President’s Message Cape St. Claire Improvement Association, Inc. Community Newsletter February 2 15 Happy New Year to my fellow Cape residents. I am honored to be elected by the Board of Governors to be the President of the Cape St. Claire Improvement Association (CSCIA) for a second term here in 2015. First and foremost, I want to thank our outgoing board members for their service, Susie Hazen, Frank Newman, Lou Biondi and the recent retirement announcement of Josephine Gardner. Susie served on our Board last year tackling Covenants and County Zoning complaints. She did a great job and started a column in the Caper to better inform the residents as to the process that takes place to resolve some of the most common complaints. Frank served as a Governor for 3 terms and as a result upgraded and provided web services, technology consulting for the office while working on the piers committee and reinvigorated the beaches and parks while also bringing the Beach Attendant Program to life. The work Frank put in over the last nine years has put us on the path to begin to restore our beaches that we are embarking on this year. Lou Biondi has served on the Board for more than 30 years, also serving as President five times. We thank Lou for all his time and service to the residents of Cape St. Claire and the CSCIA. Lastly, I accepted the retirement resignation by Josephine Gardiner effective the end of January 2015. After almost 40 years of service on the Board of Governors and having led the CSCIA six times as President, we wish Josephine all the best. If you count the years of service we lost by retirement this past month between Lou, Josephine and Elaine, it is over 100 years of experience in serving the CSCIA. The institutional knowledge that these three individuals have is hard to replace. I want to thank all for their service this past year on our Board of Governors and for all each have given to Cape St. Claire over the last few decades. Going forward we have an eight member board with Josephine’s retirement. At the January Annual election you voted Dawn Myers back to the Board and added two new members, Jim Small and Bill Szczytko. Dawn will continue as Treasurer and lead our events committee. Jim will be co-chairing the Piers Committee and assisting with our Building Committee. Last but not least, Bill as a self-described Tech Nerd, is co-chair of our communica- tions committee and membership. If you have not visited our new website, www.cscia.org , Bill has updated and upgraded our web capabilities this past few weeks. You will find the other 5 members and their duties on the website too. Also during the Annual Election in January, in an overwhelming yes vote (almost 90% in favor) the resident of Cape St. Claire, voted to increase the Special Community Benefit District (SCBD) Cap from $125.000 to $150.00. In similar fashion, the SCBD Fee assessed on your annual Real Estate Taxes was increased from $125.00 to $140.00 and the budget presented by the Board of Governors in October and voted on in January was passed for fiscal year 2016. With the passing of the this budget, we will embark upon the Capital Improvement Project of restoring and saving our beaches at Lake Claire and the Main Beach as presented at the October Membership Meeting, laid out in the President’s message in November and discussed again at the January Meeting during the budget meeting. Look to hear more about this as we begin this process. DECEMBER 8, 2014 - President Breeden called the meeting to order at 7:34 P.M. He introduced Leslie Coble, the new Community Administrator. He noted that the Cape St. Claire road project has been shut down until spring while the County and BG&E deal with mysterious underground wires. He said things have been pretty quiet, otherwise. The minutes of November 11, 2014 were approved. The final Profit and Loss statement of October 31, 2014 was approved. COMMITTEE REPORTS: Beaches and Parks: Governor Dembowski said the missing flag was returned cleaned and well respected and the flagpole lines were replaced. He is still looking for a volunteer Flag Attendant to ensure proper flag etiquette is observed (especially for days in which the flag should be flown at half mast.) The Beach Attendant job description is complete and hiring and training will commence no later than March for 2015 season. Website: Governor Newman had nothing new to report. Erosion Control: Governor Vaccaro said the County recently issued an RFP for a new grant funding storm water infiltration projects on community property, and the board should investigate potential projects which might take advantage of this grant money. She added that during the winter months we will begin cutting down phragmites by the Lake and preparing for a late winter burn. Treasurer: Governor Myers said that things are on track with nothing out of line. The first SCBD check from the County arrived and the final payment on the bulkhead loan has been made. She noted we have some savings on our insurance due to State Farm’s failure to send the proper premium notice. Events: Governor Myers will have “thank you” hang tags by December 18 to put on the doors of Cape residents who have nice holiday displays. Covenants: Governor Hazen said that things have been quiet. Piers: Governor Biondi said that the Deep Creek pipes have been drained and the bubbler system connected. Budget: Member Toy had no new reports. Strawberry Festival: Governor Lamb said planning is about 50% complete. Breakfast with Santa will be at the Clubhouse on Saturday, December 13. Caper: Governor Lamb said the December/January issue if the Caper will be out soon, highlighting the year in color. Clubhouse: Governor Lamb said rentals are steady but slow. We had to replace the hot water heater last month. Security: Governor Breeden reported that things have been quiet, overall, save for some illegal dumping on our Mt. Pleasant property. BCC: Governor Breeden said there will be a meeting on December 11 to meet with the new councilman. Governor Biondi will attend for the Cape. BLOA: Governor Breeden said the County Office of Law and Office of Budget have been going back and forth on

