Business Payment Cards and e-Payment Solutions ProvidersChoosing the right Business Payment Card or e-Payment SolutionsProvider to fit your business model is sometimes confusing butobviously desirable.

For the ‘User’ it gives them the option to choose the mostappropriate Card Payment & e-Payment Solution for their needs from the most effective provider.

For the ‘Supplier or Merchant’ it offers them a range of solutions andproviders when deciding on the most appropriate and cost effectiveway to embrace card payment acceptance.

Having this choice does mean that both ‘ Users’ and their ‘Suppliers’ will have homework to do before arriving at the right solution and provider.

That’s why the e-Payments & Payment Card Solutions Conference2009 is an important event to attend. The Conference has beendesigned to give you the ideal opportunity to overview of what’s newand currently available from the Payments industry.

Card Schemes and Issuing BanksIn the UK the majority of commercial and pre-paid cards are brandedproducts from the Amex, MasterCard or Visa stables. BusinessPayment Cards come under a variety of nomenclatures, Corporate,Charge, Procurement, Purchasing and Pre-Paid being just some.

The term “Card” is in itself somewhat misleading because many ofthe products now becoming available offer much more than just apiece of plastic. Indeed it is perfectly normal to run a cardprogramme without any cards.

Whilst the standard model of a card being carried around in walletand purse is still universal, increasingly we are seeing Issuers andspecialist companies offering a whole range of flexible purchasingsolutions built around payment card functionality which can providepre-purchase controls on the one hand and electronic delivery andmanipulation of statements and management information on the other.

Closed loop and hosted cards are terms for card usage wherepurchases are restricted to particular suppliers nominated by the business and the purchaser may not even know that a Card is involved.

So who issues these cards and associated products?The answer is, not unsurprisingly, most of the corporate banksoperating in the UK offer a range of products to suit a variety ofbusiness/corporate needs. For organisations operating in the Public

Sector certain banks, which are party to Government agreements,will provide the Government Procurement Card (GPC) that is Visabadged at present and, for those with a Welsh connection, the WelshPurchasing Card (WPC) that can be either MasterCard or Visa.

For those looking for Pre-Paid Cards the range is somewhat broader.As well as most corporate banks a range of building societies andothers are now issuing these products. This is probably a reflectionof the potential for growth the industry sees for the Prep-Paid Cardmarket, both in the consumer and government/business fields.

Web Based Transaction Solutions?There are a growing number of third party software specialists whooffer a range of web based transaction solutions that can work acrossa multitude of cards from different issuers and different schemes.

However some card issuers offer their own additions to the basiccard product particularly for the delivery and handling of managementinformation and to provide more sophisticated pre-use controls.

Accepting Card payments?Suppliers generally have to do two things, although there arealternative paths. Firstly they need to be set up with a merchantaccount by an “Acquiring” Bank.

A relatively simple process subject to passing the bank’s appropriatecredit/risk assessment criteria.

It should be noted that the is no requirement for this merchantaccount to be with a suppliers existing bank and it may well be thata better deal can be obtained by shopping around and also checkingif there is already a “trade” deal in place with one of the Acquiringbanks covering any trade associations of which the supplier is a member.

The second requirement is to have the necessary means with whichto process card transactions on the merchant account.

There is a plethora of systems/solutions to cover this from a range ofthird-party providers and which is right really does depend on what maybe a complex variety of factors. Will the supplier be undertaking face-to-face transactions (in which case a chip and pin terminal is a must),remote (such as phone, fax or internet orders) or a mixture of both?

The type of cards to be accepted and level of transaction datademanded by any key customers is also a major consideration.

Increasingly both public sector and private businesses are demandingan enhanced level of data (including VAT detail) from their cardcapable suppliers and the ability to provide this may be crucial incontinuation of the business from these card users and further growth.

Again, a range of products is available with both the acquiring banksand solution providers able to provide expert advice on the bestsolutions for any particular business.

