will include repairs to soccer pitches, parking lot and canteen. An additional storage shed for maintenance equipment and fi eld supplies will also be constructed onsite.

Currently, the Optimist Park is comprised of nine full-size fi elds and two half-size fi elds. The project will retrofi t each of the fi elds to the appropriate playing conditions, and long-term plans call for the installation of Astroturf for two of the fi elds at the northern section of the park, where grass growth lags. A future expansion plan includes the donation of land at First Street and Veterans Way to accommodate four new competi-tion-size fi elds.

“People say that the fl ood in 2011 was a one-in-300-year fl ood. Optimist Park was covered in 10 to 12 feet of water and we lost sight of the goal posts,” says Gerry Rocan, grant/sponsorship director for the BYSA. “When the water receded, the fi elds were left with a lot of silt on them and it’s taken us two years to recover. With our limited resources, we’ve only been able to get half the park operational. Now, with CARM’s help, we’ll be able to take care of other parts of the park that were so damaged, we would never have been able to make the necessary repairs on our own.”

To date, cash donations from the CARM community fund and donations in kind from CARM members total just over $22,000 for the Optimist Soccer Park, and the Ashley Neufeld Softball Complex total $22,000 also. Indeed, the association is most encouraged by the generosity of our membership.

After postponing the golf tournament due to forecasts of rain and high winds, the CARM 31st Annu-al Golf Tournament was held at Shilo Country Club on Tuesday, June 4th, 2013.

The day started out with a smokie lunch courtesy of the Construction Safety Association of Manitoba. The weath-er held out for our 120 golfers to make their way around the 18 holes and take part in many contests put on by our hole sponsors. A dinner of BBQ steak and all the fi x-ings was enjoyed by all, followed by the presentations of prizes for the fl ight and contest winners, along with the many random draws for prizes.

Everyone was a winner thanks to the great prizes which were generously donated from the many supporters of our industry. Thank you to all who attended and look forward to seeing you next year!

IMPORTANT NOTICE: Retail Sales Tax Rate ChangeTransi onal Rules

The 2013 Budget announced that, eff ec ve July 1, 2013, the retail sales tax rate will change from 7% to 8% un l June 30, 2023. The following transi onal rules will apply to vendors making taxable sales and purchasers required to remit sales tax directly to the Taxa on Division on taxable purchases from non-registered vendors:

Taxable GoodsThe 7% sales tax rate applies to taxable goods purchased before July 1, 2013, including:• Goods purchased on credit or by deferred payment arrangements where payment is made a er June 30, 2013.• Goods that are fully paid for prior to July 1, 2013, but delivery is taken on or a er that date. The 8% sales tax rate applies to goods purchased a er June 30, 2013, including goods for which the purchaser has made only a deposit on the purchase. (For mobile, modular and ready to move homes, the same rules apply subs tu ng 4% for 7%, and 4.5% for 8%).

Taxable Services (Other Than Telecommunica on Services)• Services completed prior to July 1, 2013 are taxable at 7%, regardless of the billing and payment date.• Contracts for services entered into prior to April 17, 2013 are taxable at 7% for services provided up to June 30, 2014. This includes accommoda on services booked with a deposit. (See exceptions for prepaid service arrangements below).• Contracts entered into a er April 16, 2013 for services that commence a er June 30, 2013 are taxable at 8%.

Prepaid Service Contracts• Prepaid service arrangements bought and paid for prior to April 17, 2013 are taxable at 7%, regardless of when the service is performed.• A er April 16, 2013:- Prepaid service arrangements where a vendor agrees to provide a service for a coverage period, i.e. periodic maintenance agreements – when the service period includes any day prior to July 1, 2013, tax applies at 7%; when the service period is completely a er June 30, 2013, tax applies at 8%.

- Prepaid service arrangements - such as spa packages - bought and paid for prior to July 1, 2013 where the prepaid package can be redeemed over a period of me that includes any me prior to July 1, 2013 are taxable at 7%. Prepaid packages that can only be redeemed a er June 30, 2013 are taxable at 8%.

Contracts for Specifi ed Services to Tangible Personal Property (i.e. Not Based On a Service Coverage Period)• Contracts for installation, maintenance or other services to tangible personal property(including mechanical and electrical systems and produc on equipment) executed prior to April 17, 2013 are taxable at the 7% rate for services provided up to June 30, 2014.• Contracts executed a er April 16, 2013 for services to be provided over a me period that straddles July 1, 2013 must be segregated into the me before

