Summary Explanation & Background: At the December 5, 2018 Commission meeting the Commission approved to go with the selection committee’srecommendation to meet with Ivey’s Construction to discuss options of value engineering of the new cruiseterminal garage in order to finalize GMP on the cost of the garage.Original Proposal $34,233,932. Subsequent review meetings with internal and external stake holders have yieldedsubstantial savings to the design and construction GMP through modifications to the garage structure and layout. The parking space count will remain at roughly 1800 vehicles. The value engineering modifications have resultedin necessary adjustments to the adjacent site, which is a part of the terminal contract for construction. We arecurrently negotiating a purchase order increase to Bermello Ajamil (BA) to incorporate the required redesign. This request for a purchase order increase for design services to BA will be submitted to the Commission on theregularly scheduled January 23rd meeting.
On November 27, 2018 the Canaveral Port Authority received one proposal for the Construction of Terminal 3Parking Garage (PUR-RFP-18-4). This proposal from Ivey’s Construction included substantial savings in valueengineering that the Staff would like to discuss before entering into a contract.
On June 28, 2017 the Canaveral Port authority Commission approved for the Design of a new CruiseTerminal/Garage/Berth and Roadway Improvements. The staff released PUR-RFP-18-4 for the Design Build ofa New Parking Garage to be designed and built at the existing CT3 site on September 21, 2018. On November27, 2018 the RFP was due and the selection committee reviewed the RFP’s and selected Ivey’s Construction forthe construction of the new 1800 space parking garage.Financial Impact: Yes

Summary Explanation & Background: On December 21, 2018 the selection committee met for the selection of the Firm for the construction of CruiseTerminal 3. The committee has recommended that Ivey’s Construction be awarded the project. Because of timeconstraints we are asking the Commission to approve the amount on the proposal as shown, less the valueengineering savings for the Tier 2 generator. The staff will continue to discuss with Ivey’s on value engineeringto reduce cost. The original bid price from Ivey’s Construction was $79,436,770. We have taken the valueengineering option of reducing the cost of the facility back up generator from a tier 4 to a tier 2 for a savings of$453,150. Further value engineering based discussions are currently ongoing that will yield substantial savings tothe project GMP. Port Canaveral staff will be meeting with Carnival Corporation representatives to discussthese changes. The cost savings resulting from the pending value engineering discussions will be evaluatedagainst additional design costs that may result from Bermello Ajamil.
On June 28, 2017, the commission approved staff to go issue a formal solicitation for the design of a new cruiseterminal facility, garage, site work, roadway and utility improvements. On September 22, 2017, the selectioncommittee, after reviewing step 2 proposals, conceptual designs and sitting in on presentations ranked BermelloAjamil (B&A) & Partners as the #1 firm.
The Construction will include complete building architecture and mechanical, electrical and plumbing, low voltagefor the terminal building. In addition, construction for adjacent site work and utility improvements, off site utilitycapacity improvements, widening and signalization improvements to George King Boulevard and the rework ofsome boat trailer parking spaces at Freddy Patrick Park. The Construction is anticipated to run through May of2020.Financial Impact: Yes

Financial Review: The total NTE amount of $78,983,620 will exceed the Capital Budget forthis project by $12.2 million. If approved, the following funds will bereallocated between capital projects in FY 19: 2273 Contingency for newprojects ($2 million); 1340 Maintenance Dredging ($2 million); 1842 NorthCargo Berth 8 ($2 million); 2128 WTB Channel Entrance Phase 2 (1

million). FY20 1842 North Cargo Pier 8, phase 2 ($5,250 million). Theresulting increase will be to 2271 Cruise Terminal 3. There will be nochange to the overall total Capital Budget.
