1. Introduction
The Africa Region of Caritas Internationalis comprises 45 national Caritas organisations in thefollowing countries: Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde,Central African Republic, Chad, Comoros, Congo, Côte d’Ivoire, Democratic Republic of theCongo, Equatorial Guinea, Eritrea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau,Kenya, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritius, Mozambique, Namibia, Niger,Nigeria, Rwanda, São Tomé and Príncipe, Senegal, Seychelles, Sierra Leone, South Africa, Sudan,Swaziland, Tanzania, Togo, Uganda, Zambia and Zimbabwe.
According to the reforms adopted at the Fourth Pan-African Conference, the countries have beenredistributed into zones, no longer taking into account linguistic considerations but according to thesub-regional conferences corresponding to the structures of the SECAM (Symposium of EpiscopalConferences of Africa and Madagascar).
The seven zones are: Caritas ACEAC (Association of the Episcopal Conferences of Central Africa),Caritas ACERAC (Association of the Episcopal Conferences of the Central African Region),Caritas AECAWA (Association of the Episcopal Conferences of Anglophone Western Africa),Caritas AMECEA (Association of the Members of the Episcopal Conferences of Eastern Africa),Caritas CEDOI-M (Episcopal Conferences of Indian Ocean islands and Madagascar), CaritasCERAO (Episcopal Conference of the Region of Western Africa) and Caritas IMBISA (Inter-Regional Meeting of the Bishops of Southern Africa)
In the course of the Sixth Pan-African Conference of Caritas Africa, held in Libreville from 2 to 7July 2006, the role and activities of Caritas in the region were re-examined in order to develop anew sense of direction for the future in accordance with the strategic plan of Caritas Internationalis.
Some challenges that must be faced by Caritas Africa were stressed upon. Among these is self-reliance of Caritas and of the Church in Africa as pointed out by the Second Forum of CaritasAfrica which took place in October 2005 in Mukono, Uganda.
The priority challenges were identified in both Mukono and Libreville and appropriate responseswere proposed. The four priority challenges and their respective responses are listed as follows:

Make use of the Social Teaching of the Church, in particular theEncyclical Deus Caritas est of Pope Benedict XVI in order tostrengthen the ownership of Caritas at all levels.

Evaluate the current situation of Caritas in Africa and planconsequently for the future.
3. Self-reliance of local communities,Churches and Caritas structures(Mukono, Uganda – October 2005)
Draw up programmes that will fully empower persons so thatthey become self-reliant are able to make long-term investmentsand to support Caritas activities and structures.
4. Emergency preparedness andeffective responses
Build the capacity of Caritas staff; organise the logistic of Caritasin Africa.
The challenges identified and the responses proposed by the participants in Libreville call forstrategies. We must have a strategic plan for the region so that the Church will remain faithful andrelevant to the needs and aspirations of the persons whom we wish to serve. On the basis of the

points discussed and the ideas that emerged at these forums, we drew up this Strategic Plan usingthe Strategic Plan of Caritas Internationalis as a reference. However, each member organisation inthe region will of course establish its own plan of action according to its priorities and carry out itsown programme. We hope that the implementation of this plan will go a long way towards helpingCaritas Africa to offer a better service to its members. The aim is that, through the activities laiddown in this strategic plan as well as in the operational plan, it should become a more effective andrelevant vehicle for empowering persons so that they can bear witness to the Gospel in this NewMillennium.

2. Vision, Mission, Values and Principles
VisionThe vision of Caritas Africa is to have life in its fullness (John 10:10).
MissionTo bear witness to the Love of God (Acts 1:8) by working for the integral development of thehuman being with priority attention to the poor and the most destitute.
Values and Principles
Dignity of human beings: God created man in the image of himself, in the image of God hecreated him, male and female he created them (Genesis 1, 27). Human persons are not objects; theyare subjects who collaborate in the pursuit of the work of creation.
The poor – or more exactly those who suffer from poverty – should not be the object of pity butsubjects of their own development.
Solidarity/sharing: It is not a question of feeling compassion but rather “a firm and perseveringdetermination to commit oneself to the common good; that is to say to the good of all and of eachindividual, because we are all really responsible for all” (John Paul II, Sollicitudo Rei Socialisn°38.4 “Solidarity is the sharing of what we are, what we believe and what we have.")
Service: One must place oneself at the service of “All” with their many shortcomings andcomplexes and “each individual person, each human group, and humanity as a whole” (Paul VI,Populorum Progressio). Service includes sacrifice, humility, magnanimity, and also the quality andefficiency for a rational use of resources and self-promotion.
Subsidiarity: The emphasis is on respect for the principle of local autonomy for all activitiescarried out at a local scale. The local services are the first to guarantee the service and take actionbecause they are integrated in the local communities. Subsidiarity, like self-determination, involvesharmonious cooperation and unity of action because it involves working together in the commonmission. It leads to Advocacy to ensure that the State fulfils its constitutional functions.