Commercial Cards Issuing BanksCommercial Card Issuing Banks issue and offer avariety of Visa and/or MasterCard Purchasing andCard Payment Solutions.

The majority of enabled card capable suppliers thatprovide card management data can accept both Visaand MasterCard files.

Some Commercial Card Issuing Banks have their ownproprietary software, as does MasterCard, but apart fromthat the data they flow is identical.

Most Card Issuers will make daily transactions data fileavailable to you, in some instances this may be amonthly data file with the level of service offered possiblydepending on the size and the value of your programme.

Public Sector Procurement Card ProgrammesAvailable with the Welsh Purchasing Card and The Office of Government Commence (OGC)

The Welsh Procurement Card initiative is similar to theOGC but is available to mainly Welsh Public Sectororganisations. This offers both a MasterCard and Visasolution but the MasterCard solution has considerablymore programmes. The uses of this scheme enjoy thebenefit of a shared programme and dedicated supportfor the individual programmes from a team that work forthe Welsh Procurement Initiative (WPI) and liaison withthe bank is carried out from that team. Meetings areheld with all members of the scheme, the bank and WPIteam members.

One the major benefits of operating a scheme such asthe WPC is that everyone shares in joint rebates from the

bank as the total spend from the scheme counts towardsthat rebate, so smaller programmes benefit from a higher rebate.

The Office of Government Commence (OGC) hasarranged a framework agreement with a number of thecard issuing banks (GPC2). This agreement allows PublicSector organisations to select one of the card issuingbanks as their supplier of their purchasing cardprogramme without going through a formal tenderingprocess.

As this is a framework agreement the financials withinthe contract are up for negotiation by the cardprogramme with the card-issuing bank.

OGC are currently in the process of vetting its GPC3framework agreement.

Welsh Purchasing Card

Having now been established for over 6 years, the Welsh Purchasing Card(WPC) has reached a position where it is extensively used by the vastmajority of Public organisations in Wales across all sectors. Provided underthe terms of an agreement between the Welsh Assembly Government (WAG)and Royal Bank of Scotland the WPC uniquely (for the moment in the UK)offers users a choice of Visa and MasterCard schemes. The MasterCardproduct has however become the de facto card of choice, not least becauseof the provision of MasterCard's powerful web based card managementsystem, Smart Data OnLine which has allowed organisations to set up anintegrated card based purchase to pay system to suit their individual needs.

Time moves on and WPC now sits with the WAG's xchangewalesprogramme as one of a range of e-procurement tools which encompass the likes of e-sourcing, e-trading and e-invoicing. Whilst still growing inpopularity, the role of WPC (and purchasing cards in general) are being re-assessed in view of the impact of alternative solutions increasinglyavailable under the banner of e-procurement. This session poses somequestions on how well the P Card industry has responded to the ‘threat’of e-commerce, what, if any, innovative thinking is there and what does

the future hold for further growth of P Cards in the UK Public Sector.

Prepay and Pre Loaded Card SolutionsPrepay cards are a simple and innovative method ofmoving away from cash and cheque payments tocustomers, some of which may not have bankaccounts, for making social and benefit payments.

There are basically two ways the cards can be used,single use, this where an amount of money is loadedonto the card and once used the card is no longer valid.The second method is a multi use card; this card can beloaded on a weekly, monthly basis with either the sameamount or different amounts each time.

The cards are accepted anywhere credit cards can beused and control, if required, can be placed onto thecards to restrict where they can be used. It is alsopossible to see where the cards are being used by usingcard management software. Even though these cardsappear to be a “credit card” there is no credit involvedand the recipient of the card can only spend up to thevalue that has been loaded onto the card and the cardsare available for cash withdrawals.

The options for use for Local Authorities are numeroussuch as, benefit payments, school clothing allowances,grant payments, asylum seeker payments and othersocial payments. By making these payments in this wayit is potentially a much cheaper option than cash andcheque payments. It makes cash readily available tocustomers who may have no access to a bank accountor may need an emergency payment.

