Uttar Pradesh Power Corporation Limited (UPPCL) is purchaser on behalf of 4 Discoms under RAPDRP jurisdiction: Madhyanchal Vidyut Vitaran Nigam Limited, Lucknow (MVVNL) Purvanchal Vidyut Vitran Nigam Limited, Varanasi (PuVVNL) Dakshinanchal Vidyut Vitran Nigam Limited, Agra (DVVNL) Paschimanchal Vidyut Vitran Nigam Limited, Meerut (PVVNL) Each of the above Discom has a certain number of districts under them (Total 64) which have been further broken down into Towns (Total 168) and each Town has certain number of Sub Divisional Offices (SDO) and Other Offices (OO) where the implementation needs to be carried out.

Nature of Work in UPPCL
DGPS (Differential GPS), GIS (Geographical Information System) Survey and Consumer Indexing This includes Asset Mapping of the power distribution network at and below
the 11kV transformers. Also includes asset mapping of the Distribution Transformers and Feeders, Low
Tension lines, poles and other distribution network equipment. Consumer Indexing will be created by HCL to create a database with predefined
attributes of all consumers of the state utility which can be used for retrieval and querying of information.
DGPS, GIS Survey and Customer Indexing The objective is to acquire meter data automatically without human
intervention. This will enable the utility to monitor important distribution parameters and use meter data for accurate billing purposes.
• MIS reports would be generated which would help in proper planning, monitoring and decision support to the management.
This would be achieved by installing an Automatic Meter Reading based data logging system which can be transmitted by using any of the available communication technology like GSM, GPRS, EDGE etc.
HCL will be supplying and installing close to 50,000 GPRS modems in the entire state.
