The minutes of the Traffic Committee meeting held on 13 April 2015 were considered by

Council at its meeting on 23 April 2015.

Summary:

Applications have been received from the Lebanese Moslem Association (LMA) for

road closures for the forthcoming period of Ramadan. Temporary road closures are

required for Wangee Road between Yangoora Road and Punchbowl Road for the Eve

of Qadar on Monday 13-14 July 2015 and for the Festival of Eid Al-Fitr on Thursday

16-17 July 2015 and also for the Festival of Eid Al-Adha on Tuesday 22-23 September

2015.

Traffic Management Plans have been received for all three events and copies are

provided separately. To date, however, no Certificate of Currency for $20m Public

Liability has been received.

It is recommended that the temporary closure of Wangee Road and the use of the

eastern end of Parry Park for parking during the Eve of Qadar on Monday 13-14 July

2015, for the Festival of Eid Al-Fitr on Thursday 16-17 July 2015 and also for the

Festival of Eid Al-Adha on Tuesday 22-23 September 2015, be approved subject to

conditions.

Road Hierarchy

Wangee Road is a local road and Punchbowl Road is a State Road.

Comments

Traffic, parking and pedestrian safety are of concern during the period of Ramadan because of

the large crowds attending and two events, the Eve of Qadar and the Festival of Eid Al-Fitr

both require the closure of Wangee Road. In addition a further closure is requested for the

Festival of Eid Al-Adha in September.

The matters for which the LMA is responsible are itemised below:

The submission of a formal request to both Canterbury City Council and Bankstown City

Council to close Wangee Road at Yangoora Road, Punchbowl Road and Skyline Street,

Greenacre for the main festival events. In this regard, dates and times of the closures have

been stipulated and Traffic Management Plans have been provided; copies are provided

separately. A certificate of currency for Public Liability Insurance to the extent of $20m

for the events noting both Council and the RMS as interested parties will need to be

submitted.

The Traffic Management Plan and applications for a Special Events Clearway (Wangee

Road, Yangoora Road to Punchbowl Road) and a Road Occupancy Licence will need to be

forwarded to the RMS. In addition to the above, the RMS will also need to be given a copy

of the Association’s Public Liability Insurance policy for the events referred to above.

An application needs to be submitted to the police seeking approval for a public assembly.

It will also be necessary for the Association to advise local residents, the bus company,

local schools and the emergency services of the events and to arrange for a digital message

sign to be hired and positioned on the nature strip in Punchbowl Road opposite Parry Park,

advertising the event. A copy of the proposed notification to the residents has been

submitted and provided separately.

Barricades will need to be hired and installed in Punchbowl Road on the event days that

require the closure of Wangee Road, to block off the right-turn lane into Wangee Road.

Marshals will also need to be arranged to manage parking within Parry Park.

The LMA will need to obtain a key to the carpark from Council and the LMA will need to

provide a separate padlock/key and section of chain to enable parking in the carpark to be

opened and closed by them.

Conclusion

It is recommended that the temporary closure of Wangee Road, Lakemba and the use of the

eastern end of Parry Park for parking during the Eve of Qadar on Monday 13-14 July 2015,

for the Festival of Eid Al-Fitr on Thursday 16-17 July 2015 and also for the Festival of Eid

Al-Adha on Tuesday 22-23 September 2015. The LMA has been informed of the need to

apply to Bankstown City Council to effect the road closures in the Bankstown City Area.

RECOMMENDATION:

THAT the temporary closure of Wangee Road, and the use of the eastern end of Parry Park

for parking, during the Eve of Qadar on Monday 13-14 July 2015, for the Festival of Eid Al-

Fitr on Thursday 16-17 July 2015 and also for the Festival of Eid Al-Adha on Tuesday 22-23

September, be approved subject to:

1. The Traffic Management Plan and applications for a Special Events Clearway

(Wangee Road, Yangoora Road to Punchbowl Road) and a Road Occupancy Licence

being submitted to and approved by the RMS and the TMC.