Another option for prepay cards internally is for travel. Ifyou have employees that may need to travel either withinthe country or abroad would be issue then a preloadedcard to cover their hotel and incidental expenses. This isan easier option than the employee spending their ownmoney than put in expense claims and the cards can betopped up each time the employee travels.

E-invoicing and OCR SolutionsThese solutions once set up are extremely efficientand can lead to significant cost saving due to thepotential numbers of staff required to processinvoices, as in the main the staff are only dealing with the exceptions.

Most of these systems offer self-learning OCR solutions,which "learn" as the invoices are scanned, they look forall the obvious fields that you would expect on aninvoice. These include, company name and address,invoice number and date, vat number, vat amount, grossand net amounts. It identifies these fields and the firsttime an invoice is scanned it offers a “best fit” for thatinvoice for that vendor. The first step is to verify what hasbeen offered or adjust/match the fields, once the invoicehas been verified the next time an invoice is scanned forthat vendor it will match.

These systems also come with their own flexibleworkflow solutions and one central screen, which displaythe status of all the invoices in the system.

Once scanned the invoice posts into SAP and based onpre set matching criteria certain actions will happen, if itmatches the PO exactly it will be available to pay.

If it doesn’t match the purchase order, it will block,workflow will start and route the item to the creator ofthe PO for them to either accept or reject. If they acceptthe differences, the invoice will unblock and becomeavailable for payment. If they reject the invoice they willbe prompted for a rejection reason and it will then be workflowed back to accounts payables for them to deal with.

Again this will work best if the business is issuingpurchase orders for the majority of its spend as that willincrease the automatic matching this is dependent onthe vendor has quoted the PO number on the invoice.

Whether you implement an e-invoicing service or a scanning and OCRsolution, the time it takes for an invoice to be available for payment isdrastically reduced. The AP team only deal with the exceptions and themanagement information will identify non-compliance by vendor andemployee, which enables continuous improvement to the no touch process.

The objective of e-invoicing services and OCR solutions is to take electronicdata into SAP and automatically post invoices that pass 3-way match checks.

For invoices that require intervention due to price differences, receiptconfirmations or account coding, the solutions allow Accounts Payable tocontrol the interaction with business users.

Business users are notified of exceptions via an email to their Corporateemail in-box and can access their workflows via web pages, SRM, Portal orR/3 with access to the invoice image available throughout.

Throughout the process statistics are kept by document, vendor, postingtype, error reasons and business user to provide reporting that supportsContinuous Improvement both internally with business users and externallywith suppliers.

Suppliers should be also allowed to send invoices in the format of theirchoice, so today’s e-invoicing services will accept paper invoices, pdf email

attachments, XML, EDI, CSV and any other electronic file formats. Alldata/images are then transferred securely to the customers SAP systemand Accounts Payable deal only deal with invoices that do not post first time.

The scanning and OCR systems can also provide this functionality, but thedifference is Accounts Payable have to deal with the entire process in-house.

Today’s e-invoicing services and scanning and OCR solutions also providewider benefits in procurement by providing visibility across the P2Pprocess. This helps users identify smarter purchasing processes,particularly for non-stock items and services.

The technology is helping customers in the public and private sectors toreduce the time it takes for an invoice to be available for payment andgenerating significant cost savings through efficiencies.

Why stop at automating accounts payable? Once installed, the sametechnology platform can be used to manage Purchasing Card transactionsin SAP including workflow to adjust coding and obtain approval. Additionally,the same platform can perform matching of supplier statements.

Once they have been approved at thislevel, they are then available for “posting” to the general ledger.

All the solutions will come with a suite of reports andmost will have the ability to create your own customreports and will produce an output file to feed into anumber of the larger ERP systems such as SAP and Oracle.