and a er the transi on date, with tax applied at 7% for the pre-July 1, 2013 period and 8% for post-June 30, 2013.• Contracts to supply and install tangible personal property involve a sale of both goods and services. As above, contracts executed prior to April 17, 2013 are taxable at the 7% rate for installa ons up to June 30, 2014. Contracts executed a er April 16, 2013 must be segregated based on goods installed before and a er the transi on date, i.e. progress billings for work before July 1, 2013 are taxable at 7%, a er June 30, 2013 at 8%. For these contracts, the tax rate applies based on the installa on date, even though tle to the goods may pass at the comple on of the installa on project. • The tax rate on holdback amounts is as follows:- For contracts executed a er April 16, 2013, the tax rate should be applied based on the rate in eff ect at the me of the corresponding progress billings. The total holdback amount should be segregated on the invoice into the total amounts before and a er the transi on date for this purpose, with the appropriate rate applied to each total.- The tax rate on holdbacks for contracts executed prior to April 17, 2013 is 7% if completed by June 30, 2014. If not completed by this date, tax will apply on holdbacks as described above for contracts executed a er April 16, 2013.• For contracts executed prior to April 17, 2013, grandfathered at the 7% rate for installa ons up to June 30, 2014, but extend beyond that date, the transi on rules above apply to the post-June 30, 2014 services on the same basis as the July 1, 2013 rules for other contracts• Change orders made a er April 16, 2013 are not grandfathered at 7%, even though the original contract may be - tax will apply at 8% to these change orders for all work performed a er June 30, 2013, with the same transi on rule above for work that straddles July 1, 2013.

Telecommunica on Services - Telephone, Cable TV, Internet Services• The tax rate applies on the standard monthly package charge based on the billing date. Bills for service dated prior to July 1, 2013 are taxable at 7%, including billing periods that straddle that date. Bills for the standard monthly service package a er June 30, 2013 are taxable at 8%.• Tax applies on charges for op onal or extra-billed services based on the date the service was provided, i.e. charges for long distance calls or pay-per-view movies purchased prior to July 1, 2013 are taxable at 7%, those purchased a er June 30, 2013 are taxable at 8%.Electricity and Natural Gas:• There is no change for home hea ng, as the rate of 1.4% remains in place.• For all other uses (where tax has applied at 7%) - billing periods that include any day prior to July 1, 2013 are taxable at 7%. Billings for periods completely a er June 30, 2013 are taxable at 8%. (For eligible mining, manufacturing and oil companies read 1.4% for 7% and 1.6% for 8%).

Leased Goods

Lease payments made or billed prior to July 1, 2013 are subject to the 7% rate; those that become payable a er June 30, 2013 are taxable at 8%. The applicable rate applies to the full lease period, including those that straddle or occur fully a er June 30, 2013.

Insurance

Defi nite Term Insurance Contracts (Excluding Group Contracts)The tax rate applies based on the eff ec ve date of the contract – contracts eff ec ve before July 1, 2013 are taxable at 7%, those eff ec ve a er June 30, 2013 are taxable at 8%. This includes mul -year contracts paid by instalments where the tax is collected annually. These contracts with an eff ec ve date prior to July 1, 2013 are grandfathered at the 7% rate.

Indefi nite Term and Group ContractsPremiums payable prior to July 1, 2013 are taxable at 7%, regardless of the coverage period. Premiums that become payable a er June 30, 2013 are subject to the 8% rate.

Real Property Contracts

Contracts Executed Prior to April 17, 2013The 7% rate is grandfathered for goods and services purchased for incorpora on into real property for all contracts executed prior to April 17, 2013, as follows:- The 7% rate is grandfathered for all contract work rela ng to the original contract completed by June 30, 2014. The 8% rate will apply a er that date.- Goods and services incorporated into real property include direct materials used to construct real property and related mechanical and electrical systems, as well as the services to install the M&E systems.- Machinery, equipment, tools and other goods and services purchased by contractors for their own use to perform a real property or M&E installa on (i.e. not incorporated into a building project) are not grandfathered. This includes equipment rentals, whether re-billed directly to the customer or not.- Note: Goods and services acquired to fulfi l change orders made a er April 16, 2013 are not covered under the grandfathered rate, and are taxable based on the general transi on rules for goods and services described above.

Contractors will be required to pay the 8% rate at source for goods and services acquired a er June 30, 2013 based on the above rules, but can apply for a refund (or take an internal credit if applicable) of the 1% diff erence.

Refund claims should be made using form RT6 – Applica on for Refund – Real Property Contracts, which will be available at the website listed at the end of this No ce.

Contracts Executed A er April 16, 2013For contracts executed a er April 16, 2013, the tax rate applies on taxable goods and services acquired for incorpora on into real property at the rate in eff ect at the me of purchase, as described in the taxable goods and services

sec ons above - the tax rate for contract inputs is not determined by the contract date. The contractor is the consumer of goods and services acquired to fulfi l a real property contract, therefore the tax rate applies based on the ming of those purchases, not on the sale of the real property.

Subject to the grandfathering provision for pre-April 17, 2013 contracts - contractors that acquire goods on a tax-out basis and self-assess as they are used in jobs must pay tax at 8% when the goods are taken from inventory a er June 30, 2013 for use in a real property contract. Goods taken from inventory prior to July 1, 2013 are taxable at 7%.

Refunds and Credits

Refunds of the sales tax on returned goods or cancelled sales must be provided at the same rate at which the tax was collected on the original sale.