2. A copy of the certificate of currency for Public Liability Insurance (noting Council and

the RMS as interested parties) for $20m being submitted to Council and the RMS.

3. An application being submitted to the police seeking approval for a public assembly.

4. Advance signage being hired and positioned (digital message sign) on the nature strip

the closure of Wangee Road, to block off the right-turn lane into Wangee Road.

7. Parry Park being available for carparking from the commencement of Ramadan on

Thursday 18 June 2015 between 7.00 am and 11.00 pm and for the further festival of

Eid Al-Adha as arranged, except when the park is closed due to wet weather.

8. Accredited Marshals assisting the police with traffic arrangements, and attending to

the management of ingress/egress and parking within Parry Park.

EVENT (EID AL- FITR) FRIDAY 17 JULY 2015

Summary:

Correspondence has been received from the Director and Secretary of the Arrahman

Islamic Centre at 20 Garema Circuit, Kingsgrove, advising of a Special Event (Eid Al-

Fitr) on Friday 17 July 2015.

It is recommended that the “special event” proposed to be held on Friday 17 July

2015, between the hours of 6.00-7.00 am and 7.30-8.30 am, be approved subject to the

Applicant managing the car parking with RMS Certified Traffic Controllers and

advising any affected business proprietors and residents seven days in advance of the

event.

Report:

Correspondence and an Event Management Plan have been received from the Director and

Secretary of the Arrahman Islamic Centre at 20 Garema Circuit, Kingsgrove, in the following

terms:

“This letter is to advise and notify of our annual upcoming event – Eid Al Fitr which

will happen on Friday 17 July 2015.

We wish to advise you of the following measures that will be implemented to ensure

safety and traffic control hazards on the day:

A team of qualified traffic marshals to guide and direct traffic. Marshals will be

positioned at entry and exit points of the car park.

Security Officers will be positioned next to neighbouring buildings to ensure

vehicles have parked correctly and not in driveways.

Garema Circuit and Wirega Avenue will not be blocked and traffic will be kept

flowing at all times.

Cars will be guided through from Moorefield’s Rd into Wirega Ave, turning left

into Garema Circuit and right into the car park.

We have up to date fire safety measures.

Two Prayer sessions will happen one at 6.00am and the second at 7.30am.

A sheltered area will be provided in case of rain.

A traffic guide map will be distributed to worshipers prior to the event.

A sample map is provided separately for you reference.

Neighbours will be informed prior to the event.

We understand that this year’s Eid prayer will be on a normal working day. We will

ensure to keep traffic controlled and not affect any business or residents.

Road Hierarchy

Garema Circuit is classified as a local road and forms the circuit of an industrial area in

Kingsgrove, off Moorefields Road and north of the M5-Motorway.

Background

A Section 96 Modification was received in June 2010 from the Al-Mabarat

Benevolent Society Ltd (Place of Worship), 20 Garema Circuit, Kingsgrove, to modify

Condition 13 of Development Consent 722/2007 relating to the operating hours and

attendance numbers of an existing place of worship and to hold three “Special Events”

in each year.

The Traffic Committee at the meeting on 2 August 2010 considered the application

and recommended:

“THAT the Application lodged for 20 Garema Circuit, Kingsgrove, under Section 96

to modify Condition 13 of Development Consent 722/2007, to vary the hours of

operation, numbers of worshippers and to hold “Special Events” on three occasions

per year, be approved subject to the following conditions:

1. “Special Day Events” be limited to 500 people per weekday session to address a

shortfall of parking spaces available in Garema Circuit and the public carpark.

2. A Traffic Management Plan (TMP) must be lodged with Council for each

“Special Event Day” three months prior to each event.

3. The Applicant’s Traffic Consultant models the key signalised intersection of

Moorefields Road/Wirega Avenue/Chapel Street during morning peak hours and

refers the outcome to the RMS as part of the Traffic Management Plan.

