CAR hosts 13 major river systems with enormous
water supply for domestic, agricultural, power
generation and industrial needs of the river basins of
CAR and neighboring Regions 1, 2 and 3, virtually the upper north of Luzon.
We need to rehabilitate, regenerate, protect and
manage our watersheds to promote CAR as a model
“green economy” pursuing a sustainable development
strategy.

KFA on Greens and Ornamental Grocer
CAR has traditionally focused its agricultural produce on high-value semi-temperate fruits, vegetables, and other commercial crops like flowers and coffee.
With rehabilitated watersheds, we should also focus on intensifying and expanding value addition with increasing high-value agroforestry production including forest plantations for both major and minor forest products.

KFA on Major Hydropower Producer
CAR has a vital role to play in the country’s search for alternative renewable sources of energy with its vast potential for hydropower generation in CAR and the northern regions.With improved capacity for water storage and better managed river water flow from our rehabilitated watersheds, we will develop and generate energy along our strategy of small, mini and micro run-of-river type hydropower generation projects that are more socially acceptable and more environment-friendly.

KFA on Prime Ecotourist Destination
CAR’s rehabilitated and regenerated watersheds will increase its ecotourism industry’s competitiveness highlighting the region’s pristine environment, refreshing climate and distinct natural and physical attractions.
We need to develop more ecotourism circuits away from traditional tourist destinations such as Baguio, Sagada and Banaue.

KFA on Agri-Industrial Actvities and Knowledge-Based IndustriesCAR’s manufacturing output is highly dominated (almost 98%) by the high-value PEZA-based electronics industry.
Our strategy is to proliferate MSMEs in the various stages of the value-chain development utilizing CAR-based natural resources. We will also continue to play our major role as the northernmost hub of the Philippine Cyber Corridor super region. To date, Baguio-based efforts are being made to extend the opportunities to BLISTT then CAR-wide.

KFA on Prime Educational Center
CAR’s quality education services provided by its HEIs and TVIs continues to attract local and foreign students.
Our strategy is to develop and expand better quality education and education-allied services outside Baguio City into the BLISTT area and then CAR-wide.

KFA on Good Governance through regional autonomy:Regional autonomy is now increasingly
being regarded by the development planning/management sector as probably the most solid foundation towards enabling CAR to pursue its sustainable development agenda to improve the quality of life of Cordillerans.
Regional autonomy is seen to provide CAR greater flexibility in deciding, implementing & allocating resources for PPAs slanted towards regional priority thrusts.
Needed therefore is continuing support for social preparation activities towards becoming regionally autonomous, specifically IEC and capability-building activities.

Cordillera regional autonomy an active agenda of the RDC-CAR
Article 10, sections 15-21 of the 1987 Philippine Constitution Section 15. “There shall be created autonomous regions in Muslim Mindanao and the Cordilleras...”
Bases of the autonomy agenda:
EO 220 signed on July 15, 1987 creating the Cordillera Administrative Region is a transition and preparatory set-up for an autonomous region in the Cordillera

KFA on Physical Integration
CAR remains to have the poorest national road system in the country with only 34% of its roads paved in 2007 compared to the national average of 72%.We need to complete the regional road network comprising of a south-north trunkline and several road laterals that will link CAR centers directly to each other and the centers of neighboring Ilocos and Cagayan Valley regions. This KFA also focuses on completing a regionwide communication system.

KFA on Indigenous Culture and Knowledge
CAR development will be pursued in the context of the distinct and unique historical and cultural heritage of the Cordillera by utilizing its rich and diverse cultures, values, traditions and practices.
We will integrate indigenous knowledge, systems and practices (IKSPs) to enrich and hasten CAR socio-economic development.

KFA on Social Development
We are conscious that the benefits of economic growth will not be equally spread and shared by all.
We will need to address the most basic social needs of the most vulnerable sectors of Cordillera society. While we have a high probability of meeting our poverty, simple literacy and HH water accessibility targets in the MDG, we have a low chance of achieving four and medium chance of achieving three targets related to the status of our children.*
Low probability: (1) prevalence of underweight children under 5 years old; (2) cohort survival rate; (3) completion rate; (4) proportion of 1-year old children immunized against measles.Medium probability: (1) elementary participation rate; (2) under-5 mortality rate; (3) infant mortality rate.