We will be continuing projects around the Community at our beaches and parks and as always need volunteers. We look forward to completing Phase II of the Main Beach Improvement Project, fighting invasive species, while improving our facilities like the Clubhouse. OLD BUSINESS: Governor Breeden said that a cease and desist order has been sent to an illegal business, and the issue has been turned over to our attorney. He also said that a long-standing issue regarding another property is coming to an end. He said that letters have gone out regarding a private well on CSCIA property. Governor Newman brought up the issue of reducing the Board from 12 to 9 members. A motion was made and approved unanimously to reduce the Board to 9 members. NEW BUSINESS: Governor Dembowski said that he would like to use some of the insurance savings to increase beach attendant coverage. Leslie Coble said things were going well in the office. Governor Breeden said that we will be having additional office hours in the spring, and wanted to remind all that the maintenance bill late fee is increasing to $10 this year. Governor Dembowski noted that there are important budget issues coming up at the January meeting, and he urged everyone to get out and vote and attend the Annual Meeting. Governor Breeden thanked all the people who do so much for the Cape. ADJOURNMENT: The meeting was adjourned at 8:17 P.M.

Also present were Budget Committee member Toy and Community Administrator Coble. JANUARY 13, 2015 President Breeden called the meeting to order at 9:13 P.M. He remarked that the Annual Meeting had a good turn-out and went well. The following officers were elected: President – Beau Breeden, Vice President – Scott Dembowski, Secretary – Mary Lamb, Treasurer- Dawn Myers. President Breeden made the following committee appointments: Beaches and Parks – Governor Dembowski Erosion Control – Governor Vaccaro Events – Governors Myers and Vaccaro Caper – Governor Lamb Clubhouse – Governor Lamb Security – Governors Breeden and Dembowski Personnel – Governors Breeden and Dembowski Membership – Governor Szczytko Communication and Technology – Governors Snow and Szczytko Covenants – Governor Snow BCC, BLOA Liaison – Governor Breeden Piers – Governors Breeden and Small Building – Governor Gardner Roads – The Executive Committee Legislative – The Executive Committee Mosquito Control – The Executive Committee Goshen Farm Liaison – Lou Biondi and the Executive Committee Mike Buchet and David Toy were elected to the Budget Committee at the Annual Meeting. There was a tie for the third member. President Breeden will contact the two nominees to see who is interested in serving. Governor Vaccaro submitted an Erosion Control Committee report stating that she contacted the Center for Watershed Protection for assistance in designing a storm water filtration system for Deep Creek. She also visited a resident who is attempting to stabilize erosion on land near Lake Claire. She has also submitted the burn permit for dealing with phragmites at Lake Claire. Governor Breeden mentioned that the next Board meeting will be dealing with several legal issues. OLD BUSINESS Governor Myers thanked the Board members and volunteers who helped pass out hang tags for Christmas decorations and noted that the effort was well-received by the community. NEW BUSINESS Governor Dembowski asked about getting dedicated email addresses for the Board, and Governor Szczytko said that was likely possible. Governor Vaccaro mentioned a rash of teenagers knocking on doors looking for people who did not live in the houses, with the people they were looking for showing up later asking if anyone had been looking for them. It was agreed that this was a series of pranks or possibly people casing the houses. The meeting was adjourned at 9:32 P.M. Members present: Governors Breeden, Dembowski, Myers, Lamb, Vaccaro, Snow, Lamb, and Szczytko were present. Governor Small was absent.

On Friday January 30, The Harbour School’s LEO Club donated $600 to the Cape St. Claire Fire Department. The Harbour LEOs held their annual corn hole raffle that raised $300. The LEO Club matched the money that was raised. The LEO Club is a social service club headed by Rosena Jordan, Diane Hardesty, Katie Dowd, and Mike Mattingly. The LEOs built the corn hole set at the school’s Career Center woodshop classroom under the supervision of Mike Mattingly, a retired DC firefighter. Also present on Friday was the winner, Dale Strait and Bill Zelanakas, both members of The Severn River Lions Club and sponsors of The Harbour School LEO Club. Garden Club