4. The first session of any “Special Event Day” is changed to commence at the

earlier time of 6.00 am to conclude by 7.30 am to lessen the impact on parking

and traffic congestion at key intersections.

5. A Traffic Control Plan is provided to Council to indicate how Al-Mabarat

organisers will manage parking in/out (east/west) of the public carpark in

Garema Circuit.

6. The security firm to be engaged must have RMS Certified Traffic Controllers to

control the traffic.

7. All affected occupiers of Garema Circuit, Wirega Avenue and at the intersection

of Moorefields Road are notified of any “Special Event Day” seven days prior to

the event taking place.

8. The Police are notified by the organisers one month prior to any “Special Event

Day” and requested to assist with directing traffic movements at key

intersections.”

Correspondence has now been received advising of a special event known as “Eid Al

Fitr” to be celebrated on Friday 17 July 2015 between the hours of 6.00-7.00 am and

7.30-8.30 am.

Comments by Team Leader Traffic and Transportation

The Applicant has only applied for one “special event” so far this year and this is

proposed to be held on Friday 17 July 2015.

The Applicant will use RMS Certified Traffic Controllers to ensure that parking is

managed and access to surrounding driveways as well as smooth traffic flow in

Garema Circuit.

The Arrahman Islamic Centre to be advised that only 126 parking spaces in the public

carpark located at 8 Garema Circuit are publicly owned and can be occupied by

worshippers during this event.

A Traffic Management Plan must be lodged as soon as possible for consideration of

this proposed “special event” and the event is to be limited to 500 worshipers.

Conclusion It is recommended that the “special event” proposed to be held on Friday 17 July 2015,

between the hours of 6.00-7.00 a.m. and 7.30-8.30 a.m., be approved subject to the number of

people attending being limited to 500, the Applicant managing the car parking with RMS

Certified Traffic Controllers and advising any affected business proprietors and residents

seven days in advance of the event. The applicant will be requested to provide details on how

the parking spaces will be managed.

It is also recommended that the Arrahman Islamic Centre be reminded that only 126 parking

spaces in the public carpark located at 8 Garema Circuit are publicly owned and can be

occupied by worshippers during this event.

RECOMMENDATION:

THAT

1. The “special event” Eid Al- Fitr proposed to be held on Friday 17 July 2015, between

the hours of 6.00-7.00 a.m. and 7.30-8.30 a.m., be approved subject to:

1.1 The number of people attending being limited to 500.

1.2 The Applicant managing the car parking with RMS Certified Traffic

Controllers.

1.3 Any affected business proprietors and residents being advised seven days

prior to the proposed event.

2. The Applicant be reminded that only 126 parking spaces in the public carpark located

at 8 Garema Circuit are publicly owned and can be occupied by worshippers during

this event.

3. The Police be notified by Arrahman Islamic Centre organisers one month prior to any

“Special Event Day” and be requested to assist with traffic movements at key

intersections.

4 COLIN STREET, LAKEMBA - REQUEST TO ADDRESS ILLEGAL

PARKING AT BUS STOP

FILE NO: 198-6 (e)

Summary:

Correspondence has been received from a resident in Colin Street, Lakemba,

requesting the installation of a bus zone at the existing bus stop located adjacent to 17

Colin Street to address illegal parking issues at the bus stop.

The location was inspected and illegal parking at the existing bus stop was observed

during the inspection. The bus stop is located in an area where on-street parking

demand is high due to a high number of units nearby. It was also noted that vehicles

were illegally parked at the bus stop located on the western side of Colin Street

adjacent to the reserve (between 30 and 36 Colin Street).

It is recommended that a 22.5m bus zone (6.30 am – 7.30 pm Monday to Friday and

7.30 am - 6.30 pm Saturday and Sunday) be installed at the existing bus stop on the

eastern side of Colin Street (adjacent to 17-19 Colin Street), Lakemba, as shown in the

concept plan included in the report. It is also recommended that a 21 m bus zone (6.30

am – 7.30 pm Monday to Friday and 7.30 am - 6.30 pm Saturday and Sunday) be

installed at the existing bus stop on the western side of Colin Street (between 30 and

36 Colin Street), Lakemba, as shown in the concept plan included in the report.

Council Delivery Program and Budget Implications:

This report has no implications for the Budget. It supports our Community Strategic Plan long

term goal of Transport Alternatives.

