Rural Housing Reconstruction Program:

From Emergency Response to the Establishment of a National Rural Housing Policy in Peru

The August 15 Earthquake

• An 8.0-magnitude earthquake rocked the southern coast of Peru causing widespread destruction of homes, roads, schools, hospitals and community buildings

• 593 dead, 318 missing, 2,800 severely wounded

• 75,786 destroyed and severely damaged homes

• Intense aftershocks up to 6.0-magnitude continued in the days following

• Power lines went down and access to water, food and medical treatment was initially limited


Humanitarian Response Phase

• Provided humanitarian aid to 12,019 families in four prioritized provinces: Cañete, Chincha, Castrovirreyna and Huaytará

• Distributed emergency relief items: drinking water, food, tents, plastic sheeting, blankets, safe water kits, medical supplies and tools for rubble removal, as well as coffins


Rehabilitation Phase

• Removed rubble, built over 900 temporary houses and latrines in Chincha (OFDA )• Restored livelihoods, rehabilitated drinking water and irrigation systems and built

temporary classrooms in Castrovirreyna and Huaytará (ECHO and ELMA Foundation)

• Built over 6000 sanitation facilities in the four provinces (DFID-UN Flash Appeal)

Reconstruction Phase

• Government created Reconstruction Authority FORSUR and promised a S/.6000 subsidy to all families whose houses were destroyed

• CARE decided to focus its reconstruction efforts on helping poor families in rural areas access the government subsidy to rebuild their homes

• The challenge was to identify low cost earthquake resistant technologies • Established partnership with the Catholic University to adopt earthquake

resistant adobe houses reinforced with polimer mesh • Convened NGOs and international aid agencies involved in the

reconstruction effort to create the Safe and Healthy Housing Group• Organizations in the Housing Group agree to promote proven earthquake

resistant technologies and advocate for poor rural families to have access to the government housing subsidy

Political will of the State for attending rural housing problem

Advocacy for a National Rural Housing Policy

• Used the first anniversary of the earthquake to talk about the lack of government support for the reconstruction needs of rural families

• Got the Canadian Ambassador and the USAID Mission Director to talk to the Minister of Housing about the lack of a government mechanism to apply the housing subsidy in the rural areas

• Used Laura Bush’s visit to the earthquake affected area to get to the Peruvian First Lady with our concern

• Took the Minister of Housing and the National Housing Director on field visits to see the work that were doing with Banmat.

• Picked up on the interest of the new Minister of Housing to take the model that CARE developed with the Banmat to a national level rural housing program

• Advocated for a Supreme Decree with the Director of Housing

Actions Related to the Operational Regulations of the Supreme Decree

• Technical meetings held between the GVSS and the MVCS technical team to develop the operational regulations

• The Ministry of Housing technical team makes field visits to learn about the BANMAT-CARE Peru pilot experience

• Legal, technical and political bodies of the Ministry of Housing evaluate the final technical proposal.

• Two years after the earthquake, the national media interviewed members of the Housing Group

• Media provided extensive coverage of the Housing Forum

• Media interviews mayor who represented all mayors that signed the petition requesting the acceleration of the regulation of the Supreme Decree

The grants (up to S/. 16,685) will be administered by the Mi Vivienda Housing Fund through its Techo Propio Program, in coordination with rural technical entities

Implementation of the Regulations Governing the

National Housing Program

• CARE receives a third grant from OFDA/USAID to support the implementation of the national housing program

• Members of the Housing Group join government task force to oversee the implementation

• Organizations in the Housing Group prepare to become certified rural technical entities to implement rural housing projects

• CARE agrees to support Banmat as a technical entity and provides technical assistance to small rural constructions companies

• Ministry of Housing agrees to fine tune the operational regulations based on the results of the first round of projects that are implemented

• The regional governments of Ica and Huancavelica seek technical assistance to use their own funds in building safe and healthy homes

• The USAID Mission Director is put in charge of developing the housing reconstruction program for Haiti based on USAID’s experience in Peru