Wow! I went outside a few days ago to find that one of my pink hellebores was getting ready to pop open. I love seeing those early bloomers (not the kind hanging on a clothesline!). You may be seeing hellebores, camellias and even snowdrops and some crocuses at this time. They are lovely but don’t be fooled! Spring is still around a far-off corner; it’s not time to be planting anything outside. But you can dream. And the Cape Garden Club has been acting on dreams of Spring; at our last meeting, we created mini-greenhouses from old plastic food containers. We will keep these inside in sunny places at home until they sprout. Soon, we will transplant them to pots to enable them to spread their roots in anticipation of being planted in our outdoor gardens. And we are also anticipating future Garden Club events. In February, Dr. Kathryn Hodges will be our guest speaker. Dr. Hodges' topic will be: "Gardening is a true heart-feeding treasure...unless you are plagued with back pain." She will discuss the correct practices while gardening to avoid muscle and back difficulties. Dr. Hodges is the Director of the Maryland Disc Institute. She has a multi-disciplinary healing practice employing chiropractors, massage therapists, acupuncture, and nutrition specialists on Old Solomons Road in Annapolis. March brings our annual Garden Club anniversary dinner. The Garden Club is always happy to welcome new members. Our dues are a staggering $3.00 per year and we meet at the Clubhouse at 7:00 p.m. on the first Tuesday of the month. Come on out and meet a great group of friendly and knowledgeable folks. Very few of us bite! Submitted by Jeanne Klingler Freestate Custom Guitars was founded in early 2014 in Annapolis, Maryland. We are comprised of two different divisions. The first division is the Custom Shop, which focuses on rebuilds, modifications, custom paint jobs, logo designs, as well as a multitude of other specialties on clients’ guitars. The other division consists of the Signature Series Line, which creates hand-built custom guitars. This business was formed out of our love of art, craftsmanship, and guitars. We have just completed the JMX1 prototype, and are now working on the 21-409 model, both due to be in full production this summer. We are also very excited to announce two new artists that have recently joined the Freestate family. SKRIBE and Joe Wilk from the band Kristy Wright, whose signature series models are being designed and worked on now. Maryland Day The Board of Directors of Goshen Farm is very pleased to announce that the Four Rivers Heritage Area has asked Goshen Farm to participate in celebration of Maryland Day, The celebration will take place March 20 – 22, 2015 with events throughout Annapolis and Anne Arundel County. Goshen Farm will hold its spring Open House March 21, 2015 in conjunction with the other events. There will be tours the historic Goshen Farm house and a dis-play of the artifacts found on site. You can walk the trails through our wooded 22 acres or our 11 point walking tour, visit our Sharing Garden, and visit the Soil Pit and learn about soil health, or just relax and take in the peaceful rolling hills. There will be live music and activities for kids as well as food vendors on site. Built in the late 1780’s Goshen Farm has been farmed as plantation, a truck farm, and a dairy farm. Previous owners include members of the Gardiner, Tydings and Brice families as well as Dr. Morris Radoff, Maryland’s first State Archivist. Maryland Day commemorates the formal founding of the colony of Maryland, when the newly-arrived colonists erected a cross on St. Clement’s Island, offered prayers (perhaps by saying Mass), and took “possession of this Country for our Saviour and for our sovereign Lord the King of England.” According to one of the three versions of Father Andrew White’s account of the voyage of the Ark and the Dove, this event took place on 25 March 1633/34 at the colonists’ first landfall in Maryland. After consulting with the “Emperor of the Paschataway” and the “King of Yaocomoco,” Leonard Calvert, governor of the colony, negotiated the purchase of land on a nearby tributary of the Potomac River. This became the site of St. Mary’s City, the colony’s first settlement. Marylanders began observing Maryland Day in 1903 and in1916, the General Assembly authorized the celebration of Maryland Day as a legal state holiday. Java & Jazz The other date to put on your calendar is April 19, 2015 from 3:00 to 5:00 p.m. when Goshen Farm and the Jazz Perpetrators will present “JAVA & JAZZ.” The “Perps” are a fixture at the Crush Kitchen & Winehouse on West Street in Annapolis. Their smooth jazz sound packs in the customers and this will be your one opportunity to see them for free. Join us for some music, fun, food and dancing. It will help you forget that Tax Day has just passed. More on both events next month along with some special announcements.

Youth Sailing News The Youth Sailing program of the Yacht Club of Cape Saint Claire is designed to teach the fundamentals of sailing, whether you are a beginner or an experienced sailor. Sailing is a recreational as well as a competitive sport that students will enjoy for a lifetime. The purpose of the summer youth program is to provide a safe instructional environment for an enjoyable summer of learning how to sail. At the end of the summer, each sailor will receive a certificate of completion and a lifetime of friends and memories. On February 8, 2015 we will post the Cape Youth Sailing application on our website for download and completion. Completed registration forms and payment can be dropped off beginning March 1st @ 8am. No applications will be accepted prior to March 1st. All information about the drop off location is contained within the application. Preference is given in the order that applications are received, with special consideration to last year’s participants and Cape residents through March 14th or until a session is full (whichever comes first). Class sizes are limited and fill very quickly. Call us at 410-757-2271 or visit us at www.capeumc.org Outreach Missions CSCUMC has two key food outreach missions for our church as we pray to fulfill our ministry to our community and beyond. The first is My Brother's Pantry which we have supported for numerous years and will continue to support both in monetary and food contributions, and by packing and delivering food. We are one of 10 churches on the Broadneck Peninsula that supports approximately 130 families by providing a food supplement each month. This is a critical ministry and mission for all involved. Any support would be much appreciated. A Second Food Mission was started in the fall of 2014 targeting a separate group. The food sent out comes almost totally from donations, and the feedback from this program has been very positive. We feel that is will likely grow in the future.

Cape St. Claire UMC Women's Retreat 2/27/15 - 3/1/15 West River Retreat Center We would like to extend an invitation to any community women who might be interested in joining our ladies in their annual weekend of fellowship and spiritual growth. The program this year is "Jonah: Navigating a Life Interrupted". The total cost is $140.00/person and includes 2 nights lodging and 5 meals. T-shirts are optional and available for $15.00.