Report:

Correspondence has been received from a resident in Colin Street, Lakemba, requesting the

installation of a bus zone at the existing bus stop located adjacent to 17 Colin Street to address

illegal parking issues at the bus stop in the following terms:

“Many inconsiderate drivers park their cars at the bus stop (in front of no. 17 Colin

Street). This makes it hard for passengers to get up the bus and sometimes the bus

drivers could not see them and just drive away. Your Council could put a bus zone

sign like was done near no. 3 Colin St.”

Colin Street is classified as a local road.

Comments

The location was inspected and the following observations were noted:

Illegal parking was observed at the existing bus stops at the times the location was

inspected. The bus stops are located in the area where on-street parking demand is

high due to a number of units nearby. Illegally parked vehicles at this location would

adversely affect accessibility for buses when dropping off and picking up passengers.

Punchbowl Bus Company have advised that they would prefer if the existing bus stop

at 17 Colin Street (eastern side), Lakemba, could be relocated to near the intersection

of Emma Street and Colin Street instead. The current location of this bus stop has

been in place for many years and a bus zone should be installed at this location. Our

previous experience shows that residents would not support relocation of a bus stop.

Given the above information, it is recommended that a bus zone be installed at the existing

bus stop on the eastern side of Colin Street (near 17-19 Colin Street), Lakemba, and at the

existing bus stop on the western side of Colin Street (between 30 and 36 Colin Street),

Lakemba, as shown in the concept plan included in the report.

RECOMMENDATION:

THAT

1. A 22.5m bus zone (6.30 am – 7.30 pm Monday to Friday and 7.30 am - 6.30 pm

Saturday and Sunday) be installed at the existing bus stop on the eastern side of Colin

Summary:

A letter and petition has been received from the occupier of a commercial property at

87-89 Lakemba Street, Belmore, requesting that “No Standing” signs be installed at

this location to address ongoing access and sight distance issues for vehicles as they

enter and exit the property.

An inspection of the location revealed that access and sight distance for large trucks as

they enter/exit the driveway is obstructed if a vehicle is parked in the space available

on the section of kerb between the two driveways at 87-89 Lakemba Street, Belmore.

It is recommended that a 21 m “No Parking” Zone be installed to cover the left and the

right of the driveways at 87-89 Lakemba Street, Belmore, as shown in the concept

plan included in the report.

Correspondence has been received from the occupier of a commercial property at 87-89

Lakemba Street, Belmore, requesting that “No Standing” signs be installed at this location in

the following terms:

“We are owners at Unit 1-7/87-89 Lakemba Street Belmore. We are writing this letter

in regards to street parking next to our driveway.

Since there are 7 units (warehouse), there are lots of cars and trucks entering and

exiting our complex.

However, this is very difficult, if there are vehicles parked beside the entrance. So we

would like the Council to help us with this problem by putting up no stopping signs on

the street. Please see the diagram below (Diagram provided).

This will help all the people within the complex and visitors to enter and exit with

ease. Since Lakemba Street is a narrow Street, with cars parked on the street it is

difficult to exit. If there is a car parked on the left of the entrance the driver needs to

make a bigger turn or turn left from far right side of the entrance. This is dangerous

with on-coming traffic. Also if there is a car parked on the right (where it’s

highlighted on the diagram) the low visibility of oncoming cars makes exiting the

driveway very hazardous.

For these reasons, we plea to the council to understand our situation, how stressful

and anxious we are to enter and exit every day. So we write this letter to the Council

to put up no standing sign. It is dangerous for people working and visiting our

complex.”