3. Fight againstpoverty andreinforcementof self-relianceat all levels
To foster ownership ofthe vision of the Churchand of CaritasInternationalis onintegral humandevelopment by theCaritas organisations ofAfrica.
To identify the majorchallenges andobstacles to integraldevelopment in Africaand to carry outadvocacy in favour ofsocial justice,environmental at anational, regional andinternational level.
To establish networksof action with the otheractors, in particular withthe other civil societyorganisations engagedin integral humanpromotion. Toinvestigate the synergybetween our actionsand those of our statesand to play an activepart in the planning andexecution ofdevelopmentprogrammes in ourcountries.
To develop theability to carrythroughprogrammes thatintegrateEmergency,Rehabilitation andDevelopment sothat compassion isalways mediated byself-management.
4. Emergencyprevention,effectiveresponse andpromotion ofpeace-buildingandreconciliation.
To develop skills infavour of peace-buildingand reconciliation at alllevels and to work inpartnership with otherorganisations andinstitutions engaged inthis type of action.
To develop the spirit ofsolidarity within localcommunities, and theability of the AfricanCaritas organisationsto respond to situationsof emergency byappropriating themechanisms of CaritasInternationalis.
To developmechanisms ofpermanent observation,early warning and rapidreaction to emergencysituations, in particularin the most vulnerablezones.
To identify the maincauses of theconflicts in ourregion and todevelop strategies,including regionaland internationaladvocacy, aimed atfinding peacefulsolutions to them.

4. Operational Plan
This action plan is based upon the strategic goals approved by the Regional Conference of CaritasAfrica and by the General Assembly of Caritas Internationalis and takes into consideration CIstrategic framework.
The actions contained in this plan are the priorities identified by Caritas Africa RegionalCommission for the four coming years.
The implementation of this action plan will respect the principles and policies developed by CI: inparticular gender equality, inter-religious dialogue, protection of children, respect of theenvironment, solidarity, partnership, professionalism and accountability, etc.
The actions indicated in this action plan lay emphasis on matters of concern which call immediateengagement and mobilisation of the Church and active members of society in our region, namely:emergency situations, HIV/AIDS, peace building and reconciliation, migrations and humantrafficking, discrimination and exclusion particularly against women, bad governance and extremepoverty, etc.
To answer these challenges, Caritas Africa, in synergy with CI, intends to invest actively in capacitybuilding for its members, in advocacy at all levels, in internal and external communication. CaritasAfrica aims at being an organisation that capitalises the know-how of its members and favoursexchanges between them. Caritas Africa wishes to be an organisation open to partnership andpermanent learning.
In the first place, it’s the African MOs who have the responsibility for Caritas Africa. For thisreason, we shall work to increase the ownership of Caritas and of its achievement by our localChurches and communities.
To this effect, we shall intensify contacts with our Pastors, the animation of our elites and leaders,as well as public awareness campaigns on Caritas mission and activities for resource mobilisation.
These resources, as well as those coming from the solidarity of other churches, of groups andinstitutions outside our continent, will support the efforts of our communities already committed inthe fight against poverty through various initiatives such as: micro-finance, fishing, food security,vocational training, improvement of sanitary condition, decent housing, fight against discrimination,democratic process, environmental protection, etc.
Thanks to this solidarity that we wish to concretise by "A solidarity fund" (FOSORCA), we shallcontinue to reduce our vulnerabilities and we shall respond to emergency situations in some of ourcountries and zones exposed to natural disasters or conflicts.
The whole team of the Regional Commission united with the President, His Grace ArchbishopCyprian Kizito Lwanga, will endeavour to ensure the coordination of our joint efforts and to betterrepresent Caritas Africa Member Organisations within Caritas Internationalis and various regionaland/or international instances.
May God bless Africa as well as those who love it.

5. BudgetThe execution of this Operational Plan will require a substantial budget at all the levels within theregion and Caritas Africa is already committed in order to mobilise the financial resources in thebest possible manner.
To this end, proposals will be presented each year at various levels of execution of this plan: theSECAF, the zones and even at country level by the National Caritas. Certain actions will bebudgeted for negotiations with partners. Other actions, if possible, will be carried out jointly withthe abovementioned partners.
However, Caritas Africa insists in particular on the mobilisation of its members who will have topay the statutory fees and take an active part in the Solidarity Fund (FOSORCA).
The budget for the year 2008 will be examined in December 2007, in Rome, by the members of theRegional Commission who will be participating in the meeting of the Executive Committee ofCaritas Internationalis.