Lakemba Street is classified as a Regional Road.

Public Transport

Punchbowl Bus Company operates routes 942 and 946 along Lakemba Street.

Accident History – 5-Year Period (1 July 2008 to 30 June 2013)

An analysis of the accident history for the above five year period indicates that there were five

“emerging from driveway” type accidents in Lakemba Street (between Benaroon Road and

Burwood Road).

Comments

The Traffic Investigations Officer has investigated this location and found that the northern

side of Lakemba Street (between Benaroon Road and Burwood Road) consists almost entirely

of factory units, warehouses and other commercial type properties.

This section of Lakemba Street is busy with 10948 vehicles per day and 85th

percentile speed

of 55.2 km/h (Traffic Data collected in May 2008). The carriageway is 11.3 m wide, which is

narrow for a street with many commercial/industrial properties.

The Traffic Investigations Officer has observed on numerous occasions large trucks and semi-

trailers having to make several manoeuvres to enter or exit the driveways located in this

section of Lakemba Street.

Given the circumstances of access to commercial properties, particularly for a truck or a large

vehicle it is recommended that “No Parking” signage be installed to prevent vehicles from

parking at this location. The installation of a 21m “No Parking” Zone (full time) would

ensure access to 87-89 Lakemba Street, Belmore, is not obstructed.

RECOMMENDATION:

THAT

1. “No Parking” Zones and associated signage be installed adjacent to 87-89 Lakemba

Street, Belmore, as shown in the concept plan provided separately.

2. The head petitioner be advised of the decision.

Summary:

Correspondence has been received from Koorana Child and Family Services Centre at

33 Croydon Street, Lakemba, requesting the installation of a restricted parking zone

adjacent to the premises to assist parents when dropping-off/picking-up children at the

Centre.

The location was investigated and parking the situation observed on two occasions. At

present there are “1-Hour” Parking (8.30 am to 6.00 pm Monday to Friday and 8.30

am to 12.30 pm Saturday) restrictions outside the Koorona Child and Family Services

Centre. Parking at this location has always been in high demand; the Childcare Centre

is surrounded by a School (Holy Spirit School), Library and shops (Haldon Street).

During business hours all of the available on-street parking spaces at this location are

occupied most of the time.

It is recommended that a 25m 15-Minute Parking Zone (9.30 am to 3.30 pm Monday

to Friday) and “1-Hour” Parking (3.30 pm to 6.00 pm Monday to Friday and 8.30 am

to 12.30 pm Saturday) be signposted in front of the Koorana Child and Family

Services Centre at 33 Croydon Street, Lakemba, as shown in the concept plan included

in the report.

parking opportunities on a number of occasions. His observations revealed that the parking

spaces directly outside the Koorona Child and Family Service Centre at 33 Croydon Street,

Lakemba, are currently signposted “1-Hour” Parking (8.30 am to 6.00 pm Monday to Friday

and 8.30 am to 12.30 pm Saturday).

During business hours all of the available on-street parking spaces at this location were

occupied most of the time.

Parking at this location has always been in high demand; the Childcare Centre is surrounded

by a School, Library and Shops (Haldon Street). Koorana Child and Family Services Centre

have confirmed that their hours of operation are 9.30 am to 3.30 pm Monday to Friday. A

restricted parking zone is warranted at the frontage of the Childcare Centre to assist parents

when dropping-off/picking-up children.

The following options have been considered:

Option 1

“1-Hour” Parking - (8.30 am to 9.30 am, 10.30 am to 2.30 pm and 3.30 pm to 6.00

Monday to Friday) and (8.30 am to 12.30 pm Saturday).

“15-Minute” Parking - (9.30 am to 10.30 am and 2.30 pm to 3.30 pm Monday to

Friday).

This option provides too many parking controls which results in the installation of various

parking signs. This creates confusion for drivers when determining parking availability at this

location.

Option 2

“15- Minute” Parking – (9.30 am to 3.30 pm Monday to Friday).

“1-Hour” Parking – (3.30 pm to 6.00 pm Monday to Friday and 8.30 am to 12.30 pm

Saturday.

This is the option preferred as it would be easier to understand and should reduce driver

confusion when determining parking availability in the street. The installation of the “15-

Minute” parking zone would encourage parking turnover outside the Childcare Centre.

Conclusion

It is recommended that a 25m 15-Minute Parking Zone be signposted (9.30 am to 3.30 pm

Monday to Friday) and “1-Hour” Parking (3.30 pm to 6.00 pm Monday to Friday and 8.30 am

to 12.30 pm Saturday) at in front of the Koorana Child and Family Services Centre at 33

Croydon Street, Lakemba, as shown in the concept plan included in the report.

RECOMMENDATION:

THAT

Summary:

Council has received many complaints from residents regarding traffic congestion in

the narrow section of Alfred Street (between Harp Street and Jarrett Street) since the

commencement of the new development project located at the intersections of Harp

Street/Charlotte Street and Alfred Street/Harp Street.

The site has been inspected and parking congestion was observed at this location.

Vehicles (mostly vehicles associated with the construction works) were parked on

both sides of the street creating one lane in Alfred Street for two way traffic on

weekday and during working hours. The section of Alfred Street, between Harp Street

and Jarrett Street, is only 8.4m wide.

It is recommended that a “No Parking” Zone (7.00 am to 5.00 pm) Monday to Friday,

be installed on the eastern side of Alfred Street, between Harp Street and Jarrett Street,

as shown in the concept plan included in the report.

Future Traffic Management Proposals

The redevelopment of the old Sunbeam Site in Charlotte Street, Harp Street and Alfred Street

has been in progress since 2012. As part of the approval process for this Development

Application, the Traffic Committee on the 3 September 2012 considered a Traffic and Parking

Study prepared by the Traffic Consultant TRAFFIX on behalf of the Applicant. The Traffic

Committee recommended a number of conditions of consent to be included as part of the

approval issued for this development.

One of these conditions of consent stated that the Applicant should implement a traffic

calming scheme to address future on-street parking and traffic flow issues. A sketch of the

proposed traffic calming scheme, provided by the Traffic Consultant is included in the report.

The proposed works will be carried out following completion of the development at this site

which could take up to two years.

Interim Solution for Traffic Congestion in Alfred Street, Clemton Park

Our on-site inspection carried out on a weekday (during working hours) confirmed that

drivers are parking their vehicles on both sides of the narrow section of Alfred Street. It

appears that most of these vehicles are driven by construction workers.

The width of Alfred Street is 8.4 m and if vehicles are parked on both sides of the street this

allows for a traffic lane of 3.4m. This would not allow for two way traffic flow which

increases traffic congestion especially during peak hour. The traffic volume in Alfred Street

is 4500 veh/hr making it a busy local road especially during peak time.

The proposed Traffic Management Scheme for Alfred Street as proposed by the Applicant

will not be implemented until construction is finished which could take up to two years to

complete. In the meantime construction vehicles will continue to park on both sides of Alfred

Street creating traffic congestion in the street.

For these reasons it is recommended that we install a “No Parking” Zone 7.00 am to 5.00 pm

Monday to Friday on the eastern side of Alfred Street between Harp Street and Jarrett Street.

The proposed “No Parking” Zone will result in the removal of on-street parking for seven

residential properties. The western side of Alfred Street comprises eleven residential

properties.

All of the properties on the eastern side have off-street parking; alternatively on-street parking

will still be available on the western side of the street.

RECOMMENDATION:

THAT

1. A “No Parking” Zone signposted 7.00 am to 5.00 pm Monday to Friday be installed on

the eastern side of Alfred Street between Harp Street and Jarrett Street, as shown in the

concept plan included in the report.

2. The proposed “No Parking” Zone be removed once all construction work at the old

Sunbeam Site is complete and the proposed traffic calming scheme is implemented.

The residents be advised of the decision.
